Development assistance to fragile states and conflict-affected areas can be a core component of peacebuilding, providing support for the restoration of government functions, delivery of basic services, the rule of law, and economic revitalization. What has worked, why it has worked, and what is scalable and transferable, are key questions for both development practice and research into how peace is built and the interactive role of domestic and international processes therein. Despite a wealth of research into these questions, significant gaps remain. This volume speaks to these gaps through new analysis of a selected set of well-regarded aid interventions. Drawing on diverse scholarly and policy expertise, eight case study chapters span multiple domains and regions to analyse Afghanistan's National Solidarity Programme, the Yemen Social Fund for Development, public financial management reform in Sierra Leone, Finn Church Aid's assistance in Somalia, Liberia's gender-sensitive police reform, the judicial facilitators programme in Nicaragua, UNICEF's education projects in Somalia, and World Bank health projects in Timor-Leste. Analysis illustrates the significance of three broad factors in understanding why some aid interventions work better than others: the area of intervention and related degree of engagement with state institutions; local contextual factors such as windows of opportunity and the degree of local support; and programme design and management.

In the aftermath of the Cold War the hope for a more stable and just international order rapidly dissolved underneath the pressure of internecine conflicts raging on all continents. The Rwanda and Srebrenica genocides especially proved that promoting peace is a particularly fraught challenge in the face of intra-state conflict and sub-national groups that boldy confront nation-states. Tim Murithi investigates the role that ethics plays in promoting and consolidating peacebuilding, synthesizing the fields of moral philosophy and international relations through an analysis of the ethics of negotiation, mediation, forgiveness, and reconciliation. In its exploration of the extent to which ethical concerns influence and inform peacebuilding, this book contributes to a growing body of literature on ethics and international relations that enable students, scholars, and practitioners to contextualize their understanding of a principled peacebuilding.

This essay analyzes some of the political, economic, & social challenges of East Timor's transition to independence. It scrutinizes the ethical dimensions of building peace in a territory devastated by the combined effect of Indonesia's colonial occupation & the violent militia attacks of Sept 1999. The most difficult task ahead does not lie in the physical rebuilding of the territory -- gargantuan as it may be -- but in the more intricate & long-term rehabilitation of a traumatized society. The latter involves competing Timorese factions as well as a range of international actors, including the United Nations Transitional Authority, foreign governments, business institutions, & various multilateral & bilateral donors, each having their own organizational leitmotifs & policy priorities. If not managed carefully, the reconstruction process could further exacerbate existing societal tensions & complicate the search for peace & reconciliation. The essay identifies a number of crucial components necessary to counter such risks, including the need to promote popular participation in the rebuilding process. Without the legitimacy created by strong community involvement & grassroots participation in decision making, the task of national reconstruction may well become overwhelmed by conflict. 41 References.
