Die Praxishilfe ist eine Art "Werkzeugkasten", der entlang zentraler Fragestellungen die unterschiedlichen Aspekte, notwendigen Strategien und möglichen Instrumente systematisch aufbereitet, um den Adressaten Sicherheit im Umgang mit einem strategischen und kontrollierten Siedlungsrückzug zu bieten. Sie richtet sich vor allem an kommunale Akteure, die sich professionell mit der städtebaulichen Entwicklung beschäftigen, bspw. in der Verwaltung, in Ausschüssen oder in kommunalen Räten und soll dazu beitragen, dass das für die jeweilige Gemeinde praktikabelste Konzept entwickelt und umgesetzt werden kann.

A broad range of mitigation options have been identified and assessed in the literature that enable countries to close the existing gap between 2030 emission projections resulting from the aggregate efforts of countries to achieve their Nationally Determined Contributions to the Paris Agreement and the emissions level consistent with the Paris Agreement 1.5°C limit. This report documents the methodology chosen and the criteria applied for selecting and assessing promising options for intergovernmental cooperation in the G20 countries with relevance for closing the ambition gap in four key policy areas: 1) energy transition (from fossil to renewable energy sources), 2) synthetic e-fuels (production, trade, use of fuels from renewable energies), 3) sustainable food systems (reduction of post-harvest losses, food waste, animal products), and 4) forest protection (conservation and restoration of forests). The report presents the overall approach of the analysis by sketching its four working steps: Step 1 describes the status quo and the selection of initiatives to be reviewed. Step 2 constitutes an evaluation of selected initiatives, based on a number of criteria, including chances of success and effectiveness, efficiency and costs, transparency and institutional structures, sustainability and environmental integrity, and scope for improvements and need for additional multilateral cooperation. Step 3 aims at identifying options for closing policy gaps found in step 2. These options are further elaborated, and recommendations are formulated to support the options. Finally, step 4 provides a summary and conclusions regarding the options presented in an evaluation table.

To date, the supply of units for the voluntary carbon markethas been almost exclusively in the form of credits generated by projects under baseline-and-credit programmes.This report analyses the merits and challenges of another possible source of supply: allowances from emissionstrading systems (ETSs). If the ETS cap is stringent, cancelling an allowance leads to an additional scarcity –and therefore to an additional emission reduction –within the system. Yet some ETSs have market stability instruments (MSIs), such as the Market Stability Reserve (MSR) in the EU ETS, which may provide for the invalidation of allowances in response to market developments. An MSI can thus affect the additionality (and consequently the environmental outcome) of voluntary offsetting. To address thisin the specific context of the EUETS, we find that voluntary buyers aiming to purchase allowances could adopt a 'buy-and-hold' approach, e.g. where a service provider purchasesan allowance and holds it until the MSRno longer effects invalidations.Ultimately, the differing interests and priorities of actors in the voluntary carbon marketprovidespace for both credits and allowances. On the one hand, offset purchasers with a strong focus on international cooperation, the generation of co-benefits in developing countries, communicability with a clearer narrative, and a preference for the promotion of certain technologies may find credits more attractive. Credits often have lower prices but may carry integrity risks due to uncertainty in the establishment of additionality and crediting baselines, which may in turn also create reputational risks. On the other hand, actors in the voluntary market who prefera higher certainty of the direct emission impact may favour allowances.Allowances may also be preferred by buyers keen to promote innovation or drive emissions reductions 'at home', as most buyers stem from developed countries. The main challenges of using allowances for voluntary cancellation arethat emission reductions hinge on the stringency of the aggregated ETS cap over time, and that MSIs need to be appropriately considered.

Städtische Gebiete verursachen über 70% der direkten und indirekten CO2-Emissionen weltweit. Um das international vereinbarte Ziel zu erreichen, den globalen Temperaturanstieg auf 1,5 bis 2 °C zu begrenzen, sind erhebliche Anstrengungen zur Emissionsreduktion in Städten erforderlich. Die Mobilisierung signifikanter Treibhausgasminderungen in Städten ist jedoch aufgrund ihrer sehr heterogenen Strukturen und einer großen Anzahl kleiner, unterschiedlicher Emissionsquellen (z. B. Verkehr, Gebäude) eine große Herausforderung. Darüber hinaus sind die Organisationsstrukturen städtischer Emissionsquellen viel vielfältiger als die von z.B. großen industriellen Punktquellen. Eine weitere Herausforderung für verantwortliche Entscheidungsträger und Institutionen ist, dass sie nur eingeschränkten Zugang zu Investitionskapital haben, um großskalierte Maßnahmen zur Reduktion von Treibhausgasminderungen umzusetzen. Kohlenstoffmarktmechanismen nach Artikel 6 des Pariser Abkommens können neue Chancen für die Mobilisierung von großangelegten Emissionsminderungs-Maßnahmen und Politiken darstellen. Das vorliegende Forschungsprojekt hat zunächst die Prävalenz und Erfahrungen städtischer Minderungsprojekte im Rahmen des Clean Development Mechanism (CDM), von Nationally Appropriate Mitigation Actions (NAMAs) sowie von Transformative Actions Programs (TAP) untersucht. Darauf aufbauend wurden verschiedene konzeptionelle Ansätze zur Umsetzung von Artikel 6 in Städten erarbeitet. Um die unterschiedlichen nationalen Strukturen und Rahmenbedingungen angemessen berücksichtigen zu können, wird ein "Menüansatz" mit einheitlichen Prinzipien und Standards vorgeschlagen. Darüber hinaus untersucht die Studie Ansätze zur Bestimmung der Zusätzlichkeit urbaner Minderungsaktivitäten und diskutiert verschiedene Finanzierungsoptionen.

Im Projekt Regen//Sicher wurde untersucht, welche Aktivierungsformate besonders geeignet sind, die in der Deutschen Anpassungsstrategie an den Klimawandel und im ersten Fortschrittsbericht festgehaltenen Ziele der Eigenvorsorge und Eigeninitiative zu realisieren. Unter Aktivierungsformaten werden im Projekt sowohl Beteiligungsformate als auch Informations- und Beratungsformate verstanden. Das Projekt konzentrierte sich auf die Klimawirkung Starkregen und damit einhergehende Überschwemmungen im städtischen und ländlichen Bereich. Die Aktivierungsformate wurden in der Stadt Worms, der Hansestadt Lübeck sowie den Städte Bad Liebenwerda und Elsterwerda über einen Zeitraum von zwei Jahren erprobt und systematisch auf ihre Wirkung hin evaluiert. Die Entwicklung der Aktivierungsformate und deren Umsetzung in den Fallkommunen orientierten sich an psychologischen Einflussfaktoren, die auf Basis von wissenschaftlichen Studien als zentral für die Aktivierung der Bevölkerung zur Klimaanpassung und Eigenvorsorge ermittelt wurden. Neben den Aktivierungsformaten des Projekts Regen//Sicher wurden ergänzend zwei weitere Beteiligungsveranstaltungen im Rahmen der Deutschen Anpassungsstrategie evaluiert. Das Ergebnis des Vorhabens sind Empfehlungen für Kommunen zur Gestaltung wirksamer Aktivierungsformate zur Starkregenvorsorge, die in einem Leitfaden zusammengefasst sind. Als zweites wesentliches Ergebnis wurden ein Evaluationsleitfaden sowie wissenschaftlich fundierte Fragebogentools und Materialien zur Evaluation von Aktivierungsformaten entwickelt
