In the traditions of Russian socio-philosophical reasoning ("discourse") methodological and theoretical problems of social science are posed and approaches to their solution are proposed, taking into account the peculiarities of cognition of the second Nature, in the process of which feelings, reason and intuition participate. The principles and main aspects of the methodology are postulated. The main objects of research are highlighted: local civilization and the state. The definition of the "state" as a supra-historical creator of history is given, its two main formations of modern times with their features are indicated: the empire and the national state. The author's understanding of politics and public institutions is also given. The end–to-end idea of the work, at the same time its premise, and the inevitable consequence is the need for a sovereign Russian social science, sprouting from the domestic sociophilosophical heritage.

Abstract: What is the role of the Social Sciences and Humanities (known collectively as SSH) in the journey to the Fourth Industrial Revolution? What is the impact of these disciplines for the challenges the world faces, supposedly defined by a highly dynamic phase of industrial
and social restructuring, where the adaptive capacity of societies needs to be enhanced by specific skills and techno-social dependencies? What is the role of SSH in building cognitive competences, and new professional paths? This paper, part of the special focus of the Annual Review of New
Directions in the Humanities, seeks to unveil the importance of SSH disciplines to the major STEM disciplines (science, technology, engineering, and mathematics). Although disciplines and research in Social Sciences and Humanities play a fundamental role in the production of knowledge relevant
to society, the last decade of the 20th century has seen a continuous trend towards their devaluation. After a relatively glorious period during the first half of the century, when SSH disciplines still held a relative social influence, the arrival of digital technologies in 1990s, accelerated
their decline. This article traces a brief overview of this decline and explores some of the causes as well as the challenges in valuing SSH. Focusing mainly on Europe, the paper presents the attempts, on behalf of the European Commission, to correct this decline. It also outlines some new
ideas that could help a true integration and transfer of knowledge across STEM AND STEAM disciplines, such as the creation of specific 'missions'. Precisely, one of the diagnoses of the Horizon 2020 experience in Europe has been that investment in research is not effectively linked to the
solution of specific problems. Thus, it is necessary to put in motion co-creation mechanisms among research disciplines and advance in the establishment of intersectoral bridges, bringing SSH research closer to the industry and other social sectors in order to solve the pressing challenges
we face (climate change, mass migration, economic crisis, etc.)

Social cost is a comparative new conception in economics though it has been undergone wide and thorough studies in social science area. Its related economic analysis is still at its sociological stage. The paper discusses its economic nature: both its social and capital property, evaluates therefore China's "paradox of social science", namely the coexistence of "sound" micro social and "weak" macro social capital at the meantime. It analyzes the advantage and function of government in the productive social capital. Key words: social capital; social property; capital property; micro social capital; macro social capital Résumé: Le coût social est une nouvelle conception comparative dans l'économie, même si elle a été l'objet d'études approfondies dans le domaine des sciences sociales. Ses analyses économiques reste encore à son stade sociologique. Le document traite de sa nature économique: non seulement sa propriété sociale mais aussi sa propriété de capitaux et évalue donc le "paradoxe de la science sociale" de la Chine, à savoir la coexistence d'un micro-capital social "favorable" et un macro-capital social "faible". Il analyse les avantages et les fonctions du gouvernement dans la production du capital social. "This book presents the argument that solution-driven policy and treaty changes, if faithfully implemented, will rekindle the relevance of the International Criminal Court (ICC) in combatting and prosecuting atrocity crimes. This work examines how the International Criminal Court could be re-envisioned to perform optimally, and why such reform is urgent. It also discusses the position of the USA towards the court and explores why it has been unable to transition from marginal engagement to full spectrum support by signing and ratifying the Rome Treaty 1998. The conceptual frameworks deployed range from how the US construes its 'national interest' to geo-political balancing and the present rudderless state of the rules order, in addition to the personal predilections of US Presidents and the Court's dysfunctional state. The objective is to show that if the ICC does not engender reforms internally, it will not survive the fissiparous tendencies innate in the presently fractured rules order. The work argues that only foundational reforms around treaty amendments along with institutional realignment of roles and responsibilities of the Court's principal officers will yet rescue it. "The book provides a pentapartite theoretical analysis of socio-economic factors as the grand basis for the evolution of Boko Haram terrorism in Nigeria. It describes the terrorism as a by-product of unresolved conflict emanating from unequal hegemonic power exchange with respect to the non-fulfillment of socio-economic goals between the political state and the citizenry. Rather than follow the popular notion of religion as the root causes of Boko Haram crisis, the book widens its scope to cover terrorism as a whole with a view to laying a more viable foundation for its readers to understand the concept of terrorism, provoking causes and perspectives, as well as influential factors that may interplay to sustain extremist terrorism in contemporary global society.
