The English School of International Relations has traditionally maintained that international society is anarchical and cannot accommodate hierarchical relationships between states. This book provides an innovative theoretical and conceptual approach that challenges this view, demonstrating that international society can accommodate hierarchies between sovereign states. Synthesising the concept of international society with elements of Beck's 'risk society', Clapton explores a particular set of hierarchies in the post-Cold War era that are characterised by interventions conducted by Western states in non-Western territories to promote liberal democratic government. Exploring interventions along the European Union's periphery, in the South Pacific and in Iraq, Clapton argues that these interventions are essentially exercises in risk management, designed to promote liberalism and democracy as a means of managing globalized risks to the security of Western states, such as terrorism and the proliferation of weapons of mass destruction.

"Das Aufkommen globaler Probleme hat zu einer zunehmenden Institutionalisierung der internationalen Politik geführt. Staaten kooperieren miteinander, um Probleme zu lösen, denen sie allein nicht mehr gewachsen sind. Aber auch die in diesem Rahmen erzielten Ergebnisse haben bisher kaum dazu beitragen können, die verhandelten Problemlagen einer tatsächlichen Lösung zuzuführen. Die verschiedenen Formen dieser "international governance" finden darüber hinaus keine Entsprechungen mehr auf der Seite der politischen Kontrolle. Diesen mit Globalisierungsprozessen einhergehenden Defiziten der internationalen Politik steht eine Globalisierung von unten entgegen. In der Diskussion um globale Vergesellschaftung, Bürgerbeteiligung auf internationaler Ebene und um die Kontrolle internationaler Entscheidumgsprozesse kommt den Nichtregierungsorganisationen (NGOs) vermehrte Aufmerksamkeit zu. Man erhofft sich von ihnen zum einen, daß sie die politische Entscheidungsfindung auf sämtlichen Ebenen der Politik mit eigenen Ressourcen unterstützen und damit zu deren Verbesserung beitragen. Zum anderen verspricht man sich von ihnen eine verstärkte Transparenz internationaler Entscheidungsprozesse und damit einen Beitrag zur Demokratisierung der internationalen Politik. Sind die NGOs geeignet, diesen Erwartungen gerecht zu werden und die oben beschriebenen Defizite der internationalen Politik tatsächlich zu beheben oder zumindest zu lindern? Dieser Frage geht der Artikel nach, indem er zunächst die Bedeutung transnationaler Akteure angesichts von Globalisierungs- und Vergesellschaftungsprozessen deutlich macht, um dann die Strategien und Wirkungsmöglichkeiten von NGOs in bezug auf die Effektivierung und Demokratisierung internationaler Politik zu analysieren. Abschließend problematisiert der Beitrag die Frage, in welcher Form NGOs in nationale, vor allem aber in internationale Problemlösungsprozesse eingebunden werden können. Vor dem Hintergrund eines normativen Demokratiebegriffs und unter Berücksichtigung der daraus resultierenden Probleme, die sich hinsichtlich der Effizienzsteigerung der globalisierten Problemlösung ergeben, kommen wir zu einer Zurückweisung der Forderung nach einem Partizipatitionsstatus für NGOs."
