Die hohen Erwartungen in die Perspektive einer strategischen Partnerschaft zwischen der EU und Lateinamerika haben sich bislang nicht erfüllt. Die wachsende Entfremdung zwischen beiden Weltregionen kann nur durch ein neues Format und eine erneuerte inhaltliche Agenda der bi-regionalen Beziehungen überwunden werden. Hierzu wird eine Kombination regionaler und bilateraler Arrangements im Sinne eines multiplen Bilateralismus und Interregionalismus vorgeschlagen. (ICE)

Die Zahl regionaler Handelsabkommen, die Nicht-Mitglieder diskriminieren, ist zuletzt stark gestiegen. Ihre Wohlfahrtswirkungen sind aus Sicht der beteiligten Länder eher leicht positiv, aus globaler Sicht aber weitgehend unklar. Skeptisch stimmen die Erhöhung der Transaktionskosten des Welthandels durch ein Geflecht sich überschneidender bilateraler Bündnisse, ein möglicherweise global schädlicher Wettlauf wichtiger Welthandelspartner um bedeutende Absatzmärkte sowie Argumente, die für die Beeinträchtigung der laufenden Welthandelsrunde sprechen. Daher sollte die WTO sowohl die Regeln für regionale Handelsabkommen verschärfen als auch deren Einhaltung stärker überwachen. Die Handelspolitik der EU räumt der multilateralen Liberalisierung zu Recht eindeutig Priorität ein und sollte bei neuen bilateralen Abkommen weiterhin Zurückhaltung üben. Darüber hinaus sollte sie für plurilaterale Initiativen im Rahmen der WTO werben, um einen vollständigen Zollabbau in modernen Industriesektoren sowie Fortschritte bei neuen Handelsthemen wie etwa der Wettbewerbspolitik zu erzielen. ; The number of regional trade agreements which discriminate against non-members has recently increased dramatically. The welfare effects of these agreements tend to be slightly positive for member-countries but are much less clear from a global perspective. Three aspects of such agreements suggest that there is good reason to be sceptical. First of all, a network of overlapping bilateral alliances increases transaction costs for world trade. Secondly, a race between major trading partners to secure important markets for their goods and services could have a damaging impact world-wide. Finally, it can be argued that such agreements are impeding the current round of world trade talks. The WTO should thus both tighten the rules for regional trade agreements and monitor the observance of these rules more closely. EU trade policy rightly accords priority to multilateral liberalisation and should continue to exercise restraint where new bilateral agreements are concerned. In addition, the EU should promote plurilateral initiatives within the framework of the WTO, with the aim of completely dismantling tariffs in modern industries and making progress on new trade issues such as competition policy.

In August 1961 Great Britain applied for membership to the European Economic Community. Negotiations started in October 1961 and in December 1962, a final meeting was scheduled for January 28, 1963. At a now famous press "conference de choc" on January 14, 1963, President Charles de Gaulle said "Non" to British entry into the Common Market. It is generally taken for granted that this press conference was the end of Britain's application to the E. E. C. A careful examination of British records allows us to reevaluate this assumption. The paper shows that Britain's objective was to try to maintain negotiations and to invite the five E. E. C. members in favour of British membership, whereby the German government's attitude would be of "critical importance". After two dramatic weeks, the outcome was that the Five did not have the strenght to resist the political pressure the French government brought to bear upon them. On January 29, 1963 the negotiations finally broke down. (Vierteljahrshefte für Zeitgeschichte / FUB)
