Some economic aspects of energy security
Energy security is becoming an increasingly important issue in the energy domain. However, from an economic point of view, many questions related to energy security are still unclear: from its definition and the costs associated to insecurity, to the design of policies intended to reduce it. In this paper we first illustrate why the security of energy supply is and will continue to be a major concern in the next few decades. We subsequently attempt, with a review of the limited literature on these matters, to provide an answer to some of the economic concepts associated to this issue and to the application of corrective public policies in the field. ; peer-reviewed

The paper highlights the socio-economic aspects of the concept ofhijraor migration in the Islamic tradition. The paper argues that the conception of migration in the Islamic tradition has been shaped by not only religious and ethical values, but also social and economic motivations and consequences ever since the first migrations to Abyssinia and Medina. The paper addresses the notion and practice ofhijrain Islamic history by highlighting its ethical and religious value as well as its nature and evolution into a socio-economic activity motivated by different forms of oppression, including social and political oppression as well as economic deprivation. The study draws on the history of Islam and the Islamic society, the sources of Islamic law and doctrines, and the thought of scholars in relation to the changes in approaches to migration, and the conceptualization ofhijraas an activity motivated by oppression and economic hardship.

"Nonprofit-Organisationen haben eine lange Tradition, sind sehr vielgestaltig und in den unterschiedlichsten gesellschaftlichen Bereichen anzutreffen. Gründer, Mitglieder, Mitarbeiter, Förderer und Adressatengruppen verbinden mit ihnen je spezifische Erwartungen. Ihre gesellschaftspolitische Bedeutung wird je nach Standpunkt unterschiedlich eingeschätzt. Die außerordentliche Variationsbreite freiwilliger und solidarischer Hilfeformen wird mit der Auflösung traditioneller sozialer Milieus und der Pluralisierung von Lebensstilen ebenso in Verbindung gebracht wie mit der Wiederentdeckung des Lokalen als Art Gegenbewegung zur Globalisierung oder als Ausdruck ziviler Tugenden und Bürgerpartizipation. Sie gelten als staatsentlastend, die politische Teilhabe fördernd und an der Abarbeitung gesellschaftlicher und politischer Problemlagen beteiligt. Als Organisationen, die Hilfe zur Selbsthilfe leisten, sind sie zwischen Staat und informellem Sektor angesiedelt. Indem sie soziale Dienstleistungen produzieren, bewirken sie auch eine ökonomische Entlastung des Staates. NPOs sind zum Untersuchungsgegenstand verschiedener wissenschaftlicher Disziplinen geworden. Politikwissenschaftliche Ansätze befassen sich mit NPOs hauptsächlich unter der Kooperationsperspektive. Die verschiedenen Interdependenztheorien analysieren die Verflechtung von Sozialstaat und den zu einem Dritten Sektor aggregierten Nonprofit-Organisationen. Salamon (1995) rückt in seinem 'Third Party Government'-Ansatz die Kooperation zwischen staatlichen und NPO-Anbietern ins Zentrum der Betrachtung. Er diskutiert NPOs nicht unter Verdrängungs-, sondern unter Ergänzungsgesichtspunkten. Auch in der polit-ökonomischen Analyse von Seibel (1992) zum 'Funktionalen Dilettantismus' und im Konzept des Wohlfahrtsmix von Evers (1996) werden NPOs mehr in ihrer ergänzenden Rolle und Funktion für den modernen Wohlfahrtsstaat analysiert. Im Unterschied dazu sind wirtschaftswissenschaftliche Ansätze als Verdrängungstheorien konzipiert. Sie behandeln die Existenz des Dritten Sektors in Abgrenzung zu Staat und Markt. Die ökonomische Betrachtung von Nonprofit-Organisationen zielt zum einen auf ihre gesamtwirtschaftliche und gesamtgesellschaftliche Rolle, auf Entstehungs- und Entwicklungsbedingungen und zum anderen auf Verhaltensmodelle. Im Anschluss an eine kurze Darstellung der Bandbreite der unter der Bezeichnung 'NPO' zusammengefassten Organisationen und ihrer Definition widmet sich der Beitrag den ökonomischen Ansätzen zum Verständnis von NPOs. Es werden sowohl enger effizienzorientierte Ansätze zur Institutionenwahl wie der Transaktionskostenansatz der Neuen Institutionenökonomie behandelt als auch breiter angelegte Konzeptionen sowie das ihnen jeweils zugrunde liegende Rationalitätsverständnis."
