Sport kann neben der dem Sport inhärenten Entwicklung von Bewegungsfähigkeiten und -fertigkeiten auch einen Beitrag zur individuellen und gesellschaftlichen Entwicklung leisten. Zwar gibt es kaum gesicherte empirische Erkenntnisse über eine einfach zu deutende Rolle des Sports in solchen Entwicklungsprozessen, aber daraus darf nicht geschlossen werden, dass es diese Beziehung zwischen Sport und Entwicklung nicht gibt. Unzählige alltägliche Wirkungserfahrungen zeigen, dass sich Sport in den unterschiedlichsten gesellschaftlichen Bereichen als (ein) Instrument zum Transport von Werten, Bildungs- und Erziehungsinhalten erwiesen hat. Warum auch immer: Sport kann bedeutsame Sozialisationsagentur und Mediator oder Katalysator für persönliche und gesellschaftliche Entwicklung sein. Die sportbezogene Entwicklungszusammenarbeit unterscheidet zwei Säulen: Projekte zur Entwicklung durch Sport nutzen Sportangebote als Motor für individuelle oder gesellschaftliche Entwicklungsziele, Projekte zur Entwicklung des Sports fokussieren primär die reine Sportförderung und die (Weiter)Entwicklung von Sportstrukturen. Sport kann also als sinnvolles Instrument in Projekten der internationalen Entwicklungszusammenarbeit als legitimiert gelten und wird durch eine Vielzahl nationaler und internationaler Organisationen seit Jahrzehnten eingesetzt. Unterstrichen wird diese Bedeutung durch eine internationale sportpolitische Würdigung des Sports vor allem durch die Vereinten Nationen. Es gibt bisher keine (wissenschaftlichen) Evaluations- und Monitoringmethoden (M&E;), die auf die vielfältigen Zielstellungen solcher Projekte und deren Ergebnisse anwendbar wären. Der Mangel an praxisnahen Evaluationsinstrumenten führt dazu, dass Projekte in der Regel nur rudimentär und kasuistisch begleitet werden, ein kritischer Abgleich der Ziele und der Ergebnisse nicht erfolgt und so eine (nachhaltige) Wirkung der Projekte nicht gewürdigt werden kann. The "Caroline" incident – an 1837 raid by British Canadian militia across the Niagara River border to sink an American steamboat being used by Canadian insurgents – is well-known to many international lawyers. United States Secretary of State Daniel Webster's resulting correspondence with British representative Lord Ashburton is often cited today as a key authority on customary international self-defense standards. University of Ottawa professor Craig Forcese has produced a valuable new history and analysis of that event, its legal context, and its continuing influence: "Destroying the Caroline: The Frontier Raid that Reshaped the Right to War." As explained in this review, the book corrects some misunderstandings about the incident and shows its continuing relevance to contemporary international legal debates about military force. It also helps in understanding this period of U.S. foreign relations law, especially with regard to powers of war and peace.

Wie sehen Bedingungen des Aufwachsens und Bildungschancen von Kindern und Jugendlichen in muslimisch geprägten Kontexten aus? Theoretische Diskurse und empirische Befunde einer Tagung, die erstmals einen dezidiert internationalen und interdisziplinären wissenschaftlichen Austausch ermöglicht hat, werden in diesem Band der Reihe 'Kinder, Kindheiten, Kindheitsforschung' vorgelegt. Die Bedeutung von Religion, Armut und Gewalt, Erziehung und Bildung in unterschiedlichen muslimisch geprägten Lebenswelten wird ebenso thematisiert wie auch verschiedene pädagogische Institutionen, Generationenlagen und das Geschlechterverhältnis in der Türkei, Ägypten, Israel oder im Libanon, aber auch in postsowjetischen Staaten.

In this work, Amrita Narlikar argues that, contrary to common assumption, modern-day politics displays a surprising paradox: poverty - and the powerlessness with which it is associated - has emerged as a political tool and a formidable weapon in international negotiation. The success of poverty narratives, however, means that their use has not been limited to the neediest. Focusing on behaviours and outcomes in a particularly polarising area of bargaining - international trade - and illustrating wider applications of the argument, Narlikar shows how these narratives have been effectively used. Yet, she also sheds light on how indiscriminate overuse and misuse increasingly run the risk of adverse consequences for the system at large, and devastating repercussions for the weakest members of society. Narlikar advances a theory of agency and empowerment by focusing on the life-cycles of narratives, and concludes by offering policy-relevant insights on how to construct winning and sustainable narratives.

The research aims to investigate whether and how current international customary and treaty law applies to unconventional conflicts that characterize the 21st century. The study investigates whether new rules are required, or if current rules are still valid and can be used/adapted. The research aims to check whether and to what extent states abide International Law/International Humanitarian Law in dealing with unconventional conflicts, or if, through their course of conduct, states are attempting to create new customary law, or to adapt the existing instruments to the challenges that unconventional conflicts pose. Researchers and research ethics committees share a common goal of conducting ethically sound research. However, little is known of researchers' experiences in obtaining ethics approval for suicide-related studies. This study aimed to investigate what concerns researchers have received on suicide-related ethics applications and how they dealt with it. Thirty-four respondents, recruited through the International Association for Suicide Prevention, filled out an online survey. The study found that researchers have received important concerns regarding potential harm and researchers' responsibilities to participants. Researchers modified their application and/or consulted their research ethics committee in response to the concerns, which had a positive/neutral impact on their given study. Anticipating concerns and improved collaboration between researchers and research ethics committees should protect the quality of suicide prevention research.

In the last years access to research data has made a lot of progress in EU countries. Nevertheless transnational access to confidential microdata - although there are some developments like Data without Boundaries - is still complicated and needs improvement. The first part of the paper describes the (international) access to highly sensitive German administrative labour market data and how this international access is expanded within the research data centre in research data centre (RDC in RDC) approach. In the second part a broader view of international access to official microdata in the EU will be given. Starting with a brief overview of the EU-funded project Data without Boundaries (DwB) a possible roadmap for international access in Europe and beyond is presented.

AbstractIn this paper, we focus on an exit regime for an important and fast rising, but still under‐researched form of migration: student migration. More and more countries in the Global South—which suffered large emigration numbers of students to the Global North in the past—have started to establish their own exit regimes to regulate student emigration in their own interests. How do these exit regimes for students studying abroad operate? And are they actually successful in regulating student migration in the interest of the emigration state? Here, we take a closer look at the exit regime of the Caucasian state of Georgia. Drawing on Krasner's regime theory and on a larger empirical study, we identified a sophisticated exit regime of the Georgian state that operates on the basis of various scholarship programmes for Georgian students who study abroad and who have to return to Georgia after graduation.
