Objective The limited scientific knowledge on relationship between exposure and health effects in relation to geothermal activity motivated an epidemiologic investigation in Tuscan geothermal area. The study aims to describe the health status of populations living in Tuscany municipalities where concessions for exploitation of geothermal resources were granted. Design This is an ecological study, so it is not useful to produce evidence to sustain a judgment on the cause-effect link. The major limits of this type of study are the use of the residence at municipal level as a proxy of exposure to both environmental and socioeconomic factors and the use of aggregated data of health outcomes that can lead to the well-known ecological fallacy. Setting and participants Sixteen municipalities were included in the study area: eight are part of the so-called "traditional" geothermal area, defined as Northern Geothermal Area (NGA) and eight located in the Amiata Mountain defined as Southern Geothermal Area (SGA). In 2000-2006, the average resident population in the overall area was approximately 43,000 inhabitants. Thirty-one geothermal power plants were active, with a production capacity of 811 MW, 5 of them with 88 MW located in the SGA. Statistical analyses on the entire geothermal area, NGA and SGA subareas, and the sixteen municipalities were performed. Main outcome measures Mortality data were obtained from Tuscany Regional Mortality Registry for the 1971-2006 period, analysing 60 causes of death, of interest for population health status or consistent with "Project SENTIERI" criteria. Hospital discharge records of residents in Tuscany Region in 2004-2006, anywhere admitted to hospital, were analyzed considering only the main diagnosis, excluding repeated admissions for the same cause. The causes taken into account are the same analysed for mortality were considered. Age-standardized mortality rates (TSDM) and the temporal trends of TSDM for four periods (1971-1979, 1980- 1989, 1990-1999, 2000-2006) were computed. Age-standardized mortality/hospitalization ratios (SMR/SHR), with and without adjustment for the deprivation index based on 2001 census data, were calculated: mortality in the years 2000-2006 and hospitalization in 2004-2006. The expected number of events were computed using rates of residents in neighbouring municipalities (municipalities included in 50 km radius circle centred on the study area). Bayesian estimates of mortality/hospitalization ratios (BMR/BHR) at municipal level only and relating maps of the Bayesian risk estimators were elaborated. Congenital malformations (MC) were analysed using data from Tuscan Registry of Birth Defect in 1992-2006 period, relative to outcomes of pregnancies in women resident in the municipalities of study area, wherever the birth or termination of pregnancy occurred. The ratio between observed and expected cases (O/A), with expected defined according to regional rate, were calculated and O/A Bayesian estimates (BMR) are showed only at municipal level . The low weight and the males/females ratio at birth were analysed using data from Tuscany Birth Certificates, covering period 2001-2007, excluding biths occurred in facilities outside Tuscany Region. For Low birth weight (<2,500 grams), very low birth weight (<1,500 grams), low birth weight in women with normal gestational age or greater than 36 weeks, gestational age less than 36 weeks, and the frequency of males, the observed/expected ratio was calculated, with the expected number defined according to regional rate. Results Environmental background High levels of arsenic in drinking water distribution emerges as a critical element, so that several municipalities resorted to granting exemptions for the parameters laid down by the Legislative Decree in force (DLgs 31/01). However, during the final phase of the study, new blast systems activated in the SGA decreased the arsenic levels in the water supply, reaching values not requiring derogations, which, instead, are still effective in some NGA municipalities. Air quality data, from Tuscany Regional Agency for Environmental Protection-ARPAT, show that geothermal activities are able to affect air quality, especially with hydrogen sulphide in NGA, and hydrogen sulphide and mercury in SGA. A significant contribution to the presence of mercury in air is due to previous metallurgical sites. Although mercury levels are belowWHO guideline values, in SGA nearby Siena, values were significantly higher than in other geothermal areas, because of power plant PC2 (turned off in July 2011) in Piancastagnaio municipality. The hydrogen sulphide concentration levels were generally lower than WHO reference values, with occasional excesses over guideline value for health protection (150 μg/m3 as average of the 24 hours). Olfactory pollution was more critic with values exceeding 7-10 μg/m3 range even in areas without geothermal plants. ; Obiettivo Le limitate conoscenze scientifiche sui rapporti tra esposizione a fattori ambientali correlati all'attivit? geotermica e lo stato di salute della popolazione esposta hanno motivato la conduzione di una indagine epidemiologica nell'area geotermica toscana basata sull'analisi dei dati ambientali e sanitari disponibili negli archivi regionali. Lo studio ha lo scopo di descrivere lo stato di salute delle popolazioni residenti nelle aree geotermiche toscane, identificate con i territori comunali per i quali sono state rilasciate concessioni di sfruttamento della risorsa geotermica. Disegno Lo studio ? di tipo ecologico e quindi non adatto a produrre evidenze che permettano di esprimere un giudizio sul nesso causa-effetto. I maggiori limiti degli studi ecologici derivano dall'assunzione che la residenza anagrafica a livello comunale rappresenti una valida misura di esposizione a fattori sia ambientali sia socioeconomici e dall'utilizzo di dati aggregati degli esiti sanitari che possono portare a risultati affetti da fallacia ecologica. Setting e partecipanti I comuni inclusi nell'area geotermica dello studio sono 16, di cui 8 compresi nell'area geotermica cosiddetta ?tradizionale?, che include le localit? di Larderello, Val di Cornia e Radicondoli-Travale (area geotermica Nord) e gli altri 8 situati nella zona dell'Amiata senese e grossetana (area geotemica Sud). Nel periodo 2000-2006 la popolazione media residente nell'area geotermica complessiva era di oltre 43.000 abitanti. Al momento dello studio erano attive 31 centrali geotermoelettriche con capacit? di produzione di 811 MW, di cui 5 con 88 MW totali nell'area geotermica Sud. Le analisi statistiche sono state effettuate a livello di intera area geotermica, delle due subaree geotermiche (Nord e Sud) e dei 16 comuni. Le cause di ospedalizzazione selezionate per l'analisi dei ricoveri sono le stesse utilizzate per l'analisi della mortalit?. Per la mortalit? sono stati calcolati i tassi di mortalit? standardizzati per et? (TSDM) e i trend temporali dei TSDM in quattro periodi (1971- 1979, 1980-1989, 1990-1999, 2000-2006). Sia per la mortalit? del periodo 2000-2006, sia per l'ospedalizzazione del periodo 2004-2006,sono stati calcolati: i rapporti di mortalit?/ospedalizzazione standardizzati per et? (SMR/SHR), con e senza aggiustamento per l'indice di deprivazione (ID), utilizzando per il calcolo dell'ID i dati del censimento 2001, con gli attesi calcolati usando il tasso di mortalit?/ospedalizzazione della popolazione residente nei comuni limitrofi (comuni con la coordinata geografica del municipio compresa in un cerchio con raggio di 50 km centrato sull'area in studio); le stime bayesiane dei rapporti di mortalit? (BMR) e di ospedalizzazione (BHR) a livello esclusivamente comunale; le mappe (disease mapping) dei rischi bayesiani di mortalit?/ospedalizzazione comunali. Le malformazioni congenite (MC) sono state analizzate utilizzando i dati del Registro toscano dei difetti congeniti (RTDC) nel periodo 1992-2006, relativi a esiti di gravidanze di donne residenti nei comuni dell'area in studio, ovunque sia avvenuto il parto o l'interruzione di gravidanza. Per le MC ? stato calcolato il rapporto tra casi osservati e casi attesi (O/A), con gli attesi definiti in base al tasso regionale e vengono fornite le stime bayesiane del rapporto O/A (BMR) a livello esclusivamente comunale. Per valutare il basso peso e il rapporto tra maschi e femmine alla nascita sono stati utilizzati i dati dei certificati di assistenza al parto della Regione Toscana, relativi al periodo 2001-2007, con esclusione degli eventi occorsi in presidi di altre regioni. L'analisi ? stata condotta considerando i nati con: basso peso alla nascita (LW: peso <2.500 grammi), bassissimo peso alla nascita (VLW: peso <1.500 grammi), basso peso alla nascita nelle donne con et? gestazionale normale e maggiore di 36 settimane (LW36), et? gestazionale inferiore a 36 settimane, e il numero di maschi osservato. Per tutti gli indicatori ? stato calcolato il rapporto osservato/atteso, con l'atteso definito in base al tasso regionale. Risultati Il contesto ambientale Dalla descrizione del contesto ambientale, per quanto riguarda l'acqua, emerge come elemento di criticit? il riscontro talvolta di elevati livelli di arsenico nelle acque della rete di distribuzione degli acquedotti, tanto che in diverse realt? comunali si ? dovuto far ricorso alla concessione di deroghe ai parametri previsti dal decreto legislativo vigente (DLgs 31/01). Comunque, durante la fase conclusiva dello studio, nell'area geotermica Sud i nuovi sistemi abbattitori hanno ridotto i livelli di arsenico nella rete idrica fino a valori tali da non dover pi? ricorrere alle deroghe, ancora attive, invece, in alcuni comuni dell'area geotermica Nord. Le informazioni dell'ARPAT sui dati dell'aria evidenziano che l'attivit? geotermica ? in grado di modificare la qualit? dell'aria, soprattutto per l'acido solfidrico nell'area geotermica Nord, e per l'acido solfidrico e il mercurio nell'area geotermica Sud, in particolare nel versante senese dell'Amiata. Per il mercurio nell'aria, un contributo rilevante ? legato anche alle emissioni dagli ex siti metallurgici. Sebbene i livelli di mercurio nelle postazioni di monitoraggio rientrino sempre al di sotto dei valori guida raccomandati dall'OMS, le concentrazioni riscontrate nell'aria dell'Amiata senese, e perlopi? legate alla centrale PC2 di Piancastagnaio (spenta nel luglio 2011), sono significativamente superiori a quelle rilevate nelle altre aree geotermiche che, al contrario, sono assestate sugli stessi livelli registrati nei territori non geotermici. I livelli di concentrazione di acido solfidrico sono inferiori ai valori di riferimento, con occasionali superamenti del valore guida di tutela sanitaria OMS (150 μg/m3 come media delle 24 ore). Pi? critici sono i dati di inquinamento olfattivo, che si verifica con il superamento del valore di 7-10 g/m3 di acido solfidrico nell'aria, riscontrato con vario grado di intensit? in tutte le postazioni di monitoraggio, anche in aree dove non sono presenti impianti geotermici. In alcune aree con insediamenti produttivi geotermici la frequenza, la persistenza e l'intensit? dei cattivi odori sono tali da comportare condizioni di qualit? dell'aria scadente.

Reliance on solid fuels for cooking is an indicator of energy poverty. Access to modern energy services - including electricity and clean fuels - is important for achieving the Millennium Development Goals. It can also reduce womens domestic burden of collecting fuelwood and allow them to pursue educational, economic, and other employment opportunities that can empower them and lead to increased gender equality. Similarly, the use of clean cooking and heating fuels in efficient appliances can reduce child mortality rates. Without access to modern energy services, the likelihood of escaping poverty is very low. Interventions to improve energy access to the poor have focused mainly on electricity access and have often neglected nonelectricity household energy access. Household energy for cooking in particular has received little policy attention in the overall energy sector dialogue, and consequently its lending volume remains low, in spite of the magnitude of the development challenges it represents. The objective of this note is to assist task teams with broad project design principles related to household energy for cooking. It follows five main reports produced by the World Bank Group over the last three years: (1) Household Cookstoves, Environment, Health, and Climate Change: A New Look at an Old Problem; (2) Household Energy Access for Cooking and Heating: Lessons Learned and the Way Forward; (3) One Goal, Two Paths Achieving Universal Access to Modern Energy in East Asia and Pacific; (4) Wood-Based Biomass Energy Development for Sub-Saharan Africa; and (5) What Have We Learned about Household Biomass Cooking in Central America? These reports make the case for a re-engagement of the World Bank Group in the household energy access sector. This note is organized into two sections: (a) context and background, and (b) project design principles.

The global financial roller coaster, with the Euro zone as its lead car, has hit economic prospects across the globe. The South African economy, with its close links to the world economy, has suffered, too, resulting in weakened growth prospects, lower fiscal revenues, lower and more volatile valuation of the rand, and dampened external financing. This further compounds the policy challenges facing the authorities, on top of their preoccupation with unyielding unemployment, which requires higher and more inclusive economic growth. Policymaking is also conditioned by a growing recognition that future growth needs to be less carbon-intensive. As elsewhere, opportunities in green economies are viewed with keen interest, as a way of simultaneously targeting a cleaner environment and stimulating innovation, growth, and job creation. While green policies can have large synergies and co-benefits with the growth and employment agenda, they are not a substitute for it. Indeed, such synergies are likely to be mutually enhancing and larger when the growth and environment objectives are being pursued by multiple, well-targeted and coordinated policies.

The Baltic States; Estonia, Latvia and Lithuania and Poland are situated along strategic trade corridors within Europe, constituting the EUs eastern border with Russia and other CIS countries. EU membership has triggered rapid economic growth for the Baltic States and Poland due to the removal of trade barriers and reduced transaction costs. A heavy influx of EU grants has targeted development and improvement of transport infrastructure, and this support will continue until 2015. The EU grants are largely used for development of international corridors, which play a key role in strengthening the competitiveness of these new member states. Since their accession to the EU in 2004, these countries enjoyed remarkable growth. While the countries underwent varying degrees of contractions in 2009, signs of recovery are showing albeit with considerable uncertainty in the future. Growth in Estonia, Latvia and Lithuania in recent years has been unsustainable and was driven by a disproportionate increase in the non-tradable sector (construction, financial intermediation, real estate). This has had negative implications for competitiveness. The global economic crisis in 2009 has ended Poland?s fast economic expansion over the recent years, but in contrast to its neighbors Poland has avoided a decline in economic activity. Over the medium term, growth in Poland is expected to accelerate steadily in line with an improving external environment. The Baltic States and Poland are relatively competitive in trade logistics and have initiated reforms to facilitate trade, compared to their eastern neighbors, particularly Russia. Despite the plunge in 2008, freight transport and logistics development in the region has potential to continue to grow in the medium-term as some signs of recovery have begun to appear. The current economic situation has triggered a significant overcapacity of transport and warehousing which is characterized by very low prices for these services. While Poland remains relatively stable, Estonia, Latvia, and Lithuania are exhibiting higher vulnerability to external shocks. The most critical bottlenecks of transport logistics in the Baltic States and Poland are found in the deteriorating condition of their transport infrastructure, particularly that of road networks, lessdeveloped intermodal connections, and inefficiency of custom processing at border crossing points. Deteriorating road condition in these countries is largely due to inadequate maintenance and a comprehensive asset management system, albeit improving. Intermodal connections that are often inefficient are partly attributed to institutional arrangement that lacks inter-agency collaboration at the level of policy development and public investment. Custom procedures are particularly cumbersome and inefficient at the borders to non-EU member states. Nevertheless, the Baltic States and Poland have relative strengths in efficiency of domestic transport/logistics, cost-efficiency of trucking industry, and price-competitive port operation. The report various recommendations for strategic policy priorities for the Baltic States and Poland to leverage their own strengths to respond to various opportunities and challenges.

The ongoing urbanization process all around the globe is likely to increase transport-related negative externalities e.g., congestion, air pollution, climate change etc. The situation is severe in rapidly expanding cities where the demand for motorized transport is increasing. This has increased the pressure on the policy makers to devise policies to tackle the problem. Derived from the urbanization process, this thesis considers following objectives. 1. Investigation of the policy measures in a simulation framework a) to abate the transport negative externalities while considering the inter-relationship between different externalities and b) to achieve the politically motivated goals. 2. Development of a computationally efficient model to simulated heterogeneous traffic conditions. With the first objectives, the idea is to investigate the policy measures in the context of industrialized nations; this is addressed in the first part of the thesis. In a simulation environment, marginal social cost pricing allows to correct for the inefficiencies due to exclusion of external costs from behavioral decision making process and to derive real-world policy recommendations. The first part investigates and compares the effect of congestion pricing on emissions levels and the effect of emission pricing on congestion levels while considering heterogeneity in the individual attributes and choice behavior. Derived from the inter-relationship between the two externalities, a joint internalization of vehicular congestion and emissions is proposed. It is applied to a real-world scenario of the Munich metropolitan area in Germany. It is found that the joint internalization moves the car transport system towards the optimum, measured by a strong decrease of congestion and emission costs. In this context, it has been shown for analytical models considering more than one externality, that the correlation between the externalities needs to be taken into account. Typically, in order to avoid overpricing, this is performed by introducing correction factors which capture the correlation effect. However, the correlation structure between, say, emission and congestion externalities changes for every congested facility over time of day. Additionally, the possible efficiency gains highly depend on the implicit price elasticity of demand, which again, depends on the availability of substitutes to car travel. For the Munich case study, it is shown that the iterative calculation of prices based on cost estimates from the literature allows to identify the amplitude of the correlation between the two externalities under consideration. Further, at the disaggregated level, the results show that pricing emissions moves individuals to shorter distance routes, whereas pricing congestion pushes towards longer distance routes. That is, despite the correlation between the two externalities, isolated pricing strategies influence route choice behavior by tendency into opposite directions. In real-world politics, policy setting often follows so-called 'backcasting' approaches where predefined goals are set, and policy measures are implemented to reach those goals. The first part also presents an parametric approach to identify the gap between toll levels derived from environmental damage cost internalization and toll levels to achieve the political goal of 20% reduction in GHG emissions of transport sector until 2020 with respect to 1990 levels. For this purpose, the damage costs internalization is applied to the scenario of Munich metropolitan area again and shown that the desired reduction in CO2 emissions is not reached. Further application of the parametric internalization approach with damage cost estimates from the literature yields toll levels that are by a factor of 5 too low in order to reach the predefined goal. When aiming at emission costs reductions of 20%, the damage cost estimates are even by a factor of 10 too low. It is shown that the major contribution to the overall emission reduction stems from behavioral changes of (reverse) commuters rather than from urban travelers; under some circumstances, the latter even increase their CO2 emission levels. An economic assessment indicates that a toll equivalent to 5 times of the toll from the damage cost internalization approach increases the system welfare 6 times. The second part treats the second objective mainly in the context of the industrializing nations where mixed traffic conditions prevail. In such conditions, it becomes necessary to develop a heterogeneous traffic flow model to include all vehicle classes while keeping the model equally computationally efficient. In this direction, the second part proposes a fast Spatial Queue Model (SQM) to produce realistic flow dynamics by introducing backward traveling holes for mixed traffic conditions. In the proposed approach, the space freed by a leaving vehicle on the downstream end of the link is not available immediately to the following vehicle, rather depends on the speed of backward traveling holes. This results in triangular Fundamental Diagrams (FDs) for traffic flow such that the slope of the left branch is approximately equal to the minimum of the vehicle speed and link speed whereas the slope of the right branch is approximately equal to the speed of the backward traveling holes. With the help of FDs from the simulation of several vehicle classes, it is demonstrated that as the maximum speed of the vehicle class decreases, the density at which the maximum flow is achieved, increases and the maximum flow decreases. In a similar direction, the second part also introduces the seepage link dynamics to the SQM. The seepage is predominately common on the urban streets of most of the industrializing nations. In this model, due to higher maneuverability and smaller size, smaller vehicles (e.g., bicycle, motorbike) move continuously across the gaps between the stationary or almost stationary vehicles and come in front of the queue to leave prior to other queued vehicles. The FDs from simulation of equal modal split of car and bicycle show that the flow characteristics of bicycle is marginally affected by the presence of cars but on the contrary, the flow characteristics of the car is significantly affected by the presence of bicycles. Further, it has been shown that in a traffic stream, seepage is more effective for faster seep mode (e.g., motorbike) than slower seep mode (e.g., bicycle). Finally, in the second part, a comparison of the computational performances from the simulations using various traffic and link dynamics of the queue model is presented. An additional data structure to maintain the backward traveling holes, increases the average simulation time marginally for all three sample sizes (1%, 10%, 100%). However, the look up for seep mode on every link of the network is appeared to be resource intensive with respect to the other link dynamics of the queue model. The rate of increase in the average simulation time using the seepage link dynamics for different sample sizes is significantly higher than the rate of increase in the average simulation time of other link dynamics of the queue model. The third part integrates the two objectives and presents a real-world scenario of Patna, India with a goal of reduction in emissions externality towards sustainable transport. This part exhibits the steps for demand generation and calibration of the scenario. The urban demand is generated using the trip diaries whereas the external demand is generated using hourly trip counts. For the latter, Cadyts is extended to mixed traffic conditions. To include the diverse income effects in the behavioral decision making process of the individual, the individual income is included in the scoring function. The scenario is calibrated to evaluate the Alternative (mode) specific constants (ASCs) for different modes. The calibrated scenario is used for policy testing. Based on the traffic characteristics and composition, a bicycle superhighway is proposed along the existing railway line. An iterative process is proposed to identify the optimum locations of the connectors between bicycle superhighway and existing network. A whatif policy measure is considered in which motorbike is also allowed on the bicycle superhighway. Both policy measures increase the share of the bicycle significantly. To estimate the emissions for the two policy measures, the Emission Modeling Tool (EMT) is extended to mixed traffic conditions. It is shown that if only bicycle is allowed on the bicycle superhighway, significant reduction in emissions are observed in the inner city. However, as soon as the motorbike is also allowed on it, significant increase in the emissions are observed along the bicycle superhighway in the inner city of Patna which emphasizes the need of enforcements to stop motorbikes on the bicycle superhighway. With this, the third part demonstrates that significant reduction in emissions can be obtained in the situations where a pricing measure is difficult to implement. To summarize, this thesis focuses on the evaluation of policy measures in a simulation framework to extract the valuable information for the policy makers to tackle the problem of negative transport externality in the industrialized nations as well as industrializing nations. For the latter, this thesis also extends a computationally efficient traffic flow model to simulate the heterogeneous traffic conditions. Finally, with several case studies, the thesis shows the scope of devising policy recommendations based on the scenario specifications. ; Es ist anzunehmen, dass die aktuell stattfindende globale Urbanisierung negative externe Effekte des Verkehrssektors wie z.B. Stau, Luftverschmutzung sowie den Klimawandel verstärkt. Die Situation ist besonders schwerwiegend in aktuell stark wachsenden Städten, in denen auch die Verkehrsnachfrage steigt. Somit steigt der Druck auf politische Entscheidungsträger Maßnahmen zu ergreifen, um den genannten Problemen entgegenzuwirken. Ausgehend von diesem Spannungsfeld, verfolgt die vorliegende Dissertation folgende Ziele: 1. Die Untersuchung von Maßnahmen in einem Simulationsmodell a) zur Verringerung der negativen externen Effekte unter Berücksichtigung der gegenseitigen Abhängigkeiten der verschiedenen externen Effekte sowie b) zum Erreichen politisch motivierter Ziele. 2. Entwicklung eines laufzeiteffizienten Modells zur Simulation heterogener Verkehrsbedingungen. In Bezug auf das erste Ziel, werden zunächst Maßnahmen im Kontext industrialisierter Länder untersucht; dies stellt den ersten Teil der Dissertation dar. Hierfür wird ein Simulationsmodell verwendet, in welchem eine Bepreisung auf Basis marginaler sozialer Kosten eine Korrektur der Ineffizienzen, die aufgrund der Nichtberücksichtigung von externen Kosten in Entscheidungsprozessen entstehen, ermöglicht und somit die Ableitung von Maßnahmenempfehlungen erlaubt. In diesem ersten Teil der Dissertation wird die Auswirkung von Staubepreisung auf Emissionen sowie die Auswirkung von Emissionsbepreisung auf Stau untersucht und verglichen, wobei die Heterogenität in den Attributen der Individuen sowie in deren Entscheidungsverhalten in Betracht gezogen wird. Auf Basis der beiderseitigen Abhängigkeit zwischen den genannten externen Effekten, wird eine gleichzeitige Internalisierung von Stau- und Emissionseffekten vorgeschlagen. Diese Maßnahme wird in einem realistischen Simulationsszenario für die Metropolregion München angewendet. Es kann gezeigt werden, dass die vorgeschlagene gleichzeitige Internalisierung das Verkehrssystem des motorisierten Individualverkehrs in Richtung des Systemoptimums bewegt, was durch einen starken Rückgang in Stau- und Emissionskosten charakterisiert ist. In diesem Zusammenhang wurde für analytische Modelle, die mehr als einen externen Effekt betrachten, gezeigt, dass die Korrelation zwischen den externen Effekten berücksichtigt werden muss. Um eine Überbepreisung zu vermeiden, werden typischerweise Korrekturfaktoren verwendet, die den Korrelationseffekt aufgreifen. Die Korrelationsstruktur zwischen Emissions- und Stauexternalitäten ändert sich jedoch für jede bestaute Infrastruktur im Laufe des Tages. Weiterhin hängen mögliche Effizienzgewinne stark von der impliziten Preiselastizität der Nachfrage ab, welche wiederum von der Verfügbarkeit von Alternativen zur Fortbewegung mit dem Auto abhängt. Für das München-Szenario wird gezeigt, dass die iterative Berechnung von Preisen auf Basis von Kostenschätzungen aus der Literatur eine Bestimmung des Ausmaßes der Korrelation der beiden berücksichtigten externen Effekte erlaubt. In einer disaggregierten Betrachtung zeigen die Ergebnisse weiterhin, dass eine Emissionsbepreisung die Verkehrsteilnehmer dazu veranlasst kürzere Routen zu wählen, während eine Staubepreisung zur Wahl längerer Routen bewegt. Dies bedeutet, dass trotz der Korrelation beider externer Effekte, isolierte Bepreisungsstrategien das Routenwahlverhalten tendenziell in gegensätzliche Richtungen beeinflussen. In realer Politik basiert die Festlegung von Maßnahmen häufig auf sogenannten Backcasting-Ansätzen, bei denen im Voraus Ziele definiert und Maßnahmen in Kraft gesetzt werden, um diese Ziele zu erreichen. Im ersten Teil der Dissertation wir ferner ein parametrischer Ansatz vorgestellt, mit dem der Unterschied zwischen der nötigen Mauthöhe zur Internalisierung der Umweltschadenskosten und der nötigen Mauthöhe zum Erreichen des politischen Ziels einer 20-prozentigen Reduktion von Treibhausgasemissionen (GHG) des Verkehrssektors bis 2020 gegenüber dem Niveau von 1990 ermittelt werden kann. Zu diesem Zwecke wir die Internalisierung der Schadenskosten abermals auf das Szenario für die Metropolregion München angewendet. Es wird gezeigt, dass die gewünschte Reduktion der CO2-Emissionen nicht erreicht wird. Eine weitere Anwendung des parametrischen Internalisierungsansatzes mit Schadenskostenschätzungen aus der Literatur führt zu Mauthöhen, die um einen Faktor 5 zu niedrig sind, um das gesetzte Ziel zu erreichen. Um Reduktionen der Emissionskosten von 20% zu erreichen, sind die Schadenskostenschätzungen sogar um einen Faktor 10 zu niedrig. Es wird gezeigt, dass der Hauptbeitrag zur Emissionsreduktion eher auf Verhaltensänderungen der Auspendler als auf jenen der innerstädtischen Verkehrsteilnehmer basiert; unter bestimmten Umständen erhöht sich sogar der CO2-Ausstoß der Letzteren. Eine ökonomische Untersuchung deutet darauf hin, dass eine Maut, die dem Fünffachen der Maut auf Basis der Schadenskosteninternalisierung entspricht zu einer sechsfachen Steigerung der Wohlfahrt im Gesamtsystem führt. Im zweiten Teil der Dissertation wird das zweite Ziel (Entwicklung eines laufzeiteffizienten Modells zur Simulation heterogener Verkehrsbedingungen) hauptsächlich im Kontext von Entwicklungsländern behandelt, in denen häufig heterogene Verkehrsverhältnisse vorherrschen. Diese Bedingungen erfordern die Entwicklung eines heterogenen Verkehrsflussmodells, um alle Fahrzeugklassen einschließen zu können, während die rechentechnische Effizienz des Modells erhalten bleibt. Daher wird im zweiten Teil der Dissertation ein schnelles Spatial Queue Model (SQM) vorgestellt, mit dem realistische Verkehrsflussdynamiken durch Berücksichtigung sich rückwärtsbewegender Lücken unter heterogenen Verkehrsbedingungen produziert werden. In diesem Ansatz steht der Raum, der frei wird, wenn sich ein Fahrzeug Richtung Ende der Netzwerkkante bewegt, nicht unmittelbar für nachfolgende Fahrzeuge zur Verfügung, sondern hängt vielmehr von der Geschwindigkeit der sich rückwärts bewegenden Lücken ab. Dies führt zu dreiecksförmigen Fundamentaldiagrammen Fundamentaldiagrammen (FDs) des Verkehrsflusses, sodass die Steigung des linken Asts näherungsweise gleich dem Minimum aus Fahrzeuggeschwindigkeit und Netzwerkkantengeschwindigkeit ist, während die Steigung des rechten Asts näherungsweise gleich der Geschwindigkeit der sich rückwärts bewegenden Lücke ist. Mit Hilfe der FDs der Simulation verschiedener Fahrzeugklassen wird gezeigt, dass mit abnehmender Höchstgeschwindigkeit der Fahrzeugklasse die Dichte, bei der der höchste Verkehrsfluss erreicht wird, steigt und der maximale Verkehrsfluss sinkt. Mit einem ähnlichen Ziel werden im zweiten Teil der Disseration ferner sog. Seepage Link Dynamics in das SQM integriert. Seepage (Durchschlängeln) ist ein typisches Phänomen auf urbanen Straßen in den meisten Entwicklungsländern. Seepage beschriebt das Phänomen, dass sich kleinere Fahrzeuge wie bspw. Fahrräder oder Motorräder aufgrund ihrer höheren Manövrierbarkeit und ihrer geringeren Größe kontinuierlich durch die Lücken zwischen stehenden oder fast stehenden anderen Fahrzeugen bewegen und somit zum Ende der Warteschlange vorrücken und diese vor den anderen Fahrzeugen verlassen. Die FDs von Simulationen mit gleichem Modal Split von Autos und Fahrrädern zeigen, dass die Flusseigenschaften der Fahrräder nur marginal durch das Vorhandensein von Autos beeinflusst werden, während die Flusseigenschaften von Autos signifikant durch das Vorhandensein von Fahrrädern beeinflusst werden. Weiterhin wurde für einen Verkehrsstrom gezeigt, dass Seepage effizienter für schnellere Verkehrsmittel wie z.B. Motorräder ist als für langsamere. Schließlich wird im zweiten Teil der Dissertation ein Vergleich der rechentechnischen Performanz aus verschiedenen Simulationen, in denen die unterschiedlichen Verkehrs- und Kantendynamiken des Queue-Modells verwendet werden, gezogen. Die zusätzliche Datenstruktur zur Behandlung der sich rückwärts bewegenden Lücken erhöht die durchschnittliche Simulationszeit nur marginal in allen drei verwendeten Simulationssamples (1%, 10%, 100%). Die nötigen Zwischenspeicherung zur Berücksichtigung von sich durchschlängelnden Fahrzeugen auf den einzelnen Kanten (Seepage) hingegen stellt sich als ressourcenintensiv im Vergleich zu den sonstigen Kantendynamiken des Queue-Modells dar. Die Steigerungsrate der durchschnittlichen Simulationszeit bei Berücksichtigung von Seepage Link Dynamics ist signifikant höher als die Steigerungsraten der durchschnittlichen Simulationszeit der anderen Linkdynamiken des Queue-Modells. Im dritten Teil der Dissertation werden die beiden Ziele zusammengeführt und anhand eines realistischen Simulationsszenarios für Patna in Indien veranschaulicht mit dem Ziel externe Effekte durch Emissionen zu reduzieren und ein nachhaltiges Verkehrssystem zu erreichen. In diesem Teil der Dissertation werden die Schritte zur Generierung der Verkehrsnachfrage sowie zur Kalibrierung des Szenarios dargelegt. Die städtische Verkehrsnachfrage wird auf Basis von Reisetagebüchern erstellt, während der Pendlerverkehr auf Basis stündlicher Verkehrszählungen generiert wird. Für Zweiteres wird das Kalibrierungstool Calibration od dynamic traffic assignments (Cadyts) zur Berücksichtigung heterogener Verkehrsbedingungen angepasst. Um unterschiedliche Einkommenseffekte in den verhaltensbasierten Entscheidungsprozess der Verkehrsteilnehmer einzubeziehen, wird das individuelle Einkommen in die Bewertungsfunktion integriert. Das Szenario wird kalibriert, um die alternativenspezifische (verkehrsmittelspezifische) Konstante Alternative (mode) specific constants (ASCs) für verschiedenen Verkehrsmittel auszuwerten. Das kalibrierte Szenario wird zur Maßnahmenuntersuchung verwendet. Ausgehend von den Charakteristika des Verkehrsgeschehens und der Zusammensetzung der Verkehrsmittel, wird ein Fahrradschnellweg (Bicycle Superhighway) entlang einer existierenden Eisenbahnlinie vorgeschlagen. Ein iterativer Prozess wird verwendet, um die optimalen Orte für Verbindungen zwischen dem Fahrradschnellweg und der existierenden Infrastruktur zu bestimmen. Dies wird mit einem Alternativszenario, in dem auch Motorräder auf dem Fahrradschnellweg zugelassen sind, verglichen. Beide Maßnahmen tragen zu einer signifikanten Erhöhung des Fahrradanteils bei. Um die Emissionen unter beiden Maßnahmen abzuschätzen wird das Emission Modeling Tool (EMT) für heterogenen Verkehrsbedingungen erweitert. Es wird gezeigt, dass signifikante Reduktionen der Emissionen in der Innenstadt zu verzeichnen sind, falls Fahrräder als einziges Verkehrsmittel auf den Fahrradschnellwegen erlaubt sind. Sobald jedoch auch Motorräder auf dem Fahrradschnellweg zugelassen werden, ist ein signifikanter Anstieg der Emissionen entlang des Fahrradschnellwegen in der Innenstadt von Patna zu beobachten, was die Notwendigkeit solche Verkehrsmittel von Fahrradschnellwegen zu verbannen verdeutlicht. Hierdurch wird im dritten Teil der Dissertation gezeigt, dass signifikante Emissionsreduktionen auch unter Bedingungen, in denen die Umsetzung von Bepreisungsmaßnahmen schwierig ist, erreicht werden können. Zusammenfassend liegt der Schwerpunkt dieser Dissertation auf der Bewertung von Bepreisungsmaßnahmen mittels eines Simulationsmodells mit dem Ziel nützliche Informationen für Entscheidungsträger abzuleiten, die geeignet sind, um negativen externen Effekten des Verkehrs sowohl in Industrie- als auch Entwicklungsländern entgegenzuwirken. Für letztere wird in dieser Arbeit ein effizientes Verkehrsflussmodell zur Simulation heterogener Verkehrsbedingungen vorgestellt. Schließlich wird in mehreren Fallstudien das Spektrum möglicher Maßnahmen auf Basis verschiedener Szenarien gezeigt.

Ethiopia has many advantages as a destination for mining investment. These include promising geology, a well-designed fiscal regime, stable government and a growing domestic market. Additionally, it has a well-managed and successful artisanal and small scale mining sector. Under the second phase of Ethiopia's Growth and Transformation Plan, Ethiopia has the ambitious target for the mining sector to contribute 10% of GDP by 2025. Ethiopia must overcome significant challenges to achieve this target. These challenges range across simplifying the licensing regime, developing its investment promotion efforts and clarifying institutional responsibilities for social and environmental management to enhancing stakeholder engagement in the governance of the sector.

IntroducciónEl objetivo de este trabajo es realizar una crítica metodológica al artículo "The Links between Poverty and the Environment in Urban Areas of Africa, Asia, and Latin America", del autor David Satterthwaite, publicado en la revista arbitrada Annals of the American Academy of Political and Social Science (1).Primero realizaremos una breve descripción del artículo, señalando el problema de investigación, la hipótesis, la metodología y las técnicas utilizadas. Luego pasaremos a realizar un análisis crítico del mismo, donde resaltaremos los aspectos tanto negativos como positivos del mismo.1. Problema de investigación y diseño metodológico1.1. El problema de investigaciónEn este artículo el autor expone la existencia de una fuerte evidencia que relaciona la degradación ambiental y la pobreza urbana. Sin embargo, el argumento de Satterthwaite es contrario a la intuición de sentido común: la que supone que la pobreza urbana podría ser una causa de la degradación ambiental. Por el contrario, la hipótesis de Satterthwaite es que la pobreza urbana es una consecuencia de los riesgos provocados por la degradación ambiental.El autor presenta los distintos riesgos ambientales resultantes de la degradación, y cómo los mismos afectan el cotidiano de las personas que se encuentran en la pobreza urbana. Analiza además el uso de los recursos no renovables, la degradación de algunos recursos renovables como el suelo y el agua potable, y el desperdicio de sustancias biodegradables o no biodegradables.Finalmente concluye que la degradación ambiental está más asociada a los patrones de consumo de las clases medias y altas, y que una mala interpretación de esta relación puede llevar a los hacedores de política ambiental a tomar decisiones erróneas, que por lo tanto fallarán al momento de solucionar el problema. Satterthwaite se plantea como problema de investigación la relación entre pobreza y degradación ambiental. Su hipótesis es que la pobreza urbana no es el principal contribuyente a la degradación ambiental, sino que es su principal víctima. El autor hace un intento de demostrar que son la urbanización y su consecuente degradación ambiental las que provocan la pobreza y no a la inversa.1.2. El diseño metodológicoLa variable independiente identificada por el autor es la degradación ambiental, mientras que la variable dependiente es la pobreza. Así, el autor deja en claro que existe una relación causal que va desde la degradación hacia la pobreza, es decir a su entender es la degradación ambiental la que causa la pobreza y no a la inversa.Para estudiar estas relaciones el autor se basa en datos secundarios, ocasionalmente utiliza datos cuantitativos. La base de información del trabajo está en documentos de investigación (de Universidades u Organismos Internacionales) que abordan temas relacionados a riesgos ambientales, política ambiental y pobreza en contextos urbanos de las tres zonas elegidas (África, América Latina y Asia).2. Crítica metodológica2.1 El problema de investigaciónVimos anteriormente que el problema que el autor plantea está centrado en la relación entre pobreza urbana y degradación ambiental, algo sobre lo cual se han expuesto numerosos trabajos desde la publicación del Informe Bruntland en 1987, de World Comission on Environment and Development. A diferencia de las corrientes inspiradas en dicho informe (que entienden a la pobreza urbana como causante de la degradación ambiental), Sutterthwaite plantea que es la creciente dimensión de consumo de las clases medias y altas la que genera la degradación ambiental.Por tanto, el rol de la pobreza urbana, según el autor, es cargar con el peso de los riesgos ambientales derivados de esa degradación. Algunos de estos riesgos causados por las fallas en la infraestructura de los servicios tanto en sus casas como en sus alrededores, estos riesgos provocan enfermedades y muertes, que son las principales causas de la pobreza urbana pero que no causan degradación ambiental.Su hipótesis entonces es que la pobreza urbana no es el principal contribuyente a la degradación ambiental, sino que es la principal "víctima". Es claramente una afirmación de tipo general. Existe en la misma una relación entre variables, condición necesaria para una buena formulación de la misma."It is often assumed that urban poverty is linked to environmental degradation or even that it is a major cause of environmental degradation. This article describes how this is not so. Indeed, the key relationship between environmental degradation and urban development is in regard to the consumption patterns of nonpoor urban groups (especially high-income groups) and the urban-based production and distribution systems that serve them" (Satterthwaite, 2003, 74).Si tomamos estrictamente las afirmaciones de Satterwaite en el párrafo precedente deberíamos hipotetizar que en los países desarrollados donde hay mayor nivel de consumo y deshechos por parte de los sectores medios debería haber mayores niveles de pobreza. Por el contrario, en los países pobres, con una clase media de menor cuantía y menor consumo en términos relativos debería haber menos pobreza urbana.Increíblemente el autor hace deducciones a partir de su hipótesis que van en el sentido contrario de las recién señaladas. Veamos:"Ironically, at a continental or global level, high levels of urban poverty in Africa, Asia, and Latin America (which also means low levels of consumption, resource use, and waste generation) have helped to keep down environmental degradation" (Satterthwaite, 2003, 74).Para el autor, entender el vínculo entre pobreza y degradación ambiental es clave para reorientar la política pública:"A more precise understanding of the links between urban poverty and the environment is needed because this can provide the basis for combining improved environmental management with poverty reduction. Faulty diagnoses of the links between poverty and environmental degradation have led to inappropriate, ineffective, and often antipoor policies. If urban poverty and, by implication, the poor are seen as the cause of environmental degradation, policies to inhibit the movement of the poor to urban areas may be seen as a logical policy response. A failure to recognize the contribution of middle- and upper-income groups to environmental degradation also implies a failure to put in place the environmental frameworks that are needed to keep down environmental degradation" (Satterthwaite, 2003, 74-75).La argumentación de Satterthwaite adolece de un problema fundamental. Hay una gran diferencia en postular que la pobreza es "consecuencia" de la degradación ambiental y postular que la pobreza es "víctima" de dicho fenómeno. Podemos afirmar que se trata de dos modalidades discursivas con lógicas muy diferentes. Por un lado, la lógica de la causalidad. No sólo es necesario poder demostrar con datos que hay una influencia que va desde la degradación ambiental hacia la generación de pobreza (así como tener una estrategia de control que permita confiar en que la relación hallada no es espúrea). También es necesario poder demostrar teóricamente cuáles son los nexos causales entre ambos fenómenos (o dicho de otra manera, es necesario teorizar acerca de cómo, a través de qué mecanismos, la degradación ambiental genera pobreza). Por otro lado, está la lógica de la denuncia social. Afirmar que la pobreza es la principal víctima de los problemas medioambientales es una manera de intervenir en el debate sobre las condiciones de vida de los pobres urbanos en las regiones más desiguales del planeta. Intervenir a favor de los pobres urbanos es una "causa social" tan legítima como cualquier otra pero que no requiere de un herramental analítico y empírico para su debida fundamentación. Es decir, no es necesario que la ciencia social demuestre que hay una relación de causalidad entre ambos fenómenos para inclinar nuestra sensibilidad a la defensa de los pobres urbanos. Basta con que nuestros valores nos indiquen que las condiciones de vida de los pobres urbanos son injustas para abogar por su mejora.La principal crítica que se puede hacer al trabajo de Satterthwaite en este sentido, es que no separa analíticamente estas dos modalidades de discurso. Por tanto, la noción de "causa" y la noción de "víctima" aparecen confundidas en su argumentación.2.2 La estrategia metodológicaA lo largo del artículo el autor intenta demostrar que:Las poblaciones pobres enfrentan riesgos ambientales y que estos riesgos tienen efectos en el mantenimiento de la situación de pobreza.Las poblaciones pobres no están involucradas en actividades que generen degradación en el medio ambiente (como por ejemplo alto consumo de combustibles fósiles).Las políticas de manejo ambiental innovadoras implementadas en los tres continentes seleccionados tienden a generar "alivio" respecto a los riesgos ambientales que enfrentan los pobres urbanos.Un repaso de los tres puntos anteriores permite ver claramente que el autor no tiene una estrategia de prueba clara acerca de la relación entre degradación ambiental y pobreza. Es decir, no refiere literatura que aborde el vínculo causal entre ambos fenómenos. En consecuencia, el artículo no presenta estrategia alguna para controlar si la supuesta relación entre degradación y pobreza es espúrea o no.Este último aspecto no es menor. La relación entre degradación ambiental y pobreza puede ser consecuencia de la existencia de una tercera variable: el estilo de desarrollo económico de los países o regiones, por ejemplo. Es sabido que ambos problemas (ambientales y asociados a distribución del ingreso) están fuertemente relacionados el desarrollo económico.También podría pensarse que la pobreza es mayor en aquellos lugares donde las políticas sociales y gubernamentales son ineficientes para abordar el problema. Sin embargo, el autor directamente no se cuestiona la existencia de otros elementos que podrían ser la verdadera razón detrás de las apariencias. Otro elemento llamativo es que el abordaje metodológico no incluye la recopilación de información relativa al impacto que el estilo de consumo de las clases medias y altas tiene sobre la degradación ambiental (pese a que esta es una de las hipótesis más fuertes del trabajo).En cuanto a la presentación de evidencia, el autor no presenta datos cuantitativos que permitan creer en sus afirmaciones. El autor simplemente menciona las variables influyentes y como es que éstas pueden estar relacionadas. Para ejemplificar, al momento de hablar de las necesidades básicas insatisfechas, la falta de agua potable, acceso a la educación, el consumo de recursos no renovables, podría haber expuesto cifras que respaldaran sus afirmaciones. Entendemos que de haber utilizado valores en profundidad sobre todas las variables enumeradas, o al menos una cantidad representativa de las mismas, el trabajo se hubiera visto muy enriquecido.Dedica segmentos importantes del paper a mostrar los problemas que enfrentan los pobres urbanos como la falta de agua por cañería, la sanidad, recolección de residuos, transporte público inadecuado, dificultades en obtener atención médica, entre otras. Sumado a esto están las consecuencias propias de la degradación ambiental como el peligro de enfermedades asociadas a una mala administración de los residuos, falta de agua potable, que aumentan el riesgo de propagación de las enfermedades, la utilización de medios precarios de calefacción que generan contaminación del aire en el hogar (indoor air pollution), así como contaminantes químicos que afectan la salud en la vida urbana, entre otros. Sin embargo, al intentar demostrar las relaciones de causalidad que refutan la idea de que la pobreza urbana es la que genera mayor degradación ambiental, omite el análisis de las causas que generan la degradación ambiental por parte de los patrones de consumo de las clases medias y altas. Plantea al inicio del trabajo una relación entre clases medias y altas y degradación, y pobreza con riesgos ambientales, sin embargo en el trabajo desarrolla solamente una de las caras del problema. No muestra cómo llega a la conclusión que las clases medias y altas son las que efectivamente causan la degradación ambiental.Por más que se enfoque en demostrar por qué la pobreza no es el principal contribuyente a la degradación ambiental, no utiliza datos numéricos que respalden sus afirmaciones. Entendemos que el trabajo se habría enriquecido mucho de haber utilizado, por ejemplo, patrones de consumo, utilización de recursos, índices de contaminación, entre otros, que permitieran contrastar los valores entre las clases socioeconómicas en cuestión.En esto podemos ver una falla en la utilización del método comparativo que le hubiera permitido reafirmar su hipótesis. Es decir, mediante la utilización de datos fidedignos podría haber hecho comparaciones que podrían haber clarificado la causalidad expuesta.2.3. La muestraSatterthwaite elige África, Asia y América Latina como su muestra, y lo justifica cuando dice que estos tres grupos tienen aproximadamente tres cuartos de la población urbana del mundo y las ciudades con mayor y más rápido crecimiento. El futuro será predominantemente urbano, y la creciente urbanización ha sido acompañada en todos los casos por un crecimiento de la pobreza. Se espera que siga creciendo en la mayoría de los países porque las inversiones suelen ser principalmente en zonas urbanas.Es una elección que identificamos dentro del concepto de muestreo completo en la investigación cualitativa de Uwe Flick. El muestreo completo es una estrategia que a partir de ciertos criterios determina la totalidad de casos posibles. "En los diseños de investigación que utiliza definiciones a priori de la estructura de la muestra las decisiones de muestreo se toman con vistas a seleccionar casos o grupos de casos" (2). El por qué de esta muestra es la relevancia de la pobreza urbana en estos continentes y más específicamente en los países que lo conforman (de ahí la distinción de América Latina en lugar de América en general). Es la pobreza urbana lo que el autor quiere analizar, y cómo la misma está relacionada a la degradación ambiental. Es por eso que elige las áreas de mayor urbanización y más creciente urbanización.Sin embargo, entendemos que otra manera de abarcarlo podría haber sido tomar los países con mayores valores en degradación ambiental, consumo de recursos no renovables y otras características que afectan a la pobreza urbana, y a partir de ello constatar efectivamente la existencia de una pobreza urbana como tal. Si son los factores ambientales los que provocan este tipo de pobreza, ¿por qué ir a donde está la pobreza y no a donde están los factores que supuestamente la generan?Es menester señalar que el autor asume las limitaciones de su muestra en la medida que reconoce que la misma cubre más de 1500 millones de personas y que no toma en cuenta la gran diversidad entre los centros urbanos. Por otro lado, afirma que en general cuando se estudia sobre la pobreza en África, Asia y América Latina, las estimaciones se centran en el nivel de ingresos, de consumo y en la línea de pobreza; sin tener en cuenta las condiciones del hogar y la falta de servicios básicos como ser el agua potable, educación, salud, transporte público y comunicaciones, factores que él introduce en su artículo.3. ConclusiónPartiendo de las críticas expuestas anteriormente, entendemos que la investigación podría haber sido encarada de otra manera a fin de tener mayor credibilidad o al menos poder exponer argumentos más confiables.En primer lugar, debemos partir de los conceptos para generar teoría, confirmar la pobreza y ver si efectivamente donde hay pobreza hay degradación ambiental. Entendemos que hubiera tenido mayor riqueza el confirmar aspectos como degradación ambiental, falta de saneamiento, emisión de carbono, entre otros, para así ver si en los momentos que todos estos factores se presentan también lo hace la pobreza.Por otro lado, hubiese sido necesario dar mayor relevancia al respaldo en datos reales para dar credibilidad a sus afirmaciones. Ejemplos podrían ser cuántas personas de la muestra acceden efectivamente a agua potable, saneamiento, transporte público o cuales son los peligros ambientales que se presentan y en qué medida. A partir de ello afirmar la existencia de una relación y en qué sentido se da la misma.Es imprescindible que la teoría sirva para algo relevante en la realidad. Se debe poder entender al objeto y corresponderlo con la realidad, de ahí la importancia de respaldar todo lo dicho manteniendo una lógica de investigación que vincule teoría y evidencia empírica.El autor realiza, en ciertas ocasiones, "recomendaciones" a los hacedores de políticas públicas encargados de subsanar los problemas derivados de la degradación ambiental así como de la pobreza. The World Bank Group, DFAT-Australia, and Carnival Australia have partnered to conduct this study of the economic impact of cruise ship tourism in Vanuatu. Data gathering and analysis for this study was carried out by Net Balance Management Group. Over the past 10 years, Vanuatu's cruise arrivals have grown by 15 percent per year. Cruising to Vanuatu has been buoyed by an advantageous location within a few days' sail of Australia, a varied destination offering centered on Port Vila, and consistently positive passenger feedback. In 2013, more than 240,000 people arrived in Vanuatu by cruise ship. This translates into 490,000 passenger days. The goal of this study is to quantify the economic impacts of cruising, and to provide data on the cruise sector's effect on economic activity. The study then identifies a set of investment opportunities that can help to increase the economic benefits of cruise tourism in Vanuatu. This report therefore seeks to provide a platform that can be used by government, the private sector and donor partners to support further strategic, targeted development of cruising. Data on tourism, and by extension on cruise tourism, is not readily available in Vanuatu. This report is an attempt to capture initial economic information about the cruise industry and to provide a point of departure for additional research into the economic, social and environmental impacts of the cruise sector.

As part of a long-term partnership between the World Bank and Brazil, the Federal Government of Brazil sought the World Bank's assistance to review road safety management capacity in Brazil, building both on past experiences in the country and international best practices. This National Road Safety Management Capacity Review, therefore, was prepared by the World Bank, with the support of the Global Road Safety Facility (GRSF). The primary objective of the review is to evaluate the multi-sectoral capacity of road safety management in Brazil, identifying possible road safety challenges and presenting recommendations to address these challenges. The methodology of the review, in accordance with the guidelines of the World Bank Global Road Safety Facility, focused on examinations of key functional aspects of road safety, including institutions, legislation, financing, information, and capacities at all levels of government and among non-government actors. The review was prepared mainly based on interviews of key road safety stakeholders at the federal, state, and municipal levels, members of parliament, NGOs, and the private sector, in addition to direct inspection of roads and on-road behaviors, and the analysis of published research and reports on road safety. In addition, information and understanding gained from previous reviews of the states of São Paulo, Rio Grande do Sul, and Bahia were also incorporated.

У промислово-розвинених країнах світу гостро стоїть проблема переробки відходів гірничорудної та металургійної промисловості для збереження навколишнього середовища і здоров'я людства. З цією метою уряди країн надають підприємствам і підприємцям в цій сфері пільгові кредити і тарифи, податкові послаблення. Крім цього, переробка відходів виробництва шлаків гірничорудних і шлаків металургійних підприємств дозволяє додатково отримати цінні матеріали як: алюміній, залізо, свинець, цинк, мідь і інші корисні компоненти значно дешевше, ніж при видобутку кар'єрним або шахтним способами. Порожня порода, яка не містить оксидів металів, використовується в будівельній індустрії. Використання запропо-нованих технологій дозволяє запобігти подальшому забрудненню навколишнього середовища, чорнозему України і отримувати додатковий прибуток. Для вирішення поставленого завдання в сегменті вторинного ресурсокористування (рециклінгу вторинних мінеральних ресурсів) необхідна розробка спеціального закону України. На цей час в Україні дана задача практично не вирішується. Так, на Полтавському гірничо-збагачувальному комбінаті міста Горішні Плавні під шлаки зайнято 1232 га земельних угідь, де зберігається понад 460 млн тонн відходів виробництва залізорудних окатишів, в місті Маріуполь на комбінаті "Азовсталь" через відсутність землевідведення шлаки викидаються в море. На Донбасі при вугільних шахтах забруднюють повітря, землю і підґрунтові води близько 2000 терриконики. І це далеко не весь перелік порушення екології в Україні. Авторами розроблено технологічний комплекс переробки суміші металургійних шлаків, в якому проводиться збагачення і сортування залізовмісної сировини. До відходів належать шлаки доменного виробництва, сталеплавильного виробництва, виробництва спецсталей, зола електростанцій. Комплекс обладнання виконаний за блочно-модульним принципом і складається з наступних технологічних блоків: блок грохочення і металлоулавліванія, дроблення, пневматичної і магнітної сепарації. Блоки мають компактну конструкцію, яка дозволяє встановлювати їх на сплановану поверхню без фундаменту. Зв'язок блоків в складі комплексу досягається стрічковими конвеєрами. Можливо виключен-ня окремих блоків із загальної комплектації комплексу. Використання запропонованого комплексу можливо також і за переробки відходів гірничо-збагачувального комплексу. In industrialized countries of the world there is an acute problem of processing waste from the mining and metallurgical industries to preserve the environment and human health. To this end, the governments of the countries provide enterprises and entrepreneurs in this ar-ea with soft loans and tariffs, tax breaks. In addition, the processing of waste from the production of slag from mining and slag of metallurgical enterprises makes it possible to additionally obtain valua-ble materials such as aluminum, iron, plumbum, zinc, copper and other useful components much cheaper than by quarrying or mining methods. Metal oxide free waste material is used in the con-struction industry. Using the proposed technologies can prevent further pollution of the environment, black soil of Ukraine and receive additional profit. To solve the problem in the segment of secondary resource use (recycling of secondary min-eral resources) it is necessary to develop a special law of Ukraine. Currently, in Ukraine this problem is practically not being solved. So, at the Poltava mining and processing plant in the town of Horishni Plavni, 1232 hectares of soil are used for slag, where over 460 million tons of iron ore pellets are stored, in the city of Mariupol, the Azovstal plant due to the lack of waste disposal site, slags are thrown into the sea. Coal mines in the Donbass pollute air, soil and subsoil waters of about 2,000 soil heaps. And this is not the whole list of environmental violations in Ukraine. The authors have developed a technological complex for processing a mixture of metallurgi-cal slag, in which the enrichment and sorting of iron-containing raw materials is carried out. The waste includes blast furnace slag, steelmaking, special steel production, and ash from power plants. The equipment complex is made according to the block-modular principle and consists of the following technological units: screening and metal-catching, crushing, pneumatic and magnet-ic separation unit. The blocks have a compact design, which allows you to install them on a planned surface without foundation. The connection of blocks in the complex is achieved by belt conveyor sys-tem. It is possible to exclude individual blocks from the overall configuration of the complex. The use of the proposed complex is also possible in the processing of waste from the mining and processing complex. El presente estudio se encuadra en la filosofía de educación medio ambiental y desarrollo sostenible, que ofrece una enseñanza para conocer, respetar y disfrutar nuestro entorno natural y para ello, se va a diseñar, aplicar y evaluar un materia! educativo para el incremento y mejora de la conciencia y actitudes medio ambientales en alumnos de 1º y 2º de Bachillerato en la modalidad Científico-Técnico. Este material se ofrece en soporte tecnológico puesto que, cada vez es más frecuente la incorporación de las Tecnologías de la Información y la Comunicación en el aula, y en este caso, lo consideramos elemento facilitador del aprendizaje por su atractivo didáctico y aceptación masiva por parte del alumnado. Los tres momentos principales de este experimento son: En primer lugar, se diseña el material que lleva como título TierraVerde, elaborándose con el software Ardora y que se presenta en formato CD. El material se compone de un CD para el docente, y un CD para ei alumno. El CD de! docente incluye una presentación dei material, las instrucciones para su manejo, cincuenta y cuatro actividades a las que corresponde tres de ellas por tema, repartidas en cinco grandes bloques: Io Bloque dedicado a la contaminación ambiental: acústica, hídrica, aire, lumínica, radioactividad, suelo y visual; 2o Bloque dedicado a las 3r: Reducción, Reutilización y Recilaje; 3o Bloque dedicado a ios Parques Naturales Andaluces y su Avifauna; 4o Bloque dedicado a la Educación medio ambiental para el desarrollo sostenible: cambio climático, Biodiversidad y desarrollo sostenible; y 5o Bloque dedicado a las TIC y el Medio Ambiente: la inserción de las TIC en el aula, la innovación tecnológica en la industria ambiental, y los Medios de Comunicación y el Medio Ambiente; y cierre. Del mismo modo, el CD del alumno, se estructura en la presentación del manual, las cincuenta y cuatro actividades, y el cierre. Con dichos bloques se pretende por un lado, que nuestros alumnos adquieran conocimientos, conciencia y actitudes que le faciliten comprender las complejas interrelaciones de los aspectos ecológicos, económicos, sociales, políticos, culturales éticos y estéticos que intervienen en el ambiente. Y por otro lado, asegurar a los estudiantes las competencias en tecnología y comunicaciones que la sociedad demanda y otras tan importantes como la curiosidad, el aprender a aprender, la iniciativa, la responsabilidad y el trabajo en equipo. En segundo lugar, para aplicar el material, se seleccionan seis Centros Educativos de Sevilla Capital y Provincia, de Io y 2o cursos de bachillerato en la modalidad Técnico-Científico, donde se establecen un Grupo Control y un Grupo Experimental para que se pueda desarrollar el estudio. Se considera que los alumnos han de estar preparados en el ámbito del conocimiento medio ambiental para las posteriores etapas educativas a las que puedan ir optando, y por tomar a la educación medio ambiental como uno de los pilares educativos, y por otro lado, estos discentes de Bachillerato están más capacitado para trabajar con los medios tecnológicos que alumnos de cursos inferiores debido a su mayor formación en estas herramientas. Y en tercer lugar, se realiza una evaluación empleándose para ello un diseño experimental y efectuándose mediciones pretest-postest en el grupo. Hemos de citar que este estudio se encuadra en una filosofía de currículum abierto y flexible, puesto que es un material diseñado como una planificación que se ajusta a nuevas modificaciones y se puede adaptar a las características del alumnado, en caso de que sea necesario. ; Our study is part of environmental education and sustainable development theories, which focus on teaching for knowing, enjoying and taking care of our natural environment. We have designed, implemented and assessed some instructional materials in order to increase and improve environmental awareness on Spanish Baccalaureate (Science and Engineering branch) students. These materials have been developed in digital format given that information and communication technology (ICT) is getting increasingly present at school. Here we consider that ICT is a very useful element in teaching owing to its allure and its acceptance by students. The three main aspects in this thesis are: Firstly the instructional materials named TierraVerde have been designed using the software Ardora and in CD format. There is a teacher's CD and another one for the student. The teacher's CD includes a presentation of the instructional materials, instructions for a proper use of it, fifty-four activities (three per topic) separated into five main contents blocks and conclusion: © 1st environmental pollution; © 2nd reduce, reuse, recycle; © 3rd natural parks and bird life of Andalucía; © 4th environmental education for sustainable development: climate change, biodiversity and sustainable development; © 5th ICT and environment: the use of ICT in the classroom, industrial innovation in environmental industry and mass medias and environment. The structure of the student's CD follows the same pattern: presentation of the instructional material, fifty-four activities and conclusion. The goal is that our students acquire knowledge, raise awareness and develop attitudes to make them easier to understand the complexity of the interrelationships between ecological, economical, social, political, cultural, ethical and aesthetic aspects that influence the environment. Moreover, the instructional materials try to ensure students to become competent in many important fields such as technology, communication, curiosity, learning how to learn, initiative, responsibility and group work. Secondly, in order to implement the instructional materials, we have worked with Baccalaureate students (Science and Engineering branch) from six education centres from Seville and its province. We have established a control group and an experimental one. We consider that students have to be prepared in the environmental field for the following educational stages, taking into account that environmental education is a very important element in their academic training. Additionally, these students are more prepared to use ICT resources than other stages ones due to their specific training in this field. Finally, the assessment period is done through an experimental design and making the pre- and post-test group measurements. This thesis follows an open and flexible curriculum. The instructional materials have been designed as a way to fulfil the possible modifications and to adapt to students characteristics if it is necessary.

Jamaica is a Caribbean country that has initiated comprehensive programs to address Non-Communicable Diseases (NCDs). The government created the National Health Fund (NHF) to reduce the cost of treatment of NCDs and finance some prevention programs. The main objective of this study is to learn from Jamaica's experience in tackling major NCDs and related risk factors, to provide policy options for Jamaica to improve its NCD programs and to share with other countries the lessons learned from its experience. The study attempts to answer three questions: a) whether the NHF and its drug subsidy program have reduced out-of-pocket spending on NCDs; b) whether access to treatment of NCDs has improved; and c) what the economic burden on NCD patients and their families is. The report presents an overall picture of the epidemiological and demographic transitions in Jamaica, its current burden of NCDs, and the change in the trend of NCDs in the past decade, using publicly available data, particularly data from the Jamaica living condition household surveys. It assesses the risk factors and analyzes Jamaica's response to NCDs with emphasis on the impact of the NHF on people's lives. Estimates of the economic burden of NCDs are provided and policy options to improve Jamaica's NCD programs are suggested. This study focuses on Jamaica's experience in addressing major NCDs and their related risk factors with the objective of learning from Jamaica and providing policy options to Jamaica to improve its programs.

Current international financing (primarily ODA) for environmental services in developing countries is very roughly estimated to be upwards of $21 billion annually (not including climate change financing), but additional resources on the order of tens, if not hundreds, of billions of dollars are needed. In 2009, environmental ODA was estimated at $18 billion with a few billion more delivered through philanthropic and market-based financing channels. Although there are only a few studies of the additional financing needed, and those are relatively narrow in scope, the estimates that are available clearly indicate that significantly higher levels of finance still need to be reached. Additionally, the impacts of environmental finance on environmental sustainability and development objectives are poorly understood. Systematic reviews of previous experience, and standardized monitoring in the future, would support the countries and projects monitored, while also providing important lessons for the broader development and environment communities.

Sri Lanka is in many respects a development success story. With economic growth averaging more than 7 percent a year over the past five years on top of an average growth of 6 percent the preceding five years, Sri Lanka has made notable strides towards the goals of ending extreme poverty and promoting shared prosperity (the 'twin goals'). The national poverty headcount rate declined from 22.7 to 6.7 percent between 2002 and 2012/13, while consumption per capita of the bottom 40 percent grew at 3.3 percent a year, compared to 2.8 percent for the total population. Other human development indicators are also impressive by regional and lower middle-income country standards. Sri Lanka has also succeeded in ending decades of internal conflict in 2009 and steps have been taken towards reconciliation. Sri Lanka's has had impressive development gains but there are strong indications that drivers of past progress are not sustainable. Solid economic growth, strong poverty reduction, overcoming internal conflict, effecting a remarkable democratic transition in recent months, and overall strong human development outcomes are a track record that would make any country proud. However, the country's inward looking growth model based on non-tradable sectors and domestic demand amplified by public investment cannot be expected to lead to sustained inclusive growth going forward. A systematic diagnostic points to fiscal, competitiveness, and inclusion challenges as well as cross-cutting governance and sustainability challenges as priority areas of focus for sustaining progress in ending poverty and promoting shared prosperity.

This Systematic Country Diagnostic (SCD) aims to identify the major constraints on and opportunities for sustaining poverty reduction and shared prosperity in Serbia. The SCD serves as the analytic foundation on which the World Bank Group and the Government of Serbia will define a new Country Partnership Framework for FY2016 to FY2020. It is based on the best possible analysis, drawing on available evidence, and not limited to areas where the World Bank Group is currently engaged. The SCD is structured as follows: Chapter 2 presents the political and economic context. The economic context describes recent trends in growth, shared prosperity, and poverty reduction and briefly discusses factors behind them. Chapter 3 discusses pre-crisis patterns of growth and opportunities for future growth and inclusion in Serbia. Chapter 4 presents drivers of economic growth in Serbia and the principal constraints on growth and competitiveness. Chapter 5 discusses drivers of and constraints to economic inclusion. Chapter 6 outlines risks to sustainable shared prosperity and poverty reduction. Chapter 7 presents priorities for action.
