Previously colonised countries often have adopted professional models and economic governance institutions inspired by the colonizing power. After independance, most newly independant states have followed new public policies characterized by strong state intervention and state control. The accounting profession was replaced by bodies of civil servants working in state control agencies. Structural adjustment and opening markets have later implied, reversely, the rebirth of a liberal accounting profession. In this article, we offer a socio-historic overview of the development of social work and social pedagogy in Mexico. First, we examine the rise of the welfare state in Mexico in the immediate post-revolution period and the way the new secular government assumed control of social intervention. We describe the inception of the School of Social Assistance and the emergence of social work in the country, as well as exploring the role and influence of Cultural Missions and the training of social workers. We discuss the role of Fundamental Education, rural schools and their resemblance to the ideals of social pedagogy. Finally, we describe the founding of the Degree in Educational Intervention, which we consider sows the seeds of socio-pedagogical thought and practice in Mexico. We conclude that, despite the many periods of reorganisation of social intervention by successive governments, different initiatives use education to promote individual and collective development. Though social pedagogy does not exist as a profession in Mexico and social work is an imprecisely defined profession, education has a socialising potential that underpins pedagogical work of an extensive network of areas and agents animated by social ideals and goals.

Testimony issued by the General Accounting Office with an abstract that begins "Every year thousands of veterans volunteer to participate in research projects under the auspices of the VA. Research offers the possibility of benefits to individual participants and to society, but it is not without risk to research subjects. VA studies, like other federally funded research programs, are governed by regulations designed to minimize risks and protect the rights and welfare of research participants. VA must ensure that veterans have accurate and understandable information so that they can make informed decisions about volunteering for research. In September 2000, GAO reported on weaknesses it found in VA's systems for protecting human subjects. VA concurred with GAO's recommendations that its human subject protections could be strengthened by taking actions in five domains--guidance, training, monitoring and oversight, handling of adverse event reports, and funding of human subject protection activities. (VA Research: Protections for Human Subjects Need to Be Strengthened, (GAO/HEHS-00-155, Sept. 28, 2000)). GAO was asked to assess whether VA has made sufficient progress in implementing the recommendations and to examine the recent changes in VA's organizational structure for monitoring and overseeing human subject protections."

Over 30 y ago, Elinor Ostrom published Governing the Commons (1), a demonstration by counterexample that the successful management of common pool resources requires neither individual private property rights nor central government control. Her contribution and subsequent research identify more than a dozen institutional features, or “design principles,” purported to make successful community-based, common pool resource management more likely (2, 3). Examples of these features include clearly defined group and resource boundaries, graduated sanctions, conflict-resolution mechanisms, enabling policy environments, and accountable monitoring systems. But after decades of theoretical and empirical studies, little is known about whether external interventions can enhance these features where they are weak or absent, or whether enhancing these features individually—rather than collectively—causes resource conditions to improve (4). These questions have long been identified as important for advancing sustainability science and practice (5). In this Special Feature on “Sustaining the Commons,” the authors try to answer these questions by developing and testing mechanism-based theories of institutions in complex socio-ecological systems. The Special Feature makes three contributions to advancing sustainability science. It offers an exemplar of multiteam, harmonized research to accelerate the accumulation of generalizable knowledge in sustainability science. In addition, it sheds light on the causal relationship between community monitoring and common pool resource outcomes, a relationship that has long been of interest in the sustainability science literature (1, 6, 7). Finally, it offers a theoretically informed approach to guide synthesis of research findings from diverse contexts. Through these contributions, the Special Feature aims to stimulate discussion and debate among different communities of scholarship and practice in sustainability science.
