10 tables, 4 figures, 27 pages ; This paper examines co-operative innovation and research and development (R&D) behaviour between Argentine and Spanish firms. Based on theoretical perspectives from the literature, we surveyed a sample of 540 Argentine and Spanish firms believed to have cooperated for technological innovation. We present empirical evidence based on 104 firms of patterns of cooperation in several processes and out-puts, highlighting firm characteristics, the motives of the collaborating parties, types of partners and R&D and innovation activities, leadership, and obstacles to cooperation. Our results reveal that the determinants of success differ considerably among countries depending on the sector, the firm specific characteristics and funding. These differences have important implications for public policy and instruments to support R&D and innovation activities.
This paper tests the popular view within the Left that the post-apartheid South African state is 'neo-liberal,' as opposed to being a site of contradictory impulses & tensions. This is done through an examination of the policy process toward the formation of a statutory, but independent, Media Development & Diversity Agency (MDDA) to address media imbalances. It primarily examines the tension between, on the one hand, government's 'social democratic' commitment -- supported by sections of civil society -- to reduce a particular social deficit within the media sector; and, on the other hand, the constraints imposed by the neo-liberal global environment & the liberal-democratic political order, that encourages the increased commodification of the public sphere & reduced social spending. 52 References. A discussion of race relations in terms of human rights; first read as a paper at a Conference on Racial Problems & Amer Foreign Policy organized by the U of Denver at Vail, Colo in Jul 1967. Human rights are divided into 'legal rights,' which exist, & 'just rights,' which ought to exist. Although humanity, In the famous saying of Sir Henry Maine, progressed 'from Status to Contract,' is from a personal legal status derived from birth & position to one derived from some kind of contract, this development was actually preceded by another: from societies undiff'isted by birth to societies that were highly stratified. Stratification provided a more efficient org & the psychol'al satisfaction of a known position. Stratification operates most clearly in societies founded upon colonization. Now stratification is being challenged in the name of an open society, in which discrimination based on racial stratification would be barred, in the name of human rights. This challenge is meeting considerable resistance. It is concluded that human rights, to be effective within a country, require enforceable minimum standards of living, esteem & share in power; to be effective in relations between states, they require a world gov. In diesem Beitrag werden die intertemporalen Wirkungen von antizipierten geld- und fiskalpolitischen Maßnahmen im Rahmen eines asymmetrischen Drei-Länder-Modells vom Mundell-Fleming-Phillips-Typ mit rationalen Preis- und Wechselkursänderungserwartungen charakterisiert. Zwei der drei großen offenen Volkswirtschaften bilden dabei eine Währungsunion, die durch eine gemeinsame Zentralbank, eine Einheitswährung und einen gemeinsamen flexiblen Wechselkurs gegenüber dem Drittland gekennzeichnet ist. Im Unterschied zur bestehenden Literatur zur Theorie einer Währungsunion und zur Theorie der internationalen Politiktransmission sind die beiden Mitgliedsländer der Union nicht vollkommen symmetrisch, sondern weisen sowohl auf der Nachfrageseite als auch auf der Angebotsseite jeweils eine Asymmetrie auf. Dennoch ist es möglich, das dynamische asymmetrische Drei-Länder-Modell mit Hilfe der für vollkommen symmetrische Länder entwickelten Dekompositionsmethode von Fukuda (1993) analytisch zu lösen. ; This paper analyzes the international transmission of anticipated monetary and fiscal policy in the framework of an asymmetric dynamic three-country model with monetary union. The monetary union consists of two large member countries with an asymmetric macroeconomic structure both on the demand and supply side. The paper explicitly solves the asymmetric macroeconomic model using a generalization of the well-known decomposition method of Aoki (1981) to the three-country case. It is shown that the inter- national transmission both of an anticipated unilateral increase in the growth rate of the union money stock and in government expenditure is negative over a large period of time. Within the monetary union intertemporal reversals in the relative effectiveness of policy on member country outputs occur. It is further shown that an international coordination of monetary policy is able to stabilize the output development in the three countries induced by unilateral fiscal policy expansion.

Hasil penelitian menunjukkan bahwa proses perumusan kebijakan teknis perencanaan pembangunan daerah diawali dengan pelaksanaan Musrenbang di tingkat desa/kelurahan, sampai pada Musrenbang tingkat Kabupaten. Adapun faktor-faktor yang mempengaruhi proses perumusan kebijakan teknis perencanaan pembangunan terdiri dari faktor pendukung meliputi adanya koordinasi, partisipasi masyarakat, serta komitmen pemerintah dan faktor penghambat meliputi penyesuaian/kesiapan anggaran, usulan yang terlalu banyak, serta keterbatasan dokumen penunjang.
