It is revealed that the concept of 'social risk' was formed in line with the creation of the theory of social state and the theory of welfare state. Social risk is defined as the probability of a person losing material resources to meet his basic needs, necessary for the preservation and reproduction of a full-fledged life as a member of society. These basic needs include food, clothing, housing, medical care and social services. It is proved that the objective basis of social risk is the antagonistic nature of social relations, structural features, the nature, growth of social exclusion, the violation of adaptive processes in society, as well as the widespread distribution of various kinds of deviations among the population.Particular attention is paid to the description of the modern model of social risk. It is established that a fundamentally new type of social risk is a global risk as a product of a post-industrial society. In conditions of globalization, a list of life circumstances that violate the normal livelihoods of the individual and which it can not overcome on its own, is expanding substantially. Such unconventional social risks include support for families with children, education and care for children, care for sick children and parents, assistance in housing construction and maintenance, maternity support for a period of interrupted vocational education of up to five years per child, poverty, etc.Trace the evolution of the content of social risks from the industrial society of the period of initial accumulation of capital to modern (post-industrial) society. If, at an early stage, social risks were generated by the production and distribution of goods, values, today they are produced by the production and distribution of the dangers (actually existing) and fears (subjectively existing), that is, social risks in the society of risk are self-replicating, and this production becomes expanded , that is, it involves the phases of self-production (reproduction), distribution and consumption of risks.

Il mercato del lavoro, caratterizzato storicamente dal duopolio rapporto di lavoro subordinato/rapporto di lavoro autonomo, ha subito negli ultimi decenni profonde modifiche per via della diffusione di rapporti di lavoro atipici. Il contratto di lavoro risulta "atipico" se è connotato da caratteristiche diverse rispetto al contratto di lavoro subordinato e al lavoro autonomo, quali la maggiore flessibilità e non abitualità, pur non lasciando il prestatore così libero di gestirsi come il lavoratore autonomo. La normativa quadro di riferimento della materia viene introdotta dal legislatore con la legge "Delega al Governo in materia di occupazione e mercato del lavoro" del 14 febbraio 2003 (meglio nota come "Legge Biagi") che regolamenta le modalità di attuazione di contratti di lavoro non standard (lavoro atipico), con il chiaro obiettivo di rendere più flessibile il mercato del lavoro, migliorandone l'efficienza e sostenendo politiche attive per il lavoro, favorendo al contempo la diminuzione del tasso di disoccupazione. All'interno della eterogenea macro categoria "lavoro atipico" il lavoro occasionale ha senz'altro un ruolo predominante, evidenziato negli ultimi anni dal suo crescente utilizzo, soprattutto con la modalità "lavoro accessorio di tipo occasionale", modificata più volte sotto il profilo formale e sostanziale. La crescita esponenziale del suo utilizzo è stata indotta da diverse circostanze, quali la possibilità di usufruire di lavoratori dotati di una minima copertura assicurativa e previdenziale senza dover ricorrere ad una vera e propria assunzione (vale a dire, senza dover sostenere il costo di consulenti del lavoro ed associazioni di categoria per le comunicazioni di assunzione, redazione di buste paga, e tutto ciò che ne consegue), la facilità di acquistare i buoni lavoro (c.d. voucher) con cui pagare i prestatori, ma anche – inutile nasconderlo – la facile elusione della normativa contributiva, previdenziale e fiscale nell'utilizzo di tale modalità lavorativa, come verrà meglio dettagliato nel prosieguo del presente elaborato. Sul punto, anche a livello europeo vi è il chiaro intento di tutelare i lavoratori degli stati membri, in un'ottica di tutela della concorrenza. Infatti, la nozione di dumping sociale copre un'ampia gamma di pratiche intenzionalmente abusive ed elusive della legislazione europea e nazionale mediante le quali, riducendo illegalmente i costi operativi e legati alla manodopera, viene sviluppata una concorrenza sleale. Le conseguenze di tali pratiche hanno impatto sotto tre profili: - economico, poiché arrecano distorsioni al mercato, a danno delle imprese che lavorano onestamente; – sociale, poiché il dumping sociale può dare origine a una situazione di discriminazione e disparità di trattamento tra i lavoratori dell'UE anche sotto il profilo retributivo e previdenziale; – finanziario e di bilancio, poiché il mancato pagamento dei contributi previdenziali e delle imposte in conseguenza del dumping sociale è una evidente minaccia per la sostenibilità finanziaria dei sistemi di previdenza sociale e le finanze pubbliche degli Stati membri. La presente ricerca ha lo scopo di analizzare il lavoro occasionale, anche sotto il profilo dell'impatto sociale che crea il suo utilizzo, e di compararlo ad analoga prestazione lavorativa resa in esecuzione di un contratto di lavoro subordinato.

AbstractThe paper studies tax evasion in an evolutionary setting. In addition to standard variables such as the fine individuals may have to pay if found guilty or the probability of being audited, agents' inclination to engage in tax evasion may also be affected by social interactions. Moreover, expected payoffs may include reputational costs or rewards awarded by society after an individual is audited. The paper shows how (i) social norms may play a very important role in defining the long‐run evolution of tax evasion and, consequently, that (ii) policymakers should consider reforms that would increase social awareness and information rather than more (financially and politically) expensive traditional auditing instruments; in addition, (iii) fiscal/auditing policies should be carefully tailored to the particular economic and social setting in place in a country.

The paper discusses the development of social policies in the Republic of Bulgaria. Employment policies and measures are examined in conection to the national governmental policies and in conditions of some major changes in economic and social life in the transition to a market economy and joining the EU. Active social policy is characterized in its different aspects, as well as different approaches on employment and unemployment regarding labor force and in comparison to the passive policies. The lessons learnt during preparation, organization and implementation of the programs and measures of labor market policy are a valuable experience on which basis conclusions are made about the functioning of labor market and the link to social and economic development, as well as priorities of future development are set.
