Many nation-states have their potential for growth hindered by the involvement of developed nations. These low-income nation-states are primarily located on the continent of Africa. There are three parts to this phenomenon of neocolonialism which is the process of continuing involvement of developed nations in developing nations that creates a negative growth in those nations. The research I've conducted is in three parts. The first consists of analyzing the social construction of neocolonialism, how the phenomenon occurs, and where it stems from. The second part is to show how this involvement is damaging to the developing nations. I will use examples such as the multinational corporation profit recycling, the life of foreign aid, and unwise economic deals. As it turns out the phenomena brings on the hindrance of developing in the low-income nation. The last part of my research is to come up with an economic improvement plan. For instance, rather than country A trading money (or some monetary value) for a resource in country B, "A" would build a school, hospital, or infrastructure in "B" to improve the conditions in the low-income nation. Abstract
This paper offers a critical appraisal of Gadamer's dialogical philosophy of the self-other relationship within the context of interpretation and historical consciousness. According to Gadamer hermeneutics is a theory of interpretation or, rather, the art of interpretation. The task of philosophical hermeneutics is to narrate an ontology of human understanding with the ethical intent of restoring to interpretation a greater sense of "integrity." The "hermeneutic universe" belongs to the individual worldviews whose structure and content are constructed on the basis of historical precedents. Gadamer situates these precedents in historicity and the tradition of culture, which are resources for their unique interpretations. Gadamer claims that interpretative understanding encounters the other in the dialogical "play" (Spiel) of an ever-unfinished event. The self and the other belong to the horizon of historical consciousness, and it is through this common horizon that the alterity of the other comes into expression.

The construction industry is one of the most important industries because of its end product, such as schools, hospitals, and roads. This industry contributes to social and economic development by providing buildings for other sectors' usage. Nevertheless, despite these contributions, the construction industry also has issues related to construction wastes, which need to be resolved. Hence, Lean Construction (LC) approach is a useful technique that traditionally converged on minimizing construction waste. LC is an approach based on lean production that emphasizes minimally invasive and maximally profitable production. This paper's primary purpose is to explore the usage of LC in the Malaysian construction industry (MCI). This paper aims to identify LC implementation issues, determine the impact of LC implementation, and recommend enhancing the LC implementation in the MCI. Data was obtained from G7 contractors registered with the Construction Industry Development Board of Malaysia (CIDB) by distributing questionnaire surveys, and the response rate was 20%. Through the descriptive analysis, it can be concluded that most of the respondents agreed with lack of knowledge was the major issue that occurred during the LC implementation in the MCI. Furthermore, the respondents agreed that LC positively impacted the LC practitioners' organization by encouraging them to undertake construction materials appropriately without wasting them and improving handling the site's resources. Based on the findings, it is recommended that the government should introduce this LC as a policy in managing a construction site, and LC practitioners should implement the best construction practices to obtain the best results. Additionally, it is also suggested that the industry educate the construction workforce on implementing this LC concept and create more ongoing seminars or training to upgrade their knowledge, skills, techniques, and processes. This research's outcomes play an essential role in reducing the gap between the theory and implementation practices of LC in the MCI. Thus, this LC is hoped that future construction projects in the MCI can produce a better quality of end products towards a better quality of life.

'The considerable progress in qualitative methods is directly connected with developments in the field of text-interpretation. On the basis of a thorough reconstruction of their formal structures texts are treated as autonomous domains of self-referential systems. Such a methodological status has been denied to pictures in empirical research in the field of social sciences up until now. The documentary method, based on Karl Mannheim's Sociology of Knowledge, opens up methodical access to pictures. Methodologies from art history (Panofsky, Imdahl) can thus become relevant for empirical research in social sciences. Connections to semiotics (Barthes, Eco) and philosophy (Foucault) are worked out in their consequences for qualitative methods. Thus verbal contextual and preknowledge can be controlled methodically in the documentary interpretation of pictures. The reconstruction of formal structure of pictures becomes of central importance in analysis. All of this will be demonstrated by examples from research practice.' (author's abstract)

The main aim of the study is investigating the trends in partnership between China and Nigeria, the contribution of partnership for economic development and technology transfer. In addition, the study will investigate the challenges to effective technology transfer associated with the construction and management sectors. The data for the research was retrieved from secondary data. Some of the sources of data comprise of publications, peer-reviewed journals, reports by government agencies, published books and trusted websites such as Nigerian Bureau of Statistics. From the research, it was stated that the partnership between Nigeria and China encourages growth of innovation and technology sharing. In addition, technology transfer allows the effective performance of the local talents and skills that are crucial in the expansion of the industry. However, despite these benefits, there are still challenges that limit the effective transfer of technology. The challenges cited comprises of high corruption cases that limit the effective implementation of policies, poor commitment of Chinese firms in hiring local management and professionals in management and construction, and Chinese firms acquiring raw products from China that are cheap and of different characteristic making it difficult for efficient transfer of technology from China to Nigeria. Future research should seek effective methods of increasing technology diffusion in Nigeria.
