IntroductionIn 1944 Poland was re-established for the second time in the twentieth century. Between the Lublin manifesto of 22 July 1944 and the Potsdam conference of summer 1945 a communist-dominated regime had formed, which was had little in common with the Second Republic that had been founded between the declaration of independence on 9 November 1918 and the peace of Riga with Bolshevik Russia signed in March 1921. Post-war Poland was significantly smaller, geographically further to the west, and ethnically more homogeneous. The Holocaust had destroyed Europe's most sizeable Jewish population, the loss of thekresy(eastern borderlands) to the USSR had reduced the size of eastern-Slavic minorities and the expulsion of the Germans from East Prussia, Pomerania and Silesia further helped to create an ethnically homogeneous country. For the first time in her history, Poland had the structure of a nation-state. Through the destruction and catastrophe of Nazi occupation and genocide the goal of firebrand Polish nationalists such as Roman Dmowski had been achieved: a Poland inhabited by ethnic Poles. Still, the new Poland was less independent than its predecessor; from 1944 onwards it was part of the emerging post-war Soviet Empire. Polish sovereignty had fallen victim to Stalin's "revolutionary-imperial paradigm." Expansion of Moscow's power was as much a priority of the Soviet leadership as the export of Bolshevik revolution.

Governments set numerous norms to protect consumers. Two countries may achieve the same level of protection of their consumers through different specifications. The adaptation costs induced by these differences create barriers to trade. The principle of mutual recognition addresses the problem by ensuring that products lawfully manufactured in one country are acceptable without adaptation in another country. We show that by shifting the transaction costs of adapting to several norms from firms to consumers the principle of mutual recognition creates disparities across countries and is (more) beneficial to larger countries.

In this paper the author argues that the Europeanization and transition of post-communist countries are one and the same process. In his opinion the transition is essentially - Europeanization. In South-Eastern Europe this causes a political shift from the nationalist forces to the pro-European forces. The collapse of former Yugoslavia caused a slowdown of Europeanization; however, if the newly formed nation-states want to prosper and if the European Union wants security and stability on the continent, the process of Europeanization has to be successfully completed. The theme of the Dramatic Learning Spaces Conference - Performing Identities - at which the ideas in this article were first presented, fed my pre-occupation with the lived realities of voice practice in the multi-lingual South African context. The idea of performing identity spoke particularly to a pre-occupation with what might be described as the embedded politics of voice practice in a western theatre tradition. In a previous paper presented at the same conference series, I was concerned with the power relations of languages and accents and how these impact on voice work (Mills 2006).

In Canada and beyond, sub-national (often island) jurisdictions are additional actors in a contemporary game of intersecting governance. Successful examples of asymmetrical federalism, where sub-national units enjoy a level of autonomy, privilege, or power that other sub-national units within the same state do not necessarily share, also can be found. Does the Free Exercise Clause extend to situations where the legislature deliberately targets a religious practice, but does so for neutral reasons and is willing to extend the ban to people who happen to engage in the same practice for non-religious reasons? In August 1944 the Queen Mother and the young Romanian Monarch had gained personal strength because of their moral behavior during the time of the Second World War and the Romanian Holocaust. However, at the same time, the monarchy as an institution had lost its vigor. It is often argued by scholars that with Carol II leaving the country by force, the Romanian monarchy was not anymore without alternatives. The Queen Mother and the young Monarch were praised because of their "virtues" but not as representatives of an important, strong, deeply rooted in the culture of the country institution.
