ZUSAMMENFASSUNG : Die Entscheidung der afrikanischen Staats- und Regierungschefs zur Schaffung einer Pan-Afrikanischen Freihandelszone (AfCFTA) im Jahr 2018 war nicht nur eine politische Entscheidung mit wirtschaftlichen Auswirkungen. Sie hat auch bedeutende ethische Dimensionen. Dies betrifft nicht nur einen möglichen Kompromiß zwischen Wirtschaftswachstum und Wohlergehen, Beschäftigung, Erschöpfung der natürlichen Ressourcen und damit verbundenen ökologischen und geschlechtsspezifischen Problemen. Die AfCFTA wird sich auch auf die Ausbreitung von Fremdenfeindlichkeit, Nationalismus und Populismus auswirken, die sich wahrscheinlich aus der Zunahme der Kapital- und Arbeitskräftemobilität ergibt. ABSTRACT : The decision of African leaders on the creation of an African Continental Free Trade Area (AfCFTA) in 2018 was not merely a political decision with economic implications. It has significant and complex ethical dimensions too. This, not only concerning a possible trade-off between economic growth and well-being, employment, the depletion of natural resources and related ecological and gender problems. AfCFTA will also impact on growing xenophobia, nationalism and populism, the likely outcome of growing capital and labour mobility. RÉSUMÉ : La décision des dirigeants africains de créer une zone de libre-échange continentale africaine (ZLECA) en 2018 n'était pas simplement une décision politique ayant des implications économiques. Il comporte également des dimensions éthiques importantes et complexes. Cela ne concerne pas seulement un éventuel compromis entre croissance économique et bien-être, emploi, envois de fonds, corruption, épuisement des ressources naturelles et problèmes écologiques et de genre connexes. This article seeks to explain levels of regional integration worldwide. The level of regional integration increases as the economic strength of the regional leader increases under higher levels of satisfaction among partners. The homogenization of domestic institutions also increases under these conditions. Finally, there is a reciprocal effect between integration and the homogenization of domestic institutions. Integration therefore cannot be explained using a single equation but instead requires a system of nonrecursive pathways. The article reviews prior work on regional integration and then contributes to the scholarship by synthesizing the findings of the power-centered and the institutional schools. An analysis of regional integration organizations (1970–2014), using autocorrelation-corrected regressions and structural equation model testing, supports the main hypotheses.

The relevance of transaction analysis to the study of regional integration has been the subject of controversy. In dialectical fashion though, this controversy has produced improved understanding. Early exponents, who tended at times to overestimate the efficacy of the transaction approach, have accepted its limitations, and, by the same token, some early critics of transaction analysis have accepted its usefulness. Overall, we have come to recognize that regional integration is a multidimensional phenomenon, much more complex than initially imagined. Transaction approaches are appropriate and useful for investigating some aspects of regional integration; they are less useful for investigating others.

For the time being, at least, survey data is relevant to the study of regional integration chiefly insofar as it gives an indication of the influence of the public (and various elite groups) on the decisions of the respective national governments—and vice versa. As integration progresses in given regions our focus may change, and we may become primarily interested in the degree to which given groups direct support or demands toward supranational institutions. But for the present the basic question seems to be:To what extent do public preferences constitute an effective influence on a given set of national decisionmakers, encouraging them to make decisions which increase (or diminish) regional integration?
Drei Regionalisierungswellen haben im Laufe des 20. Jahrhunderts regionale Integration 'zu einem neuen Bestandteil des internationalen Systems' (Kösler/Zimmek 2008) werden lassen. So vielfältig wie die regionalen Integrationsprojekte sind auch die zahlreichen integrationstheoretischen Ansätze, die vor allem mit der dritten Regionalisierungswelle eine weitere Ausdifferenzierung erfuhren, jedoch auch oftmals von der europäischen Integration inspiriert wurden. Heute gilt die Europäische Union (EU) als die am weitesten entwickelte Form regionaler Integration und wird daher oft als Modell für andere Regionen betrachtet. Der Gemeinsame Markt des Südens (Mercado Común del Sur, Mercosur) wurde von der Integration in Europa inspiriert. Er wurde 1991 während der dritten Regionalisierungswelle von Argentinien, Brasilien, Paraguay und Uruguay gegründet, ist heute jedoch anders integriert als die EU. Nach der Diskussion integrationstheoretischer Ansätze erfolgt eine Analyse des Integrationsstatus von Mercosur und EU. Sodann steht die Frage nach den Ursachen der unterschiedlichen Verfasstheit der südamerikanischen und der europäischen Integration im Zentrum der vorliegenden Untersuchung. Ausgehend von den besprochenen theoretischen Ansätzen werden die Ziele, Rahmenbedingungen und die Entwicklung des Mercosur und der EU verglichen: Deuten bereits verschiedenartige Motive und Ziele auf eine unterschiedliche Integrationstiefe hin? Welche Rolle spielen das soziopolitische und ökonomische Umfeld oder nationale Souveränitätsvorstellungen? Was kann auf die internationale Umgebung zurückgeführt werden? Und wie groß ist der Einfluss der regionalen Ebene? Andrea Zeller schloss ihr Studium der Betriebswirtschaftslehre an der Dualen Hochschule Baden-Württemberg (DHBW) in Ravensburg 1999 als Dipl.-Betriebswirt (BA) ab und war im Anschluss viele Jahre bei einem mittelständischen Unternehmen als Controllerin und Projektleiterin tätig. Mehrere Aufenthalte in Südamerika sowie politische Vorgaben für die Wirtschaft inspirierten sie zum Studium der Politik- und Verwaltungswissenschaften, welches sie 2009 an der FernUniversität in Hagen mit einem Bachelor of Arts abschloss. Ihr Interesse an wirtschaftlichen Entwicklungen in Südamerika und Europa motivierte sie, sich der Thematik der vorliegenden Studie zu widmen.
Theories of regional integration typically analyze the regional integration process from the perspective of a single discipline, usually economics. However, such one-dimensional analytical frameworks cannot fully capture the richness and complexity of the inherently multi-dimensional regional integration process. To address the problem, we propose the regional integration evaluation (RIE) methodology which is based on four dimensions of development – economic, political, social and technological. The central idea behind the RIE methodology is that regional development promotes regional integration. Our RIE methodology differs from the existing literature in that it is based on a more comprehensive definition of development than just economic development. Our definition of a region's development incorporates the development levels of all regional countries as well as differences in development levels among regional countries. We apply the RIE methodology to assess the regional development and hence integration prospects of NAFTA, ASEAN, MERCOSUR and EU.
