ANADP II will be easy to get involved with, participate in, or define new activities within. The ANADP II Action Assembly will consist of four components. Panel Discussions: Attendees will engage actively with panelists in conversations around three broad alignment themes: Community Alignment, Resource Alignment, and Capacity Alignment. The aim of the BRAINPOoL project is to experiment with the enhancement of the development and the effective use of indicators that can balance the use of GDP so as to support the sustainable development policy process in the EU. In this report, we attempt to better characterize the demand for Beyond-GDP indicators, the institutional determinants of the uptake of new indicators, as well as the perceptions and actions of actors in that regard.The objective of this report is threefold: 1) identifying the differentiations of demand for Beyond-GDP indicators across different target groups of users from various institutional and societal levels; 2) characterizing the specificities of the demand for Beyond-GDP indicators when compared to mainstream policy indicators; 3) categorizing the different factors explaining the demand for Beyond-GDP indicators. Two complementary research tasks provided the backbone to the empirical exploration of these research questions in WP2. Task 2.1 consisted of characterising the institutional contexts of Beyond-GDP indicators in specific EU-member countries, as well as at the level of selected international/European organizations. The aim was to configure and compare with some precision the policy agendas that have built up around the development and promotion of Beyond-GDP indicators across different EU-member countries. Task 2.2 aimed to investigate the perceptions of the existence, strengths and weaknesses of the Beyond-GDP agenda. This was developed by engaging directly with a series of policy actors. First, via a series of face-to-face interviews conducted with selected policy actors which are directly and explicitly linked to the Beyond GDP agenda. Second, through the organization of a set of "Road shows" (i.e. in-house workshops) with a small group policy actors in a selection of EU-member countries. The aim with these workshops was to reach policy actors who are currently not confronted with or directly concerned by the Beyond-GDP policy agenda and to explore their perceptions of the agenda itself. The results of our analyses are organized along, first, an analysis of the institutional settings, second, an analysis of the actors' perceptions on the demand for 'beyond GDP'. The understanding of the institutional contexts in each entity we observed, were compared to reveal any structuring trends, discern the main initiatives and actors, and provide background knowledge of drivers and barriers for the indicators' uptake.The objectives of analysing the perception of actors of the demand are twofold: 1) to better characterize the types of demands for indicators; 2) to identify the factors enhancing or hindering the uptake of B-GDP indicators. This research deals with issues linked to local democracy and institutional innovation. Through empirical exploration of the construction of a territory project coordinated by different kinds of actors from a community centre in Dunkirk, we noted that the perceptible quality of intersubjectivities both gives birth to appropriate symbols and new frameworks for dynamic collaborative actions. Spaces are constructed that way : they are those of continuous socialization through which political interests raise. Having mediators coach this kind of sensitive societal game is an important stake. Our civic capabilities develop that way because links between these spaces and the forms taken by citizenship reflect social interactions built upon the experience of consideration. They are places of exchange of social representations. Thus, varied and innovative collective deliberations processes build delicate balances between actors of a given territory. Our research propose to highlight the sensitive springs of the forms of consent and solidarity in order to interrogate the collective management of emotions.In doing so, we have understood the specificities of citizenship competencies and the qualities of the public space. Our reflection is based upon a pragmatic thinking embodied by authors such as John Dewey, Erving Goffman but also Daniel Cefaï, George Marcus and Richard Shusterman. The latter combines with sociologies represented by Max Weber, Georg Simmel or Edgar Morin, and is completed at last with observations by Maurice Leblanc, Loïc blondiaux or Pierre Rosanvallon on democratic participation. ; Les problématiques liées à la démocratie locale et à l'innovation institutionnelle constituent le thème de recherche de notre travail. Ainsi, des processus de délibérations collectives multiformes et innovants construisent des équilibres délicats entre les acteurs d'un territoire. Notre travail de recherche propose de mettre en exergue les ressorts sensibles des formes d'accords et de solidarités afin d'interroger la gestion collective des émotions. Nous avons de cette façon compris les caractéristiques des compétences citoyennes et les qualités de l'espace public. Notre réflexion s'appuie sur une pensée pragmatique, incarnée par des auteurs tel que John Dewey, Erving Goffman mais aussi Daniel Cefaï, George Marcus et Richard Shusterman. Nous avons de cette façon compris les caractéristiques des compétences citoyennes et les qualités de l'espace public. Notre réflexion s'appuie sur une pensée pragmatique, incarnée par des auteurs tel que John Dewey, Erving Goffman mais aussi Daniel Cefaï, George Marcus et Richard Shusterman. Cette dernière se combine avec les travaux des sociologies représentées par Max Weber, Georg Simmel ou Edgar Morin.Pour compléter, au final, les observations de Maurice Blanc, Loïc Blondiaux, ou encore Pierre Rosanvallon, relatives à la participation démocratique.

This PhD dissertation studies national similarities and differences in policy and regulation of public-private partnerships (PPPs), with an empirical focus on Denmark and Ireland. The starting point and motivation for the study is the observation that whereas PPPs are often depicted in the academic literature and in policy practice as a globally disseminated governance scheme, in reality, a closer examination of the PPP reform landscape reveals significant differences in national governments' PPP policy and regulation and in the amount of actually implemented PPP projects. By comparing the initiatives taken by the Irish government, which has embraced PPPs, with those of the Danish government, which has been a PPP sceptic, this study inquires into the fundamental questions as to how, why and to what consequences some governments have developed widespread policy and regulation frameworks to support the implementation of PPPs, whereas others have been much more reluctant. The dissertation addressed four research questions: (i) what are the key actors, strategies and institutions that create policies and regulations for the formation of PPPs?; (ii) how did governments' PPP policies and regulations develop over time, and how can their similarities and differences be explained?; (iii) how do differing national policy and regulation frameworks serve to facilitate or hinder the formation of PPPs, exemplified by four case studies from the schools sector?; (iv) what framework conditions does the EU set for PPP initiatives at national and sub-national levels? The main aim of the dissertation is to study how and why national PPP policy and regulation frameworks developed over time. At the national government level, the study thus contains both diachronic and synchronic analysis. Furthermore, in line with previous research within what has been called the governance approach within PPP studies, policy and regulation are also seen as constitutive elements that tap into and set the general framework conditions and institutional 'rules of the game' for the realisation of concrete PPP projects. The comparative interest at the central government level is thus supplemented by an analysis (a) of the interplay between decisions about policy and regulation at the national level and the formation of concrete PPP projects, and (b) of the EU's role in regulating decisions about PPPs at national level and in relation to the formation of concrete PPP schemes. A main finding is that whereas academic PPP literature often portrays governments' rationales for resorting to PPPs in terms of achieving innovation, collaborative advantage, value-for-money, new market possibilities, improved risk sharing etc., the findings brought to the fore in this dissertation suggest that a primary objective indeed was to remove major public infrastructure investments from governments' balance sheets, and thereby reduce the pressure on public capital budgets and provide more infrastructure than would otherwise be possible. However, as the off balance sheet rationale has been shown to be largely false, because there is always a bill to pay in the long term, this raise a number of broader legitimacy and accountability issues, which the present PPP policy and regulation frameworks of governments do not seem to adequately address.

The need to strengthen social security provision for development is not news. How many countries have achieved this and how? This study deals with quality social security provision and its contributions to information society building and development. It analyses the very developed case of Finland's experience in elements of social security, ICT and development. The three elements have also been analysed for Tanzania's experience. The analysis and comparison for the two research regions aim to draw conclusion for the case of Tanzania. The two countries have been analysed together as they both advocate the equality principle in social security and welfare programmes, which are regarded as resources to be distributed equally for all to enable individuals to participate well in development activities. Both societies experienced severe economic crises, which forced them to adopt socio-economic changes and they have well representation of the problems of the economical globalisation in the North and the South. The methodological approach was first historic descriptive and then thematic comparative and adopted qualitative approaches. For comparison of the two research regions, the themes that were considered significant to elucidate the contributions of quality social security provision to the information society building and development were chosen. The focus is on the themes that could complement theory and practice in both research regions and concurrently be lessons for the case of Tanzania. The findings establish that, in both countries, economic crises and globalisation conditions forced the research regions to cut down the public services and adapt the rules of free trade. In Tanzania, living standards and economic growth deteriorated and citizens took personal responsibility of their own wellbeing. Finland, as a welfare state, was able to go through the economic crises because of the overemphasis of social security and welfare programmes and it is currently a highly competitive economy recognised as an 10 informational welfare state. It reached there without drastically cutting taxes or slashing welfare budgets. The outcome of the comparison reveals that, a lot could be learned from Finland because of the high level of differences in economic growth and development processes of the research regions. It follows historical background, social, cultural, economical and political conditions enhanced by both functional and technical dimensions. Similarities were seen in the application of solidarity and collaborative themes when Finland and Tanzania put emphasis on the importance of human resources by focusing on man for development purposes. However, Tanzania failed to utilise those themes at the government's institutions especially during the economic crisis while Finland continued to implement them in the development strategies in all situations and at all levels. Fundamental differences could be observed with regard to sustainability of structures, utilisation of skilled labour, social and ICTs situations. In all themes, Finland performed better than Tanzania indicating the right balance between economic growth, the redistribution of income and structures viable for sustainable development. The similarities and differences between the research regions are explained by the conclusions that, first, the role of the state in the provision of quality social security and welfare services is significant to ensure the maintenance of configurations of social, political as well as economic values that shape social security and welfare policies and those values must be maintained in considerations of historical background, social, cultural, economical, technological and political conditions in the information society building and development strategies. Second, it is imperative for Tanzania to learn from other regions as to what needs to be put into the ground first for any development process since, she has the potentials to overcome challenges that led to the low quality social security provision, functional and technical difficulties that hinder development processes. At the right conditions and the political will, creation of critical set of interventions is the way forward. Third, differences on the application of the themes are due to the influences of the predetermined far-sighted goal oriented policies and goal attainments, which were implemented from the bottom up collaboration respecting each other's ideas for the Finnish experience, while Tanzania had no clear focus on the implementation of interventionist government's policies by treating the social sector as non-productive one denying modern attitudes. Finland's development and information society building achievements must be seen in connection of the linkage of social security and welfare 11 sector and other productive sectors. This is because the authorities foresaw that, the development of human resources is of vital importance for development. Therefore, for a competitive economy, defiance of spending on health and education is not a solution but precisely the opposite of it. Putting an emphasis on the welfare and quality social security provision means investment in human resources, vital for the development of any country. Most Local Peace Committees (LPCs), established by the National Accord & Reconciliation Act of 2008 to manage conflict in the intercommunity-conflict embroiled Kenyan districts (including Borabu & Sotik-BS), were constituted of psycho-socially counseled resilient violent-conflict victims. A review of conflict-management literature showed that although the BS-LPCs were supported by various government agencies in the protracted conflict embroiled BS-region's peace-building, the kind of support the agencies accorded them and how they adopted it had not been examined for documentation, strengthening of the LPCs and other similar victims' efforts. Therefore this study (within a conceptual framework derived from Lederach's elicit model of community Peace-building and CAT theory) guided by the RQ: what kind of support did government agencies accord the BS LPCs and how did they adopt it for peace? Empirically explored the agencies' support to the BS LPCs and how it was maximized for peace-building. The purpose of this study was to create a deeper understanding of the BS-LPCs-government collaborative PB strategies. Due to the issue addressed, I used the qualitative-exploratory case-study design and purposive non-probability sampling to collect data from 30 interviewees, 4 FGDs and documents. I analyzed it inferentially and thematically and then presented the findings narratively with participant voices. I adhered to the qualitative & human-based research ethical principles such as: autonomy, protection from harm, anonymity and confidentiality. The result showed that the government-agencies' support included anchorage in the provincial administration and in the National Steering Committee (NSC) as their coordinators and political oversight authority. It also showed that the BS-LPCs embraced this support by collaborating in strategizing & building peace; mainstreaming PB into development projects and networking for monitoring & reporting conflict. I concluded that the effective PB in the region resulted from the victims (LPCs) resiliently spear-heading their own peace-building and from embracing the government agencies' support. This study therefore informs CM-stakeholders' and policy-makers' endeavors in the BS region and other intercommunity-conflict embroiled regions and it contributes to CM and Victomology discourse & practice by highlighting how victims (as architects of their own peace) embraced government agencies' support. I recommend that victims should be made aware of support systems at their disposal and should be trained and encouraged to embrace them by policy makers and PB stakeholders.

To meet the need for regular and reliable data on the prevalence of overweight andobesity among children in Europe, the World Health Organization (WHO) EuropeanChildhood Obesity Surveillance Initiative (COSI) was established in 2007. Theresulting robust surveillance system has improved understanding of the public healthchallenge of childhood overweight and obesity in the WHO European Region. For the past decade, data from COSI have helped to inform and drive policy action onnutrition and physical activity in the region. This paper describes illustrative examplesof how COSI data have fed into national and international policy, but the real scopeof COSI's impact is likely to be much broader. In some countries, there are signs thatpolicy responses to COSI data have helped halt the rise in childhood obesity. As thecountries of the WHO European Region commit to pursuing United Action for BetterHealth in Europe in WHO's new European Programme of Work, COSI provides anexcellent example of such united action in practice.
