This work's research examines the international relations of Romania after the 89' Revolution, within the changing parameters in the Romania's near shore as well the new paradigms of International Relations appeared at the end of the eighties and the dawn of the 21st century. Focusing on the 'major forces' (geopolitics, country's history.) likewise 'variable forces' (foreign policy, domestic policy, sociology.), this work identified three pillars: the powerful impact of the 'Others', an in-between situation and the complexity of Romania' borderland as well its crossroad situation. These pillars underline the Romanian international relations actions and impel the Romanian foreign policy decisions. It is pointed out that Romania's case study represented the Central and Eastern European Countries' (CEECs) path and contingencies, likewise the politico-ideological transformation of the military alliance as well the European Union enlargement strategy adaptation in the Post-Cold War Era interdependence. In addition, this work allows validating some theories in different fields as Foreign Policy Change, International Relations, Geopolitics, Interdependence. Over its history despite the geopolitical and domestic changes, Romania's main options in the international relations remained unchanged relying on system of alliance thru balancing or bandwagoning likewise International Organizations to guaranty the country' peace and freedom. In addition, from a constant in-between situation associated to a complex borderland context, the country will move regularly to a crossroad situation. Besides, after restructuring the country's internal situation, its alliances and its bilateral relations, Romania took an active role towards the Balkans and the Wider Black Sea. With its new status, Romania is becoming the 'Nato's aircraft carrier' and practically the EU's voice at the southeast European frontiers with a new role custom designed in the post-Yalta international system. ; Ce travail de recherche examine les relations ...

This study examines United Nations peacekeeping as practised between 1956 and 1999. In particular, it considers how the ending of the Cold War affected the conduct and performance of operations. Having traced the development of international collective action, it examines in detail four operations, two of which commenced during the Cold War and two of which were launched in the early 1990's. In this way, it seeks to establish whether the later operations were significantly different from those of the earlier era. Much o f the work is based on the personal experience of the author and on information gathered through interviews with military personnel, from Ireland and several other European countries, who served on various UN operations. The observations and comments of those interviewed are considered particularly valuable since many were participants in, or observers of, significant events in the history of peacekeeping. Moreover, several were Force Commanders, contingent commanders or holders of senior staff appointments and therefore played a major part in the overall development of UN peacekeeping activities. Their contributions are supplemented by the observations of civilians who either served at UN Headquarters in New York or held senior appointments on operations. These observations from 'practitioners' are set alongside the written work of academics and commentators from Britain, Europe, North America and the Antipodes. In this way, a broad picture of peacekeeping is presented. The study concludes that whatever the period in which they were conducted, most peacekeeping operations have proved less than satisfactory. Failure to meet expectations is seen as resulting from the inability o f UN member states to agree upon (a) clear achievable objectives, (b) the precise nature of operations, and (c) provision of the necessary resources. ; TARA (Trinity?s Access to Research Archive) has a robust takedown policy. Post-Soviet market transformation has focused attention on the applied aspects of concepts dealing with the role of the state in the economy. In many cases, the main theme of discussion is still the primacy of economics or politics. But it is the interests of the individual that are the primary factor of social development, while economics and politics play an instrumental role in their realization. The author analyzes these problems with due regard for the impact of globalization processes on the economy and state policy.
