Transplantation of human anatomical materials is an important method of treatment aimed at restoring human health, so improving the criminal law regulation of combating illegal transplantation is certainly important. This article provides a comprehensive scientific and practical analysis of the formation, development and reform of legislation that provides transplantation of anatomical materials to humans. To do this, the author systematically studied the regulatory legislation in the field of transplantation and the changes that have taken place in it, identified all the changes made to Art. 143 of the Criminal Code of Ukraine during its validity, the impact of these changes on the practice of application of Art. 143 of the Criminal Code of Ukraine. The study of the legal support of transplantation was conducted through three main stages of transformation of legislation during the independence of Ukraine. This allowed us to draw the following conclusions: 1) the subject of the crimes under Art. 143 today is human anatomical materials. This means that, in addition to human organs or tissues, it covers anatomical formations, human cells and human fetal materials; 2) the systematic change of regulatory legislation in the field of transplantation complicates the establishment of the current procedure and conditions of transplantation of human anatomical materials, and, as a consequence, complicates the detection of signs of illegal transplantation; 3) the current corpus delicti provided in Part 1 of Art. 143 of the Criminal Code, is material, which requires the establishment, in addition to the act, socially dangerous consequences (significant harm to the victim) and the causal link between the act and the consequence; 4) the subjective side of the crime provided by part 1 of Art. 143 of the Criminal Code, from the moment of adoption of the Criminal Code of Ukraine until December 28, 2019, both intentional and negligent violation of the statutory procedure for transplantation of human anatomical materials was criminally punished, and from December 29, 2019, the act can only be intentional and the attitude to consequences only negligent; 5) since the adoption of the Criminal Code of Ukraine and until now, the legislator has twice increased the penalties for crimes under Art. 143 of the Criminal Code. In the final case, the penalty was increased for all sanctions under Art. 143 of the Criminal Code without exception. ; Исследовано становление, развитие и реформирование правового обеспечения трансплантологии. Выделены три основных этапа трансформации указанного законодательства в период независимости Украины. Установлены ближайшие и отдаленные перспективы усовершенствования правового регулирования трансплантации анатомических материалов человека. Выделены изменения уголовно-правовой охраны трансплантологии и проанализировано их влияние на практику применения ст. 143 УК Украины. ; Досліджено становлення, розвиток та реформування правового забезпечення трансплантології. Виділено три основні етапи трансформації вказаного законодавства в період незалежності України. Встановлено найближчі та віддалені перспективи удосконалення правового регулювання трансплантації анатомічних матеріалів людини. Commitment to Political Ideology is a Luxury Only Students Can Afford: A Distributive Justice Experiment

AbstractUsing a political-frame-free, lab-in-the-field experiment, we investigate the associations between employment status, self-reported political ideology, and preferences for redistribution. The experiment consists of a real-effort task, followed by a four-player dictator game. In one treatment, dictator game initial endowments depend on participants' performance in the real-effort task, i.e., they are earned, in the other, they are randomly determined. We find that being employed or unemployed is associated with revealed redistributive preferences, while the political ideology of the employed and unemployed is not. In contrast, the revealed redistributive preferences of students are strongly associated with their political ideologies. The employed and right-leaning students redistribute earnings less than windfalls, the unemployed, and left-leaning students make no such distinction.
The Administration of the Minister Ivanissevich and the Peronist Right Wing: The 100 Days of Ottalagano ; La gestión del ministro Ivanissevich y la derecha peronista: los 100 días de Ottalagano
After Perón's death, in August 1974, the replacement of the Secretary of Education, Jorge Alberto Taiana by Oscar Ivanissevich (who remained in office until August, 1975) took place. Such replacement occurred in a context of continuous repression exerted by the state and parastatal organizations. A few days after assuming, the new Secretary of Education appointed Alberto Ottalagano as Rector Interventor, at the University of Buenos Aires. In this article, I focus on the measures taken by the new rector during his brief management, and the main actions carried out by right wing Peronist organizations at the University of Buenos Aires. Among such organizations we can mention the Nationalist Liberation Alliance, the National University Concentration, the Peronist Revolutionary Legion, and the National University Movement. Several of them came from nationalist sectors which had approached Peronism within the framework of the political radicalization process of the 1960s. Others came from the Peronism, however, had incorporated many elements of right-wing nationalism. All of them shared a political culture which sought to combat communism both outside and within the Peronist Movement, as a result of the idea of the defense of Peron's government. The management of Ivanissevich and Ottalagano resulted in the consolidation of the offensive against the university left. ; Luego de la muerte de Perón y en un proceso de aumento continuo de la represión, tanto estatal como paraestatal, se produjo en agosto de 1974 el reemplazo del ministro de Educación Jorge Alberto Taiana por Oscar Ivanissevich, quien permaneció en el cargo hasta agosto de 1975.
