Government depends on collective decision making. Even in peaceful democracies, some decide for all. The author challenges the morality of this position. It is not different political systems that are at fault as the nature of politics itself.

This Country Report on Germany has been realised in the framework of the H2020-MSCA-RISE-2018 project "LoGov - Local Government and the Changing Urban-Rural Interplay". LoGov aims to provide solutions for local governments that address the fundamental challenges resulting from urbanisation. To address this complex issue, 18 partners from 17 countries and six continents share their expertise and knowledge in the realms of public law, political science, and public administration. LoGov identifies, evaluates, compares, and shares innovative practices that cope with the impact of changing urban-rural relations in five major local government areas: (1) local responsibilities and public services, (2) local financial arrangements, (3) structure of local government, (4) intergovernmental relations of local governments, and (5) people's participation in local decision-making. The present report provides an overview of the system of local government in Germany. This paper analyzes whether & how party politics transform German bicameralism. Based on the policy positions of bicameral legislators, the study computes the win sets, the "yolks" of each chamber & a Nash solution in order to analyze empirically the effects of party politics on German bicameralism. In comparison to the basic bicameral model, hypotheses on bicameral conflict & policy stability are tested in the case of similar & different party majorities in the two-dimensional policy space of German labor politics. The results show that party politics transform German bicameralism in two ways. Similar majorities collapse bicameral checks-&-balances, while different party majorities come close to the basic bicameral model with high policy stability & conflict between both chambers. 1 Table, 4 Figures, 57 References. Originally published in 1986, Politics and Government in African States 1960-1985 deals with the politics of sub-Saharan African states since independence. Each chapter considers the formal structure of government at the time of independence and traces the subsequent changes. Each chapter also describes the development of the state machinery, the civil service, the parastatals, defence and police forces, party structure, the political opposition and trade unions. The economics of African states are dealt with insofar as they affect politics and government.
