This article aims to reassert the relevance of the international society approach by highlighting the value it could bring to the project of understanding the effects of unipolarity. Bull's approach to war and international law as 'institutions of international society' could help to frame our understanding of the way in which preponderance has impacted on war and law. In 2011, the OECD turned fifty. To provide a broad foundation for further thinking on this organization, we analyse its evolution over half a century from two perspectives: phases in the international political economy and the literature on IPE. By so doing, we uncover two paradoxes. Firstly, we find that the organization's evolution closely mirrored major phases in the postwar international political economy until recently. However, the OECD's long-term dependence on theWest has now become an obstacle to its efforts to adapt to the latest phase, characterised by the rise of non-Western powers. Secondly, we show that, during the OECD's "golden age", scholars paid relatively little attention to the organization but, from the 2000s, as the organization faced an unprecedented challenge of its potential economic decline, IPE literature on the organization blossomed.

What do we study when we study International Relations (IR)? This book interrogates the meanings of the established ontology and subjectivity embedded in the discourse of 'Western' and 'non-Western' IR. We are predisposed to see a nation-state as a unified entity, everlasting and moving towards a particular end. This leads us to say, for example, 'Japan is threatened by the possible Chinese attack' without questioning what 'Japan' and 'China' mean in this context. This book tries to locate and unearth the consistent structure and system of the world, with a particular focus on subjectivity and temporality in IR, that captures the way in which we conceive and misconceive the world. The contributors reveal the extent to which contemporary IR discourses are a part of the culture of linear progress and pre-given autonomous sovereign individuals. Our targets of inquiry therefore inevitably include not only 'Western' IR but 'non-Western' discourses as well. The contributors focus on the fluid identities of contemporary world affairs with special attention to temporality, and strive to develop a new approach to understanding the contemporary world and the meanings of world affairs.

This article seeks to place new/neo humanitarianism in a wider context of post-Cold War international relations and argues that its emergence corresponds to an important shift in the meaning of the political in contemporary international relations. It describes the shift in terms of the contrast between two logics of politics: the conventional logic of distinction, whereby political processes take place between territorially separated sovereign entities, and the emerging logic of translucency. The latter logic, in which new values (and risks) are generated by the actor's ability and will to extend beyond its material and ideational boundaries, has been adopted by many global actors, including humanitarian ones. The article argues that new humanitarianism, which seeks linkage to activities that were once off limits to traditional humanitarianism, represents another example of the practical and ideational adaptation on the part of a traditional movement to a new political landscape.

Der Beitrag folgt der These, dass Medienkunst als besonders technikaffine Kunstform als Seismograph zukünftiger Medien dienen kann. Deutlich gemacht wird dies am Beispiel des Projekts Electronic Café International (ECI), das 1992 anlässlich der documenta IX entstand, für das technologiebasierte Interaktivität kennzeichnend war und das zugleich an künstlerische Traditionen (Künstlercafé) wie auch konkrete Vorgängerprojekte angeknüpft hat (Electronic Café, Los Angeles 1984; Café Casino, Kassel 1987). Auf Basis meiner Recherchen im Medienkunstarchiv der Stiftung imai stellt der Beitrag das ECI und einige seiner Projekte vor. In seiner Gesamtkonzeption wird es als medienkünstlerische Positionen in den Blick genommen, die den Stand der Technik ausgelotet und auf der Basis der ISDN-Technologie interaktive Netz(werk)kunst betrieben hat, bevor das Internet zu deren Leitmedium wurde. So kann gezeigt werden, wie in der retrospektiv so bezeichneten Prä-Internet-Ära netz(werk)basierte Kunst realisiert wurde und wie in der Zeit des Medienumbruchs vom Analogen zum Digitalen zukünftige Medien imaginiert wurden.

This book contains some of the papers that were presented at the fi rst meeting of the newly formed African Expert Study Group on International Criminal Law / Groupe des Experts Africaines en Droit Pénal International held in September 2011 in Brussels, Belgium. The group was established under the auspices of the Multinational Development Policy Dialogue (hereinafter `MDPD)́ and the Rule of Law programme of the German Konrad-Adenauer-Stiftung (`KAS)́ in 2010 modeled on the successful sister group in Latin America. This latter group was originally founded as an expert group to monitor the implementation of the Rome Statute of the International Criminal Court (`ICC)́ in Latin America within the framework of cooperation between KAS ́regional Rule of Law Programme and the Department for Foreign and International Law of the Institute for Criminal Law and Criminal Justice of the Georg-August-Universität Göttingen in 2002. The newly formed African group consists of judicial experts with both academic and practical background from various parts of Sub-Saharan Africa. The importance of such a group for the African continent cannot be overestimated. Africa plays a vital role in international criminal law and justice, both as an active player at the ICC and at the regional and national level. As for the groupś composition and outreach, the aim is to broaden regional representation and further consolidate membership. In 2012, the group will meet in Nairobi, Kenya to deal with topics surrounding the "Potential for the domestic prosecution of international crimes in Africa" ́Topics for future meetings abound given the multi-faceted African legal and political practice regarding international criminal justice in general and the ICC in particular. The group should in particular monitor the recent international or transnational criminal justice developments at the regional African level as well as relevant national developments.
