A critical review of the GB TV producers of the documentary on Peter Duesberg, a Calif medical researcher, who argues that the human immunodeficiency virus (HIV) is not the cause of acquired immune deficiency syndrome (AIDS), & of an earlier program that suggested the risk of heterosexual AIDS was being exacerbated to obtain more funds for HIV-based projects. It is pointed out that Duesberg's arguments have been refuted by the scientific community, & that the promotion of iconoclastic ideas, sometimes socially constructive, can be damaging when a critical medical disease is involved. Moreover, scientists interviewed in the documentary (N not provided) reported they were misled by the interviewer & that their remarks were presented out of context. The documentary was incomplete in its coverage because AIDS cases among hemophiliacs, persons receiving blood transfusions, children, & Africans were not acknowledged. V. Wagener
An identity crisis has plagued public administration for over a century. The core of the crisis is how to address the relationship between public administration and the three major related disciplines—political science, management, and law; especially the first two—and whether public administration is an independent scientific subject. By studying the discipline identity problem of public administration using the three-perspective framework of politics, management, and law developed by Rosenbloom, this article argues that the developmental history of Chinese public administration is also a history of the relationship between public administration and the three major related disciplines. Furthermore, after comparing United States and Chinese public administration, the article suggests that we can define public administration as a dynamic balance and integrative science across the three major related disciplines by placing greater emphasis on administration, public management, and the laws and rules of administration and public management. This new definition suggests that seeking dynamic balance and synthesis is the nature of public administration, differentiates public administration from other disciplines, and stresses its status as an independent discipline. Thus, we do not need to be frightened of this feature of public administration or reframe it but must instead admit that this unique feature represents a specific advantage of public administration. Furthermore, this view provides a new way to dismiss the nightmare-like identity crisis faced by public administration.

Over the last two centuries, as politics has evolved from the status of "amateurship" to that of profession, political discourse, together with its practices and their validity, has been increasingly subject to questioning. Politicians, as illustrated by the low turnouts that have recently characterised general elections and a general lack of interest in politics throughout Western countries, enjoy less than ever the trust of the electorate, and their discourse is now often criticised for being both hollow and untrustworthy. Conversely, by evolving from the status of enlightened amateur to that of expert, the figure of the scientist has, over recent centuries, gained credibility with the general public. Even though the traditional view of science as the expression of reality has regularly been challenged, science continues to be held in high regard and is believed to provide a reliable form of knowledge. Summoning science has thus often been a way, in everyday life, advertising and the popular media, to lend authority to a discourse, and imply that one's claims are beyond dispute. That politicians should have occasionally been tempted to do the same and make up for the deficit of legitimacy of their discourse through the instrumentalisation of scientific arguments or participation in contemporaneous debates on scientific issues is, therefore, not surprising. The issue at stake in this volume is to examine how, and to what extent, this process may have been taking place in the past three centuries. In order to accomplish this, the contributions cover various fields of expertise, ranging from the "hard" sciences to more controversial types of science, investigating the intricate relations of science and political discourse
