For the last two and a half decades, a network of human health experts under the Arctic Monitoring and Assessment Program (AMAP) has produced several human health assessment reports. These reports have provided a base of scientific knowledge regarding environmental contaminants and their impact on human health in the Arctic. These reports provide scientific information and policy-relevant recommendations to Arctic governments. They also support international agreements such as the Stockholm Convention on Persistent Organic Pollutants (POPs) and the Minamata Convention on Mercury. Key topics discussed in this paper regarding future human health research in the circumpolar Arctic are continued contaminant biomonitoring, health effects research and risk communication. The objective of this paper is to describe knowledge gaps and future priorities for these fields.

International audience ; Publishing and sharing research data may involve the rights and interests of third parties. In order to publish and share those data properly, members of the science community (be they information officers or researchers) ought to check if such a disclosure is lawful and ethical: it may be necessary to ask and obtain the consent of a person; other instances require that technical and organisational measures be taken to limit any damage to these people's rights. One will follow a proper method to analyse and qualify a situation, from a legal and ethical point of view. It is also useful to be aware of specific points of law (respective value of law and consent, how to choose between two national legislations when they are both eligible).

International audience ; In a similar way to the stock market, the housing market in China has often been portrayed as highly speculative, giving rise to "bubble" concerns. Over the last decade, residential prices increased every year on average by double digits in Beijing or Shanghai. However many observers and researchers argue that fundamentals of the housing sector, both sector-specific and macroeconomic, may have been the driving force behind housing price volatility. While existing empirical work exclusively relies on the government housing prices which may suffer from the well-documented downward bias, this paper uses original high frequency unit price as well as transaction series for the residential resale housing markets of Beijing and Shanghai between January 2005 and December 2010 to test alternative hypotheses about housing prices volatility.

Through the lens of securitization theory, this article looks at the significant impact that non-traditional security has had over Chinese foreign policy. Over time, non-traditional security has changed from being understood as an opportunity to boost China's international standing, to being seen as an important category within security threats. China's security and diplomatic behavior has changed accordingly. In particular, China has become more confident in using and authorizing force. This article pinpoints this process started in the 1990s by looking at the debate within the government and the legal, institutional and military response against those new threats. It also prompts important considerations about the drivers and the direction of Chinese foreign policy, and the general approach of studying the same subject. (J Contemp China/GIGA)

International audience ; The introduction of this issue goes back over the history of the creation of the Lusotopie journal. It also questions the scope of the concept of lusotopy in the social sciences. The intellectual project of the journal, published from 1994 onwards, was complex and ambitious. Lusotopie is not a review of "cultural-area" studies, but a generalist review of political analysis, in the broadest sense, from an empirically-delimited research field: that of the area drawn by Portuguese history and colonization. It was both to escape the contemporary neo-imperial approach of "Lusophony" and to overcome the simply negative criticism of the ideology of Lusophony (in its literary, political and economic aspects), which as such does not provide a tool for understanding the realities produced by history.

International audience ; L'histoire des structures scientifiques, de l'organisation de la recherche et des origines de la politique scientifique de la Russie soviétique et postsoviétique serait incomplète et mal comprise sans une mise en perspective historique. Rappeler les grandes étapes de l'évolution de ces phénomènes depuis leurs origines, qui remontent essentiellement aux réformes de Pierre Ier (1672-1725) et les débuts de l'Empire russe (1721), nous semble indispensable pour évaluer l'héritage reçu par l'URSS (1922-1991), puis par la Fédération de Russie (1991) dans les domaines concernés (institutions, réseaux, traditions etc.); nous pourrons ainsi comprendre la manière dont ces deux formations géopolitiques successives en ont disposé : ce qu'elles ont détruit, adapté, développé, transformé ou réajusté selon les logiques et les impératifs de leur temps.

International audience ; Alors que la « crise migratoire », ou plutôt la « crise de l'accueil des réfugiés », bat son plein de morts, de déportations, de barbelés et d'États-forteresses, des collectifs queers occidentaux manifestent leur solidarité avec les migrants. Des actions de protestation se multi- plient à Londres, Athènes, Helsinki, Bologne ou encore dans le Connec- ticut. Dans une scénographie dialogique, ces activistes déploient des banderoles sur lesquelles on peut lire « Queers against Borders » ou d'autres slogans de ce type. Dans cet article, nous analyserons cette solidarité queer du point de vue d'une sémiotique sociale. Que cela signifie-t-il de réaliser des actions de solidarité avec les migrants en tant que queers alors que de telles actions auraient tout à fait pu être menées sans le revendiquer ?

International audience ; Este livro tem por objetivo identificar, analisar e até construir modos de produção de legitimidades das diferenças que as sociedades ou os sujeitos, apropriando-se politicamente de atributos valorados negativamente, colocam no campo da loucura. Pretende também analisar aquilo que impede ou dificulta essas produções de legitimidade, tal como observado na prática em diversas situações de vida, em âmbitos institucionais ou até mesmo em contextos de pesquisa e das suas estratégias narrativas. Buscou-se, então, reunir algumas contribuições atuais que adensam e diversificam aspectos socioculturais e políticos que se relacionam com a produção social de condições mais ou menos favoráveis à construção dessas novas formas de legitimidade para a loucura ou da emergência de outros lugares sociais para serem ocupados pelas pessoas com sofrimento mental.

This article presents a report on the international conference 'Beyond University: Critical, Emancipatory and Solidarist Endeavors', organised by the Kocaeli Dayanışma Akademisi (Kocaeli Academy for Solidarity) in Kocaeli, Turkey on 30-31 March 2018. At the time of writing, its organisers and many of their colleagues and students remain dismissed from their university positions and under threat of state violence and repression. They are also, however, active in organising autonomous higher education courses and research in the interest of advancing intellectual, social and ecological emancipation in Turkey and beyond. This work is important not only within Turkey, but also for ongoing transnational debates about the geography and nature of struggles for a liberatory higher education, as well as the radical imagination of what else the university is and can be.

Die Auslandseinsätze der Bundeswehr sind ein immer wieder kontrovers diskutiertes Instrument des deutschen Krisenmanagements. Wie in einem Brennglas lassen sich an den Diskussionen die "Reifungsprozesse" sowie die Bruchlinien deutscher, europäischer und transatlantischer Sicherheitspolitik ablesen. Zwar dürften Auslandseinsätze noch lange notwendig bleiben, sie sind jedoch einem erkennbaren Wandel unterworfen. Die Rahmenbedingungen für ihre Weiterentwicklung lassen sich entlang von drei Dimensionen nachzeichnen: dem Wandel des Kriegsgeschehens, den Veränderungen des internationalen politischen und rechtlichen Kontexts sowie schließlich dem Wandel des institutionellen Rahmens für diese Einsätze. Mit all diesen Herausforderungen muss die deutsche Politik umgehen und kann gleichzeitig nur begrenzt Einfluss auf den beschriebenen Wandel nehmen. Grundsätzlich werden Entscheidungen über Auslandseinsätze in einem Dreieck aus Problemdruck (Krisen und Konflikte), Verantwortung (völkerrechtliche Verpflichtungen, Bündnisse, politische Bindungen) sowie der politischen Situation und Stimmung in Deutschland selbst getroffen. Die Entwicklungen, welche die Handlungsspielräume in diesem Dreieck bestimmen, mögen schwer abzusehen sein. Doch die schlechteste aller Lösungen wäre, sich nur anlassbezogen und kurzfristig mit den beschriebenen Herausforderungen auseinanderzusetzen, zumal sie nicht allein Auslandseinsätze betreffen. Mit den Leitlinien zum Krisenmanagement von 2017 und dem Weißbuch 2016 hat die Bundesregierung einen Rahmen für das deutsche Engagement gesetzt, den es nun zu füllen gilt. Zudem sind die Erwartungen der Partner Deutschlands in EU, Nato und UNO größer geworden, was auch weitere militärische Beiträge erfordern wird.

This article outlines the preliminary results of archaeological fieldwork at the crash site of RAF Halifax bomber LV881-ZA-V and explores some of the challenges presented by the excavation of this military wartime crash site. The aircraft and her crew were shot down by a German night fighter in the early hours of 31 March 1944 during the infamous Nuremberg Raid. Four of her crew were killed and the remaining three were taken prisoner and later took part in the 'Long March'. All three survived the war. An international team comprised of staff and students from Germany, the Netherlands, Finland and the UK explored what remained of the crash site, located on a hill outside the village of Steinheim, north east of Frankfurt in the German Federal State of Hesse.

International audience ; While historically the family nature of farms has depended mainly on the fact that capital and labour are in the same hands, developments in the French countryside increasingly challenge this "historical" model; certain production processes found today on farms clearly seem to move away from it. This article, based on statistical data available to date, identifies elements indicating major changes and introduces a few specific cases illustrating major qualitative changes. The analysis then addresses the issue of the transfer of the most capitalised farms and the "flexible farming" model proposed by CER-France (Centre d'Economie Rurale-France). The capital/labour separation process at work and its possible outcome are brought to light, particularly regarding the distribution of value-added. 1

The development of new technologies was important for the changes in the practice of diplomacy, especially in the field of public diplomacy. The expansion of components focused on the soft power, the progressive virtualization of the political space, the use of new means and methods of activity based on digital solutions, and the change of challenges and goals posed by diplomacy have resulted in the emergence of its new form – digital diplomacy. This article, focusing on the importance of new technologies for contemporary diplomacy, focuses on showing trends in the shape of diplomacy in the 21st century, describes the correlation between technological development and changes in the international system, highlights the importance of new technologies for diplomacy and presents areas of creation foreign policy with usage of digital diplomacy.

The article describes the problem of regional integration in Central Asia. Integration is an especially topical issue in the context of current global trends of uniting regions into organizations that promote cooperation in various areas of interest. The authors advance a thesis that in the case of states such as Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, or Turkmenistan such process will not start in the foreseeable future, if at all. On the one hand, there is the deterring factor of a division into post-Soviet and Islamic states; on the other hand, it transpires that these states aspire towards domination rather than cooperation.
