AbstractRegardless of the types of civil conflict settlements, all parties generally enter into some sorts of tacit or direct bargaining in the course of civil conflict, namely, in steps toward peace. In contrast to a basically static framework employed in much of existing literature on civil war settlements and mediation, this article proposes a disaggregate approach to dynamic and multi-phase processes in civil conflict termination via negotiations. We illustrate a conceptual and theoretical framework to examine four steps in civil conflict settlements in a large-N research program. In so doing, we present an initial effort to construct a dyadic dataset isolating processes that allow civil conflict settlements to progress or regress between low and higher levels of agreement in the Asia-Pacific region from 1990 to 2005. We discuss a set of preliminary simple statistical results for the four distinct settlement phases in the context of conflict and rebel characteristics. Among the findings of note, third parties provide important assistance in nurturing successful negotiations especially in the context of waning insurgent strength. Peace proposals originate most frequently from governments, and seem to hinge especially on opponents' battlefield advantages. Evidence of mutually hurting stalemates is also found. In the article's conclusion we elaborate a long-term research agenda.

As of recent, economic integration activities, including China's 'One Belt, One Road' policy and Russia's Eurasian Economic Union, are being actively implemented around the Eurasian region. In the rapidly-changing environment of international relations, the promotion of cooperation between Central Asia and Korea, located respectively in eastern and central Eurasia, has geological and geopolitical values. Central Asia sits in the middle of the Eurasian Continent, and is the heartland where the national strategies of China (One Belt, One Road), Russia (Eurasian Economic Union), and the United States (New Silk Road) intersect. Given its geo-strategic importance and economic development potential, the advancement of the cooperative relationship between Korea and Central Asian countries will contribute to opening up a new horizon in Eurasian economic cooperation in terms of transportation, logistics, energy, and trade network-building.

The objective of this thesis is to make a significant contribution on the prospects of regional integration of the French Pacific territories in the current international context. As well, it aims at identifying the opportunities for business development to the export market. The emancipation of the French collectivities in Oceania cannot be confined to removing them from United Nations' list of seventeen territories to be decolonized. More generally, the integration of islands with populations of under one million into international trade flows is the key to the issues of insular development. We will therefore seek to determine whether the MIRAB (Migration, Remittances, Aid, Bureaucracy) reference model of the Pacific economies is still up to the challenges of globalization. The multilateral trading system is undergoing profound change and seems to be seeing a regional fragmentation of its spheres of influence. Since the early 2000's, the initiative of the Pacific Island Countries Trade Agreement (PICTA) and Pacific Agreement on Closer Economic Relations (PACER) agreements would appear to be the first step towards the construction of a regional single market in the Pacific. Oceania represents a market of seven million consumers scattered over one-third of the surface area of the globe. Geographical isolation, lack of commercial openings and the heterogeneous nature of the Pacific Island economies have a direct influence on commercial policies. Furthermore, in New Caledonia as in French Polynesia 97% are very small businesses employing less than 10 people. As in most islands of Oceania, the economic model is only oriented toward the internal market and is not structured for export. In this context, the French Pacific territories are labeled as one of the 34 «hotspot » of the biodiversity; their ecosystems are amongst the most diversified in the world.
