On April 9, 2019, the United States and Peru reached a resolution regarding concerns about Peru's forest sector obligations under the 2007 United States–Peru Trade Promotion Agreement (PTPA). At issue was Peru's relocation of the Agency for the Supervision of Forest Resources and Wildlife (OSINFOR) to a "subordinate position" in its Ministry of Environment in December 2018. The United States requested consultations under the PTPA on the ground that this relocation conflicted with a provision in the Environment Chapter's "Annex on Forest Sector Governance" (Forest Annex), which states that "OSINFOR shall be an independent and separate agency." Following the consultations, Peru agreed to restore OSINFOR to its original location within the Peruvian government.

The number of international students enrolled at community colleges across the U.S. has significantly shifted in recent years. As a result, higher education institutions across the country have developed and integrated rationales for attracting and retaining international students to their campuses. The purpose of this research study was to examine international student recruitment, retention, and transfer efforts taking place at community colleges in the U.S. The data that influence the international student recruitment, retention, and transfer plans set forth by community colleges in the U.S. was collected from decision makers at 15 U.S. higher education institutions through the means of a single-case study research design. This qualitative research design gathered the data through semi-structured, face-to-face interviews conducted during the fall of 2019 and the spring of 2020. Once collected, the data revealed the recruitment, retention, and transfer rates of international students at community colleges in the U.S. The limitations of this study derived from the specificity of the research design since only decision makers at 15 higher education institutions in the U.S. were interviewed. Interested audiences may include higher education administrators, faculty, staff, students, researchers, academic advisors, recruiting agents, policy makers, and governmental officials seeking to expand the presence of international students in community colleges in the U.S and those who are interested in globalization and international education.

The continuous rise in the number of unemployed teeming youth searching for white collar jobs in Rivers State necessitated this study by the researchers on the need to reposition literacy education programme for entrepreneurial development. This study therefore attempts to investigate how literacy education programme can be repositioned for entrepreneurial development in Rivers State. It adopted a descriptive survey research design with a population of 1,231 respondents made up of facilitators and learners in 18 centres from three selected local government areas of the state. Out of the population, 302 respondents were purposively drawn to respond to the Questionnaire on Repositioning Literacy Education Programme and Entrepreneurial Development. The reliability coefficient of .83 was obtained after a trial test using the Cronbach Alpha. Data were analysed descriptively as well as inferentially. Findings revealed that the teaching of entrepreneurial skills in literacy education programme in Rivers State was poor. Findings further indicated that literacy education programme has significantly contributed in teaching-learning of entrepreneurial skills in Rivers State. Significant difference was not found between the responses of facilitators and learners on the extent entrepreneurial skills were taught in the programme. There was significant difference found between the relevance of the programme and the teaching and learning of entrepreneurial skills. Based on the findings, some recommendations were made among them were that organisers of literacy education programme should ensure entrepreneurial skills enshrined in literacy curriculum be taught and government should ensure compliance through adequate monitoring and supervision of content of literacy education programme delivery. The relevance of the topic is primarily due to the fact that the number of children with disabilities in Russia con-tinues to be quite high, at the same time, insufficient research attention is paid to the functioning of a family with a disabled child. The main results of our work are related to the analysis of the structure of a family with a disabled child, the specifics of its functioning, the existing dysfunctions and their causes, dynamics, characteris-tics and the most important needs of the family, the possibilities of their satisfaction and family support. It is revealed that the analyzed type of families usually relies on their own resources in the functioning and rehabili-tation of the child; incompleteness of the family structure is common. As the child grows up, there is a change in the needs of the family: from medical assistance to domestic assistance. There is an increasing need for assistance in the implementation of such a family of its main functions – reproductive, socialization, economic, caring for family members, etc. To create conditions to support the functioning of a family with a disabled child, it is proposed to develop the digitalization of individual services and the institution of social supervision of the family. The novelty of the study also consists in appealing not so much to the opinions of experts as to the anal-ysis of the experience, judgments, expectations and recommendations of the parents themselves.

This descriptive article reports immediate responses to COVID-19 by social work field education faculty in four universities in Australia, New Zealand and the United States. Moving swiftly to online innovations, tele-supervision, teaching remote practice methods, and establishing alternative placements allowed students to meet required competencies while supporting students during the immediate crisis. Collaboration between field education faculty teams, professional bodies and agencies and clear communication with students and supervisors enabled all stakeholders to be open to flexible placement options. To conclude, COVID-19 brought opportunities to reflect on responses and explore new possibilities for field education in a post-COVID-19 world.

In the twentieth and twenty-first centuries, First Ladies' greater involvement in presidential administration initiatives has allowed the role to evolve to be more influential in making social change in our country. Their desire to choose a cause to advocate during their time in the White House is due in large part to either personal connections or leadership goals that are assumed with a specific social or political cause. The purpose of this study was to examined how two First Ladies, Nancy Reagan and Hillary Rodham Clinton, have developed, promoted and advanced social change for our nation's children and families to achieve measurable change. This study used documentary research to analyze their work and determine the leadership characteristics displayed by these two First Ladies of the United States. In addition, the analysis has included how Nancy Reagan and Hillary Clinton's backgrounds and upbringings, which provided a foundation for their leadership, are significantly related to their personal backgrounds, experiences and value judgments. These First Ladies have used their positions and leadership styles to assist in moving political agendas forward by highlighting specific social awareness or pushing personal political agendas. The impact of these First Ladies on children and educational issues and policy is not just an extension of the Presidents' agendas but is also derived from the First Ladies' own systems of value judgments, personal experiences, and career goals. This is an historical analysis completed by using the Bernard Bass' Transformational Leadership Theory as a lens to view the various characteristics exhibited by the selected First Ladies. The findings of the research have then be applied to educational administration generally and used to make recommendations for women administrators specifically.

Cataloged from PDF version of article. ; This paper examines some of the major ideational aspects of Timor-Leste's foreign policy orientation in the post-independence period. Drawing upon the constructivist accounts of state behaviour, the paper situates Timorese leaders' foreign policy decisions in the broader context of their search to position the fledging nation in the global political order. It argues that Timor-Leste's insecure state identity has shaped its leaders' foreign policy preferences in the post-independence period. This identity can be examined by separating it into two parts: the construction of spatial boundaries and the creation of a temporal "other". The former is evidenced by the leadership's rhetorical emphasis on the country's Portuguese heritage and their prioritisation of ASEAN membership, both of which are closely related to the consolidation of the young nation's political and cultural identity. The creation of a temporal other, as illustrated by the rise of political discourse emphasising sovereignty, reflects a wider transitional process that is embedded in the country's transformation from colony to independent state under international supervision as well as the state's transformation from "fragile" or "failing" to "stable". A detailed analysis of the basic aspects of TimorLeste's insecurities as a constitutive element of its foreign policy becomes instrumental to understanding the country's nation-state-building experience since its separation from Indonesia in 1999, as it enters a new phase of socio-political structuring following the withdrawal of the international security presence in 2012.

This volume, from an international group of scholars, deals with two main issues: firstly, how can the governance of the financial sector by the authorities be improved and secondly, how can the governance of firms and institutions within the sector be improved to render the probability and cost of future crises lower? Poor governance has been one of the major contributors to the global financial crisis. With better governance of and in the financial sector the financial crisis might well have been avoided altogether and certainly could have been much milder in its impact. This is not simply a case of being wise after the event. These problems were widely discussed before the event, but little action was taken. This book explores not only what the contribution of poor governance was to the crisis and to its depth, but also why it is often difficult to improve governance. The volume offers a positive critique of the measures that are being put in place in the light of the experience of the crisis and suggests how they might plausibly be improved.

In this study of the Newfoundland inshore fishery, David Ralph Matthews sets out to discover how in the past two decades the harvesting and processing of fish have been transformed by changed government policy and by technological advance. He finds that not only the work of the fishermen but also the social and economic life of their communities has been altered. In his analysis of the nature of property relations governing common-property resources, Matthews contrasts what resources mean for those who make their living from them, and what they mean for those who regulate them. He uses fisheries department and other documents to show how fisheries policy for eastern Canada's inshore fishery changed in the early 1960s, when a focus on the biological conservation of fish stocks gave way to a concern with the social dynamics of property regularion. He draws directly upon interviews, conducted in five fishing villages, that offer rich insights into local perceptions of conditions and practices. The fishing communities used to provide their own regulation; conflict occurred when government view of the nature of resource property regulation, based on assumptions different from those of the local people, were imposed. In 1991 the Newfoundland inshore cod fishery virtually collapsed. This book looks at the reasons for the collapse. It explores the effect of underlying assumptions in resource policy on environmental change and resource development, and is a valuable case study in the nature of work relations, econimic development, and community social psychology.
