"This handbook builds a shared understanding of the troubling politics of philanthropy and the disturbing history and practices of humanitarianism. While historical work on philanthropy has long suggested a link between imperial rule and humanitarian aid, these insights have only recently been brought to bear on contemporary forms of giving. In this book, contributors link the long history of colonial philanthropy to current foundations and their programs in education, health, migrant care and other social initiatives. International negotiations over a post-2020 climate agreement have brought increased calls for India to participate in climate protection efforts. India is currently in a paradoxical situation. On the one hand, in demanding financial and technological support for climate policy, India shares the same interests as most of the developing countries. On the other hand, its rapid economic growth has made it one of the world's leading emitters of greenhouse gases. Yet in contrast to China, which announced in 2014 that it would start cutting its emissions around 2030, India does not see itself as having any obligation to take on more international responsibility for climate protection. Its pledges for the December 2015 climate summit in Paris will therefore be moderate. Industrialized countries can at least indirectly contribute to improving climate protection in India by further expanding their bilateral cooperation in the energy and environmental sector. AbstractThis chapter examines how the International Development Research Centre (IDRC) has framed and used strategic evaluations. Drawing from IDRC's experience, the authors look at Henry Mintzberg's ideas on strategy formation, and explore potential implications for evaluation in an organization that resembles what Mintzberg calls an "adhocracy." The International Development Research Centre is a Canadian Crown Corporation that supports research in developing countries and undertakes evaluative work at different levels: strategic evaluations, program and project evaluation, and ongoing learning. "Strategic" evaluations examine issues that cut across the Centre's 18 programs. They have focused on programming modalities and broad corporate result areas like capacity building and policy influence. In a decentralized, utilization‐focused approach to evaluation, IDRC has taken the view that strategic‐level evaluation requires separate studies, as opposed to rolling up data from program or project evaluations. © Wiley Periodicals, Inc., and the American Evaluation Association.

This book studies systemic vulnerabilities and their impact on states and individual survival. The author theorizes that the structure of the international system is a product of the distribution of capabilities and vulnerabilities across states. States function or behave in terms of these systemic threats. The author examines a number of specific case-studies focusing on military, economic, environmental, political and cyber vulnerabilities, and how different states are impacted by them. Arguing that current attempts to securitize these vulnerabilities through defensive foreign policies are largely failing, the books makes the case for prioritizing economic development and human security.

In addressing the issue through policy and management, access to high quality information is critically important. But water scarcity has many implications, and it is possible that different reporting approaches, generally called water accounting systems, can be appropriate to addressing them. China's nuclear capability is crucial for the balance of power in East Asia and the world. As this book reveals, there have been important changes recently in China's nuclear posture: the movement from a minimum deterrence posture toward a medium nuclear power posture; the pursuit of space warfare and missile defence capabilities; and, most significantly, the omission in the 2013 Defence White Paper of any reference to the principle of No First Use. Employing the insights of structural realism, this book argues that the imperatives of an anarchic international order have been the central drive.
