Eine wachsende politische Enthaltung, Verdrossenheit und Rechtsorientierung ist besonders bei formal gering Gebildeten zu beobachten. Angesichts dieser im Folgenden untersuchten Problemlage scheinen politische Bildung und 'Befähigung' neben strukturellen politischen Veränderungen als wichtige, aber vernachlässigte Aufgabe in Schulen und Jugendarbeit. Die diesbezüglich vorherrschenden Ansätze der 'Politikvermittlung' nach einem funktionalistischen 'Input-Output-Modell' greifen jedoch zu kurz und drohen zu scheitern, die Ungleichheit politischer Interessen und Kompetenzen eher bestätigend und vertiefend, so der allerdings defizitäre Forschungsstand. Politische Bildung sollte vor diesem Hintergrund, ausgehend von Positionen, Perspektiven und Interessen der Beteiligten, stärker auf eine Analyse des sozialen und politischen Machtfeldes zielen und ambivalente Funktionen von Schulen und Bildung bei der Herstellung von Herrschaft und Ordnung einbeziehen. Dazu müssten spezifische Konzepte der politischen Bildung für sozial Benachteiligte entwickelt und getestet werden.

Der Aufstieg der extremen Pole im politischen Spektrum Europas entspricht momentan noch einem Hilferuf von einfachen Bürgerinnen und Bürgern, verbunden mit dem Wunsch nach einer ernsthaften Auseinandersetzung, mit den tragischen Sackgasse die in europäischen Lebensalltag reproduziert werden. In diesem Fall kümmert es die Bürger kaum ob das rechtsextreme Lager, die Sozialdemokratie, die Grünen oder der linke Populismus einen Antrieb erfährt noch ob die Konservativen in Europa ihre Vorherrschaft fortsetzen. Viel mehr verlangen die Bürger eine zuverlässige Lösung ihrer wirklich wichtigsten Alltagsprobleme. In diesem Zusammenhang existiert eine Notwendigkeit für Europa, aus der Logik der geschlossenen Kreise rauszukommen in denen Politiker untereinander in Fraktionen und Ausschüssen verhandeln. Es besteht die klare Notwendigkeiten der Wiederendeckung des souveränen Volkes. Im heutigen Sinne handelt es sich um das europäische Volk das an sich noch nicht institutionalisiert ist ( Habermas: 1996). Daher auch der Mangel an Demokratie. Die fortschrittlichen Kräfte Europas, allen voran die Sozialdemokratie sollten sich mit dem Gedanken konfrontieren, ein neues Potential an öffentlichen Gütern zu definieren im Rahmen eines gesamteuropäischen Sozialstaates, der die neuen Ungleichheiten in Europa zu entschärfen vermag. Denn die Vereinigung Europas ist braucht letztendlich ein entsprechendes gedankliches institutionelles Vorspiel, das wie ein Idealtyp im Bewusstsein der Bürger funktionieren kann.

That said, however, one would be hard pressed to prove the primacy of the Internet in their transition to violence. More often than not, more traditional elements - blood relations and marriage ties - remain the key to individual religious radicalization and political violence in Southeast Asia. This paper revisits these kinship linkages as well as quasi-kinship ones that include teacher-disciple bonds and the wider fraternity of ikhwan-ship (brotherhood) with particular regard to JI. Keeping counter-terrorism efforts in context is important or else governments could run the risk of carelessly allocating vital resources to less immediate concerns. (JCSA/GIGA)

Der Autor geht in seiner Untersuchung über gegenwärtige Phänomene ritueller politischer Gewalt in Algerien von der Kultur- und Gewalttheorie aus, die Frantz Fanon im Kontext des Algerienkrieges entwickelt hat. Politische Gewalt soll dieser Theorie zufolge zum einen als grenzziehende Gewalt Emanzipation ermöglichen; zum anderen soll sie den Übergang von einer traditionalen Gemeinschaft in eine solidarische Gesellschaft freier und gleicher Individuen ermöglichen. Im heutigen Algerien zielt dieses Handlungsprogramm nach der Interpretation des Autors darauf ab, einerseits die Sippenverbände ('assabiya') zu zerschlagen und durch eine gesellschaftsförmige Ordnung ('umma') zu ersetzen sowie andererseits eine Grenze zwischen säkularem Staat und islamischer 'umma' zu ziehen. Übertragen auf die politische Situation in den 1990er Jahren führt dieses Programm zu paradoxen Folgen: Da der Versuch einer klaren Grenzziehung scheitert, wird Gewalt zum Dauerzustand. Vor diesem Hintergrund kann das kulturelle Muster von Frantz Fanon - so die These des Autors - die heutige Eskalation extremer und ritueller Gewalt in Algerien erklären. (ICI2)

Der Text skizziert Grundlagen, Ziele und Arbeitsrahmen für ein Schulentwicklungsprogramm der Bund-Länder-Kommission unter dem Titel "Demokratie lernen und leben". Das erste Kapitel skizziert die empirische Ausgangslage (Gewalt, Politikverdrossenheit, Rechtsextremismus), die im zweiten Kapitel hinsichtlich der Folgen und im Blick auf pädagogische Konsequenzen analysiert wird. Im Anschluss an Zwischenüberlegungen zur Systematik der Analyse wird der normative Rahmen dargelegt, in dem das Modellprogramm steht. Demokratie wird als politischer und pädagogischer Begriff entfaltet. In weiteren Kapiteln wird die Struktur des vorgeschlagenen Modellprogramms dargestellt. Ein weiteres Kapitel definiert mit den "Modulen" die grundlegenden institutionellen Entwicklungsbereiche des Modellprogramms für die Schule. Es folgen die programmspezifischen Angebote professioneller Kompetenzerweiterung sowie der Beitrag des Programms zur Schulentwicklung. Nach einer zusammenfassenden Übersicht der Programmstruktur werden Aspekte der Vernetzung, Kooperation und Qualifikation, der angestrebten Innovation sowie Überlegungen zur Sicherung des Transfers erörtert. The article constructs a descriptive and analytical description of the restriction of sovereignty as a result of external influence of some societies on others and implements the task of determining scenarios of forced restriction of sovereignty in two cases of conflict (Nagorno-Karabakh conflict and Afghan war).As a result of the analysis, the author concludes that the conflicts associated with the forced restriction of state sovereignty discussed in this article are due to geopolitical mediation of external centers of power in the face of political elites of superpowers or macroregional leaders. These actors have various interventions with regard to stable states, the subject of which is to impose on unstable states a course of development incompatible with the principles of their cultural and social identity.It is emphasized that the superpowers-empires and macro-regional leaders are guided by the usual scenarios of cultural and political unification without taking into account the key factor of conflict, which is the religious factor. In the confrontations between Orthodox and Muslim societies, the radicalism of the latter is expressed, their ideological ferocity in the fight against the "infidels" become key factors in forming interstate alliances and solving the problem of sovereignty mainly by military means while minimizing the negotiation process, mutual concessions and mutual understanding.It is noted that the preference for confrontation and military violence is caused by the long-term colonial exploitation of these societies and the use of veiled forms of ethnic aggression with the whole arsenal of political Machiavellianism. It was political Machiavellianism from the Turkish bloc that led to the ethnic cleansing of Armenians and the formation of total distrust in resolving the territorial conflict in Nagorno-Karabakh.It was stated that in Afghanistan the manifestation of such Machiavellianism was the practice of deciding the fate of small ethnic communities in a narrow circle of cabinet meetings. The political elites of Turkey and the USSR, while limiting the sovereignty of Armenia, Azerbaijan, and Afghanistan, were guided by the cultural and social cartography of the great empires of the past. At the same time, the Islamic cultural and social system and the corresponding mechanisms of community mobilization in Arab-Islamic societies were almost completely ignored. ; В статье построено описательно-аналитическую характеристику ограничения суверенитета как результата внешнего воздействия одних обществ на другие и реализована задача по определению сценариев принудительного ограничения суверенитета в рамках двух кейсов конфликтов (конфликта в Нагорном Карабахе и Афганской войне).В результате проведенного анализа автором сделаны выводы о том, что конфликты, которые являются связанными с принудительным ограничением суверенитета государств, рассмотрены в данной статье, являются обусловленными геополитическим медиаторством внешних центров власти в лице политических элит сверхдержав-империй или макрорегиональных лидеров. Со стороны этих актеров касательно нестабильных государств имеют место различные вмешательства, предметом которых становится навязывание нестабильным государствам курса развития, несовместимого с принципами их культурной и социальной идентичности.Отмечено, что сверхдержавы-империи и макрорегиональные лидеры руководствуются при этом привычными для них сценариям культурной и политической унификации без учета ключевого фактора конфликтов, которым является религиозный фактор. В противоборствах между православными и мусульманскими обществами выраженный радикализм последних, их идеологическая ожесточенность в борьбе с «неверными» становятся ключевыми факторами формирования межгосударственных альянсов и решения проблемы суверенитета преимущественно военным путем при минимизации переговорного процесса, взаимных уступок, взаимопонимания и доверия.Отмечено, что отдача преимущества противоборству и военном насилию является вызванным продолжительными колониальным эксплуатацией этих обществ и использованием завуалированных форм этнической агрессии со всем политического макиавеллизму. Именно политический макиавеллизм из блока Турции привел к этническим чисткам армян и формирования тотального недоверия при решении территориального конфликта в Нагорном Карабахе.Констатировано, что по Афганистану проявлением подобного макиавеллизма стала практика решения судьбы малых этнических сообществ в узком кругу кабинетных совещаний. Политические элиты Турции и СССР при ограничении суверенитета как Армении, Азербайджана, так и Афганистана, руководствовались культурной и социальной картографией великих империй прошлого. При этом почти полностью игнорировался исламский культурный и социальный строй и соответствующие механизмы мобилизации общин в арабо-исламских социумах. ; В статті побудовано описово-аналітичну характеристику обмеження суверенітету як результату зовнішнього впливу одних суспільств на інші та реалізовано завдання щодо визначення сценаріїв примусового обмеження суверенітету в рамках двох кейсів конфліктів (конфлікту в Нагірному Карабасі та Афганській війні). В результаті проведеного аналізу автором зроблено висновки про те, що конфлікти, які є пов'язаними із примусовим обмеженням суверенітету держав, розглянуті в даній статті, є зумовленими геополітичним медіаторством зовнішніх центрів влади в особі політичних еліт наддержав-імперій або макрорегіональних лідерів. З боку цих акторів щодо нестабільних держав мають місце різноманітні втручання, предметом яких стає нав'язування нестабільним державам курсу розвитку, несумісного із засадами їх культурної та соціальної ідентичності. Наголошено на тому, що наддержави-імперії та макрорегіональні лідери керуються при цьому звичними для них сценаріями культурної та політичної уніфікації без урахування ключового чинника конфліктів, яким є релігійний чинник. В протиборствах між православними та мусульманськими суспільствами виражений радикалізм останніх, їх ідеологічна запеклість у боротьбі з «невірними» стають ключовими чинниками формування міждержавних альянсів і розв'язання проблеми суверенітету переважно військовим шляхом при мінімізації переговорного процесу, взаємних поступок, взаєморозуміння і довіри. Відзначено, що віддання переваги протиборству і військовому насильству є спричиненим довготривалими колоніальним визиском цих суспільств та використанням завуальованих форм етнічної агресії з усім арсеналом політичного макіавеллізму. Саме політичний макіавеллізм з блоку Туреччини призвів до етнічних чисток вірменів та формування тотальної недовіри при розв'язанні територіального конфлікту в Нагірному Карабасі. Констатовано, що щодо Афганістану проявом подібного макіавеллізму стала практика вирішення долі малих етнічних спільнот у вузькому колі кабінетних нарад. Політичні еліти Туреччини та СРСР при обмеженні суверенітету як Вірменії, Азербайджану, так і Афганістану, керувалися культурною та соціальною картографією великих імперій минулого. При цьому майже повністю ігнорувався ісламський культурний та соціальний лад та відповідні механізми мобілізації громад в арабо-ісламських соціумах.

Today, the need for rapid modernization of the country, achieving stable and significant economic growth, effective counteraction to external aggression, successful promotion of the process of European integration require a high level of social consolidation. Now in Ukraine exists rather stable public consensus on the democratic "rules of the game" in political competitions But prospects of further rallying of Ukrainian society is significantly hindered by such factors as large cultural and value differences between the regions, too high level of socio-economic fragmentation, as well as populist elements of political culture. The purpose of this paper is to identify the main potential factors for the consolidation of Ukrainian society in the various spheres of its functioning in their interconnection and interplay. Recent research and publications analysis. A general analysis of the problem of social consolidation has been made in the works of Y. Polischuk, O. Kryvitska, O. Petukhova, H. Lutsyshyn, A. Ovcharov, O. Mayborody, O. Pashkova and other researchers. The foreign policy aspects of the problem of social consolidation in Ukraine were analyzed by A. Pavko, Y. Tirkus, E. Magda, H. Lutyshyn. The influence of international organizations on the consolidation of Ukrainian citizens was covered by M. Zolkina and L. Khizhnyak. The relationship between national/ethnic factor and social consolidation has been analyzed by A. Kolodiy, O. Orzhel, N. Pidberezhnik.Highlighting previously unsettled parts of the general problem. An important component of the issue covered by this article is the question of the interconnection and correlation of value-cultural, political and socio-economic factors of consolidation of Ukrainian society.The purpose of the article is to identify the main potential factors for the consolidation of Ukrainian society in such dimensions as value-cultural and closely related regional, socio-economic, political, etc.Paper main body. Until now the biggest obstacle to the consolidation of society were cultural differences between Ukrainian regions that for a long time defined the main "agenda" of political struggle in Ukraine. Reducing the deconsolidating influence of cultural differences between regions of Ukraine is possible by the implementation of such a model of cultural development of Ukraine, which, by creating the most favorable opportunities for the affirmation and development of the Ukrainian language and culture, would at the same time allow to integrate into the national cultural space cultural achievements of all national minorities, to combine a considerable level of linguistic and cultural pluralism with the fundamental cultural integrity of the country. Its important component should be a "overethnic" societal culture – a measure of cultural unity, based on the Ukrainian cultural core, common to representatives of different cultural groups, cultural and social standards that guide the activities and determine the nature of major social institutions.A necessary component of forming a common and stable national cultural space in a multicultural/multiethnic society is also inter-ethnic socialization based on nurturing a positive and open attitude to "others" ethnic cultural elements.In the conditions of a property differentiation of a society inevitable for a market economy, an important factor of its consolidation should be the formation in the country of socio-economic interest common to the overwhelming majority of citizens , the state's efforts to ensure inclusive economic growth. The reduction of the level of corruption and "shadow economy" are able to ensure a significant increase in social expenditures of the state without increasing the tax burden, and thus contribute to reducing inequalities and promoting social cohesion of society.Positive impact on the level of consolidation of Ukrainian society has the activity of international organizations that promote the establishment in Ukraine of high modern standards of democratic public administration, civil society development, economic reforms.Conclusions of the research and prospects for further studies. The cultural policy aimed at integration around the Ukrainian ethnic "core", distinctive components of contemporary Ukrainian culture, establishing a balance between the fair interests of the Ukrainian majority and the rights of ethnic and cultural minorities could be the factor of social and political consolidation in Ukraine.The implementation of such a policy is only possible on the way of improvement of the democratic baces of political activity, and should be an organic component in promoting the process of European integration, effective implementation within the country of the necessary reforms. In this context, the factors of social consolidation are the development of civil society in Ukraine, cooperation with international organizations that assist our country in carrying out reforms, and constructive settlement of problematic issues in relations with Ukraine's western neighbors.Implementation of an inclusive socio-economic policy aimed at forming a common economic interest for all citizens, effective fight against corruption will contribute to reducing in Ukraine the degree of inequality in the distribution of national wealth and therefore reducing political radicalism and populism. ; Проаналізовано низку основних потенційних чинників консолідації українського суспільства, що повинні сприяти його згуртуванню задля відповіді на виклики, пов'язані із завданнями модернізації, євроінтеграції та протидії гібридній агресії Російської Федерації (далі – РФ). Показано, що зменшення деконсолідуючого впливу ціннісно-культурних відмінностей між регіонами України можливе через реалізацію культурної політики, орієнтованої на інтеграцію навколо українського ядра широкого спектру різних культурних елементів, на основі балансу потреб розвитку української культури й мови та забезпечення прав етнічних меншин. Григорьевой. ; Social transformations of the recent years in Russia led to changes in the social structure of the society. Inequality of various age groups in the space of new social and economic opportunities drew special attention. Thus «Russian party of pensioners» was created in 2003. Demographic transformations in the structure of the population, connected with its ageing, demand changes in the goals of the social policy, harmonization of the interests of various social and age groups with the prospects of the society's development. However since the beginning of the 1990-es the consideration of the social problems of the elderly has been so politicized that even the attempts of rationalizing the context of discussion turn out to be unsuccessful. The analysis of Soviet social policy reveals that though it was usually declared as the social policy of institutional distributing type, providing the equality of all citizens, in reality it was built on the combination of different approaches. Thus, the policy in relation to the elderly was usually based on the principles of rewards for merits, when the «achievement» or «merit» of a citizen was considered as the execution of labour or military duty. The right for the social security of the Great Patriotic war veterans is the most developed as compared to the social rights of other categories of Soviet citizens. Their exclusive status corresponds with ideology principles of working achievement and meritocracy selection, which really underlied Soviet social policy. As early as in the 1990-es the system of benefits supported and developed the selective principles formed earlier. The necessity of reforming and rationalizing the social liabilities of the state, including those in the form of benefits, about which there were many debates during the last 10-15 years is faced both with the incompetence of officials and with the opposition of the society. One should also take into account that there are no economic shifts or state transformations that could change the confidence formed among the elderly population in their right to worthy pension, the responsibility for which is held by the state. It is necessary to change the situation with the elderly, but each step must be considered, well thought-out and widely discussed with various groups of the population. Even young people must understand that old age is the only social risk which nobody can avoid. It is necessary to conduct civil enlightenment of the population, though its results will not become apparent immediately. Otherwise the refusal of the state from usual social liabilities will inevitably stimulate protests of the population. One cannot build mutual rights and responsibilities only on moral categories, on the idea of a «duty», because the society is in the state of anomie and crisis of values. The experience of various countries shows that obligatory retirement insurance is the most perfect longterm mechanism of contractual relations between generations, between the state and the population. At the same time the age of retiring on a pension established by the legislation of a country is perceived by the society as «natural». #####> Summaries171 ##### 41 In Russia there has still remained a low age of retiring and benefits which lower it. But age benefits have at least three reverse sides: -first of all, in the framework of such previous experience and age requirements the conflict between working people and pensioners will always be reproduced. -the second problem is connected with the low level of compensation of lost working income in today's pension. -thirdly, in Russia as nowhere else in the world, there is a big gap between the elderly population and the population of pension age. Nowadays in the most successful countries the retirement takes place at the age of 67. But for all working people there is an opportunity of part-time work, allowing to work in adequate regime. Such regime of employment may be considered as an instrument allowing to remain in «usual» society for a longer time. Federal laws, program documents, connected with the formation of a new type of the social policy have so far a contradictory character, and the ability of well-known politicians to coordinate the interests of different groups raises deep doubts. The emphasis given to the problem in mass media publications promotes tension and forms the feeling of disaster. Only in the most recent years there appeared the works aimed not at the estimation of the losses of the population, but at the research of methods of households' adaptation to modern conditions. At the time of late socialism it seemed that the predominance of the elderly people in the authority led to the stagnation. But nothing prevents the renovation of social order to a greater extent than unrestrained youth radicalism and attempts to jump over the obstacles of traditional culture. The most important task of reforming is the development of social interactions, ability to achieve acceptable agreements concerning moot points of the development of the society, such as the renewal of the priorities of social policy.

This book examines the shape, composition, and practices of the United States political media landscape. It explores the roots of the current epistemic crisis in political communication with a focus on the remarkable 2016 U.S. president election culminating in the victory of Donald Trump and the first year of his presidency. The authors present a detailed map of the American political media landscape based on the analysis of millions of stories and social media posts, revealing a highly polarized and asymmetric media ecosystem. Detailed case studies track the emergence and propagation of disinformation in the American public sphere that took advantage of structural weaknesses in the media institutions across the political spectrum. This book describes how the conservative faction led by Steve Bannon and funded by Robert Mercer was able to inject opposition research into the mainstream media agenda that left an unsubstantiated but indelible stain of corruption on the Clinton campaign. The authors also document how Fox News deflects negative coverage of President Trump and has promoted a series of exaggerated and fabricated counter narratives to defend the president against the damaging news coming out of the Mueller investigation. Based on an analysis of the actors that sought to influence political public discourse, this book argues that the current problems of media and democracy are not the result of Russian interference, behavioral microtargeting and algorithms on social media, political clickbait, hackers, sockpuppets, or trolls, but of asymmetric media structures decades in the making. The crisis is political, not technological.
