The handbook contains teaching materials for the courses developed by Nizhnevartovsk State University's teaching staff within the framework of Jean Monnet Modules implementation. The projects were supported in 2016. International scientific and educational activity is one of the most important indicators of higher educational institutions effective work in Russia. The necessary scientific and educational basis for international grant implementation projects has been created in Nizhnevartovsk State University (NVSU). As an emerging federal system, the European Union (EU) divides decision-making powers between multiple levels of government. Yet little is known about how EU citizens attribute responsibility to the EU. In particular, do people hold the EU, rather than national governments, responsible for different policy outcomes, some of which are primarily decided at the EU level? This article investigates the extent to which institutional differences and individual biases influence citizens' attribution of responsibility in the EU. We rely on unique survey data collected in all 27 EU member states to explore how citizens attribute responsibility across five different policy areas. Using a multilevel model of responsibility judgments, our findings show that while citizens' evaluations correspond to the institutional context, group-serving biases, related to support for the EU, have a more important role in shaping attributions of responsibility in the EU. An assessment of the impact of the European Union (EU) on the Cyprus problem argues that the EU's involvement in Cyprus has worsened the economic & political situation. Efforts to make the Republic of Cyprus a full member of the EU represent a major turning point in the history of the Cyprus conflict. An overview of European Community/EU involvement with Cyprus during the 1960s & 1970s suggests that they continually mishandled the Cyprus problem since establishment of the Cyprus Republic in 1960. The EU became a player in the Cyprus conflict because of the involvement of EU member states Greece & the UK with Cyprus, as well as EU relations with Turkey, a candidate country. Cyprus's engagement with Turkey & Greece & the ramifications of EU enlargement on both Cyprus & Turkey are explored. It is concluded that Cyprus's accession to the EU has complicated the current impasse on the island & made it necessary for the EU to protect the political rights of Turkish Cypriots once Cyprus becomes a member. The European Union is facing multiple challenges. Departing from mainstream theory, this article adopts a fresh approach to understanding integration. It does so by taking two theoretical steps. The first introduces the structure–agency debate in order to make explicit the relationship between macro-structures, the institutional arrangements at European Union level and agency. The second proposes that the state of integration should be understood as the outcome of contestation between competing hegemonic projects that derive from underlying social processes and that find their primary expression in domestic politics. These two steps facilitate an analysis of the key areas of contestation in the contemporary European Union, illustrated by an exploration of the current crisis in the European Union, and open up the development of an alternative, critical, theory of integration.
