"Following its December 2013 discussion on defence, the European Council commissioned a review of 'changes in the global environment' and the resultant 'challenges and opportunities for the Union'. This is overdue. The 2003 European Security Strategy is the product of a bygone era, and reluctance to revisit it has hampered Europe's foreign policy and contributed to the failures of the CSDP. Common external and defence policies require a shared understanding of global developments, of how Europe should respond, and of where armed forces can contribute. But no such shared understanding now exists - as recent surveys of national security strategies and strategic cultures across the EU attest. The consequences include reluctance to cooperate and misapplied defence resources. So the new review will represent an important opportunity for the member states to converge on a shared strategic narrative, and revitalise their common foreign and defence policies. Born as a meeting place for intellectuals and those who aspired to be, the confrontation between the humanist conception of the university, rooted in knowledge, and pragmatic, linked to social demand, has meant that, since its origins, the university has been in constant transformation in order to respond to the needs that social reality has claimed. In a context of global economic crisis, the European university model opted for training aimed primarily at access to the labor market, making the declaration of Bologna and the European Higher Education Area the response of a large group of European countries that are committed to building quality, diversity and competitiveness training. However, the adaptation to the common requirements did not resolve the crisis, the European Commission having to establish supranational objectives (Agenda 2020) that will ensure the increase in the rate of young people with higher degrees. Through the comparative method, the progress and status of the fulfillment of said strategic objective for 2020 at the level of the European Union and the participating countries are analyzed, taking into account the reality of the Spanish state in detail. The results reflect that, considering the 2018 data and the progressive growth achieved, the rate of graduates in the European Union will exceed the value stipulated in the 2020 Agenda, with countries that exceed or match the specific objectives set and others that do not. The data in Spain do not ensure the achievement of the specific objective, it being significant that there is a higher rate of women and universities graduates from northern Spain, together with the community of Madrid. In conclusion, underline the need to consider other aspects besides the rate of graduates in Higher Education if a smart, sustainable and inclusive European economy is to be achieved. ; Naciendo como espacio de reunión para intelectuales y los que aspiraban a serlo, el enfrentamiento entre la concepción humanista de la universidad, arraigada al saber, y pragmática, vinculada a la demanda social, ha conllevado que, desde sus orígenes, la universidad haya estado en constante transformación con el fin de poder responder a las necesidades que la realidad social ha reclamado. En un contexto de crisis económica global, el modelo universitario europeo apostó por una formación orientada prioritariamente al acceso al mercado laboral, convirtiéndose la declaración de Bolonia y el Espacio Europeo de Educación Superior en la respuesta de un nutrido grupo de países europeos que apuestan por construir una formación de calidad, diversidad y competitividad. No obstante, la adaptación a los requisitos comunes no resolvió la situación de crisis, teniendo la Comisión Europea que establecer unos objetivos supranacionales (Agenda 2020) que asegurarán el aumento de la tasa de jóvenes con titulación superior. Mediante el método comparativo, se analiza el progreso y el estado actual del cumplimiento de dicho objetivo estratégico para 2020 a nivel de la Unión Europea y de los países participantes, atendiendo de forma pormenorizada a la realidad del estado español. Los resultados reflejan que, considerando los datos de 2018 y el crecimiento progresivo alcanzado, la tasa de titulados en la Unión Europea superará el valor estipulado en la Agenda 2020, existiendo países que superan o igualan los objetivos específicos fijados y otros que no. Los datos en España no aseguran la consecución del objetivo específico, siendo significativo que hay mayor tasa de tituladas mujeres y de universidades del norte de España, junto con la comunidad de Madrid. Como conclusión, subrayar la necesidad de considerar otros aspectos además de la tasa de titulados en educación superior si se pretende alcanzar una economía europea inteligente, sostenible e integradora.

Der Band enthält aufgrund umfassender Quellenstudien im Landesarchiv Nordrhein-Westfalen, Abteilung Westfalen, Münster, im Stadtarchiv Dortmund sowie in der Bibliothek der Apothekerkammer Westfalen-Lippe in Münster eine ausführliche Darstellung des Apothekenwesens in Dortmund von den Anfängen bis zur Gegenwart. Insgesamt werden die Entstehung und der Betrieb von 55 Apotheken in Dortmund und im Umfeld der Stadt detailliert dargestellt. Der Schwerpunkt der Untersuchung liegt zum einen auf der Zeit zwischen 1935 und 1945, in der die Konzessionsvergabe nach NS-Recht erfolgte und die Stadt unter heftigen Kriegseinwirkungen schwer zu leiden hatte, zum anderen auf den Jahren des Wiederaufbaus nach 1946 einschließlich der Entwicklung, die durch die Einführung der Niederlassungsfreiheit nach 1960 das Apothekenwesen nachhaltig geprägt hat.Die ausführliche Dokumentation der Apothekengeschichte in Dortmund und dessen Umfeld liefert erstmals einen umfassenden Einblick in die Entwicklung des Apothekenwesens in dieser Region und eröffnet zugleich auch ein eindrucksvolles Beispiel für die große Improvisationskunst der Dortmunder Apotheker, die trotz der gewaltigen Zerstörung ihrer Einrichtungen während und nach dem Zweiten Weltkrieg die pharmazeutische Versorgung der Bevölkerung unter schwierigsten Bedingungen aufrecht erhielten und nach dem Kriegsende unter größtem persönlichen und finanziellem Einsatz den Wiederaufbau des Apothekenwesens in Dortmund einleiteten
