The work is aimed at analyzing coordination mechanisms of corporate solutions and at studying a number of mechanisms, decision-making processes and information links with the use of hierarchical algorithms of block program ming. The work presents a routine task for high dimensional optimization adequate for the design of hierarchical systems of production companies and corporations, an objective function and a restriction system with composition-block structure. The special methods of block programming, where interaction between the center and the performers corresponds to the centralized and decentralized mechanisms of decision-making coordination in economic systems have been developed for this type of optimization problems. For the analysis of decision-making coordination in big systems, the unique classification of the mechanisms of decision-making coordination in hierarchical systems based on the level of information awareness of the center and the ways to increase this level has been applied. In the systems of the first type, the center is fully informed on the parameters of the objective function of the elements of the system (subsystems) and the set of admissible values of decision-making coordination or seeks to achieve such level of awareness. In this case the decision-making process is carried out in 2 stages. On the first stage, the center finds the optimum coordinating variables; on the second stage, the elements of the bottom level (blocks) sel ect 'technological' variables which implementation provides an optimal goal for the center. To achieve greater effectiveness and strict follow-up of the decisions made, the center can use such mechanisms of control as strong penalties. In the systems of another type, the center implements the principles of institutional and indicative management, i.e. it creates an institutional environment (structures, links, restrictions, etc.) for effective functioning of the elements (performers) and delegates it powers on decision-making to achieve the target parameters (indicators) optimal fr om the point of view of the center. It is shown that the convergence of the sequences of the specifying solutions of performers to an optimal decision-making for a system in general seems to be a necessary condition of institutional coordination methods.

AbstractComplex trade negotiations call for elaborate internal coordination and adept negotiating actors. In successful cases, these actors develop reciprocal dependent behaviors. Recent business and trade negotiation experiences testify to the development of process mechanisms in a variety of settings that demonstrate the capacity of the negotiators' role to expand. Constraints are acknowledged, essentially, the fact that the negotiator is a mandated agent and acts within a timebound context. Still, as drivers, negotiators practice their trade creatively to promote internal coordination, restructure the context, reframe and help solve micro-negotiation conflicts, and create conditions for the observance of reciprocating behaviors. The French term endroit is used to describe the venue in which collaborative negotiation is conducted.

Traditionally the problem of macroeconomic coordination has been discussed as being best done by either free-market competition or controlled planning. Such a formulation ignores several alternatives that societies can employ to encourage growth. Usually the argument for or against free-market competition has been fought on ideological grounds rather than by ascertaining whether it is most appropriate in some sectors of the economy rather than in others. To do this requires some way of conceptualizing economic sectors that breaks away from traditional thinking. This article suggests a four-sector model and then argues that there are four styles of coordination, each of which is most appropriate in a particular sector. It is argued that there is no single way to maximize growth in an economy and that different coordination mechanisms should be employed in different market contexts.

Für Forschende, Lehrende und Studierende hat das Internet weitreichende Auswirkungen auf die Recherche von Materialien und Texten, das Publikationsverhalten sowie auf die Nutzung und den Austausch von Lehr- und Lernressourcen. Vorhandene, tradierte Urheberrechtsregelungen werden durch neuartige Lizenzmodelle modifiziert oder ersetzt. Die Forderungen nach ,Open Access' und ,Open Educational Resources', die sich in zahlreichen Initiativen, Projekten und Aktivitäten niederschlagen, sind wichtig für die Gestaltung eines liberalen, offenen Zugangs zu Forschungs- und Bildungsmaterialien. In diesem Beitrag wird zunächst die Open-Access-Bewegung vorgestellt, deren Forderung nach freiem Zugang zu öffentlich geförderten Forschungsergebnissen inzwischen als forschungspolitisch etabliert betrachtet werden kann. Parallel zu dieser Bewegung, aber wohl durch sie beeinflusst, bilden sich in den letzten zehn Jahren Projekte und Initiativen, die frei verwendbare Bildungsressourcen fordern und unterstützen. In this article we ask what has changed since 1995 with regard to the implementation of posting rules. In order to answer this question, the article examines a number of aspects of posting that relate primarily to the implementation of the rules: – administrative procedures and how they have been affected by the Fitzwilliam case; – the interpretation of Article 14 (2)(b); – the use of Article 17; – the position of self-employed persons following the Banks case. Our considerations are based on the results of investigations by BMT consultants that were conducted in 1995 and 1996, and on a recently conducted survey of the Dutch competent institution for posting, the Sociale Verzekeringsbank. Finally, we look at what has changed and whether the challenge inherent in current mobility developments can be met using our present posting rules

Zielsetzung: Der Beitrag diskutiert, inwiefern es genügt, Open Science, die offene Wissenschaft, auf die rein entgeltfreie Verfügbarkeit von Objekten, z.B. wissenschaftlichen Publikationen im Open Access zu kaprizieren, und welche Rolle Impact-Informationen, die Wissenschaft und Wissenschaftler reaktiv steuern, zukommt sowie, ob diese ebenfalls im Sinne der offenen Wissenschaft neu modelliert werden müssen. Forschungsmethoden: Atbekannte, zitationsbasierte Impact-Metriken und neue, alternative Metriken werden anhand folgender Kriterien daraufhin überprüft, ob sie offene Metriken sind: Wissenschaftliche Überprüfbarkeit und Modellierung, Transparenz in ihrem Zustandekommen und ihrer Methodik, Übereinstimmung mit den Prinzipien des offenen Wissens. Ergebnisse: Weder Zitationsmetriken noch alternative Metriken verdienen das Etikett offen. Es fehlt ihnen allen an wissenschaftlichem Gehalt, meist aber auch an Transparenz und Überprüfbarkeit. Insbesondere können die alternativen Metriken die von ihnen teils erwartete Demokratisierung der Wissenschaftsbewertung nicht bewirken. Schlussfolgerungen: Da weder Zitationsmetriken noch alternative Metriken als offen zu bezeichnen sind, erscheint es notwendig, einen Kriterienkatalog offener Metriken zu erarbeiten. The demographic ageing is a report which does not spare the Medoc. The population of more than 75 years old represents 8,9 % of the population , number which will increase by 78 % during the next 20 years. Through the various supports governmental as the plan "Neurodegenerative Diseases", the plan "Solidarity Old age" or the plan "mental well-being", important means adapted to cares of the elderly were able to develop in the Medoc, in particular these last years. The general practitioner is central in the coordination for the management of patients of more than 75 years. A descriptive and qualitative study was realized in the form of semi questionnaire managed. This questionnaire concerns the profile of the general practitioners in the Medoc and their methods of coordination in order to estimate their difficulties and their waits in front of project of geriatric sector in the Medoc. 52 doctors answered the questionnaire on 84 requested, the general practitioners installed less than one year in the same office and the doctors met on the occasion of a replacement are excluded from the study. The answers to multiple choices are recorded in a board with a software Excel to be analyzed there and NVIVO 11 to be reproduced in the form of graph. The results show an ageing of the general practitioners with a feminization of the profession. The succession remains difficult with a minority of young doctors. The structures of helps of the elderly, although they are less important than in the metropolis of Bordeaux, meet the expectations of general practitioners but their ignorance and a lack of communication between the actors make more difficult the coordination and the management of old the patient. The project of geriatric's network is a mean to improve the care. To find solutions for to improve the knowledge of structures, to develop means of communication between the various actors or continue the development of structures are other subjects of possible studies to improve the management of patients of 75 years old or more. ; Le vieillissement démographique est un constat qui n'épargne pas le Médoc. La population âgée de plus de 75 ans représente 8,9% de la population avec un nombre qui va s'accroître de 78% en 20 ans. Au travers des différents appuis politiques comme le plan « Maladies Neurodégénératives » anciennement plan Alzheimer, le plan « Solidarité Grand Âge » ou encore le plan « Bien Vieillir », d'importants moyens adaptés à la prise en charge des personnes âgées ont pu se développer dans le Médoc, notamment au cours dernières années. Le médecin généraliste est le pivot central dans la coordination des acteurs intervenant dans la prise en charge des patients de plus de 75 ans. Une étude descriptive et qualitative a été réalisée à partir d'un questionnaire semi dirigé portant sur l'analyse du profil des médecins généralistes du Médoc et leurs méthodes de coordinations afin d'évaluer les difficultés et les attentes face au projet de filière gériatrique dans le Médoc. Le questionnaire se compose de 18 questions à choix multiples et de 6 questions à réponses libres. 52 médecins ont répondu au questionnaire sur les 84 sollicités. Les médecins généralistes installés depuis moins d'un an dans le même cabinet et les médecins rencontrés en dehors du milieu professionnel ou à l'occasion d'un remplacement sont exclus de l'étude. Les réponses des questions à choix multiples sont enregistrées dans un tableau Excel pour y être analysées et formulées sous formes de graphiques ou tableaux. Les réponses libres sont traitées par un logiciel de traitement de texte NVIVO 11 pour être reproduits sous forme de graphique. Les résultats montrent un vieillissement des médecins généralistes avec une féminisation de la profession. La relève reste difficile avec une minorité de jeunes médecins. Les structures d'aides à la prise en charge des personnes âgées, bien qu'elles soient moins importantes que dans la Métropole Bordelaise, répondent aux attentes des médecins généralistes mais leurs méconnaissances et un manque de communication entre les différents acteurs rendent plus difficiles la coordination et la prise en charge du patient âgé. Le projet de filière de soins gériatrique est un moyen d'améliorer cette prise en charge. Trouver des solutions afin d'améliorer la connaissance de ces structures, développer des moyens de communication efficaces entre les différents acteurs ou orienter le développement de nouvelles structures d'aides sont des sujets d'études possibles pour améliorer la prise en charge des patients âgés de 75 ans ou plus.
