'Die Studie untersucht angesichts der These vom Aufstieg Chinas zur neuen 'Weltmacht' außenpolitisches Verhalten und internationale Gestaltungsmöglichkeiten der Volksrepublik China. Sie bedient sich dabei der Szenarien eines 'starken' China, das die Herausforderungen des Reformprozesses im Innern erfolgreich bewältigt, und eines 'schwachen' China, dem es nicht gelingt, innere Widersprüche aufzulösen. Im Blickpunkt stehen dabei Pekings Verhalten im Rahmen der Welthandelsorganisation (WTO) sowie in Bezug auf den nordkoreanischen Nuklearkonflikt, die Shanghaier Organisation für Zusammenarbeit (SOZ) in Zentralasien und südostasiatische Integrationsinitiativen. Chinas Außenpolitik hat sich gewandelt, von der Ablehnung des internationalen Systems hin zu seiner Akzeptanz und - seit Mitte der 90er Jahre - sogar bis hin zu Versuchen, das System von innen zu beeinflussen. Die Integration Chinas in die WTO scheint trotz Zurückhaltung in Fragen der Fortentwicklung des Regimes irreversibel. In Nordostasien hält Peking eine Stabilisierung der nordkoreanischen Diktatur für unverzichtbar und wendet sich gegen Sanktionen. Das erschwert die Sechsparteiengespräche und verhindert das Entstehen alternativer regionaler Formate. In Zentralasien bedürfen Fortentwicklung und Erweiterung der SOZ-Agenda eines anhaltenden chinesischen Engagements. In Südostasien hat China durch sein konstruktives, nicht-konfrontatives Auftreten Befürchtungen vor seinem Aufstieg gemindert, ohne dass aus dieser Zusammenarbeit eine weit reichende regionale Integration geworden wäre. Man kann davon ausgehen, dass die Volksrepublik ihre Entwicklung in den nächsten 15 Jahren bei zahlreichen Rückschlägen fortsetzen und sich nur selektiv auf die Einbindungsstrategien einlassen wird.' It has been the dominant view that both Syria in the 1980s and Iran today have acted as rogue states in the Middle East threatening to upset the stability of the region. In this innovative new study, Anoushiravan Ehteshami and Raymond Hinnebusch show that these two countries have in fact acted in a rational fashion pursuing the aim of containing Western influence. The term "competitiveness" has been used in conceptually distinct ways at the firm, regional and national levels. After primarily reviewing existing concepts at the national level, we introduce a new definition of regional competitiveness adapting definitions used in the academic literature. Specifically, we connect "outcome competitiveness" with new perspectives on a more socially inclusive and ecologically sustainable growth path, as envisaged in the WWWforEurope research program, in which 33 European research groups are taking part. Evaluating competitiveness requires both an input assessment (costs, productivity, economic structure, capabilities) and an outcome assessment. We define regional outcome competitiveness as the ability of a region to deliver Beyond GDP goals. For regions in industrialized countries, this ability depends on innovation, education, institutions, social cohesion and ecological ambition. Given this new perspective (of broader Beyond GDP goals), social investments and ecological ambitions should not be considered costs, but rather drivers of competitiveness. This is compatible with a new innovation policy fostering non-technical innovations and a new industrial policy supporting societal goals. Applying this concept to European regions, we show which regions take the "high road" to competitiveness and compare our results with the existing literature.

ObjectivesCOVID-19 accentuated the importance of breaking down data siloes and aligning incentives for data access, collection, and use. Health Data Research Network Canada (HDRN Canada) is responding to this challenge, bringing together people and organizations to transform health data use in Canada.
ApproachHDRN Canada's foundation is its partnership of 20 pan-Canadian, provincial and territorial data organizations that together are enabling multi-regional research. This is being enriched with HDRN Canada's development of the Canada Health Data Research Alliance (HDR Alliance). The HDR Alliance coordinates expansion of sources and types of data available while retaining organizational independence. A project-based pilot approach is underway with two large pan-Canadian, longitudinal, consented cohort studies being linked at HDRN Canada sites. In addition, a collaboration with a pan-Canadian COVID19 clinical trials network is ensuring that clinical data are collected in ways that enables linkage with population-based administrative data.
ResultsHDRN Canada has created a single data access portal for researchers with information on over 500 datasets and supported 72 research projects to date. Work on the HDR Alliance adds data from the Canadian Partnership for Tomorrow's Health and the Canadian Longitudinal Survey on Aging. The former includes 350,000 individuals, and survey data (including related to COVID-19), physical measures and genomics. The latter includes 50,000 individuals with survey data and physical measures. Four multi-region clinical trials are being planned with the support of HDRN Canada. Even with aligned incentives, challenges navigating data governance and access processes remain. Collaborations are necessary to address these complexities and enable access to richer data in an efficient and timely matter.
ConclusionStrong partnerships are critical to unlocking the potential of Canada's data assets and expertise. The HDR Alliance provides a collaboration mechanism to increase the "findability", accessibility and utility of data assets, while addressing complex issues in the data landscape. This increases research opportunities and the impact of population-based, linkable data.

ZUSAMMENFASSUNG : Die Entscheidung der afrikanischen Staats- und Regierungschefs zur Schaffung einer Pan-Afrikanischen Freihandelszone (AfCFTA) im Jahr 2018 war nicht nur eine politische Entscheidung mit wirtschaftlichen Auswirkungen. Sie hat auch bedeutende ethische Dimensionen. Dies betrifft nicht nur einen möglichen Kompromiß zwischen Wirtschaftswachstum und Wohlergehen, Beschäftigung, Erschöpfung der natürlichen Ressourcen und damit verbundenen ökologischen und geschlechtsspezifischen Problemen. Die AfCFTA wird sich auch auf die Ausbreitung von Fremdenfeindlichkeit, Nationalismus und Populismus auswirken, die sich wahrscheinlich aus der Zunahme der Kapital- und Arbeitskräftemobilität ergibt. ABSTRACT : The decision of African leaders on the creation of an African Continental Free Trade Area (AfCFTA) in 2018 was not merely a political decision with economic implications. It has significant and complex ethical dimensions too. This, not only concerning a possible trade-off between economic growth and well-being, employment, the depletion of natural resources and related ecological and gender problems. AfCFTA will also impact on growing xenophobia, nationalism and populism, the likely outcome of growing capital and labour mobility. RÉSUMÉ : La décision des dirigeants africains de créer une zone de libre-échange continentale africaine (ZLECA) en 2018 n'était pas simplement une décision politique ayant des implications économiques. Il comporte également des dimensions éthiques importantes et complexes. Cela ne concerne pas seulement un éventuel compromis entre croissance économique et bien-être, emploi, envois de fonds, corruption, épuisement des ressources naturelles et problèmes écologiques et de genre connexes.
