Should the EU be a federal union or an intergovernmental forum? Recently, demoicrats have been arguing that there exists a third alternative. The EU should be conceived as a demoicracy, namely a "Union of peoples who govern together, but not as one (Nicolaïdis)." The demoi of Europe recognize that they affect one another's democratic health, and hence establish a union to guarantee their freedom qua demoi – which most demoicrats cash out as non-domination. This is more than intergovernmentalism, because the demoi govern together on these matters. However, if the union aims at protecting the freedom of the different European demoi, it cannot do so by replacing them with a "superdemos," as federalists want. This paper argues that demoicracy does possess distinctive normative features; it claims, however, that an institutional choice between intergovernmentalism and federalism is necesary. Depending on how we interpret what the non-domination of demoi requires, demoicracy will either ground a specific way of practicing intergovernmentalism or a specific form of federalism. It cannot, however, ground an institutional model which is genuinely alternative to both.

This paper presents a reappraisal of unemployment movements in the European Union. Our analysis is based on the chain reaction theory of unemployment, which focuses on (a) the interaction among labor market adjustment processes, (b) the interplay between these adjustment processes and the dynamic structure of labor market shocks, and (c) the interaction between the adjustment processes and economic growth. We divide the shocks into institutional variables, price variables, and growth drivers. Estimating a system of labor market equations for a panel of EU countries, we derive the dynamic unemployment responses to each shock. Our analysis permits us to distinguish between the short- and longrun effects of the shocks. Different shocks generate different degrees of 'unemployment persistence' (responses to temporary shocks) and 'unemployment responsiveness' (responses to permanent shocks). We find that the growth drivers play a dominant role in accounting for the main swings in EU unemployment.

European Commission expert groups provide powerful platforms from which interest organisations can steer the EU consultation process and weigh in on policy outcomes. Commission decision-makers and bureaucrats rely heavily on expert groups to provide expert policy advice on highly technical issues in the early stages of the policymaking process. Interest organisations provide this advice in order to have their voices heard at the EU level. But whose interests are being represented in these expert groups? Which types of interest organisations, in other words, get a seat at the table and why? This article, using data on over 800 expert groups and nearly 3,000 interest organisations, argues that expert group membership is largely a function of superior resources, EU-level interests and existing institutionalised ties to decision-makers. Far from simply addressing the Commission's need for expertise, expert group membership is more a story of capital and capture. Adapted from the source document.

El objeto de este trabajo es analizar las relaciones entre la Unión Europea y Cuba desde una perspectiva histórico-jurídica. Desde que en 2014 se abriese el proceso de conclusión del primer vínculo jurídico entre La Habana y Bruselas –el Acuerdo de Diálogo Político y Cooperación–, los dos métodos, a veces antagónicos, el europeo, con la diplomacia pragmática, y el norteamericano, con el aislamiento, han ido acercando posturas hacia el mismo objetivo: acelerar la transición política del país. A pesar de los esfuerzos, las autoridades cubanas siguen enrocadas en una visión tradicional que puede llegar a debilitar lo conseguido hasta el momento. ; The purpose of this work is to analyse the relationship between the European Union and Cuba from a historical-legal approach. Since the process to conclude the first legal link –Political Dialogue and Cooperation Agreement–, between Havana and Brussels was opened in 2014, the two methods, which sometimes were opposed, the European one with a pragmatic diplomacy, and the North-American with its isolation, have tried to align positions towards the same objective: to accelerate the political transition of the country. Despite the efforts, the Cuban authorities continue insisting on a traditional view that could weaken what has been achieved so far.

This article discusses the historiography of the European Parliament (EP) up to and including the advent of direct elections, in 1979. The term historiography is interpreted loosely to include the work not only of historians, but also of political scientists who have studied the Common Assembly of the European Coal and Steel Community and the early decades of the European Parliament, as well as practitioners - officials and Members of the European Parliament - who have written about the institution from an academic perspective. The article aims to explore changes over time in how analysts of the EP approached their subject, the contributions that they have made, and current trends in historical research on the EP - an institution that emerged as an important player in European Community governance well before the dawn of direct elections.
