Abstract: Celalasubdistrictis one area that is located in the western part of Aceh Tengah experiencing frequent flash flood disasters. In 2013, flash floods have devastated 7 out of 17 villages at the Celalasubdistrict and resulted many losses, including a total of 52 houses were damaged, broken roads and bridges, destruction of places of worship, and the destruction of hundreds of hectares of plantations, agriculture, and fisheries that belongs to citizens. The damage illustrates that this area is still prone to flood disasters. In addition, the lack of public awareness of disaster to reduce disaster risks such as the land clearing, buildings constructed near the river flow, the lack of community in understanding of disaster knowledge, and the habitantsdo not have disaster preparedness yet in facingfloods. This study aims to determine the level of vulnerability and the capacity of communities on the flash flood disasters, and the steps needed to be done to improve the capacity of communities and decrease vulnerability. The data usedn his study was derived from several institutions, the results of the questionnaire distributed to the communities affected by the flash floods in 2013, and interviews on related institutions. The results from this analysis showed that the Celalasubdistrictwas highly vulnerable to the flash flood disaster (high vulnerability), the capacity of communities onflash flood disaster is still being, and the steps needed to be done to improve the capacity of communities and reduce the level of vulnerability is the networking between village government and Aceh Tengah BPBDs , to establish the non-governmental organizations in dealing with disasters, to increase the role of government to create a policy on disaster risk reduction, and to make the disaster curriculum in schools.Keywords: flood, vulnerability, capacity.Abstrak: Kecamatan Celala merupakan salah satu daerah yang berada di bagian barat Aceh Tengah yang sering mengalami bencana banjir bandang. Pada Tahun 2013, banjir bandang telah memporakporandakan 7 dari 17 desa di Kecamatan Celala dan banyak mengakibatkan kerugian, diantaranya sebanyak 52 unit rumah mengalami kerusakan, putusnya jalan dan jembatan, kerusakan tempat ibadah, dan kerusakan ratusan hektar lahan perkebunan, pertanian, dan perikanan milik warga. Kerusakan tersebut menggambarkan bahwa daerah ini masih rentan terhadap bencana banjir bandang. Selain itu, kurangnya kesadaran masyarakat dalam pengurangan risiko bencana seperti masih terjadinya pembukaan lahan, masih banyak bangunan yang dibangun dekat aliran sungai, kurangnya pemahaman masyarakat tentang pengetahuan bencana, dan masyarakat belum memiliki kesiapan dalam menghadapi bencana banjir bandang menyebabkan rendahnya kapasitas masyarakat dalam menghadapi bencana. Penelitian ini bertujuan untuk mengetahui tingkat kerentanan dan kapasitas masyarakat terhadap bencana banjir bandang, dan langkah yang perlu dilakukan untuk meningkatkan kapasitas masyarakat dan menurunkan kerentanan. Data yang digunakan bersumber dari beberapa instansi, hasil kuesioner yang dibagikan pada masyarakat yang terkena dampak banjir bandang pada Tahun 2013, dan wawancara pada instansi-instansi terkait. Hasil dari analisis ini yaitu Kecamatan Celala sangat rentan terhadap bencana banjir bandang (kerentanan tinggi), kapasitas masyarakat terhadap bencana banjir bandang masih sedang, dan langkah yang perlu dilakukan untuk meningkatkan kapasitas masyarakat dan menurunkan tingkat kerentanan yaitu adanya networking antara pemerintah desa dan BPBD Aceh Tengah, mendirikan organisasi non pemerintah dalam menanggulangi bencana, meningkatkan peran pemerintah untuk membuat kebijakan dalam mengurangi risiko bencana, dan membuat kurikulum bencana di sekolah-sekolah.Kata kunci : banjir bandang, kerentanan, kapasitas.

In spite of current multiple political crises, global warming will remain a prime issue on the global agenda. The adoption of the Paris Agreement in 2015 and its quick ratification in 2016 have created a strong momentum for worldwide action against climate change. As global greenhouse gas emissions must decline towards levels close to zero by the middle of the century, the rapid decarbonisation of energy systems is high on the agenda of most countries around the globe. This publication delivers insights into cutting edge research on the necessary transitions towards low carbon societies and by this aims to contribute to international as well as national policymaking. The topics covered in more than 20 concise original articles are among the most important issues for progressing solutions for climate change and sustainable development. The papers discuss recent findings and case studies in the following subject areas: Governance of the necessary long-term transitions in the context of potential known and unknown adverse developments ; Policy instruments and strategies that allow for financing the transition to low carbon economies and, at the same time, respond to today's economic and social challenges ; Integrated strategies for three of the most important arenas of global decarbonisation: Cities, as much of the change and necessary investment for low carbon societies must take place, be planned, be financed and be built in cities; industry, particularly the energy-intensive processing industries, which are at the core of society's metabolism and are responsible for a large and growing share of global emissions and science as a whole, which must become more solutions-oriented because the transitions needed will rely heavily on research providing solutions for technological as well as societal problems. As a contribution to these great challenges and at the request of the G7 Environment Ministers, the Low Carbon Society Research Network (LCS-RNet) acts as a forum aimed at fostering research and policymaking to jointly achieve decarbonised energy systems in countries around the world. It convenes leading scientists, practitioners and policymakers and aims at supporting governments in proceeding jointly towards the design and implementation of climate-friendly low carbon societies. ; Trotz vieler aktueller politischer Krisen wird der Klimawandel ein Hauptthema auf der internationalen Agenda bleiben. Die Verabschiedung des Übereinkommens von Paris in 2015 und seine schnelle Ratifizierung in 2016 zeugen von einer starken Dynamik im weltweiten Vorgehen gegen die Erderwärmung. Da die globalen Treibhausgasemissionen bis zur Mitte des Jahrhunderts gegen Null gesenkt werden müssen, steht die schnelle Dekarbonisierung in vielen Ländern ganz oben auf der Tagesordnung. Diese Publikation gewährt Einblicke in die aktuelle Forschung im Bereich der Entwicklung hin zu kohlenstoffarmen Gesellschaften und soll damit zur Politikgestaltung auf internationaler sowie nationaler Ebene beitragen. Die in mehr als 20 präzisen Originalartikeln diskutierten Themen gehören zu den wichtigsten Fragestellungen, die zur erfolgreichen Bekämpfung des Klimawandels und zum Erreichen nachhaltiger Entwicklung beantwortet werden müssen. In den Beiträgen werden neue Erkenntnisse und Fallstudien aus folgenden Themenbereichen diskutiert: Steuerung langfristig notwendiger Veränderungsprozesse im Kontext bekannter sowie unerwarteter gegensätzlicher Entwicklungen ; politische Maßnahmen und Strategien zur Finanzierung der Übergänge hin zu kohlenstoffarmen Gesellschaften, welche gleichzeitig aktuelle wirtschaftliche und soziale Herausforderungen adressieren sowie ; integrierte Strategien für drei Bereiche, die für das Erreichen einer globalen Dekarbonisierung wesentlich sind: Städte, da der Wandel hin zu kohlenstoffarmen Gesellschaften sowie die dafür benötigten Investitionen zu einem großen Teil hier stattfinden sowie geplant, finanziert und umgesetzt werden müssen; Industrie, vor allem die energieintensive verarbeitende Industrie, die im Mittelpunkt des gesellschaftlichen Stoffwechsels steht und für einen großen, wachsenden Anteil der globalen Emissionen verantwortlich ist und Wissenschaft, die lösungsorientierter arbeiten sollte, da die benötigten Veränderungsprozesse stark auf wissenschaftliche Ansätze zur Lösung technologischer sowie gesellschaftlicher Probleme angewiesen sind. Als Beitrag zur Bewältigung dieser Herausforderungen und auf Wunsch der G7-Umweltminister dient das Low Carbon Society Research Network (LCS-RNet) als Forum zur Förderung von Forschung und Politikgestaltung mit dem Ziel kohlenstoffarmer Gesellschaften. Es bringt führende Wissenschaftler(innen), Fachkräfte und politische Entscheidungsträger(innen) zusammen und soll Regierungen bei der gemeinsamen Gestaltung und Umsetzung klimafreundlicher, kohlenstoffarmer Gesellschaften unterstützen.

La aplicación de las nuevas corrientes diferenciales generan las disyuntivas en las metodologías de juzgamiento de los menores de edad y los adultos, que es diferenciada-especializada. Las medidas de corrección de los jóvenes infractores tienen su génesis diferenciada en el código del menor, el cual tenía como marco general de la situación irregular en la cual se trataba al trasgresor como delincuente inimputable. La protección integral para el menor de edad infractor de la ley penal en Colombia se tipifica por medio de la ley 1098 del 2006, "código de la infancia y adolescencia", el cual es proteccionista del infante y adolescente trasgresor de la ley penal, el marco general de la anterior norma y la exposición de motivos son la rehabilitación y reeducación con transversalidad proteccionista. Para la implementación del código de la infancia y adolescencia en el ordenamiento Colombiano se describen las calidades de funcionarios jueces, fiscales, policía de adolescencia, en general personal para el ejercicio de esta jurisdicción. La problemática que ha demostrado la implementación procesal del código de la infancia y adolescencia se evidencia en la reincidencia y sus consecuencias sociales, posibles hipótesis de las causas son: tanto la falta preparación de los servidores, así como la ineficacia de los establecimientos cerrados en la búsqueda de la reeducación y resocialización del adolescente encartado en la trasgresión al sistema penal sustantivo colombiano. Aunque es una realidad el incremento de la adolescencia infractora el manejo de las cifras criminalidad obedece a factores político –económicos emanados de factores reales de poder, así se presenta la reacción en la política criminal colombiana, que es inconsistente con las causas objetivas que llevan al joven a delinquir. ; The application of the new differential currents generates the dilemmas in the judging methodologies of minors and adults, which is differentiated-specialized. The measures of correction of young offenders have their genesis differentiated in the code of the minor, which had as a general framework the irregular situation in which the offender was treated as an unimpeachable offender. Comprehensive protection for juvenile offenders of the criminal law in Colombia is typified by the law 1098 of 2006, "code of childhood and adolescence", which is protectionist of the infant and adolescent transgressor of the criminal law, the The general framework of the previous norm and the explanatory statement are rehabilitation and reeducation with protectionist transversality. For the implementation of the code of childhood and adolescence in the Colombian legal system, the qualities of civil servants judges, prosecutors, adolescent police officers, and in general personnel for the exercise of this jurisdiction are described. The problematic that has demonstrated the procedural implementation of the code of the childhood and adolescence is evident in the recidivism and its social consequences, possible hypotheses of the causes are: as much the lack preparation of the servants, as well as the inefficiency of the closed establishments in the search of the reeducation and re-socialization of the adolescent involved in the transgression of the Colombian substantive criminal system. Abstract. Government spending provides a wide range of services to the community. The most significant component of government spending relates to social security and welfare. It is the capital expenditure in Local Government Budget which is intended to finance development to promote such general welfare of the people. Budget absorption is one of the factors in evaluating Government performance to stimulate economic growth. Local Government revenue and expenditure budgets have significant influences to contribute the growth of regional economy if they are absorbed maximally. Budget absorption for goods and services procurement is generally slow. Additionally, budget realization often accumulates at the end of the year due to various problems in both administrative and technical aspects. This study aims to examine the effect of management commitment, bureaucratic environment, human resource competence and implementation of e-procurement towards budget absorption for goods and services procurement. This is a quantitative research and employed multiple regression analysis. The sample of the research is 63 Government employees whose responsibilities are in the budget and goods and services procurement. They are staff in commitment making, budget executing, authorizing or signing the cash disbursement, procurement working group and expenditure treasurer at 14 SKPD Bolaang Southern Mongondow. The result shows that management commitment, bureaucratic environment, and e-procurement implementation have positive and significant impacts to the budget absorption for goods and services procurements. Human resource competencies do not affect the budget absorption for goods and services procurement. Belanja modal dalam struktur APBD merupakan pengeluaran pemerintah yang mencerminkan dukungan pemerintah dalam pembangunan untuk kesejahteraan masyarakat. Pelaksanaan belanja modal tersebut dalam rangka peningkatan pelayanan publik oleh pemerintah dalam bentuk kebutuhan dasar. Penyerapan anggaran merupakan salah satu tolok ukur kinerja pemerintah dalam menggerakkan roda perekonomian. Anggaran pendapatan dan belanja daerah memiliki pengaruh yang cukup signifikan dalam mendorong pertumbuhan ekonomi daerah apabila terserap secara maksimal. Penyerapan anggaran terkait pengadaan barang/jasa pada umumnya lambat bahkan realisasinya seringkali menumpuk diakhir tahun karena berbagai permasalahan yang dihadapi baik dari aspek administrasi maupun dari aspek teknis. Penelitian ini bertujuan untuk menguji pengaruh komitmen manajemen, lingkungan birokrasi, kompetensi sumber daya manusia, dan penerapan e-procurement terhadap penyerapan anggaran terkait pengadaan barang/jasa. Metode penelitian ini adalah kuantitatif dengan regresi berganda. Sampel penelitian adalah 63 orang yang menduduki jabatan di bidang yang berkaitan dengan anggaran dan pengelola pengadaan barang/jasa, diantaranya adalah pejabat pembuat komitmen, pejabat pelaksana teknis kegiatan, pejabat penandatangan surat perintah membayar, kelompok kerja pengadaan dan bendahara pengeluaran pada 14 SKPD Pemerintah Kabupaten Bolaang Mongondow Selatan. Hasil penelitian menunjukkan bahwa komitmen manajemen, lingkungan birokrasi, dan penerapan e-procurement berpengaruh positif dan signifikan terhadap penyerapan anggaran terkait pengadaan barang/jasa. Kompetensi sumber daya manusia tidak berpengaruh terhadap penyerapan anggaran terkait pengadaan barang/jasa. Implikasi praktis dari penelitian ini adalah untuk memberi masukan kepada pengambil kebijakan pada pemerintah daerah untuk lebih mengoptimalkan kompetensi sumber daya manusia dalam rangka peningkatan penyerapan anggaran.Kata kunci: Penyerapan Anggaran, Komitmen Manajemen, Lingkungan Birokrasi, Kompetensi Sumber Daya Manusia, e-Procurement.

Currently, more people than ever are migrating globally as a result of issues such as the search for economic resources, negative effects of environmental degradation, and displacement due to political conflicts. Considering that the mass movement of peoples is continuing at a strong pace, it is evident that immigration and its regulation by the state are major issues to be faced the 21st century. While there are multiple sites within the public domain in which the state and immigrant communities may interact, schools provided an ideal environment to investigate this relationship in Argentina due to the state-mandated enrollment of all children. Consequently, many immigrants had at least some contact with the state through educational institutions, as a substantial portion, such as Bolivian, Peruvian, and Paraguayan (i.e., Latin American) immigrants in Buenos Aires, often relocated with their children. Given the increasing heterogeneity of student populations around the world as a result of immigration, public schools occupy increasingly conflicting roles; while there is potential for formal education to serve as a means for attaining social and economic mobility, public schools also have been heavily criticized for reproducing inequities within society. This unique position of schools makes them especially salient in the experiences of nondominant immigrant populations, and therefore this study utilized the reception of Latin American immigrant populations in the public education system of Buenos Aires as a window into examining the treatment of nondominant immigrant populations by state institutions. Taking special consideration of the impacts of the intersection of race, class, and culture in the reception of such populations, this research was carried out as a 15-month ethnographic, comparative study of two public primary schools in Buenos Aires, Argentina from 2014-2016. Methods included participant observation within the schools, semi-structured interviews with 13 school personnel, and photo-elicitation interviews with 48 5th grade students. Findings from this study suggested that despite outward promotions of equality and the recognition of diversity, deeply-rooted biases and notions of the superiority of whiteness dominated the interactions between public schools in Buenos Aires and Latin American immigrant communities, reflecting the treatment of Latin American immigrants throughout Argentine society. Overall, problematic perceptions of Latin American immigrant students and families circulated among school personnel, negatively impacting their approaches to working with such populations. Nonetheless, there was also a small yet determined group of school personnel engaged in critical education working to improve the educational experiences of Latin American immigrant students and families. Ultimately, however, formal and informal policies upheld by the schools systematically positioned Latin American immigrant students and families as outsiders within the school system, leaving them at a disadvantage in their pursuit of an equitable educational experience. These findings indicated that in addition to examinations of formal policy, there is a need for investigations of the implementation of such policies and other informal policies that shape the day-to-day happenings within schools and other public institutions. This is vital as they relate to the promotion of the equitable treatment of nondominant populations by the state, as this study indicated that superficial multicultural policies alone were insufficient at combating biases among the dominant population and dismantling institutionalized discrimination. Findings from this study also suggested a continued need for the examination of race and whiteness in Latin American contexts.

Tunisia has moved from an authoritarian to a pluralistic and liberal regime. However, have Tunisian associations changed their relationship to politics and policies? Based on a monographic study in Tozeur in southern Tunisia, the present piece studies the processes of politicization through civic engagement and action and their evolution after what is commonly called the "revolution". Politicization is apprehended through a threefold approach. The first relates to the individual trajectories of engagement and to forms of overlapping or breaking with party-oriented career. The second concerns the modalities of participation in the construction and production of public action. The third concerns the degree of consideration of forces of social domination.Under the authoritarian regime, associations were either an instrument of the single-party clientel system or an alternative political space subject to domestication policy. In this context, associations were largely absent from the insurrectionary dynamics. Nevertheless, the revolution paved the way to major changes of the institutional framework. The institutionalization of the participation of civil society is a process of normalization of revolutionary logic.The associations are then at the center of the politico-administrative management of the local power being an essential vector of production of the local notables. The promotion of civil society and the institutionalization of associations paradoxically lead to place them under the tutelage, not of the State but of the international donors, which gives little room for maneuver to co-constructing public action. In this context, while some associations hold an emancipatory discourse with regard to certain social groups, they unwillingly contribute to reproduce forces of social inequalities. ; La Tunisie est passée d'un régime autoritaire à un régime pluraliste et libéral. Pour autant, est ce que les associations tunisiennes ont changé leur rapport au politique ? A partir d'une étude monographique à Tozeur dans le sud tunisien, le présent travail de recherche appréhende les processus de politisation à travers l'action et l'engagement associatif et leur évolution après ce qu'il est commun d'appeler la « révolution ». La politisation est appréhendée à travers une triple approche. La première porte sur les trajectoires individuelles de l'engagement et les formes d'imbrication ou de rupture avec les carrières militantes de type partisan. La deuxième porte sur les modalités de participation à la construction et la production de l'action publique. La troisième sur le niveau de prise en compte des rapports sociaux de domination.En régime autoritaire, les associations représentaient soit un instrument du système clientélaire de parti unique, soit un espace politique de substitution faisant l'objet d'une politique de domestication. Dans ce contexte, les associations ont été largement absentes de la dynamique insurrectionnelle. Néanmoins, la révolution a contribué à bouleverser le cadre institutionnel. L'institutionnalisation de la participation de la société civile relève d'un processus de normalisation de la logique révolutionnaire.Les associations se retrouvent alors au centre de la gestion politico-administrative du pouvoir local en étant un vecteur essentiel de production des notabilités locales. La promotion de la société civile et l'institutionnalisation des associations conduit paradoxalement à des formes de mise sous tutelle, non plus de l'Etat mais des organisations internationales, qui laissent peu de marges de manœuvre pour une co-construction de l'action publique. Dans ce contexte, si certaines associations sont porteuses d'un discours émancipateur à l'égard de groupes sociaux, elles contribuent malgré elle à des formes de reproductions des rapports sociaux inégalitaires.

Reinterpretation of the integration between faith and its practice, as mentioned in Qur'an and hadis, is very significant to apply in plural society differentiated in many identities and various primordial affiliations. Its significance lies not only on reformulating teoritically the concept of integrative Islam, but also in practical how it is realized in context of plural society. The fact that the texts of al-Qur'an and hadis always put together faith and good deed in one semantic area, shows a strong connection between faith and good deed that each concept serves as a means of definition of others. This means that the integration between faith and social practice is a must both in theological and sociological perspectives. In addition, plural ethics can serve as ethical basis in perceiving plural social reality and actively, well, and wisely participating in public sphere. Meanwhile, in respect with the mechanism in public sphere, Kuntowijoyo's concept of objectivity of religion and that of Jurgen Habermas's public deliberation can be taken as theoretical frame in reinterpreting religious values and teachings as well as their realization in public sphere. Through these two concepts, religious values and teachings can be implemented in public space and partake an active participation in constructing nation identity without causing social disintegration resulted from domination and subordination of certain religious symbols or values. Since social consensus resulted from deliberation is a communal ratio, it is no longer an individual or personal one, but it is a collective ratio that represents collective interest. By this mechanism, religious values and teachings can be performed in contestation of public discoursewithout being trapped in exclusivism policy and domination-subordination logics. Reinterpretasi integrasi antara iman dan praksis sebagaimana terdapat dalam al-Qur'an dan hadis, sangat signifikan dilakukan dalam konteks pluralitas masyarakat yang terdiferensiasi dalam berbagai identitas dan beragam afiliasi primordial. Signifikansi ini tidak hanya terletak pada perlunya reformulasi konsepsi Islam integratif saja, tapi juga bagaimana integrasi tersebut direalisasikan dalam konteks masyarakat yang plural. Merujuk pada teks al-Qur'an dan hadis yang selalu menempatkan iman dan amal salih dalam satu medan semantik, ini menunjukkan bahwa relasi antara iman dan amal salih sangat kuat, sehingga masing-masing konsep menjadi alat definisi bagi eksistensi konsep lainnya. Hal ini bermakna bahwa integrasi iman dan praksis sosial merupakan sebuah keniscayaan tidak hanya secara teologis tapi juga secara sosiologis. Selain itu, afirmasi Islam terhadap pluralitas etik dapat menjadi landasan etis dalam memandang realitas sosial yang plural dan berpartisipasi aktif di ruang publik secara baik dan bijak. Sementara terkait dengan mekanisme partisipasi di ruang publik, konsep objektifikasi agama-nya Kuntowijoyo dan deliberasi publik-nya Jurgen Habermas dapat dijadikan sebagaikerangka teoritis dalam melakukan reinterpretasi nilai dan ajaran agama dan realisasinya di ruang publik. Dengan model objektifikasi deliberatif ini, nilai-nilai dan ajaran agama dapat diimplementasikan dalam kehidupan publik dan berperan aktif dalam konstruksi identitas bangsa, tanpa harus menciptakan disintegrasi sosial karena adanya dominasi atau subordinasi simbol atau nilai agama tententu. Oleh karena konsensus sosial yang dihasilkan dalam deliberasi tersebut bersifat rasio bersama, maka ia tidak lagi menjadi rasio individual personal tapi rasio kolektif yang sekaligus mewakili dan menjadi kepentingan bersama. Dengan mekanisme ini, nilai dan ajaran Islam (agama) dapat dipentaskan dalam kontestasi diskursus publik secara ramah, tanpa harus terjebak dalam politik ekslusivisme dan logika dominasi-subordinasi.

Along the coast of North-West Africa, among the richest waters over the word, fish supply is important at both socio-economic and cultural levels. In this region, the small pelagic fish are the most abundant marine resources and are monitored using hydroacoustic stock assessment methods since more than three decades. These surveys have allowed providing to local authorities a sound scientific basis for deciding about the management of pelagic fisheries. A specific challenge is to know the representativity of these surveys with respect to the stocks targeted. In this work, we confirm this representativity for Sardinella aurita stock while for S. maderensis, a part of the stock could have not been sampled and for pour Ilisha africana and Ethmalosa fimbriata these surveys are not the best tool. Furthermore, Northward shifts in the distribution of sardinella in the Canary Current Large Marine Ecosystem are recorded in this work and have been attributed to the redistribution of upwelling intensity and productivity, resulting in the abundance of sardinella decreasing in the inter-tropical coastal region. Here for the first time using independent observational time series, we report a robust northward shift in S. aurita since 1995 and attribute it to the strong ocean warming in the region. The observed spatial shifts in biomass in the last 20 years are of the same order of magnitude as those recorded for surface isotherms. Such changes will impact policy considerations in the management of food security in several West African countries and should be considered with respect to "Intended Nationally Determined Contributions". ; Le long des côtes nord-ouest africaines, parmi les plus poissonneuses au monde, les ressources halieutiques sont importantes tant du point de vue socio-économique que culturel. Les petits poissons pélagiques sont suivis au niveau sous régional depuis plus de trois décennies en s'appuyant sur les méthodes hydroacoustiques d'évaluation de stocks. Ces campagnes ont ainsi permis de fournir aux gouvernants une base scientifique en matière de prise de décision à des fins d'aménagement des pêcheries pélagiques. Un défi spécifique est de connaitre leur représentativité par rapport aux stocks ciblés. Nous rassurons sur cette représentativité sur la couverture de Sardinella aurita par ces campagnes. Par contre, pour S. maderensis une partie du stock ne serait pas échantillonnée et la méthode n'est pas adaptée pour Illisha africana et Ethmalosa fimbriata. Nous reportons des déplacements vers le nord dans la répartition de S. aurita et d'autres espèces de pélagique, attribués à la redistribution de l'intensité et de la productivité des upwellings [découpé en 5 sous zones du sud Maroc au sud Sénégal], diminuant ainsi l'abondance de la sardinelle dans la région côtière intertropicale. Pour la première fois en utilisant des séries chronologiques d'observation indépendantes à la méso-échelle, nous montrons un changement vers le nord dans la distribution de S. aurita depuis 1995 et l'attribuons au fort réchauffement de l'océan dans la région. De plus les changements spatiaux observés dans la biomasse de S. aurita au cours des 20 dernières années sont du même ordre de grandeur que ceux enregistrés pour les isothermes de surface. De tels changements auront une incidence sur les considérations politiques dans la gestion de la sécurité alimentaire dans plusieurs pays d'Afrique de l'Ouest.

Therefore the issue of the day of modern pedagogical theory and practice is a process of creation of model of professional preparation of future specialists on physical education and sport to rehabilitation work with children with the limited physical possibilities at higher school. A design in pedagogics, by comparison to many other industries of human knowledge, has features, nature of which is based on an unclearness, diffusion of pedagogical concepts. Model of the system of preparation of future specialists on physical education and sport to rehabilitation work with children with the limited physical possibilities is the major task of preparation of specialists on «physical therapy, ergoterapii». The presented model provides for: clarification of sense of concepts «model» is in a pedagogical aspect; determination of theoretic-methodological bases of design of process of preparation of future specialists to on physical education and sport to rehabilitation work; formulation of methodological principles of construction of model; developments and descriptions of model of preparation of future specialists on physical education and sport to rehabilitation work. The article deals with the current situation of the Crimean Tatars in Crimea after joining Russia. It is considered a number of decisions taken by Russia, which changed the life of this national minority. For example, according an official status to the Crimean-Tatar language or improving living conditions in Crimean Tatars-populated areas. The article highlights the creation of the Spiritual Administration of Muslims of Crimea. The author describes the renewal of the mass media in Crimea and the creation of the TV and Radio company Millet instead of the Ukrainian TV channel ATR. The author stresses the difference in the approaches of the Ukrainian and Russian authorities to the question of the deportation of the Crimean Tatars in 1944. The article touches upon the UN General Assembly resolution A / RES / 71/205, 19 December 2016. It is devoted to "Situation of human rights in the Autonomous Republic of Crimea and the city of Sevastopol (Ukraine)". The author offers to get acquainted with the opinion of the Crimean Tatars, who live in Crimea at present, about their current situation after the reunification of Crimea and Sevastopol with Russia. It is analyzed the Ukrainian authorities' policy on the Crimean Tatars. The author notes the negative effect of the Ukrainian authorities on radical feelings in Crimea. The process of forming these sentiments is considered in the article. The author notes the increased military activities by the illegal armed groups of the Crimean Tatars in the Ukrainian part of the Russian-Ukrainian state boundary. The article emphasizes the evaluation of the Crimean Tatars' influence on security and stability on the peninsula, as well as the prospects of it. The author gives recommendations on the establishment of inter-ethnic relations, and notes that there is a potential for further development of inter-ethnic dialogue. The author concludes that the Crimean Tatars can act as a stabilizing and destabilizing factor. ; В статье рассмотрено современное положение крымских татар в Крыму после вхождения в состав России. Рассмотрен ряд принятых Россией решений, которые изменили жизнь этого национального меньшинства. Например, придание официального статуса крымско-татарскому языку, закрепление представительства в органах исполнительной и законодательной власти на всех уровнях, улучшение условий жизни в местах компактного проживания. Статья освещает вопрос создания Духовного управления мусульман Крыма. Автор рассматривает обновление СМИ полуострова и создание ТРК Миллет, которая сменила украинский канал АТР. Особое внимание автор уделяет разнице подходов украинских и российских властей к вопросу о депортации крымских татар в 1944 году. Статья затрагивает резолюцию ГА ООН A/RES/71/205 от 19 декабря 2016 года о «Положении в области прав человека в Автономной Республике Крым и городе Севастополе (Украина)». Автор предлагает ознакомиться с мнением проживающих на полуострове крымских татар по поводу своего положения после воссоединения Крыма и Севастополя с Россией. Проанализирована политика украинских властей в отношении крымских татар. Автор отмечает негативное воздействие властей Украины на радикальные настроения в Крыму. В статье рассмотрен процесс формирования этих настроений. Автор констатирует активизацию НВФ крымских татар на российско-украинской государственной границе со стороны Украины. Дана оценка влияния крымских татар на безопасность и стабильность на полуострове, а также рассмотрены перспективы этого влияния. Автор дает рекомендации по налаживанию межнациональных отношений и отмечает, что есть потенциал для развития дальнейшего межнационального диалога. Автор приходит к выводу, что крымские татары могут выступить как стабилизирующим, так и дестабилизирующим фактором.

The article refl ects the infl uence of the migration processes to the economic security of European Union. The article underlines most common economical risks in case if there is an increase of the volume of migration and describes the ways how to reduce those risks.The main conclusions obtained from the results of the study, can be structured as follows: trends and consequences of the migration crisis in the European Union are defi ned by the set of reasons that are due on the one hand the policy of transparency being implemented by individual countries, making the whole European Union is the center of attraction of immigrants (primarily from the MENA countries) and other hand, the intense and growing fl ow of migrants creates regional threats, including the European Union's economic security; the problem of ensuring the economic security of the European Union in the context of the impact of the migration crisis is most actual issue at the moment and the main reason is that the accumulation of the fl ow of migrants to the strongest European economy – Germany. In this case, not only Germany, but also France (and until recently UK) had to improve the economic and social consequences of migration and also to implement measures aimed to recover from fi nancial crisis of the last few years, the consequences of which to date are shown in the many social and economic areas of the European Union; addressing the problem with migration crisis in the European Union seems to use a special system of measures, in which on the one hand realized containment of migration fl ows and on the other hand held solutions aimed at the assimilation of migrants in multicultural environment with full adoption of the latest socio-economic, democratic and moral values specifi c to European societies. ; В статье анализируется влияние миграционных процессов на систему экономической безопасности Европейского союза. Определяются основные риски для европейской экономики связанные с увеличением миграционного потока и углублением кризиса, выделены механизмы снижения этих рисков, а также решения проблем миграции. Основные выводы, полученные по результатам проведенного исследования, можно структурировать следующим образом:• тенденции и последствия миграционного кризиса в Европейском Союзе определяются совокупностью причин, которые обусловлены, с одной стороны, политикой открытости, реализуемой отдельными странами, что делает весь Европейский Союз центром притяжения мигрантов (в первую очередь из стран MENA). Но, с другой стороны, интенсивный и нарастающий поток мигрантов создает угрозы региональной, и в том числе экономической безопасности Европейского Союза;• проблема обеспечения экономической безопасности Европейского Союза в контексте влияния миграционного кризиса стоит наиболее остро. И основная тому причина: аккумуляция потока мигрантов в наиболее сильной европейской экономике – Германии. При этом, не только Германия, но и Франция (а до недавнего времени и Великобритания) вынуждены не только устранять экономические и социальные последствия миграции, но и реализовывать меры, направленные на нивелирование финансового кризиса прошлых лет, последствия которого до настоящего момента проявляются во многих социальных и экономических сферах Европейского Союза;• решение проблемы миграционного кризиса в Европейском Союзе видится в использовании специальной системы мер, в рамках которой, с одной стороны, реализуются меры сдерживания миграционного потока, а с другой стороны, проводятся решения, направленные на ассимиляцию мигрантов в мультикультурную среду с полным принятием последними социально-экономических, демократических и моральных ценностей, характерных для европейского общества.

Indonesia is a country which implemented local autonomy and have principle refers to the power of localities to legislate and regulate the behavior of residents. Based on that condition, local government has various policy matters which may cause problems in the formation of local regulation products. Until now, there are still uncertainty of standards and criteria on the establishment of Local Regulations and Local Head Regulations (governors, regents, mayors regulation) which may overlap one another and, as a result, finally revoked. This research paper is considered essential to conduct as there are numerous Local regulations with type, hierarchy, and legal substance which having technical characteristics and similarities with Local Head Regulations. In the other hand, many Local Head Regulations which should be organized in Local Regulations are somehow made in the form of Local Head Regulations. The merit of legislation principles based on law state is closely related with the formulation of local regulation products in the form of Local Regulations and Local Head Regulations. The authors discover a number of issues supporting the research objects, especially when creating the initiative Local Regulations. There were tendency of Council members to set up a technical issue in the form of Local Regulations in order that there would be no leeway to grant the authority to Local Head Regulations. Таким чином органи місцевої влади мають право вирішувати різні політичні проблеми, що може негативно позначитися на формуванні законодавчих актів місцевого правового регулювання. На даний момент все ще існує невизначеність щодо стандартів і критеріїв створення нормативно-правової бази місцевого самоврядування (регулювання діяльності губернаторів, регентів, мерів), які можуть повторювати один одного і, як наслідок, повинні бути остаточно скасовані.Актуальність цієї статті визначається насамперед тим, що існує безліч місцевих нормативно-правових актів, які за своїм типом, структурою та юридичним змістом подібні правовій базі місцевого самоврядування. Водночас багато нормативно-правових актів, що визначають функції та статус керівних осіб, які повинні бути відображені в місцевій нормативно-правовій базі, складено у формі правової бази місцевого самоврядування.За своєю суттю законодавчі принципи, на яких базується правова держава, пов'язані з розробкою законодавчих актів, що знаходить своє відображення у формі місцевої нормативно-правової бази та правової бази місцевого самоврядування. Автори виділяють низку проблем, пов'язаних з об'єктом дослідження, які виявляються при створенні законодавчої ініціативи щодо місцевого правового регулювання. Члени Ради місцевого самоврядування, як правило, були схильні створювати різні технічні проблеми у вигляді місцевої нормативно-правової бази з тим, щоб не давати повноважень правовій базі місцевого самоврядування. У той же час в інших регіонах країни існує низка нормативно-правових актів місцевого самоврядування, інтегрованих в місцеву нормативно-правову базу, оскільки їх зміст розглядається як місцева нормативно-правова база. ; Проанализированы нормативно-правовые акты и правовая база местного самоуправления в Индонезии (регулирование деятельности губернаторов, регентов, мэров), которые по своему типу, структуре и юридическому содержанию повторяют друг друга. From a socio-political and organizational perspective, the article aims to describe and analyze the relations between public policies of regionalization and the organizational dynamics of universities at the territorial level. In particular, it describes how the regionalization policy was designed with the implementation of Law of Higher Education 24.521/95 until 2015. As well it analyzes what management model was expected to be implemented with the policies and what finally happened in the performance of universities. The national public university sector as a whole was approached in order to show similarities and particularities by region. Documentary sources and semi-structured interviews were analyzed with actors from the academic, technical, and political spheres who participated in the Higher Education Reform Program initiated in 1995. In conclusion, the implementation of public policies of regionalization depends, in great extent, of the university as an actor for territorial development. However, university does not end up being a dynamic and innovative player in terms of the university system. ; Desde una perspectiva socio-política y organizacional, el artículo se propone describir y analizar las relaciones entre las políticas públicas de regionalización y las dinámicas organizacionales de las universidades en el nivel territorial. En particular, se describe cómo se diseñó la política de regionalización en el marco de la implementación de la Ley 24.521/95 de Educación Superior hasta 2015, qué modelo de gestión se preveía poner en marcha y qué ocurrió finalmente en el funcionamiento de las universidades en tanto destinatarias de esas políticas. Se abordó el sector universitario público nacional en su conjunto a fin de mostrar semejanzas y particularidades por región. Se analizaron fuentes documentales y entrevistas semi-estructuradas a informantes claves del ámbito académico, técnicos y políticos que participaron en el Programa de Reforma de la Educación Superior iniciado en 1995. Como conclusión se observa que la implementación de las políticas públicas de regionalización depende, en gran medida, de la universidad como un actor activo y relevante para el desarrollo territorial. No obstante, la misma no termina de constituirse como un actor dinámico e innovador en términos de sistema universitario. ; A partir de uma perspectiva sócio-político e organizacional, o artigo tem como objetivo descrever e analisar as relações entre as políticas públicas de regionalização e as dinâmicas organizacionais das universidades no nível territorial. O estudo descreve como: (i) a política de regionalização foi planejada no marco da implementação da Lei 24,521 / 95 de Educação Superior e até o ano 2015; (ii) que modelo de gestão se desejava implementar e aquilo que finalmente aconteceu no funcionamento das universidades como destinatárias dessas políticas. Foi estudado o Sistema de Educação Superior público nacional como um todo e por regiões, com fim de mostrar semelhanças e particularidades. Foram analisadas fontes documentais e entrevistas semiestruturadas com informantes-chave do meio acadêmico, técnico e do campo político que participaram do Programa de Reforma do Ensino Superior que começou no ano 1995. Os resultados indicam que a implementação das políticas públicas de regionalização dependem, em grande número, da universidade como um ator ativo e relevante para o desenvolvimento territorial. Porém, a universidade não chega a se constituir como um ator dinâmico e inovador dentro do sistema universitaário.

In the artiсle, the author has analyzed a practical application of the Law of Ukraine "On Denouncing the Communist and the National-Socialist (Nazi) Totalitarian Regimes in Ukraine and Banning the Propaganda of their Symbols" on the example of Kharkiv-city urbanonims renaming. The author focused on the transformation of Kharkiv toponymy retrospectively.The mass renaming of the city streets that had happened in 1894 and 1936. The author describes the way those renaming proceeded. An urban place-network organizing and getting rid of numerous repetitions had become the primary purpose ofrenaming in 1894. The purpose of renaming in 1936 was to change an urban culturalspace in accordance with the Bolshevik ideology.The primary attention in the article was given to the process of Kharkiv-city toponymy decommunization during 2015‒2016. Participation of civil society in the renaming project making, as well as the cooperation of local government with the state authorities, was highlighted. Lists of toponymic changes proposedby the local government and Kharkiv Regional State Administration were analyzed. The general trends and approaches in the toponymic policy of the local government and Kharkiv Regional State Administration were determined. There were found the primary sources of urbanonims nomination and graphically represented their quantitative composition. The first two stages of the city toponym decommunization were conducted by the session decision of the Kharkiv City Council and the City Mayor Kernes order. The author notes that the mayor's office showed a tendency to conserve the existing toponymic landscape, which was manifested in many pseudo renamings, tended to preserve the existing names, and where it was impossible to avoid renaming, preferred neutral names. Names of contemporary Ukraine heroes, fighters for Ukrainian statehood in the 20th century, and symbolic names had an obvious advantage in this list of renaming. ; У статті проаналізовано практичне застосування Закону України «Про засудження комуністичного та націонал-соціалістичного (нацистського) тоталітарних режимів в Україні та заборону пропаганди їхньої символіки» на прикладі перейменувань урбанонімів міста Харкова. Ретроспективно висвітлено трансформацію харківської топоніміки. Охарактеризовано основні масові перейменування міських вулиць, які відбулися у 1894 та 1936 роках. Встановлено, що головною метою перейменувань 1894 року стало упорядкування міської топонімічної мережі, позбавлення її численних повторів. Перейменування 1936 року були направлені на зміну міського культурного простору відповідно до більшовицької ідеології. Викриття злочинів комуністичної доби наприкінці 1980-х – початку 90-х років призвело до перших змін в урбанонімічному середовищі Харкова. Проте процес перейменувань не став тоді масовим. Основна увага у статті приділена процесу декомунізації міської топоніміки Харкова у 2015-2016 роках, який відбувався у три етапи. Висвітлено участь громадянського суспільства у розробці проекту перейменувань та взаємодії з мерією й органами державної влади. Проаналізовано списки топонімічних змін, що були запропоновані органами місцевого самоврядування та Харківською обласною державною адміністрацією, виявлено загальні тенденції та підходи у топонімічній політиці цих інституцій. Встановлено основні джерела номінації урбанонімів, графічно подано їх кількісний склад. Аналіз здійснених перейменувань засвідчив різні підходи у формуванні урбанонімічного середовища Харкова. Автор зазначає, що у мерії демонстрували тенденцію до консервації наявного топонімічного ландшафту, що проявилось у низці псевдоперейменувань, схилялися до збереження наявних назв, а де неможливо було уникнути перейменувань, віддавали перевагу нейтральним назвам. В обласній адміністрації ставку зробили на національно-патріотичний дискурс, додавши у міський топонімічний простір імена героїв АТО, Небесної Сотні, борців за українську державність у ХХ столітті, символічні назви, що до певної міри гармонізувало топонімічний простір міста.

The publication of Decree No. 130, on the procedures for the application of property tax (IBI), provoked various reactions in the Panamanian population; there is confusion about the subject and lack of knowledge in matter of taxes. In order to contribute to the debate involving the current tax structure, the distribution of wealth, territorial property, fiscal policy as a redistributive instrument and the decentralization of public administration, we compared the first rules issued on this tax with the most recent and with the decentralization process, highlighting the close relationship between these legal provisions. The data show the low collection of the IBI with respect to the current and tributary revenues of the Central Government. This dynamic is compared with the result of studies that have been carried out by international organizations on the subject. We conclude that analyzing the subject of property tax is insufficient to understand the dynamics of tax aspects, which should be considered with equality criteria, favoring the majority of the population. The reforms introduced to the Tax Code in relation to the IBI, since the beginning of the Republic, have not had significant effects on its collection, nor improvements in its management. The treatment provided to the tax system in general favors social and economic inequality among sectors of Panamanian society and generates greater tax inequality. The reforms that are debated on the IBI are closely related to this statement; its increase is sought to comply with the financing of the decentralization process of the public administration without integrating it into a broader analysis. ; La publicación del Decreto No. 130, sobre los procedimientos para la aplicación del impuesto de inmuebles (IBI), provocó diversas reacciones en la población panameña; existe confusión sobre el tema y desconocimiento en materia de tributos. Para contribuir con el debate que involucra la estructura tributaria vigente, la distribución de la riqueza, la propiedad territorial, la política fiscal como instrumento redistributivo y la descentralización de la administración pública, comparamos las primeras normas emitidas sobre este impuesto con las más recientes y con las del proceso de descentralización, relevando la estrecha relación entre estas disposiciones legales. Los datos muestran la baja recaudación del IBI con respecto a los ingresos corrientes y tributarios del Gobierno Central. Se compara esta dinámica con la resultante de estudios que ciertos organismos internacionales han realizado sobre el particular. Concluimos que analizar el tema del impuesto de inmuebles es insuficiente para entender la dinámica de los aspectos tributarios, los que deben ser considerados con criterios de igualdad, favoreciendo a la mayoría de la población. Las reformas introducidas al Código Fiscal con relación al IBI, desde el inicio de la República, no han producido efectos significativos en su recaudación, ni mejoras en su gestión. El tratamiento brindado al sistema tributario en general favorece la desigualdad social y económica entre sectores de la sociedad panameña y genera una mayor inequidad tributaria. Las reformas que se debaten sobre el IBI guardan estrecha relación con esta afirmación; se busca su incremento paracumplir con el financiamiento del proceso de descentralización de la administración pública sin integrarlo en un análisis más amplio.
