First published in 1984. As scholar, researcher, and commentator, Dr. Paul E. Zinner has spent much of the last six years in Europe studying the development of East-West relations, observing negotiations on arms reduction, and conducting interviews with foreign policy and national security experts from key countries. "After Japan's defeat in August 1945, some Japanese children were abandoned in China and raised by Chinese foster parents. They were unable to return to Japan even during the mass repatriation carried out by the Japanese government in the 1950s. Most of them returned to Japan in the 1980s. They are called Japanese war orphans. They are victims of the Sino-Japanese War and have been exploited and abandoned by the Japanese government. They are also "border people" who have lived in the interstices between two nations, China and Japan, and are migrants who have exploited the gap in economic development between Japan and China to seek individual happiness. Modern East Asia underwent drastic social change. These drastic social changes affected the lives of the Japanese war orphans and their families in a variety of ways. Over the years, Zhong has interviewed Japanese war orphans, their Chinese foster parents, and Japanese volunteers. The title is an interview-based sociological study of the issue of Japanese war orphans. The first half of the Japanese war orphans' lives were spent in China, and the latter half in Japan. It brings to the fore the dramatic personal histories of the Japanese war orphans surviving in the interstices between two nation-states. Through analyzing the issue of Japanese war orphans, the research on the subject makes the following three points: (1) the powerlessness of civilians caught up in modern warfare and the long-lasting effects of modern warfare on the life histories of individuals and their families; (2) the nature of the modern nation-state, which exploits and abandons its citizens as though they were expendable; and (3) immigration as a product of modernization gaps. It has many facets, from mass movements to escape war, climate, or human rights abuses to the search for economic opportunity and prosperity. Illicit industries facilitate border crossings at the expense of safety, and governments face problems of processing and integrating new arrivals. These challenges have had aprofound impact in Europe, calling into question central values of solidarity and human rights.This book analyses the law and policy of migration in the European Union (EU) and its relationship to understandings of the EU as an international human rights actor. It examines the role crisis plays in determining the priorities of migration policy and the impact political exigencies have on the rights of migrants. This book, first published in 1984, examines the lifetime of Georges Cuvier, and in his constant and varying struggles to retain his position both as a politician and as a leading naturalist we find displayed almost all of the political tensions of Restoration France. Our understanding of the new French intellectual elite is enhanced if we can explain what sort of power this group wielded, and how it related to the structure of politics as a whole. Cuvier's career epitomises this relationship to the highest degree. Examination of the building of his career under the Directory and Empire offers many new insights into the way the expanding market for science, the restructuring of society as a whole, and the moral authority of science itself could be utilised as resources in the making of a reputation. The influence of scientific competition and controversy on Cuvier's scientific work is examined at length, and it is argued that they exerted a decisive effect on the structure of his biological and geological thinking.

This book, first published in 1998, is an original and comprehensive study of a key period of Russian history, between the success of the autocracy in retaining power in the 1905 Revolution and the debacle of the Tsar's crushing defeat in 1917. Focusing on Stolypin, Prime Minister between 1906-11, the study explores tsarism's final attempt to reform Russia. Stolypin seized the opportunity to drive through a programme which would have transformed the social and political structure of Imperial Russia by promoting the development of an independent peasantry and reducing the authority of the traditional elites. This book addresses the impact of a range of destabilising issues on minority rights in Europe and North America.
