In reflecting on changes in policy analysis, the author notes the climate of suspicion for policy advising and some of the major errors or "sins" in the way policy analysis choose, define, and analyze problems. All too often policy analysts and their sponsors, the users of analysis, react to typical issues, have an investment in change, and ignore the imperatives of the policy process.
