Since the end of the Rwandan genocide, the new political elite has been challenged with building a unified nation. Reaching beyond the better-studied topics of post-conflict justice and memory, the book investigates the project of civic education, the upsurge of state-led neo-traditional institutions and activities, and the use of camps and retreats shape the "ideal" Rwandan citizen. Rwanda's ingando camps offer unique insights into the uses of dislocation and liminality in an attempt to anchor identities and desired political roles, to practically orient and symbolically place individuals in the new Rwandan order, and, ultimately, to create additional platforms for the reproduction of political power itself.

Diaspora studies and Middle Eastern studies come together in this collection of 15 detailed case studies. The contributors demonstrate that concepts central to diaspora such as 'homeland', 'host state', 'exile', 'longing', 'memory' and 'return' have been deconstructed and reinstated with new meaning through each unique diasporic experience.Situating communities within their own narratives of conflict, resistance, war, genocide, persecution, displacement and migration, this collection addresses the ways in which different groups have struggled to claim and negotiate a space for themselves in the Middle East. It shows how these efforts have been aided and hampered by the legal, historical, social, political, economic, colonial and post-colonial peculiarities of the region.

Im Schatten des Zweiten Weltkriegs versuchte die kroatische Ustasa-Bewegung, gewaltsam einen ethnisch homogenen Nationalstaat zu schaffen. Die Zerschlagung Jugoslawiens durch die Wehrmacht versetzte die Ustasa in die Lage, ein Terrorregime zu etablieren, das sich vornehmlich gegen Serben, Juden und Roma richtete. Damit entfesselte die Ustasa einen Bürgerkrieg, dem etwa 500 000 Menschen zum Opfer fielen. Korb fragt nach den Motiven, Interessen und Handlungsspielräumen der Ustasa, nach dem Verlauf des Gewalteinsatzes und nach dem Zusammenspiel von Bürgerkriegsdynamiken und Brutalisierung. In this book, Paul Connerton discusses social and cultural memory by looking at the role of mourning in the production of histories and the reticence of silence across many different cultures. The scope and nature of humanilarian emergencies generaled by civil conflicts and wars in Africa exceed the continental capacity to adequately and effectively respond to them. Inspired by the Rhetoric Culture Project, this volume focuses on the use of imagery, narrative, and cultural schemes to deal with predicaments that arise during the course of life. The contributors explore how people muster their resources to understand and deal with emergencies such as illness, displacement, or genocide. In dealing with such circumstances, people can develop new rhetorical forms and, in the process, establish new cultural resources for succeeding generations. Several of the contributions show how rhetorical cultural forms can themselves create emergencies. The contributors bring expertise from a variety of disciplines, including anthropology and communications studies, underlining the volume's wider relevance as a reflection on the human condition

This publication attempts to assist the ongoing discussion on the operationalization of the responsibility to protect by the United Nations. After summarizing the negotiation process towards the agreement in the Summit Outcome Document, the practice of the application of the responsibility to protect by United Nations organs and other bodies since September 2005 is presented, before providing elements for a comprehensive review of existing United Nations capacities to prevent or halt genocide, war crimes, ethnic cleansing and crimes against humanity. Finally, the publication proposes elements for an immediate strategy of the Secretary-General and the United Nations departments, funds and agencies to facilitate the application of the responsibility to protect in practice in the immediate future.

International crimes, such as crimes against humanity, genocide and war crimes, are committed by individuals. However, individuals rarely commit such crimes for their own profit. Instead, such crimes are often caused by collective entities. Notable examples include the 'dirt war' in Argentina in the 1970s and 1980s, the atrocities committed during the Balkan Wars in the early 1990s and the crimes committed during the ongoing armed conflicts in the Darfur area in Sudan. Referring to Darfur, the Prosecutor of the ICC noted in 2008 that, although he had indicted a few individuals, 'the information gathered points to an ongoing pattern of crimes committed with the mobilisation of the wohle state apparatus' ...
