International system, not international structure: against the Agent-Structure Problématique in IR

Die zentralasiatischen und südkaukasischen Staaten werden durch einen neuen, etwa seit 1994 geläufigen Regionalterminus, 'Kaspische Region', zu einem euro-asiatischen Verkehrs- und Wirtschaftsraum von weltpolitischer Bedeutung verklammert. Zentralasien und der Südkaukasus erlangten abrupte Prominenz, nachdem sie, bis 1991 fremdbestimmt, durch das Prisma sowjetischer Staatlichkeit wahrgenommen wurden. Drei Muster prägten dabei die Entdeckung der beiden Regionen durch die internationale Gemeinschaft: Zunächst herrschte ein konfliktbezogenes Muster vor, in dem mannigfache Sicherheits- und Stabilitätsprobleme in beiden Regionen ausgemacht wurden. Obwohl es weiterhin relevant bleibt, trat dieses Muster seine Vorherrschaft an ein geowirtschaftliches, geostrategisches Wahrnehmungsmuster ab, in dem Öl, Gas und Pipelines das Bild bestimmen. In der internationalen Auseinandersetzung um die Transportlogistik für die Rohstoffe im Kaspischen Meer und in seiner Umgebung schmolzen die beiden Regionen zum 'Kaspischen Raum' zusammen und gleichzeitig erweiterte sich der Kreis auswärtiger Akteure in diesem Raum. Ein weiteres Wahrnehmungsmuster orientierte sich an Kultur- und Zivilisationsräumen und wurde durch das vieldiskutierte Stichwort vom 'clash of civilizations' angeregt. Exemplarisch für den steilen Aufstieg der beiden Regionen in der internationalen Wahrnehmung ist ihre Entdeckung durch die amerikanische Politik. (BIOst-Dok)

International Debt Statistics (IDS) 2015 is a continuation of the World Bank's Global Development Finance publication, Volume II (1997 through 2009) and the earlier World Debt Tables (1973 through 1996). IDS 2015 provides statistical tables showing the external debt of 128 developing countries that report public and publicly guaranteed external debt to the World Bank's Debtor Reporting System (DRS). It also includes tables of key debt ratios for individual reporting countries and the composition of external debt stocks and flows for individual reporting countries and regional and income groups

Existing models of international organizations focus on the strategic and commercial interests of major shareholders to explain why some countries secure better deals from international organizations. Focusing on the International Monetary Fund (IMF), we argue that the Fund's major shareholders pressure the IMF to minimize short-term adjustment costs in the borrowing country when they host a large number of the country's nationals. Stringent loan packages often exacerbate short-term economic distress in the borrowing country, which in turn causes more people to migrate to countries where their co-ethnics reside. Analyzing all IMF programs from 1978 to 2014, we assess our hypothesis that IMF borrowers with larger diasporas in the major IMF shareholder countries tend to secure better arrangements from the IMF. Our findings show that when migration pressures on the G5 countries increase, borrowing countries receive larger loan disbursements and fewer conditions.
