This paper applies and extends principal-agent theory to analyze the performance of donor projects. As in many situations, there is variation in the degree of divergence between the interests of the donor (the principal) and the recipient government (the agent). Further, the effort expended on supervision of the agent is a control variable. We first present a principal-agent model that shows that conditional on optimal contracting, the marginal effect of more precise supervision on the likelihood of project success is higher the wider the divergence of interests. We then test this prediction using data on project performance. We are able to measure the degree of divergence between donor and recipient interests, as perceived by the donor, through a donor classification system of recipient governments. Consistent with the theory, we find that donor supervision of projects is significantly more effective in improving project performance where interests are widely divergent.

Economics has much to do with incentives--not least, incentives to work hard, to produce quality products, to study, to invest, and to save. Although Adam Smith amply confirmed this more than two hundred years ago in his analysis of sharecropping contracts, only in recent decades has a theory begun to emerge to place the topic at the heart of economic thinking. In this book, Jean-Jacques Laffont and David Martimort present the most thorough yet accessible introduction to incentives theory to date. The efficiency of hospitals is an important political issue and has been the subject of a number of studies. Most studies find evidence for inefficiency but provide no theoretical explanations for differences in efficiency. This study used principal agent theory to explain differences in efficiency between hospitals. Two agency issues are examined: (1) quality of care in the relationship between hospital and patient, and (2) internal organisation, i.e. the relationship between the hospital and its main departments. It was found that efficiency and quality go together. This implies that the potential harmful information asymmetry between hospitals and patients does not appear to be a major problem, because increasing efficiency does not seem to reduce quality. Further, we find no relationship between the efficiency of departments and the efficiency of the entire hospital. The interest of hospital departments is currently not in line with the interests of the entire hospital.

Private military and security companies (PMSCs) play a growing role in international military and peacekeeping operations. Very little is known, however, about the fact that not only the United States relies extensively on contractors, but so do international organizations such as the North Atlantic Treaty Organization (NATO). This article examines NATO's collaboration with PMSCs during its leadership of the International Security Assistance Force in Afghanistan (ISAF, 2001-2014). It argues that NATO's use of international prime contractors and holding PMSCs responsible for their own security contributed to the creation of a complex network of contractors and subcontractors with detrimental effects for control and accountability. In particular, this article focuses on the proliferation of local Armed Private Security Companies (APSCs) which were accused of a wide range of humanitarian and human rights abuses. Drawing on principal-agent theory, this article seeks to explain why NATO appeared unable to stop the 'culture of impunity' among these firms. It shows that multiple principals and long principal-agent chains undermined NATO oversight over armed security guards. In addition, some principals and agents avoided accountability for APSC misconduct through three strategies: blame-shifting, back-scratching and morphing. NATO contracting practices, thus, had serious negative implications for the security of the civilian population and the ability of ISAF to establish lasting peace in Afghanistan. This study proposes a framework for the allocation of risk in public private partnerships (PPP) projects. Its contribution lies in the recognition and incorporation of risks introduced by project stakeholders, and as articulated by the principal-agent theory (PAT). The framework assesses risks and routes these risks to those parties best equipped to mitigate their impact on the project. This allocation of risk is facilitated by a thirteen-step process. The practical benefit of this study lies in outlining a clear, systematic method for allocating risk efficiently to both the government and private enterprise parties of the project. In so doing, risk mitigation can be expected to improve project performance, optimize stakeholder goals, and enhance sustainability objectives, including improved operational life-cycle efficiency and elevated social and community benefits.
