Am 19. Dezember 2018 kündigte US-Präsident Donald Trump an, die mehr als 2000 im Norden und Osten Syriens stationierten US-Truppen innerhalb von 30 Tagen abzuziehen. Der Nationale Sicherheitsberater des Präsidenten, John Bolton, und andere ver­suchten daraufhin, den Rückzug aufzuschieben und an Bedingungen zu knüpfen. Noch ist deshalb unklar, wann die Amerikaner ihre Soldaten zurückholen, doch dürfte dies noch 2019 geschehen. Trumps Entscheidung hat Folgen insbesondere für die syrisch-kurdischen Volksverteidigungseinheiten (YPG), die gemeinsam mit den US-Truppen die syrischen Regionen östlich des Euphrat vom "Islamischen Staat" (IS) befreit haben. Die Türkei hat mehrfach angekündigt, militärisch zu intervenieren, um die kurdische Organisation zu zerschlagen. Auch die syrische Regierung hat erklärt, dass sie »jeden Zentimeter Syriens« zurückgewinnen will. Sie sind heterogen, stellen widersprüchliche Forderungen, geben keine Ruhe: die Gelb­westen in Frankreich. Seit November 2018 demonstrieren sie für mehr Kaufkraft und mehr Demokratie. Nach finanziellen Zugeständnissen spielt Präsident Emmanuel Macron auf Zeit. Er hat eine "große nationale Debatte" initiiert, in deren Rahmen alle Bürgerinnen und Bürger aufgerufen sind, Stellung zu politischen Zukunftsfragen zu beziehen. Diese Debatte dürfte ihm dazu verhelfen, die Wahl zum Europäischen Par­la­ment (EP) im Mai zu gewinnen und die Spaltung der Gelbwesten voranzutreiben. Um weitere Proteste abzuwenden, die das Land paralysieren, die Regie­rung delegitimieren und seine Präsidentschaft scheitern lassen können, muss Macron seine Reformagenda besser vermitteln. The process of establishing a common energy market in the Eurasian Economic Union (EAEU) is moving forward after Russia and Belarus succeeded in resolving important differences. This reorganisation of the energy space will also affect the European Union, because Russia and Kazakhstan are major oil and gas suppliers, and important export pipelines originate there. At the same time regulatory and technical fault lines are becoming apparent between the EU/European Energy Community and the EAWU - also affecting transnational physical infrastructure. Furthermore, the integration blocs overlap in sensitive regions like the Caucasus, the Black Sea region and the Baltic states. (author's abstract)

Es ist wieder einmal so weit: Bei den Verhandlungen über den neuen Mehrjährigen Finanzrahmen für die Europäische Union (EU) werden auch Festlegungen für die Gemeinsame Agrarpolitik (GAP) getroffen, den nach wie vor größten Ausgabenblock. Kritiker der GAP verweisen in der Debatte wieder einmal auf deren entwicklungspolitische (Neben-)Wirkungen: Demnach fördern europäische Subventionen durch billige Exporte Armut und Ernährungsunsicherheit in Entwicklungsländern. There was never any doubt who would win Cambodia's 2018 elections, with electoral politics skewed to favour Hun Sen's ruling Cambodian People's Party (CPP). The CPP has already declared victory, claiming 76 per cent of votes and all of the 125 parliamentary seats. The elections were condemned as a "sham" by the opposition after the dissolution of the Cambodia National Rescue Party (CNRP), the imprisonment of CNRP leader Kem Sokha, and a crackdown on civil society and the media. These events mark a watershed in Cambodian politics, indicating the establishment of a single-party autocracy backed by China. (Autorenreferat)

India has been exploring the response to China's growing influence and its Belt and Road Initiative (BRI) for long. The contours to find viable alternatives to this challenge are now becoming visible. India is slowly transitioning to increased - and previously unthinkable - cooperation with other states in South Asia. Within its extended neighbourhood, India has developed new formats of cooperation with Japan, the USA and Australia that are directly or indirectly positioned against China. Mit einem Erdrutschsieg hat Andrés Manuel López Obrador – genannt AMLO – im dritten Anlauf das Präsidentenamt Mexikos erlangt. 53 Prozent der Stimmen gingen an ihn. Doch fuhr er nicht nur persönlich ein überragendes Ergebnis ein. Das Parteienbündnis, das unter Führung seines Movimiento de Regeneración Nacional (Morena) angetreten war, errang in beiden Kammern des Parlaments eine klare Mehrheit. Damit könnten die von AMLO angekündigten Reformen ohne parlamentarische Widerstände umgesetzt werden. Geht es nach dem neuen Präsidenten und seiner Anhängerschaft, steht Mexiko vor einer Zeitenwende. In vielen Politikbereichen soll ein grundlegender Kurswechsel erfolgen. Doch aus den angekündigten Einzelmaßnahmen ergibt sich bislang keine klare Richtung. The European Union has been negotiating a new free trade agreement (DCFTA) with Tunisia since 2016, seeking to expand mutual market access for all goods, and also services and investments. But great obstacles remain to be overcome. The EU hesitates to grant concessions on agriculture that would make a deal attractive to Tunis, while overall resistance exists within Tunisian civil society, business and politics. A shrewd agreement could promote economic modernisation and growth, to strengthen and stabilise Tunisia's young democracy. That is obviously also in the EU's interest. But substantial progress cannot be expected until after elections to the European Parlia­ment and parliamentary and presidential elections in Tunisia in late 2019. The inter­vening period should be used to generate a broader consensus in Tunisia and to enable Tunis to create a negotiating strategy of its own. (author's abstract)

The net outcome of the Bonn climate talks (23rd Conference of the Parties, COP23) in November was lukewarm at best. Many technical issues were brought forward and the political risks caused by the US announcement to pull out of the Paris Agreement were kept at bay. Yet, leadership to fill the void left by the US was lacking. Germany, who was co-hosting with the Fiji Islands, could not table ambitious solutions as in November 2017 it only had a caretaker government in place. The Fiji Presidency brought attention to adaptation, agriculture, finance and the loss and damage debates, but could not succeed to the full extent, mainly due to conflicts on finance. The performance by China was disappointing as it did not follow up on its ambitions to lead. With a view to 2018, the EU once again claimed a leadership role on the international climate agenda, though not unilaterally. During the Bonn UNFCCC negotiations, however, the EU disappointed many of its partners as it did not deliver as a constructive negotiator and bridge builder. Rather, it pushed for some of the technical issues. Given the urgency to forge a rulebook for the Paris Agreement implementation and in light of progressing climate change, the EU and its Member States need to demonstrate instrumental and directional leadership in the run-up to the next COP in Katowice, Poland in 2018. Die Indische Union sucht seit langem nach einer Antwort auf den wachsenden Einfluss Chinas und seine Seidenstraßeninitiative. Allmählich lassen sich die Konturen einer solchen Antwort erkennen. So geht Indien in seinem unmittelbaren südasiatischen Umfeld verstärkt dazu über, mit anderen Staaten zusammenzuarbeiten, was bislang kaum denkbar war. Im Rahmen seiner erweiterten Nachbarschaft hat Indien etwa mit Japan, den USA und Australien neue Formate entwickelt, die direkt oder indirekt gegen China gerichtet sind. Der Wandel der indischen Außenpolitik eröffnet deutscher und europäischer Politik damit neue Anknüpfungspunkte für eine Zusammenarbeit. (Autorenreferat)

Institutionalized Nordic cooperation is currently facing doubts about its political significance.
Lately, the Nordic countries Denmark, Finland, Iceland, Norway and Sweden
have experienced tensions and open differences of opinion which have hampered
cooperation within the joint organizations. Against this background, the intergovernmental
Nordic Council of Ministers, in particular, is currently undergoing a reform
process aimed at re-establishing its political relevance. Although it is increasingly
being institutionalized, particularly with regard to EU issues and sensitive political
topics such as migration, Nordic cooperation is only gradually being substantially
strengthened. Nevertheless, this realignment has the potential to secure the cooperation's
future political relevance. Old and new bilateral and multilateral partnerships
could contribute to this, especially those with Germany and the Baltic states. (Autorenreferat)

Recent months have witnessed a warming of relations between Russia and Israel. One indicator of the trend is the frequency of high-level meetings, culminating in Prime Minister Netanyahu's participation – as the only Western state guest – in the military parade on Red square on 9 May. Alongside existing social ties and economic cooper¬ation, the prospect of a recalibration of Russian policy in Syria to take greater account of Israeli security interests has been another important driver. Nevertheless, the Russian-Israeli relationship remains constrained and volatile. For Moscow it is just one element of a multivectoral Middle East policy. (Autorenreferat)

Kuba hat seit April 2018 einen neuen Präsidenten und zum ersten Mal seit der Revo­lution trägt er nicht den Namen Castro: Mit Miguel Díaz-Canel Bermúdez ist der lang angekündigte Generationswechsel vollzogen worden. Eine grundsätzliche Neuorientierung der kubanischen Innen- und Außenpolitik ist damit jedoch nicht verbunden. Die Fortführung der Revolution steht nicht zur Debatte, aber Kuba will sich modernisieren und an veränderte Realitäten anpassen. Sichtbarster Ausdruck davon ist ein Verfassungsreformprozess, mit dem eine Anerkennung des Privateigentums und eine Erneuerung institutioneller Regelungen verbunden ist. In dem Entwurf werden neue machtpolitische Weichenstellungen und die Bereitschaft erkennbar, die Reformpolitik vorsichtig weiterzutreiben. Doch das Verhalten gegenüber der Opposition scheint sich kaum zu ändern. Entscheidend für die zukünftige Entwicklung wird sein, ob Díaz-Canel sich eine größere Unabhängigkeit von der im Hintergrund immer noch präsenten Castro-Dynastie verschaffen kann. (Autorenreferat)

Die EU verhandelt seit 2016 mit Tunesien über ein neues Freihandelsabkommen (DCFTA). Es soll nicht nur beidseitigen Marktzugang für alle Güter ermöglichen, sondern auch für Dienstleistungen und Investitionen. Doch die Hürden für das Abkommen sind hoch. Der EU fällt es schwer, Konzessionen im Agrarsektor zu machen, die für Tunis attraktiv sein könnten. Zudem gibt es Widerstände in Tunesiens Zivilgesellschaft, Wirtschaft und Politik. Ein klug ausgehandeltes Abkommen könnte indes die wirtschaftliche Moderni­sierung und das Wachstum in Tunesien fördern. Dadurch würde die junge Demokratie gestärkt und das Land stabilisiert, was auch im Interesse der EU liegt. 2019 finden Parlaments- und Präsidentschaftswahlen in Tunesien und Wahlen zum Europäischen Parlament statt. Bis dahin sind keine Fortschritte zu erwarten. Die verbleibende Zeit sollte genutzt werden, um in Tunesien einen breiteren Konsens für Verhandlungen her­beizuführen und Tunis zu befähigen, eine eigene Verhandlungsstrategie zu konzipieren. Owing to the increased commitment from India, the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) has experienced a revival since 2016. Firstly, India is hoping to be able to develop better the country's hard-to-reach northeast by intensifying regional cooperation. Secondly, given the Chinese Belt and Road Initiative (BRI) investments in neighbouring countries, it aims to reinforce its claim to leadership in the region. From an international perspective, BIMSTEC is an essential building block in India's Act East policy in the context of the renewed importance of the Indo-Pacific region. With the support of BIMSTEC, Ger­many and the European Union (EU) can deepen their strategic partnership with India whilst simultaneously increasing their visibility in the Bay of Bengal.
