AbstractMost empirical contributions to the normative power Europe (NPE) debate concentrate on whether and when the EU promotes its core internal norms abroad. In contrast, we investigate how norms emerging from international fora come to be accepted and internalised by the EU in the first place. We examine the case of the emerging responsibility to protect norm (R2P) and argue that the EU's implementation has been more limited and slower than one would expect from the NPE procedural ethics of 'living by example'. We examine the potential reasons for this failure to 'live by example': the role of persuasion by norm entrepreneurs; the role of inducements and costs; the goodness of fit between R2P and existing EU norms; and the clarity of the norm. We find that the lack of goodness of fit and clarity of the norm are important factors, but argue that low levels of bureaucratic receptivity were the greatest obstacle.

We conduct an empirical investigation of the determinants of the Swiss franc real exchange rate. Theory and related empirical papers suggest various specific factors as potential determinants. We select some of these factors, and test their significance and magnitude in affecting the course of the CHF real exchange rate. Results stemming from a co-integration approach point to terms of trade and relative government spending as the most significant explanatory variables. Balassa-Samuelson effects do not play any significant role. Our results also confirm that this kind of empirical approach is sensitive to the choice of explanatory variables, panel countries and sample periods.

The comparative analysis focuses on how the UK, the EU and Germany handled three cases of major surprises: the Arab uprisings, the rise to power of the Islamic State (ISIS), and the Russian annexation of Crimea. It considers not just government intelligence assessments, but also diplomatic reporting and expert open sources and how these assessments were received by organisational leaders. The book tests and develops new theories about the causes of strategic surprises, going beyond a common focus on intelligence versus policy failures to identify challenges and factors that cut across both communities. With the help of former senior officials, the book identifies lessons yet to be learnt by European polities to better anticipate and prepare for future surprises

Is the European Union (EU) in a state of crisis? Over recent years, a series of systemic and spontaneous challenges, including Brexit, the rise of Euroscepticism and the Eurozone and refugee crises, have manifested in landmark moments for European integration.
