Abstrak - Berdasarkan Keputusan Panglima TNI Nomor Kep/56/V/2007, penyusunan dan perumusan kebijakan pendidikan integratif Akademi TNI berada dibawah Mabes TNI dan pelaksanaannya oleh Aspers Panglima TNI. Kebijakan tersebut diikuti oleh alih kodal resimen chandradimuka di bawah markas komando akademi TNI yang berada di Jakarta. Dengan demikian maka fungsi tehnis pendidikan dasar militer di Akademi militer dihilangkan sedangkan resimen chandradimuka belum memiliki struktur yang cukup untuk menyelenggarakan pendidikan. Hal ini mengakibatkan implementasi kurikulum integrasi akademi TNI mendapat kendala.Tujuan Penelitian adalah evaluasi implementasi kebijakan pendidikan integratif Akademi TNI dalam rangka menyiapkan lulusannya agar dapat mengikuti pendidikan selanjutnya di Akmil secara optimal. Pendidikan integratif Akademi TNI sangat penting dilaksanakan sebagai bagian dari pemenuhan kebutuhan personel perwira TNI untuk membangun TNI yang profesional dan solid.Hasil keluaran pendidikan integratif Akademi TNI akan mengikuti pendidikan selanjutnya di Akmil secara optimal, maka perlu penyusunan kurikulum integrasi melalui teori Fogarty sehingga kurikulum dapat dikelompokan secara efektif dan efisien untuk mencapai tujuan pendidikan. Merunut hal tersebut di atas, agar output lulusan pendidikan integratif siap mengikuti pendidikan lanjutan di Akademi Angkatan sesuai dengan matranya, maka perlu suatu grand strategy restrukturisasi resimen chandradimuka agar penyelenggaraan pendidikan dapat terlaksana sesuai tujuan pendidikan yaitu sumber daya manusia pertahanan TNI yang professional.Kata Kunci: Kebijakan Pendidikan Integratif, SDM PertahananAbstract - Based on TNI Commander Decision No. Kep/56/V/2007, the preparation and formulation of education policy integrative TNI Academy under TNI headquarters, and its implementation by the Aspers Panglima TNI While the implementation followed by transfer of authority of resimen chandradimuka to Akademi TNI Headquarter in Jakarta. Therefore the technical function of Akmil to create military based course had removed while structure of resimen chandradimuka had not prepare to conduct that course. This problem created difficulty at the operational level.The aim of the study is to evaluate the policy in order to prepare the graduate to joint forward course in Akmil. Integrated system of Akademi TNI is very important to provide the necessity of Indonesian armedforces officer be expected to face challenge to build TNI professionalism. The graduate will joint the forward education in Akmil so that the reschedule the curricula of the education by the teory of Forgarty with the result that the curricula will running effectively and efficient to reach the aim.According to that to prepare the graduate that can conduct the next education, so that need the grand strategy restructurerisation of resimen chandradimuka and the goal can be reach videlicet defence human capital of TNI.Keywords: Implementation integrated education, defence human capital

The Symposium of the International Association of Women Philosophers held at the University of Wien, Austria in September 1995 became the occasion for the interviewee to meet Dr. Eva Bahovec of the Center for Women's Studies, University of Lubljana/ Slovenia and co-editor of the journal Women's Studies and Feminist Theories published in her home country and language. Here, in this hitherto unpublished interview, Dr. Bahovec recalls the democratic changes that swept her country and how these affected the growth of feminist groups in Slovenia including the birth of several feminist joumals.

By transferring to public authorities the capacity to decide on the employment(use) of the Participation of the employers in the effort of construction ( PEEC), the law of mobilization for the accommodation(housing) and the fight against social exclusion of March 25th, 2009 transformed in depth the organization of the housing 1 %. The object of the search(research) is to bring to light factors(mailmen) at the origin of such an inflection ; En transférant aux pouvoirs publics la capacité de décider l'emploi de la Participation des employeurs à l'effort de construction (PEEC), la loi de mobilisation pour le logement et la lutte contre l'exclusion du 25 mars 2009 a transformé en profondeur l'organisation du 1 % logement. L'objet de la recherche est de mettre en lumière les facteurs à l'origine d'une telle inflexion. Pour cela, l'analyse s'efforce d'explorer le passé de l'institution afin d'en extraire les éléments à même d'éclairer cet épisode récent. Elle montre que les mécanismes à l'origine de la transformation du 1 % logement – processus ancien et graduel dont la réforme de 2009 constitue la dernière manifestation en date – alimentent deux dynamiques qui influent historiquement sur la forme du gouvernement et la production des règles relatives à l'emploi des fonds du 1 % logement. La dégradation de la légitimité de l'institution, conséquence de l'impuissance des syndicats à développer une capacité de représentation dans le secteur du logement, entraîne une remise en cause de la présence des acteurs paritaires à la tête de l'institution. L'émergence au sein de l'Etat d'une volonté de reprendre en main le dispositif, effet indirect du tournant opéré pendant les années 1980 dans la conduite de l'action publique, se traduit par le transfert sur le 1 % logement d'une part croissante du coût de la politique du logement en substitution au budget de l'Etat. Dans un contexte marqué par la crise du syndicalisme et le renforcement de la contrainte budgétaire, la permanence de ces deux processus interroge aujourd'hui sur la capacité du 1 % logement à conserver un espace d'intervention dans la politique du logement

'Die Europaforschung hat sich in den letzten Jahren zunehmend für die Implementationsphase des EU-Politikzyklus und insbesondere für Ausmaß und Ursachen von Verstößen gegen europäische Vorschriften interessiert. Aus der Perspektive intergouvernementalistischer Integrationstheorien sollten solche Implementationsprobleme nur auftreten, wenn ein Mitgliedstaat seine Interessen im Rahmen des EU-Entscheidungsprozesses nicht durchsetzen konnte. Auf der Grundlage einer empirischen Analyse von 23 Vertragsverletzungsverfahren aus dem Bereich des Arbeitsrechts wird gezeigt, dass solche Fälle von 'Opposition durch die Hintertür' tatsächlich vorkommen. Gleichzeitig machen die Ergebnisse aber deutlich, dass Opposition bei der Implementation auch ohne vorherigen Widerstand bei der Entscheidungsfindung auftreten kann. Die Autoren weisen darauf hin, dass Verstöße bei der Umsetzung von EU-Richtlinien auch durch administrative Ineffizienz, Interpretationsprobleme oder die Verknüpfung mit anderen nationalen Reformen entstehen können.'
