Today, global challenges such as poverty, inequality, and sustainability are at the core of the academic debate. This centrality has only increased since the transition from the Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs), whose scope is to shift the world on to a path of resilience focused on promoting sustainable development. The main purpose of this paper is to develop a critical yet comprehensive scientometric analysis of the global academic production on the SDGs, from its approval in 2015 to 2020, conducted using Web of Science (WoS) database. Despite it being a relatively short period of time, scholars have published more than five thousand research papers in the matter, mainly in the fields of green and sustainable sciences. The attained results show how prolific authors and schools of knowledge are emerging, as key topics such as climate change, health and the burden diseases, or the global governance of these issues. However, deeper analyses also show how research gaps exist, persist and, in some cases, are widening. Greater understanding of this body of research is needed, to further strengthen evidence-based policies able to support the implementation of the 2030 Agenda and the achievement of the SDGs.

Nos encontramos en un momento de crisis multidimensional que afecta a los ámbitos económicos, políticos, sociales y ambientales de las organizaciones humanas. Así, la dinámica globalizadora ha reconfigurado las estructuras de poder ampliando el impacto de los fenómenos transnacionales en los actores y procesos políticos nacionales. En este marco, este trabajo analiza la importancia de desarrollar políticas públicas orientadas al desarrollo sostenible que, además, incorporen una dimensión cosmopolita que permita visibilizar el impacto de las estructuras globalizadas en los sistemas políticos estatales. El presente artículo forma parte de un proyecto de investigación I+D+I que analiza la implementación de la Agenda 2030 en diversos países europeos y latinoamericanos. Este marco metodológico está permitiendo desarrollar un extenso trabajo de campo sobre políticas públicas, desarrollo sostenible y globalización. Por esto, la metodología utilizada se ha basado principalmente en una extensa revisión bibliográfica que se integra con reflexiones analíticas derivadas de entrevistas en profundidad a 28 expertos y expertas sobre políticas públicas y Agenda 2030. The present work is in line with the situation of tourist accommodations in the face of the climate and energy challenges detailed in the Paris Agreement (ONU, 2015a) and the Agenda 2030 for Sustainable Development (ONU, 2015b). This context of increasing complexity is compounded by the current covid-19 pandemic scenario. Thus, the objective is to analyze the energy dynamics in the tourist accommodations located in the Province of Buenos Aires (Argentina), to identify the challenges and opportunities involved in the efficient appropriation of energy in order to contribute to the interna­tionally agreed-upon objectives. The study is of an exploratory-descriptive nature for which a quali-quantitative approach has been adopted through a multiscale analysis. The results show the existence of political, economic, socio-cultural, technical, and environmental factors that act as drivers and barriers to the implementation of measures related to an efficient use, consumption and production of energy. ; El presente trabajo se adscribe a la situación de los alojamientos turísticos frente a los retos climáticos y energéticos establecidos en el Acuerdo de París (ONU, 2015a) y en la Agenda 2030 para el Desarrollo Sostenible (ONU, 2015b). A este contexto de compleji­dad creciente se le suma el actual escenario de pandemia por la covid-19. De este mo­do, se propone como objetivo analizar las dinámicas energéticas de los alojamientos turísticos situados en la Provincia de Bue­nos Aires (Argentina), a fin de identificar los retos y las oportunidades que se pre­sentan para una apropiación eficiente de la energía en pos de contribuir a los objetivos acordados internacionalmente. El estudio es de carácter exploratorio-descriptivo, para el cual se ha adoptado un enfoque cualita­tivo y cuantitativo por medio de un análisis multiescalar. Los resultados muestran la existencia de factores políticos, económi­cos, socioculturales, técnicos y ambientales que actúan como móviles y barreras para la implementación de medidas vinculadas a un uso, un consumo y una producción eficientes de la energía.

[ES] El presente trabajo se propone en primer lugar analizar, desde un enfoque jurídico, la inmigración extracomunitaria de carácter forzoso. A partir de esta situación fáctica, se estudiarán diversas posibilidades que el ordenamiento jurídico articula para otorgar protección legal y material a estos ciudadanos, tales como el derecho de asilo, la protección subsidiaria y la residencia temporal por motivos humanitarios. Se estudiará en profundidad la integración de este tipo de inmigración a través del derecho de extranjería, examinando los conceptos legales y procedimientos administrativos aplicados a cada una de las figuras analizadas. In terms of the implementation of Multilateral Environmental Agreements, the implementation of the agreements has gradually shifted from the institutional construction of the international level to the implementation of the national level. Since the Millennium Development Goals did not reach the goal of sustainable development in the year of 2015, 2030 Sustainable Development Goals had drew the lessons, put forward the goals of economic, social and environmental, and required all countries to provide their own country's plan. As the largest developing country, China plays a decisive role in the international environmental governance. At home, China has formulated the domestic environmental governance norms for the implementation of the 2030 Sustainable Development Goals, and established an inter ministerial coordination mechanism for implementing the Sustainable Development Agenda composed of 43 government departments. China is also actively participating in international environmental governance, participating and promoting the conclusion and effectiveness of treaties on environmental protection at the international and regional levels, earnestly implementing and helping other countries to implement treaties, and expanding the global partnership through various formal and informal meetings and other channels.

This book addresses the need to support decision-makers across Africa by promoting awareness of the importance of space technologies and data to African development through the presentation of existing examples where space supports education and healthcare, and by making recommendations for further roll-out of these efforts. This is necessary because of the enduring misconception that space-related research and expenditure competes with other, more pressing, needs on the continent, when in truth space can play a major role in meeting these needs. Accordingly, the book unpacks the United Nations Sustainable Development Goals (SDGs) 2030 and the critical needs they address in the African context. Secondly, it provides an analysis of the African higher education landscape and considers the network of higher education-related SDGs, their targets, and their indicators. Africa's own development plan, Agenda 2063, is also explored. The African higher education landscape is then assessed by way of three models – the Space-Education Equation (SEE), the Benefits to Education by Space Transection (BEST), and the Enhanced Education for Sustainable Development Access and Success (EESDAS) model. The critical role of educational technologies and e-learning in bridging the educational access and success gap is appraised, as is the role of the space sector, and its technologies, applications, and data in African higher education. Finally, it explores e-health and provides an analysis of pertinent technologies required by e-health, past and present, and the opportunities and challenges it presents. Space technology can play a critical role in eliminating the barriers that are currently preventing e-health from playing a more significant role in a developing region such as sub-Saharan Africa.

Implementing the 2030 Agenda in an integrated way poses new challenges to political institutions and processes. In order to exploit synergies and to mitigate trade-offs between the Sustainable Development Goals (SDGs), innovative governance approaches are needed.National bodies to coordinate SDG implementation were being created as of late 2015. As a basis for future analyses on effectiveness, it is important to know if, and which, institutional designs are in place to implement the SDGs and why they were chosen. Against this background, this Discussion Paper analyses how political factors influence institutional design choices when it comes to implementing the SDGs.The aim of this paper is twofold: First, it seeks to assess governments' proposals for institutional designs for SDG implementation at the national level and to identify patterns of institutional designs. It does so by analysing and coding the Voluntary National Reviews from 2016 and 2017 of 62 signatory states, including OECD and none-OECD countries from all world regions and income groups. Second, it aims to explain which political and socio-economic factors shaped these institutional designs.The empirical analysis shows that the majority of countries have opted for a design that promotes political support at the highest level and cross-sectoral, horizontal integration, but has significant shortcomings in terms of social inclusiveness and vertical coordination across different levels of government. When asking which determinants shape these patterns, our findings reveal that horizontal integration becomes more likely with higher socio-economic development. Moreover, we find that vertical integration and societal integration are interdependent and mutually enforcing. Based on our findings, we formulate policy recommendations regarding the institutional requirements for integrated SDG implementation.

Growing cries for action to effectively address the climate and other environmental crises hold important implications for the governance of cross-border investments. Policymakers and environmental advocates have often overlooked how provisions granted by states in international investment agreements (IIAs) have been used by investors to challenge government measures taken in the public interest to protect the environment and advance environmental justice. This 2019 paper, published in the Sciences Po Legal Review issue devoted to the climate crisis, explains how the investor-state dispute settlement (ISDS) mechanism, made available to investors in thousands of bilateral and multilateral trade and investment agreements, may influence the future of environmental justice. It revisits and builds upon discussions of how ISDS may chill legitimate and necessary regulation (or shift the costs thereof), elaborating upon theories of chill and providing examples of how ISDS has been used to challenge actions taken to address the climate crisis and protect threatened water resources. The paper also then explores implications for the environmental justice dimensions of environmental regulation, describing how ISDS can undermine democratic processes and stakeholders' abilities to meaningfully participate in environmental decisionmaking and protect their rights. The paper concludes with recommendations on how states can address the systemic impact of ISDS on regulatory space over environmental and other matters of public interest.

Background In February 2015, the World Health Organization (WHO) released "Strategies toward ending preventable maternal mortality (EPMM)" (EPMM Strategies), a direction-setting report outlining global targets and strategies for reducing maternal mortality in the Sustainable Development Goal (SDG) period. In May 2015, the EPMM Working Group outlined a plan to develop a comprehensive monitoring framework to track progress toward the achievement of these targets and priorities. This monitoring framework was developed in two phases. Phase I, which focused on identifying indicators related to the proximal causes of maternal mortality, was completed in October 2015. This paper describes the process and results of Phase II, which was completed in November 2016 and aimed to build consensus on a set of indicators that capture information on the social, political, and economic determinants of maternal health and mortality. Findings A total of 150 experts from more than 78 organizations worldwide participated in this second phase of the process to develop a comprehensive monitoring framework for EPMM. The experts considered a total of 118 indicators grouped into the 11 key themes outlined in the EPMM report, ultimately reaching consensus on a set of 25 indicators, five equity stratifiers, and one transparency stratifier. Conclusion The indicators identified in Phase II will be used along with the Phase I indicators to monitor progress towards ending preventable maternal deaths. Together, they provide a means for monitoring not only the essential clinical interventions needed to save lives but also the equally important political, social, economic and health system determinants of maternal health and survival. These distal factors are essential to creating the enabling environment and high-performing health systems needed to ensure high-quality clinical care at the point of service for every woman, her fetus and newborn. They complement and support other monitoring efforts, in particular the "Survive, Thrive, and Transform" agenda laid out by the Global Strategy for Women's, Children's and Adolescents' Health (2016-2030) and the SDG3 global target on maternal mortality.

Community-based tourism (CBT) operates on a paradigm of community self-governance wherein traditional communities assume the role of instigators and protagonists in the realm of tourism within their territories. Within this framework, CBT emerges as a means of realizing the sustainable development goals (SDGs) articulated in the United Nations' Agenda 2030, outlined in 2015. The present study aims to compare three TBC communities with the SDG criteria and their contribution to the 2023 Agenda. To achieve this aim, we employed a methodological approach rooted in case study, leveraging secondary sources and adopting a qualitative methodology. The principal findings underscore that the three scrutinized CBT communities—Tekoá-Pirá, Chã de Jardim, and Amucafé, located in Brazil—directly contribute to the attainment of seven SDGs and indirectly influence two others. As prospective research avenues, we advocate exploring additional initiatives and implementing empirical studies to delve more profoundly into the realities of these communities.

Os órgãos públicos são grandes consumidores dos recursos naturais em suas atividades rotineiras e com a finalidade de minimizar estes impactos se faz necessária a utilização de programas, como é o caso da Agenda Ambiental da Administração Pública (A3P), que permite aos órgãos públicos rever seus padrões de consumo. Neste sentido o objetivo deste trabalho consistiu em elaborar o projeto CRQ Verde para disseminação de práticas socioambientais no Conselho Regional de Química da 1a Região (CRQ-1), utilizando a A3P. Utilizou-se como metodologia a pesquisa-ação, realizando-se primeiramente um diagnóstico socioambiental, seguido da elaboração do Plano de Logística Sustentável. A partir disso, foi possível identificar as ações ambientais já existentes no órgão, no empresarial onde o mesmo está inserido e dar início a implantação de novas ações. Também foi possível constatar por meio de estudo comparativo que 87% dos indicadores da A3P estão relacionados com o ODS 12 da Agenda 2030.
