THE AUTHOR THEN ASKS, HOW DOES IT COME ABOUT THAT A POLICY WHICH HAS COMMANDED A MAJORITY IN THE UN FOR TWENTY YEARS HAS NOT BEEN FULLY IMPLEMENTED? THE ANSWER IS SIMPLE: RESOLUTIONS HAVE BEEN VETOED BY THE US OR BRITAIN.

The article provides a brief history of the program and summarizes the key elements. Insights on potential areas for success and difficulty are provided. Kant's political philosophy involves more than a deduction of a normative model of institutions from a set of normative premises. Certain empirical premises must be added to Kant's argument. In this paper the author argues that many of Kant's own empirical assumptions are doubtful if not false. A sketch is then made of a model of institutions that can be derived from Kantian normative principles together with more plausible empirical assumptions.

John C. Colt was the author of a successful bookkeeping text which had many school adoptions and at least 46 editions. During an argument with Samuel Adams, his publisher, over the cost of his 5th edition, Colt killed Adams with a hatchet. Convicted of murder and condemned to execution by hanging, Colt committed suicide in prison in 1842. His text, The Science of Double Entry Bookkeeping, first published in 1838, continued in print until 1856.

The use of chemical fertilizers has increased spectacularly in Bangladesh since the early sixties. Official fertilizer prices have been raised several times since 1972. Several aid donors to the country, in particular the World Bank, are bringing pressure on the Bangladesh government to raise fertilizer prices further to eliminate the subsidy to farmers.
