Many countries are in the process of transitioning from primarily paper-based administrative systems to digital systems through the application of information and communication technology (ICTs) as part of e-Government initiatives. Though much has been written about the positive power of technology and information to support greater transparency and accountability and, by extension, development, this paper discusses literature exploring the unintended consequences and downside risks for transparency and accountability associated with the way recorded information is produced and managed in digitally enabled developing country public sector contexts. The implications of these risks for implementation of right to information laws is discussed, and a call is made for further research and greater attention to the effects of ICT use in the public sector, especially in regard to digital records and information creation, use, management and preservation and effects upon the operation of transparency and accountability mechanisms.

This paper empirically examines the determinants of credit at different maturities across European Union countries during the last decade. The paper documents the lengthening of maturities since the early 2000s, and whether these patterns were driven by similar factors in advanced countries and in emerging market countries. Before the 2008 crisis, long-term credit expanded faster than short-term credit in most countries in the sample, and contracted less than short-term credit after 2008. The paper finds that domestic deposits and foreign liabilities were more important sources of funding in emerging market countries than in advanced countries. Moreover, trade openness and initial banking sector depth matter more for emerging market countries than for advanced countries.

According to the latest census of 2011, the urbanization level in India has increased from 27.8 percent in 2001 to 31.2 percent in 2011, and for the first time, the absolute increase in urban population exceeded the increase in rural population. India has different administrative arrangements for rural and urban areas, which are based on the 73rd and 74th amendments to the Constitution of India respectively. Since the census towns (CTs) continue to be governed by rural administrative arrangements this situation raises an additional set of questions, in addition to the nature of economic transformation, related to the trade-offs-between rural and urban status. The report shall try and find answers to the following questions: (a) how does their governance affect the settlements economically and spatially?; (b) what underpins the economic dynamics of these settlements?; and (c) what are the drivers of change in land use and what relationships, if any, are there between agglomeration of settlements and economic and social and governance processes? The report is organized into two main parts. The first part provides a reading of the existing literature on small towns along the three main axis of research: governance, employment, and spatial change. It also provides a detailed rationale for the choice of sites and expands on the methodology chosen. The second part constitutes of four sections: (i) the first considers the CT as a liminal notion, enabling to unpack ones reading of urbanization; (ii) the second is concerned with the shift towards non-farm employment, the reality (or not) of sectoral differentiation in CTs, and the analysis of the new types of jobs existing in the towns; (iii) the third is concerned with the existing debates and practices around the idea that some CTs should become statutory towns; and (iv) the fourth looks at the various urban services and attempts to assess which variations (rural and urban; state) explain differences in services.

Liberia had an estimated 4.3 million hectares of forests in 2011, comprising approximately 50 percent of Liberia's landmass. These forests support very high levels of biodiversity, provide a wide range of ecosystem services (for example, bush meat, medicines, construction materials, and charcoal), and generate employment and revenue from commercial and chainsaw logging. Encouraging inward investment while striking a sound balance between different interests, respecting the legal and customary rights of local people, and conserving biodiversity represents a major challenge. This project focuses on the mining sector, which has the potential to become a significant engine for growth and broader-based development. It explores the feasibility of implementing a national biodiversity offset scheme in Liberia to help minimize adverse impacts on biodiversity and ecosystem services resulting from mining. A Liberian national offset scheme will entail the application of a common methodology to ensure that conservation benefits are at least equivalent to biodiversity losses due to mining investments. The report is presented in seven chapters. Chapter one gives introduction. Chapter two discusses the conservation imperatives for Liberia and conveys a sense of the quality and extent of biodiversity within Liberia. Chapter three describes the challenge of securing conservation outcomes in Liberia as well as the prevalence of threats to biodiversity. Chapter four discusses the potential for biodiversity offsets to help secure conservation outcomes. Chapter five covers the legal, policy, and institutional framework in support of biodiversity offsets. Chapter six discusses the methodological aspects of implementing a national biodiversity offset scheme, together with the challenges of securing and effectively managing sources of funding. Chapter seven summarizes the report's suggested next steps to implement a road map for biodiversity offsets in Liberia.

This paper studies the effects of voluntary accounting information disclosure through auditing on firm access to finance, exposure to corruption, and sales growth. Relying on a data set of more than 70,000 firms in 121 countries, the analysis finds that disclosure can be a double-edged sword. On the one hand, audited firms exhibit a slightly lower level of financial constraints than unaudited firms. On the other hand, audited firms face a significantly higher level of corruption obstacles. The net effects of voluntary information disclosure on firm growth are negative, which can largely be explained by the fact that most of the countries in the sample are developing countries where institutions are weak. The beneficial effect of disclosure increases as a country's property rights protection improves. The qualitative results are robust to considerations of the endogeneity of auditing and to alternative measures of corruption and financial constraints. The findings reveal the dark side of voluntary information disclosure: exposing firms to government expropriation where institutions are weak.

Providing protection against the financial risk of high out-of-pocket health spending is one of the main goals of the Philippines' health strategy. Yet, as this paper shows using eight household surveys, health spending increased by 150 percent (real) from 2000 to 2012, with the sharpest increases occurring in recent years. The main driver of health spending is medicines, accounting for almost two-thirds of total health spending, and as much as three-quarters among the poor. The incidence of catastrophic payments has trebled since 2000, from 2.5 to 7.7 percent. The percentage of people impoverished by health spending has also increased and, in 2012, out-of-pocket spending on health added 1.5 percentage points to the poverty rate. In light of these findings, recent policies to enhance financial risk protection—such as the expansion of government-subsidized health insurance for the poor, a deepening of the benefit package, and provider payment reform aimed at cost-containment—are to be applauded. Between 2008 and 2013, self-reported health insurance coverage increased across all quintiles and its distribution became more pro-poor. To speed progress toward financial protection goals, possible quick wins could include issuing health insurance cards for the poor to increase awareness of coverage and introducing a fixed copayment for non-poor members. Over the medium term, complementary investments in supply-side readiness are essential. Finally, an in-depth analysis of the pharmaceutical sector would help to shed light on why medicines continue to place such a large financial burden on households.

In order to evaluate and reflect the sustainability of services in the region, an overall sector sustainability assessment has been established taking into account four main dimensions: access to services, quality of services, efficiency of services, and financing of services. Each of these dimensions is measured through three simple and objective indicators. For each indicator, best practice values are established by looking at the best performers in the region, and countries closest to those best performers are deemed to have a more mature sector. A more complete description of the methodology to assess the sector sustainability is included in the Annex of the State of the Sector Regional Report from the Danube Water Program. The outcomes of this assessment for the Montenegro water sector are displayed, which also shows average and best practices in the Danube region. As a result, the Montenegro sector sustainability score is 59, which is below the Danube average sustainability of 64, and is among the lower scores in the region. The assessment shows that, on average, the country performs well in terms of access to piped water and flush toilet, continuity of service and affordability. The main deficiencies of Montenegro's water sector identified through the sector sustainability assessment are the operating cost ratio, staffing level, and wastewater treatment coverage.

The main deficiencies identified through the sector sustainability assessment are the investment level, nonrevenue water, and wastewater treatment coverage. The main sector challenges are: securing stable and long-term financing for compliance investments; increasing water utility billing collection; and improving the efficiency of utilities to enhance their sustainability.

How does access to finance impact consumption volatility? Theory and evidence from advanced economies suggests that greater household access to finance smooths consumption. Evidence from emerging markets, where consumption is usually more volatile than income, indicates that financial reform further increases the volatility of consumption relative to output. This puzzle is addressed in the framework of an emerging economy model in which households face shocks to trend growth rate, and a fraction of them are financially constrained, with no access to financial services. Unconstrained households can respond to shocks to trend growth by raising current consumption more than the rise in current income. Financial reform increases the share of such households, leading to greater relative consumption volatility. Calibration of the model for pre- and post-financial reform in India provides support for the model's key predictions.

This Technical Note evaluates state bank corporate governance practices in Bosnia and Herzegovina. The analysis was completed during October 27-November 18, 2014. This TN is not a formal assessment against the Basel Committee's Principles for Enhancing Governance; rather, it assesses key issues and provides a set of recommendations to the authorities with the view to strengthen state bank governance and the State's ownership structures in Bosnia and Herzegovina. The governments of the Federation of Bosnia and Herzegovina (FBiH) and the Republic of Srpska (RS) are involved in their domestic banking systems through equity stakes and subordinated debt investments in certain banking institutions. Banks' supervisory boards are not performing their intended leadership role.

In recent decades, many countries have embarked on structural reform programs involving private sector participation (PSP) across the entire value chain of the power sector. Often as part of a broader market oriented reform program, governments have resorted to PSP in transmission and distribution (T and D) for a variety of reasons, including to: (i) offset years of underinvestment and poor operating performance under public ownership; (ii) attract considerable private investment to fill the financing gap stemming from new T and D additions amid rapidly growing demand for electricity; and (iii) raise fiscal revenues by offloading state assets. In some cases (for example, Brazil and Peru), a prolonged electricity supply crisis prompted government into structural reforms of the T and D sector. The energy sector management assistance program (ESMAP) study covers PSP in transmission, as well as distribution. The four case-study countries, Brazil, Peru, Philippines, and Turkey were selected based on the substantial transmission story under their broader electricity PSP experience.

While the microfinance sector is extensively used in Mali (about 1 million members often based in rural areas), the sector has experienced a major crisis for over six years. The clean-up of the microfinance remains the most pressing priority for the Malian authorities and the adoption of the emergency plan for the microfinance sector is a key milestone to cleaning up the sector. While the plan addresses the main issues (restructuring or liquidation not viable MFIs; depositors indemnization mechanism; consolidation of active MFIs; reform and strengthening of the national supervisory body), but the implementation remains very challenging in a context of fiscal tightening and donor's reluctance to intervene. It is only the Government of Mali that can restore confidence in the sector, and only by undertaking the recommendations highlighted in the emergency plan. One of the most sensitive issues will be to manage the liquidation of a few important distressed institutions together with the indemnization of their depositors.

Using highly disaggregated firm-level customs transaction data for imports and exports in Peru over the 2000–2012 period, this paper explores the relationship between imports of intermediate inputs and firm export performance. The paper shows that greater use, variety, and quality of imported intermediate inputs is significantly correlated with higher exports, faster export growth, greater diversification of export markets, and higher quality exports (as measured by relative unit prices) at the firm level. This relationship is robust and persistent to controls for unobserved firm heterogeneity and year fixed effects. The use of imported inputs is also associated with higher productivity at the firm level. Considering the relationship between specific trade policy measures and the import performance of those exporters that are direct importers, the analysis shows that those exposed to higher tariffs and nontariff measures import less in total and exhibit lower import variety. The use of the advanced clearance procedure as the modality to clear customs for imports is favorable to the import performance of exporter-importers, in that the users of the modality import more and import a more diversified bundle of inputs than those that do not use it, even after controlling for firm size.

There are three stakeholders in a public-private partnership (PPP), (a) the government in office, (b) private firms (financial and non-financial) and investors (individual and institutional), and (c) final beneficiaries (taxpayers or users, present and future). The raison detre of PPPs is threefold: (i) to crowd in private firms and investors into projects that they will otherwise not undertake; (ii) to transfer to the private sector a significant part of the risks and costs that the government would otherwise fully absorb; and (iii) to ensure that the projects efficiency/quality is at least equal to that obtained if the government alone carried all costs and risks. Important (yet often ignored) implications follow. First, outsourcing (e.g., construction and maintenance) to the private sector does not by itself constitute a PPP if all risks and costs are, in one way or another, still borne by the government. Second, a PPP does not reduce total risk; it simply distributes it differently, involving private sector firms and investors. Third, the total costs borne by the final beneficiaries would be lower under a PPP (compared to a project whose costs and risks rest completely in the governments balance sheet) only if the PPP achieves efficiency gains; otherwise, what beneficiaries save in taxes they will pay in user fees, although, under a PPP, more of the costs would be assigned to direct beneficiaries/users, than to taxpayers at large. Fourth, that a PPP can provide (cash) budget relief may be a welcome corollary for the government in office but it is not a core objective of a PPP.

After years of strong performance in the run-up to the European Union (EU) accession, Bulgaria's growth has slowed down and poverty remains the highest in the EU. Bulgaria achieved the highest recorded growth rates between 2000-08 on the back of exceptionally high capital inflows, structural reforms, sound fiscal management and the prospects of EU accession. Employment boomed and poverty fell steeply. Since 2008 – the year of global economic crisis – economic growth has been sluggish, poverty on the rise and income gains of the bottom 40 percent. Recently, labor markets and poverty have shown some signs of respite but new growth drivers and a sustained reform commitment will be needed for the current generation of Bulgarians to obtain EU living standards. This Systematic Country Diagnostic (SCD) identifies three policy areas with the potential to transform the economy and achieve this objective: (1) strengthening the institutional and legal framework for good governance; (2) boosting the skills and employability5 of all Bulgarians; and (3) improving the effectiveness and efficiency of public spending. Drawing on an extensive body of previous and current work carried out by the Bank, as well as local and foreign experts, the SCD discusses drivers and constraints to growth and uses an asset-based framework to understand how micro and macro-economic forces shape the income profile and dynamics of the bottom 40 percent of the population.
