International audience ; As in previous years, the European Union Reference Laboratory (EURL) for rabies organised in 2018 an Inter-laboratory trial (ILT) on rabies diagnosis. Contrarily to past years, the 2018 ILT did not aim to evaluate the performance of participating laboratories, but the technical performance of new rapid tests. Two lateral Flow Assays (LFA), namely the Anigen® and the CDIA™ Rabies Virus Antigen Rapid Test" (commercialized by Bionote and Creative Diagnostics Cie respectively), were evaluated together with the Fluorescent Antibody Test (FAT). One panel of virus samples (including RABV as well as EBLV1a, EBLV-1b, and EBLV2 strains) was sent to participating laboratories to compare results obtained with these different techniques.The study revealed that the FAT provided a good agreement toward expected results for both negative/positive samples (99.1%). The Anigen® test produced similar results to the FAT, with only one false negative result (0.5%) reported by all participants and a concordance of 100% for all but one sample demonstrating a good inter-laboratory reproducibility of the Anigen® batch. The CDIA™ test produced reproducible results for Rabies Virus (RABV) samples only. However, it hardly detected the Bokeloh Bat Lyssavirus (BBLV) and the European Bat Lyssaviruses types 1b and 2 (EBLV-1b and EBLV-2) in most laboratories resulting in a moderate inter-laboratory concordance (58.4%–82.7%) for these lyssaviruses.The two LFAs provided reliable and reproducible results on all RABV samples (100%) but lead to heterogeneous performances with other lyssaviruses leading to different levels of diagnostic/analytical sensitivity, specificity. The study confirmed that LFAs should be used with caution and that their validation are of upmost importance before any use in laboratories.

"In 1991 South Korea, along with North Korea, was made an official member of the UN. Using international relations theory, this book begins by looking at the struggle and eventual impact of the membership on the two countries post division in 1948. It investigates the predicted outcomes prior to joining, and whether these outcomes have come to fruition nationally and on a global scale. Following this, there is focus on South Korea's ability to exert an influence on international decision making in world-politics, and how this affected inter-Korean relations. Importantly, analysis looks at how participation in the Security Council (1996–1997 and 2013–2014) further extended the country's capabilities to adopt resolutions, including those affecting North Korea's missile and nuclear programmes and human rights record. South Korea's participation in peacekeeping operations, Koreans appointed to high positions within the UN system and payments of the UN budget are also investigated. The study concludes with discussion of the role of the UN as a forum for international contacts and for providing knowledge otherwise unavailable to non-members. South Korea in the United Nations is unique in its analysis of South Korea's relations with the UN prior to and, above all, after 1991, thereby enhancing understanding of the significance of its UN membership as well as the importance of being a UN member. From climate change to terrorism, the world is confronting complex, trans-national problems. As a contemporary response, governments and non-profit organizations have established grand challenge programs, consisting of multi-sector research and development partnerships, to access innovative new ideas and rapidly scale solutions. Following recent scholarly contributions, this article investigates how problems motivating program establishment were identified, how these problems and related contextual factors evolve over time, and how grand challenge programs evolve in response. It does so through a multi-year study of ten grand challenge programs that differ substantially in purpose and organization. This article finds that adaptive capabilities—inter-organizational governance mechanisms—and operational aspects such as purpose, scope, temporal factors, and partner capabilities are critical to program evolution and impact.

This article explores the relations between voluntary organisations and the city administration in two British cities through an analysis of the impact of social capital. It provides a corrective to the dominant individual-level approach by offering an organisational-level analysis of social capital. The evidence suggests that inter-organisational social capital is not distributed equitably within cities. Voluntary organisations that regularly engage with a city administration can build networks of trust and information flows that outstrip those available to other voluntary organisations. Although it is easier to build social capital within a sector, such as the voluntary sector, building it in tight networks with voluntary organisations would appear to be an achievable goal for a city administration – but such networks do not guarantee an enhanced overall confidence in the local political system.

Using recent data for 2017/2018 the article provides empirical evidence on the persistence of the traditional inter-caste inequality in higher educational attainment—enrolment rate being much low for low castes than the high castes. The educational attainment of middle caste is lower than high castes but better than low caste untouchables, indicating a graded inequality in education attainment, unique feature of caste system. Between the income group the low income groups suffered the most from low education attainment than the high oncome groups. The inequalities in ownership of wealth and income and caste discrimination faced by low caste untouchables are the main reasons for low education attainment among the low caste and low income groups. The shift in the government policy towards privatisation of higher education also has taken the education beyond the reach of low income household. The caste discrimination result into high drop out among the scheduled castes. In the end based on the empirical results relevant (caste) group specific and income group specific policies are proposed to promote higher education among the low castes and low income groups. Globalisation has promoted the connections among sovereign states in the international political economy. Despite the preponderance of neo-protectionist tendencies in the United States and some European countries, the import of regionalism in global political economy has not waned. While economic regionalism was adopted in the advanced capitalist formations as a logical consequence of and/or the instrument for the universalisation of capitalism, the emergence and/or revival of regional groupings like the African Union (AU) and the Economic Community of West African States (ECOWAS) was a reactionary outcome of the twin problems of colonialism and globalisation. Specifically, West African states reached out to one another in order to mitigate the negative effects of globalisation and advance their common interest through economic integration. This study interrogates the relevance of ECOWAS in the international political economy within the global resurgence of protectionism. Although ECOWAS is impaired by multifarious political and socioeconomic challenges, this study demonstrates that its achievements in free movement of goods and persons, promotion of peace, security, good governance, and democratisation make it remain relevant in the global political economy.
