Orientation changes in land planning in France have led to the expansion of territorial prospective. Because of the difficulties in transferring the principles of a general prospective to territorial analysis, the different approaches remain often at the level at sectorial analysis and take into account territories as framework for observation and projection of societal evolution. One of the difficulties of the territorial prospective is the consideration of the logic and dynamics of local spatial differentiation before integrating them into a prospective rationale. The main aim of this thesis is to envisage a theoretical basis and methodological applications within a prospective research to reposition space and its principles of differentiation, its change logic and its constraints at the heart of analysis of territories evolution. Constructible lands (brought by private individuals and intended for individual housing) constitute a favorable indicator of evolution for this approach of "spatial prospective" which is defended in this thesis. The logic frameworks for the acquisition of constructible land as transformation of geographic space and production processes inform the future territorial changes. Three analysis of construction logics are applied to the territories of the PACA region, interior, coastal and pre-Alpine areas of Provence associating quantitative formalizations and qualitative analysis in an exploratory research approach. They make it possible to define the potentiality of territories, sensitivity according to change, and degree of freedom to change and indicate modes of action that underline acting modalities for suitable planning to current and future stakes. This resulting knowledge enables compelling insights for development of land use project. Spatial analysis tools such as exploratory and spatial statistics, cartography, graphic modeling are used to qualify each of these three components. This research leads to validate a proposal for a protocol for a spatial prospective ; Les changements d'orientation de la politique d'aménagement du territoire en France se sont accompagnés de l'essor de la prospective territoriale. Les terrains à bâtir (achetés par des particuliers et destinés à de l'habitat individuel) constituent un marqueur d'évolution des espaces privilégié dans l'approche dite de « prospective spatiale » défendue dans cette thèse. Les logiques d'acquisition du foncier à bâtir, traduction des processus de production et de transformation de l'espace géographique, informent sur les changements territoriaux à venir. Trois analyses de logiques foncières sont menées sur des territoires de la Région PACA, la Provence intérieure, littorale et préalpine, associant formalisations quantitatives et analyses qualitatives dans une démarche de recherche exploratoire. Elles permettent de définir la potentialité des territoires, leur sensibilité au changement et les degrés de liberté de leur devenir, et indiquent des modalités d'actions d'aménagement adaptées à leurs enjeux actuels et à venir. L'intérêt est de constituer un socle de connaissances utiles à l'élaboration du projet de territoire. Russia and four other CIS countries - Azerbaijan, Kazakhstan, Turkmenistan and Uzbekistan - are important energy producers and possess substantial reserves, particularly as far as natural gas is concerned. Russia alone accommodates about one quarter of the global gas reserves and has established itself - along with Saudi Arabia - as one of the world's two leading oil exporters. However, Russia's relations with OPEC so far have been largely a history of non-cooperation, and the prospects of future cooperation appear equally problematic. The prospects of the Russian energy sector are to be seen against the background of the newly adopted 'Energy Strategy until 2030'. The key problems tackled in the Energy Strategy are the so far generally insufficient exploration and investments in the new hydrocarbon fields. This is due to a number of factors such as the rising state involvement in the oil sector, the confiscatory tax regime, and the low domestic tariffs for gas. Deposits in the traditional energy-producing regions are largely depleted, while the fields which would enable maintaining or raising production volumes in the years to come lie predominantly in remote and technologically and climatically challenging areas. Their development would require the creation of appropriate production, transport and social infrastructure. The related total investments over the period until 2030 are estimated at some USD 1-3 trillion, implying that a substantial boost from the current investment levels is needed. In addition, the development of offshore gas deposits would require the construction of LNG plants, the expertise for which within the Russian gas industry has been very limited so far. Therefore, attracting more foreign investment and related know-how, and more private capital in general, appears to be indispensable for the government plans to materialize. Intensifying the existing 'Energy Dialogue' between Russia and the EU and deepening the mutual investment penetration would be highly instrumental in achieving these goals. The government's target is to increase, by the year 2030, oil production by 10% and gas production by some 40%, with half of the latter to be provided by the so-called 'independent' (from Gazprom) producers. The increase in the oil output would be largely channelled to domestic consumption, whereas half of the additionally produced gas should be exported gas exports are to rise by about 50%. The rise in domestic gas consumption will be constrained by the planned tariff hikes, which should facilitate the substitution of gas by coal and nuclear energy, and induce energy-saving behaviour. The announced target is to lower the energy intensity of the economy by about three times and bring it close to the levels observed in developed countries with similar climatic conditions. Domestic gas savings resulting from higher energy efficiency, but also reduced flaring and leakages, should further improve Russia's gas export prospects - along with the increased supplies from Central Asia and particularly Turkmenistan, where Russia has been recently successful in advancing its presence. The Russian government's target of exporting up to 20-25% of energy to the potentially promising Asian-Pacific region (including China) by 2030 mirrors the EU's stated objective of diversifying its energy supplies away from Russia. However, so far the results in this respect appear to have been mixed at best. While the geographical diversification of Russian oil exports has been slowly advancing, the diversification of gas exports has been constrained by the price disagreements with China and the limited progress with LNG. Given the envisaged sizeable overall increase in Russian gas exports, such diversification - even if successful - is unlikely to 'crowd out' Russian gas exports to Europe. This implies that Europe will almost certainly remain Russia's biggest energy export market in the medium and long run.

Every decision regarding teaching and learning any language implies the selection of a determined standard linguistic variety which, generally, has been claimed to be standard based on historical and social factors rather than linguistic ones. This practice also affects linguistic polices, as taking learners to the levels of competence in the basic skills requires decisions on the linguistic variety to be selected as the parameters to create didactic materials and massive evaluations. In the case of Spanish as a Foreign Language (SFL), many problems emerge which must be carefully analyzed in the light of theory essentially because Spanish is a language that includes a great variety of heterogeneous territories and cultures. This makes it difficult to identify a common standard language to be taught. Here, the concept of norm is included as it is necessarily interwoven with the ideological problem that underlies the intention of a unified proposal for teaching SFL. This article proposes a general revision of the concept of norm to introduce it in the debate about what to teach and evaluate in an international certification system of SFL. In addition, it explores how decisions that tend to favor some linguistic communities might stigmatize others. ; Toda decisión sobre la enseñanza y el aprendizaje de cualquier lengua implica la selección de una determinada variedad que, en general, se ha erigido como estándar en virtud de factores históricos y sociales, antes que lingüísticos. Este hecho afecta también a las políticas lingüísticas dentro de las cuales la evaluación de los niveles de competencia en las habilidades básicas exige decisiones sobre qué variedad ha de seleccionarse como parámetro para construir materiales didácticos y evaluaciones masivas. En el caso del "Español como Lengua Extranjera (ELE)", surgen problemas que ameritan una reflexión de carácter teórico, tanto más si se tiene en cuenta que estamos ante una lengua que abarca territorios extensos y culturas muy heterogéneas que ponen en entredicho la idea de una lengua común. Aquí, el concepto de Norma se hace presente puesto que se cruza necesariamente con el problema ideológico que subyace a esa pretensión unificadora. La ponencia propone revisar el concepto de Norma, introducirlo en el debate sobre qué español enseñar y evaluar en un sistema de certificación internacional de ELE y si inevitablemente cualquier decisión al respecto conlleva la anulación de variedades lingüísticas estigmatizadas, lo cual correspondería a una acción más política e ideológica que científica o académica. ; Toute décision sur l'enseignement et l'apprentissage d'une langue suppose le choix d'une variété de langue donnée qui, généralement, est devenue standard en raison de certains facteurs d'ordre historique et social, plutôt que linguistique. Ce fait concerne aussi les politiques linguistiques où l'évaluation des niveaux de compétence des habilités de base exige la prise de décisions sur la variété à choisir comme point de référence pour la construction de matériaux didactiques et d'évaluations massives. Dans le cas de l'Espagnol comme Langue Étrangère (ELE), il y a des problèmes qui méritent une réflexion théorique, d'autant plus que cette langue comprend des territoires vastes et des cultures hétérogènes, ce qui fait hésiter sur l'idée d'une langue commune. Le concept de Norme devient ici important étant donné qu'il a un rapport direct nécessairement avec le problème idéologique sous-jacent à cette prétention unificatrice. Ce texte vise à réviser le concept de Norme, l'introduire dans le débat sur quel espagnol enseigner et évaluer dans un système de certification internationale de l'Espagnol comme Langue Étrangère et constater si, inévitablement, les décisions prises à ce sujet conduisent à l'annulation des variétés linguistiques stigmatisées, ce qui correspondrait à une action notamment politique et idéologique plutôt que scientifique ou académique.

Almost all, without any exceptions, European Union countries face the threats in obtaining supplies of energy resources. In the light of it, the European Union implements an energy policy that helps in pursuing to solve energy security problems, but the latter is often facing challenges and achieved results are often weak compared to the dynamic environment. Considering the fact that consumption of energy will grow in the future, while volumes of production will grow, despite the rapid development of the modern technologies used in energy sector, in the political map of the world wee will see more countries dependent on energy imports and having negative energy balances. Thus, in the future the weight of energy supply security ensuring issue in agenda of international relations will maintain its relevance and will be of particular interest to the European Union, seeking to strengthen its competitiveness. This reflects the problem of this work. This work – Estimation of the changes in security of energy resources supply: the case of European Union – aims to fill an analytical gap existing in the energy policy. The objective of this Master's work is to assess the security of energy supply in the European Union and to propose direction of its increase. In order to achieve the Master's work objective there are set the following tasks: 1. To define meaning of the energy supply security in the theoretical context; 2. To formulate a model for the energy supply security assessment; 3. Employing formulated model to evaluate the security of energy supply changes in the European Union; 4. Through the evaluation results reveal the directions of enlargement of energy supply security. Master's work covers the subject of energy supply security assessment in the European Union. In the work there are applied different methods of research: a theoretical analysis, comparison, evaluation, modeling, statistical and mathematical calculations, interpretation. Analytical study in this Master's work has covered the subject of the distribution of trade (import and export) with the main energy resources (oil, gas, coal) by trade partner of twelve European Union countries. In this work the estimated the weight of energy resources in the national and international agenda justifies the importance of this factor to transformation of present and the future world. The approach of research, which to a significant extent is based on proposals submitted by E. Gnansounou, is supplemented and integrated by alternative indicators, which provide a model with theoretical value and extends the possibilities of using empirical data. It should be noted that in the master's work employed research without significant restrictions could be used in assessing the vulnerability not only of the import of energy resources, but also the threat arising from the acquisition of other resources in foreign markets. This underlines and extends the boundaries of the practical applicability of the model constructed in this work. In the author's opinion, the work reflects the theme formulated, the established objective and tasks are reached. The construction of a relatively specific analytic access required introducing a valid creative input and interdisciplinary assessment, that emphasizes scientific value and theoretical significance of the work. In the future, researches on energy supply security could be to enriched by analysis of investment into energy supply security, because the question on the balance between the costs for security enforcement and other areas remains open. Also, in order to diversify the markets there remains uncertain benefit of selected economic directions, the strength of external suppliers' interrelationships. These mentioned issues could be identified as issues for future researches pursuing to enhance the assessment of energy supply vulnerability.

Mass mobilizations by historically marginalized citizens of Bolivia have radically reconfigured the country's social and political landscape in the last decade. Their protests, struggles, and eventual ascent to state power have demanded new state-society relations that challenge "modern" forms of propertied citizenship and representative democracy. Among the principal actors in these transformations are the urban poor who live in precarious, informal areas at the edges of cities, known as "periurban" areas. Such areas are now home to between 40 and 60 percent of the urban population of Latin America. According to United Nations studies, a billion people now live in peripheral urban areas in developing countries, and their number will continue to grow by 25 million a year. What does this tremendous demographic shift mean in the context of rising social demands for equality and democracy?This dissertation explores possibilities and challenges for the contemporary construction of more equitable cities and political communities, through a focus on its most marginalized sectors. It is based on research in periurban neighborhoods of Cochabamba, Bolivia, which I analyze in the context of rapidly evolving state-civil society relations in Bolivia, and in Latin America more generally. The study explores the daily practices - as shaped by the social institutions of property, resource management and political participation - that reconstruct and reformulate political identities over time. This project, thus, focuses on contemporary forms of belonging that have emerged as a result of and a response to the structures of exclusion that persist despite national and institutionalized participatory projects. In particular, I seek to understand the role that contemporary state-directed institutions play in producing collective political subjects who struggle over legitimate definitions of property, access to resources and legitimacy. These institutions encourage certain logics, practices and political subjectivities over others, concurrently promoting particular forms of social and political relations. I am particularly interested in the ways that the institutionalized distinctions between the formal and informal, the lived distinctions between included and excluded, and the subjective distinctions between center and the periphery define different periurban collective perspectives. These distinctions produce the city and the state as central and determinant structures that seem to exist apart from, and shape the lives of, peripheral actors. Following Timothy Mitchell's (1998) compelling definition of the "state effect," in which such distinctions are embedded in institutions, bureaucracies and practices and help to maintain a given political and economic order, my dissertation explores the "city effect." This approach highlights the ways in which the powers of the city and the state do not lie in their inviolable permanence, but rather in the institutions that stabilize their permanence. Urban and governmental institutions shape daily practices and naturalize conceptual distinctions and categories. These conceptions imply a model of liberal inclusion that reinforces inequalities by depoliticizing subject positions as it obscures the inherently political constitution of social subjects. I focus, particularly, on the formation of collective logics and political subjects in neighborhoods in peripheral urban areas of Bolivia's growing cities, which have become important spaces in the socio-political transformations in the country. By looking at the power of dominant institutions that shape Bolivian cities, as well as challenges to their exclusionary mechanisms, I seek to better understand the nation's and the region's contemporary transformations. Periurban residents' collective forms and practices, forged at the crossroads of the city's institutional mechanisms and their own recombinant collective capacities, point to alternative visions of development and state-society relations. The very liminality of peripheral social forms and practices questions the legitimacy of the urban and state structures that marginalize them.

La notion de développement rural durable, introduite il y a une vingtaine d'années et divulguée par les institutions internationales, jouit maintenant d'un engouement planétaire. Elle oppose une conception intégrée et multidimensionnelle au modèle de croissance économique qui a influé les politiques publiques nationales depuis plus d'un siècle. Il est attendu de cette nouvelle conception de corriger les effets négatifs du passé mais aussi de poursuivre le processus de développement sur de nouvelles bases susceptibles de ne pas hypothéquer le futur de l'humanité. Compte tenu de l'importance de l'enjeu, les préceptes de développement durable s'imposent à tous les Etats, considérés comme le niveau pertinent de sa mise en oeuvre. Mais comment des Etats que tout oppose (niveau de richesse, structure de l'appareil productif, nature des ressources naturelles, capacité administrative, histoire et traditions, etc.) peuvent-ils mettre en oeuvre un corps unique de préceptes avec un égal succès ? Sur la base de ce questionnement, l'objectif de la recherche est de produire des connaissances sur la réalité et la nature des politiques nationales de développement rural durable ainsi que sur les entraves et les opportunités liées à l'introduction de la durabilité dans les débats nationaux sur l'agriculture et le milieu rural. Il en est attendu l'identification de points de repères nécessaires à l'approfondissement de recherche sur la durabilité en agriculture, mais aussi des éléments utiles aux acteurs engagés dans des actions de développement rural. Une démarche de recherche en sciences sociales basée sur l'analyse comparative des référentiels d'action et des politiques publiques en milieu rural L'approche s'inscrit dans le champ de la sociologie politique et de l'économie institutionnelle. Elle est basée sur l'analyse des politiques publiques agricoles d'un échantillon de pays, en prenant en compte la dimension temporelle (trajectoire d'évolution) et géographique (situations régionales différenciées). L'analyse est conduite en trois étapes : Une première étape porte sur la compréhension des antécédents et la place de la durabilité dans les trajectoires de développement de chaque pays. L'attention est portée sur l'évolution, dans le temps long (environ un siècle) des relations entre l'Etat et le secteur agricole en lien avec l'évolution du référentiel international du développement. La seconde étape est consacrée à la compréhension des modalités de l'introduction de la durabilité au niveau national et du processus de construction des politiques nationales de développement rural durable. Les phénomènes décrits s'échelonnent sur deux décennies. La troisième phase est l'analyse des modalités de mise en pratique des politiques de développement rural durable à l'heure actuelle. La recherche est conclue par une synthèse générale. Le dispositif de recherche est structuré à partir d'un échantillon de situations nationales contrastées : pays émergents (Brésil et Mexique), pays industrialisé (France), région européenne ultrapériphérique (Nouvelle-Calédonie), pays à économie moins avancée (Mali, Madagascar). Les résultats de la recherche mettent en lumière le rôle clé des processus de libéralisation économique et d'insertion compétitive des Etats au cours des années 1980 - 1990 sur la capacité d'intervention des Etats et donc la mise en place du développement rural durable. Les pays de l'échantillon dont les ressources sont les plus réduites sont largement contraints d'abandonner la gestion du développement durable à des opérateurs externes, alors que pour les deux pays émergents, la durabilité constitue un enjeu de recomposition socio-territoriale du monde agricole. En France et en Nouvelle-Calédonie le développement durable n'apporte pas, pour l'heure, une contribution significative par rapport aux pratiques antérieures de développement et au regard des enjeux en cours. O objetivo deste trabalho é apresentar o histórico de ocupação nas áreasde mananciais na Região Metropolitana de São Paulo (RMSP) e a evolução da legislação relacionada a essa problemática do ponto de vista da gestão de recursos hídricos. Foi utilizada metodologia descritiva, com pesquisas a material bibliográfico e documental, buscando apresentar as principais leis relativas à proteção das áreas de mananciais da RMSP e sobre gestão de recursos hídricos e ambiental. Foi possível observar um avanço na concepção da legislação e do formato proposto para o gerenciamento das áreas de mananciais, porém, limitado pela ausência de um mecanismo mais efetivo para gestão metropolitana. A construção da gestão metropolitana na RMSP poderia ampliar a capacidade de integração entre municípios e setores. A integração entre a gestão de recursos hídricos e a gestão territorial mostrou-se fundamental para a proteção dos mananciais. A nova lei de proteção aos mananciais, Lei Estadual nº 9.866/97, se apresenta como descentralizada, participativa, com foco em ações não estruturais e na gestão integrada. Porém, a efetiva implementação da lei depende ainda da harmonização de políticas públicas setoriais, de uma extensa coordenação e cooperação entre municípios e o avanço no grau de comprometimento dos governos. ; This paper presents the history of occupation in the water source areas in São Paulo Metropolitan Region (hereinafter SPMR) and the evolution of the legislation related to this issue, from the point of view of the environmental and water management. A descriptive methodology was used, with searches into bibliographical and documental materials, in order to present the main laws for the protection of the water supply areas of SPMR and environmental and water management. It was possible to observe some progress in the premises of the both legislation and the format proposed for the management of the water source areas. However, such progress is limited due to the lack of a more effective mechanism for metropolitan management. The construction of the metropolitan management in SPMR would enlarge the capacity of integration between municipalities and sectors. The integration between the management of water and the land use management showed to be fundamental for the protection of the water sources. The new law for protection of the water sources, State Law nº 9.866/97, is decentralized and participative, focusing on non-structural actions and integrated management. However, the effective implementation of the law still depends on the harmonization of sectoral public policies, extensive coordination and cooperation among municipalities and the progress in the degree of the commitment of the governments. ; O objetivo deste trabalho é apresentar o histórico de ocupação nas áreasde mananciais na Região Metropolitana de São Paulo (RMSP) e a evolução da legislação relacionada a essa problemática do ponto de vista da gestão de recursos hídricos. The author reflects the construction of national music while the arise of the nation State in Guatemala. This development begins formally while the first decades of the nineteenth century and has not finished yet. For the myth of the Nation state and those who use it for their project of domination it is crucial that national music can be distinguished externally from musics generated by other nations while it can be applied internally for the aim of national homogenisation. Since the middle of the nineteenth century the music is used in Guatemala for the dissemination of ideologies that help to construct this myth. The vernacular music of the Maya people does not follow this logic. Hence it is considered inferior or «incorrect». For the myth of the nation State only the totality of «the people» as an abstract concept can understand and appreciate the national music, but not the concrete or individual group. Assuming this the music is converted into an important tool of a repressive mechanism and deculturation. The marimba thus is the symbol of the nation State in Guatemala. The dictatorships of the army, who were the main responsible of the genocide of the Maya people, declared the chromatic marimba symbol of the nation. After a long history of violence the marimba desindianizada and therefore ladinizada reached the status of the national instrument. While the period of violence the chromatic marimba never ceased to sound in the nightclubs and the elegant restaurants of the Capital. In the meanwhile the Mayas of the highlands hided their K'ojomes in caves and cañons to protect them from the army. Therefore the anarchic and rebellious diversity of the k'ojom's tuning continues to be the vernacular and secret language of groups and individuals who do not belong to the national reality of the chromatic marimba. ; El autor refleja la construcción de la música nacional en el proceso del devenir del Estado nacional guatemalteco. Este proceso comienza formalmente a principios del siglo XIX, pero no ha concluido aún. Para el mito del Estado nación y para aquellos que lo utilizan para su proyecto de dominación, es de importancia decisiva que la música nacional se distinga externamente de las músicas expresadas por otras naciones, y para usos internos sirva al proceso de homogeneización nacional. Desde los mediados del siglo XIX la música en Guatemala se utiliza para transmitir ideologías que sirven a la construcción de tal mito. La música vernácula de los pueblos mayas no sigue esta lógica, por lo tanto está considerada inferior o «incorrecta». Para el mito del Estado nación sólo el pueblo como concepto abstracto en su conjunto, y no el grupo concreto e individual, podría entender y valorar la música nacional. Suponiendo esto, la música nacional se convirtió en una herramienta elemental y efectiva del mecanismo represivo de la deculturación. La marimba entonces funciona como símbolo del Estado nación guatemalteco. Las dictaduras militares, siendo ellas las principales responsables del genocidio contra los mayas, declararon la marimba cromática instrumento nacional. Tras un largo camino de violencia la marimba desindianizada y por lo tanto ladinizada, se convirtió en instrumento nacional. En el período de la violencia, la marimba cromática no cesó de sonar en los sitios nocturnos y en los restaurantes elegantes de la capital. Entretanto los mayas en el altiplano seguían cargando sus k'ojomes a cuevas y hondonadas para protegerlos de los militares. Por ello, la diversidad anárquica y rebelde de la tonalidad del k'ojom sigue siendo el lenguaje vernáculo y secreto de los grupos e individuos que no pertenecen al mundo nacional de la marimba cromática.

The main aim of this thesis is to envisage a theoretical basis and methodological applications within a prospective research to reposition space and its principles of differentiation, its change logic and its constraints at the heart of analysis of territories evolution. Constructible lands (brought by private individuals and intended for individual housing) constitute a favorable indicator of evolution for this approach of "spatial prospective" which is defended in this thesis. The logic frameworks for the acquisition of constructible land as transformation of geographic space and production processes inform the future territorial changes. Three analysis of construction logics are applied to the territories of the PACA region, interior, coastal and pre-Alpine areas of Provence associating quantitative formalizations and qualitative analysis in an exploratory research approach. They make it possible to define the potentiality of territories, sensitivity according to change, and degree of freedom to change and indicate modes of action that underline acting modalities for suitable planning to current and future stakes. This resulting knowledge enables compelling insights for development of land use project. Spatial analysis tools such as exploratory and spatial statistics, cartography, graphic modeling are used to qualify each of these three components. This research leads to validate a proposal for a protocol for a spatial prospective ; Les changements d'orientation de la politique d'aménagement du territoire en France se sont accompagnés de l'essor de la prospective territoriale. En raison cependant des difficultés de transfert des principes de la prospective générale à l'analyse du territoire, la mise en œuvre de ces démarches en reste souvent à l'état d'analyses sectorielles et prennent en compte les territoires comme cadres d'observation et de projection des évolutions sociétales. Une des difficultés de la prospective territoriale est la prise en compte des logiques et des dynamiques de différenciation spatiale localement à l'œuvre dans les territoires avant de les intégrer dans la réflexion prospective. L'objet de la thèse est d'envisager les fondements théoriques et les applications méthodologiques d'une recherche prospective qui replace l'espace et ses principes de différenciation, sa logique de changement et ses contraintes au cœur de l'analyse de l'évolution des territoires. Les terrains à bâtir (achetés par des particuliers et destinés à de l'habitat individuel) constituent un marqueur d'évolution des espaces privilégié dans l'approche dite de « prospective spatiale » défendue dans cette thèse. Les logiques d'acquisition du foncier à bâtir, traduction des processus de production et de transformation de l'espace géographique, informent sur les changements territoriaux à venir. Trois analyses de logiques foncières sont menées sur des territoires de la Région PACA, la Provence intérieure, littorale et préalpine, associant formalisations quantitatives et analyses qualitatives dans une démarche de recherche exploratoire. Elles permettent de définir la potentialité des territoires, leur sensibilité au changement et les degrés de liberté de leur devenir, et indiquent des modalités d'actions d'aménagement adaptées à leurs enjeux actuels et à venir. L'intérêt est de constituer un socle de connaissances utiles à l'élaboration du projet de territoire. Les outils d'analyse spatiale tels que la statistique exploratoire et spatiale, la cartographie, la modélisation graphique. sont mobilisés pour qualifier chacune de ces trois notions. International audience ; L' image de Marseille a longtemps été affectée par une succession de crises économiques et sociales mais l' arrivée du TGV en coe ur de ville et la programmation d' une Opération d' intérêt national (OIN) « Euroméditerranée » ont permis d' afficher, depuis une dizaine d' années, un changement. À cela est venu s'ajouter récemment l'obtention du label « Capitale européenne de la culture » pour 2013 qui devrait renforcer la dynamique de transformation de la ville port. L'enjeu est de requalifier une ville populaire qui ne peut se passer d'un geste urbanistique et économique fort dans un contexte de concurrence entre les métropoles, avec pour conséquences annoncées une recomposition de sa polycentralité et un certain embourgeoisement des quartiers « liftés ». Recomposer les centralités d'une ville fragmentée Différentes centralités contribuent à l'organisation de l'espace marseillais caractérisé par une opposition sociale schématique de part et d'autre de la Canebière et une fragmentation en 111 noyaux villageois. Au coe ur, une centralité immigrée animée par des entrepreneurs principalement originaires du continent africain qui, depuis le centre-ville en perpétuelle réhabilitation où vit une population précaire dans des immeubles dégradés, relient Marseille au monde à travers leur négoce transnational. Parallèlement à cette centralité impulsée par le bas, en dehors des politiques urbaines, trois autres centralités ont été imaginées par la Ville avec une participation active du secteur privé. Dans les quartiers Sud, au Prado, ont émergé un pôle financier et tertiaire au service des entreprises et un ensemble de programmes immobiliers destinés à une population de classes moyennes et supérieures. À l'est, autour du Parc du 26ème Centenaire créé en 2001, dans les quartiers de la Capelette et du Rouet, « Marseille-GrandEst », considéré comme un « pôle majeur de renaissance urbaine », permet de fédérer un ensemble d'opérations immobilières et la réalisation de grands équipements de loisirs. Enfin, dans le Centre-Nord, « Euroméditerranée », dont le périmètre initial de 310 ha s'étend entre la friche de La Belle de Mai, le Fort St-Jean à l'entrée du Vieux Port et Arenc, se décrit comme un « accélérateur de l'attractivité et du rayonnement de Marseille entre Europe et Méditerranée ». Complété depuis décembre 2007 par une extension de 170 ha envisagée comme un laboratoire d'urbanisme durable, le périmètre regroupe des quartiers populaires marqués par l'histoire industrialo-portuaire dont la transformation renvoie à un double projet économique et urbanistique. Née en 1995 dans le contexte de lancement du processus de Barcelone visant à promouvoir les relations entre l'Union européenne et les territoires du Bassin méditerranéen, Euroméditerranée porte en premier lieu un objectif de renouveau économique indispensable pour sortir Marseille d'une régression économique et sociale d'ampleur. Ce renouveau qui s' est traduit par la construction d' immeubles de bureaux et l' arrivée de nouvelles entreprises du tertiaire high tech, doit s' accompagner d' un projet urbain permettant d' offrir un cadre de vie amélioré et des logements de qualité aux nouvelles populations. Bien que conçue pour repositionner Marseille à l'échelle euroméditerranéenne, cette opération permet de repenser les centralités urbaines. Quand la Municipalité ne parvient pas à agir sur l'hypercentre et à transformer la centralité immigrée malgré de nombreuses années de procédures de réhabilitation, c'est une nouvelle centralité qui émerge dans le Centre-Nord de Marseille, là où il est possible de démolir et de reconstruire, et donc d' impulser des recompositions socio-spatiales politiquement justifiées par un objectif de mixité sociale. Au sein même du périmètre Euroméditerranée, après quinze années de chantier, de nouvelles centralités se profilent ou ont été renouvelées permettant la régénération de quartiers progressivement reconnectés à la dynamique d'ensemble d'une ville qui bouge et s'affirme à l'échelle nationale et internationale. Quatre centralités modifient paysages urbains, pratiques et image de ville.

Le 30 mars 2010, la Cour d'appel de Paris a rendu « un arrêt historique », du point de vue de « la reconnaissance de la responsabilité pénale de l'ensemble des acteurs impliqués dans le naufrage, qu'ils soient propriétaire du bateau, de la cargaison, armateur ou société de classification » , et du point de vue de « la reconnaissance du préjudice écologique » sur une interprétation articulée autour de « l'interaction entre la vie humaine et l'état de la nature », ce qui « justifie l'allocation de dommages et intérêts extrêmement importants » . Il s'agit d' « une avancée théorique majeure » . Mais il s'agit aussi d'« un arrêt extrêmement préoccupant pour l'avenir » dans ce sens qu'il reconnaît la responsabilité pénale de l'affréteur, mais se refuse à toute sanction civile. En clair, elle laisse pantois quant à l'étendue de la responsabilité civile de l'affréteur en général et de Total en particulier. Jusqu'où va-t-elle ? Spécifiquement, c'est la question des modalités de réparation en cas d'atteinte à l'environnement qui rejailli. Pris sous cet angle, la question est gênante d'autant que le premier juge avait déjà le 16 janvier 2008, consacré les notions de préjudice collectif et de préjudice objectif. Il a par exemple établi que la faute de Total reposait pour une part importante, dans une mauvaise organisation de son activité de vetting. Pour le juge d'instance, cette initiative montrait comment une « situation de fait entre dans le champs d'une règle de droit » . Cette réflexion du magistrat avait été saluée par quelques auteurs qui y voyaient une construction originale de la théorie de l'engagement unilatéral de volonté . En l'espèce, écrit Laurent Neyret, « l'engagement volontaire d'un contrôle renforcé des navires acquiert une force normative obligatoire, eu égard aux intérêts sanitaires et environnementaux en jeu, et doit être exécuté conformément aux engagements pris » . Cette posture n'a pas été suivie par le juge d'appel qui a considéré que Total agissait en qualité d'« affréteur véritable » . En cette qualité, sa faute ne pouvait être retenue que si elle avait commis une faute intentionnelle. C'est ce que rappelle le magistrat du second degré qui considère en l'espèce que loin d'avoir commis une faute intentionnelle, « Total a commis une faute d'imprudence » . Dès lors, la Convention internationale CLC devait s'appliquer. Ce repli du magistrat d'appel sur la « faute d'imprudence » conduit à une sanction pénale légère, alors que les conséquences du délit de la pollution sont effrayantes. Il en résulte naturellement une condamnation qui n'est pas à la hauteur des conséquences du dommage ( une amende maximale de 370.000 euros). Comment donc faire coïncider le degré des atteintes à l'environnement avec ce que Neyret appelle « le degrés de réponse du droit » ? Il nous semble qu'il faudrait tout simplement s'activer plus globalement à l'évolution de la notion de responsabilité civile, singulièrement à celle de préjudice. Le premier juge l'avait si bien compris, qu'il a sans réserve admis le principe de l'autonomie du « préjudice résultant de l'atteinte à l'environnement ». Le juge d'appel aussi l'a confirmé et a condamné : l'armateur Giuseppe Savarese, le gestionnaire du navire Antonio Pollara et la société italienne de certification RINA à « des dommages et intérêts au titre des préjudices matériel, moral et écologique reconnus aux parties civiles ». Il s'agit là d'une première évolution de la notion de préjudice qui dépasse le cadre personnel, subjectif (parce que subordonné à l'exigence de répercussions sur les personnes) et s'achemine tout doucement vers « un préjudice objectif » élargi à la lésion des intérêts protégés par le droit objectif.

Almost all, without any exceptions, European Union countries face the threats in obtaining supplies of energy resources. In the light of it, the European Union implements an energy policy that helps in pursuing to solve energy security problems, but the latter is often facing challenges and achieved results are often weak compared to the dynamic environment. Considering the fact that consumption of energy will grow in the future, while volumes of production will grow, despite the rapid development of the modern technologies used in energy sector, in the political map of the world wee will see more countries dependent on energy imports and having negative energy balances. Thus, in the future the weight of energy supply security ensuring issue in agenda of international relations will maintain its relevance and will be of particular interest to the European Union, seeking to strengthen its competitiveness. This reflects the problem of this work. This work – Estimation of the changes in security of energy resources supply: the case of European Union – aims to fill an analytical gap existing in the energy policy. The objective of this Master's work is to assess the security of energy supply in the European Union and to propose direction of its increase. In order to achieve the Master's work objective there are set the following tasks: 1. To define meaning of the energy supply security in the theoretical context; 2. To formulate a model for the energy supply security assessment; 3. Employing formulated model to evaluate the security of energy supply changes in the European Union; 4. Through the evaluation results reveal the directions of enlargement of energy supply security. Master's work covers the subject of energy supply security assessment in the European Union. In the work there are applied different methods of research: a theoretical analysis, comparison, evaluation, modeling, statistical and mathematical calculations, interpretation. Analytical study in this Master's work has covered the subject of the distribution of trade (import and export) with the main energy resources (oil, gas, coal) by trade partner of twelve European Union countries. In this work the estimated the weight of energy resources in the national and international agenda justifies the importance of this factor to transformation of present and the future world. The approach of research, which to a significant extent is based on proposals submitted by E. Gnansounou, is supplemented and integrated by alternative indicators, which provide a model with theoretical value and extends the possibilities of using empirical data. It should be noted that in the master's work employed research without significant restrictions could be used in assessing the vulnerability not only of the import of energy resources, but also the threat arising from the acquisition of other resources in foreign markets. This underlines and extends the boundaries of the practical applicability of the model constructed in this work. In the author's opinion, the work reflects the theme formulated, the established objective and tasks are reached. The construction of a relatively specific analytic access required introducing a valid creative input and interdisciplinary assessment, that emphasizes scientific value and theoretical significance of the work. In the future, researches on energy supply security could be to enriched by analysis of investment into energy supply security, because the question on the balance between the costs for security enforcement and other areas remains open. Also, in order to diversify the markets there remains uncertain benefit of selected economic directions, the strength of external suppliers' interrelationships. These mentioned issues could be identified as issues for future researches pursuing to enhance the assessment of energy supply vulnerability.

Orientation changes in land planning in France have led to the expansion of territorial prospective. Because of the difficulties in transferring the principles of a general prospective to territorial analysis, the different approaches remain often at the level at sectorial analysis and take into account territories as framework for observation and projection of societal evolution. Los jóvenes son el segmento de la población que en la actualidad más intensamente se está apropiando de las redes tecnológicas. Nuestro interés hacia los usos tecnológicos de los jóvenes radica en su dimensión cualitativa y sociocultural, en la medida en que, mediante estos procesos, los jóvenes pueden buscar construir sus identidades y encontrar sentido a sus vidas. Las comunicaciones juveniles son analizadas en el presente artículo teniendo en cuenta, principalmente, sus posibilidades para la construción de redes y para la articulación de tramas de sentido. La lógica de la red es, para autores como Manuel Castells (1997), un término que remite más allá de la dimensión tecnológica, y que apunta a las nuevas lógicas de relación y de comunicación que toman cuerpo en el nuevo entorno social, político y cultural de la globalización. Los dispositivos tecnológicos actuales crean espacios no territoriales que facilitan la interactividad, y cuyas referencias no son necesariamente geográficas, sino más bien los gustos, las motivaciones o los deseos compartidos. Sin embargo, la abundancia de canales tecnológicos y la intensidad de su uso por parte de los jóvenes convive con la corrosión del carácter (Sennet, 2000) y con la disolución de algunos vínculos sociales necesarios para el desarrollo personal y colectivo.- Os jovens são o segmento da população que está se apropriando mais intensamente das redes tecnológicas na atualidade. As comunicações juvenis são analisadas neste artigo, considerando, principalmente, suas possibilidades para a construção de redes e para a articulação de tramas do sentido. A lógica da rede é, para autores como Manuel Castells (1997), um termo que vai além da dimensão tecnológica, e que aponta para as novas lógicas de relação e de comunicação que se incorporam no novo meio social, político e cultural da globalização. Os dispositivos tecnológicos atuais criam espaços não territoriais que facilitam a interatividade, e cujas referências não são necessariamente geográficas, e sim estão mais voltadas para os gostos, as motivações ou os desejos compartilhados. Today young people comprise the segment of the population that makes the most intense use of technological networks. Our interest is centred on the socio-cultural and qualitative dimension of young people's use of such technologies insofar as they can utilise those processes to build their identities and find a meaning for their lives. This article investigates communication among young people focusing on possibilities for the construction of networks and the articulation of interwoven meaning. To authors like Manuel Castells (1997) network logic is a term that goes far beyond the technological dimension and points to new logics of relationship and communication taking shape in the new social, political and cultural environment of globalisation. Today's technological devices create non-territorial spaces that facilitate interactivity and whose references are not necessarily geographic, but usually based on shared tastes, motivations or desires. However, the abundance of technological channels available and the intensity of their use by young people bring with them a corrosion of character (Sennet 2000) and the dissolution of some of the social ties necessary for personal and collective development.

Today ICT (Information and Telecommunication Technologies) has an essential role in some sectors of the economy. Its development has sped up so much that if somebody is not able to follow this development there is no chance in the economy. It is effectual on both micro and national economic level. A nation's elementary interest is to make the opportunity to recourse of the more developed ICT, on micro level the enterprises' interest is to take advantage of it. Furthermore the knowledge-based society comes to the front more and more, because it is a national economic aim, so without reference to conditions ICT is must at everybody's disposal. So, it has to be available in a little village, as much as a city. If a country can build a suitable infrastructure for the population, it has a huge benefit on international markets and in competitiveness. But in order for the construction of an infrastructure, the first is to ensure the financial sources. EU offers many opportunities on calls for proposals with this object and the most important thing, that we can make the best of it. ICT infrastructure development has been realised on many settlements in Hungary, but not always on the most suitable places. In my opinion, an indicator system would be worthy to develop, by which it would be possible to specify where the development of ICT infrastructure is reasonable – where the use of development funds will be most efficient. Currently applied indicators are deform, they do not reflect the real regional situation, because these had not been worked out to our environmental conditions, but are suitable for only at macro-level, for uniform international comparison, and do not consider many things. Naturally, these are suitable for making international rankings, although such an indicator system would be useful, which shows the development of our own country, at regional level too. ; Az Információs és Kommunikációs Technológiák (IKT) ma már a gazdaság valamennyi szektorában nélkülözhetetlen szerepet töltenek be. A fejlődésük annyira felgyorsult, hogy ha valaki nem képes ezt a fejlődést követni, nincs esélye a gazdaságban. Ez mind mikro, mind pedig nemzetgazdasági szintre érvényes. Egy nemzetnek alapvető érdeke, hogy megteremtse a lehetőséget a minél fejlettebb IKT igénybevételére, mikro szinten pedig a vállalkozásoknak érdeke, hogy ezzel a lehetőséggel éljenek. Továbbá egyre jobban előtérbe kerül a tudásalapú társadalom, mint nemzetgazdasági célkitűzés, azaz mindenki számára rendelkezésre kell hogy álljanak e technológiák körülményektől függetlenül. Azaz egy kis faluban ugyanúgy jelen kell lennie, mint egy nagyvárosban. Ha egy ország megfelelő IKT infrastruktúrát képes megteremteni a lakosság számára, akkor óriási előnye van a nemzetközi piacokon, és versenyképességben. Azonban infrastruktúra létesítéséhez az első a pénzügyi források biztosítása. Az EU nagyon sok pályázati lehetőséget kínál ilyen beruházások céljára, és a legfontosabb, hogy tudjunk a lehetőséggel élni. Magyarországon is rengeteg településen történt IKT infrastruktúra kiépítés, azonban nem mindig a legmegfelelőbb helyen. A fejlesztési források minél hatékonyabb felhasználása érdekében véleményem szerint olyan mutatószámrendszert lenne érdemes kidolgozni, amely alapján pontosabban lehetne meghatározni, hogy hol érdemes fejleszteni, hol hasznosulnak legjobban a fejlesztési források. A jelenleg alkalmazott különböző külföldön kidolgozott indexek torzítanak, nem tükrözik a valós regionális helyzetet, hiszen nem a saját környezeti feltételeinkhez alakították ki őket, hanem makroszintű, egységes nemzetközi összehasonlításra fejlesztették, és ezért sok mindent nem vesz figyelembe. Ezek természetesen nemzetközi rangsor készítésére nagyon is alkalmasak, de mindenképpen hasznos lenne egy olyan mutatószámrendszer, amely a saját országunk tényleges fejlettségét mutatja, régiós szinten is.
