Taiwan held its first democratic presidential elections in March 1996, which motivated mainland China to stage large scale contemporaneous war games in the Taiwan Strait and aim unusually belligerent rhetoric at Taipei. The United States responded by deploying substantial naval forces in the area. After examining this confrontation between China, Taiwan, and the United States in terms of the 1979 Taiwan Relations Act, international law, and non-nuclear deterrence theory, the author presents a novel analysis of indirect deterrence communication between the United States and China

In Croatia the domain of media has become a genuine battlefield between individuals and organizations committed to the broadening of the freedom of thought and expression or attempting to limit this freedom. The author describes the features of Croatian legislation regulating media. Most recent legal reforms - the new Law on Public Information and the amended Penal Code - have created a certain duality of liberal and restraining legal provisions. This legal situation has resulted in a great number of lawsuits. (SOI : PM: S. 80)

The post-cold war period has rendered prominent the relations between the different regions of the world. According to the author, the collapse of the two-bloc system clearly had implications for the common and conflicting interests of the regional systems. This is also particularly the case for EU (EC)-ASEAN relations. He explores the role of politico-cultural agendas in the EU-ASEAN dialogue. The author presents a brief, initial inquiry into the question of whether or not China will "seek hegemony" as its economic development makes it the pre-eminent power in the Asia-Pacific region and thereby gives it the wherewithal to attempt to reshape the regional system of interstate relations. He concludes that contrary to the premises of statements of PRC officials, China's unique characteristics do not make China any less inclined toward hegemony than any of the other great powers. The Li, indigenous people of Hainan Island, have retained a strong identity organized around performance of traditional rites and customs, despite a 2,000-year relationship with the Chinese. But with the growth of state power and accelerating economic development, Li distinctiveness is weakening. After looking at the Li from a historical perspective, the author discusses socio-economic position of the Li today. She points out that most Li today are trapped in poverty, held back by lack of education and capital. (DÜI-Sen)

In 1989, nine villages in Maharashtra saw the election of allwomen gram panchayats (village councils). This was a revolutionary step in a country with one of the most patriarchal traditional social systems in the world. Behind this event lay a decade and a half of the new women's movement in India. The specific organizational factor was the campaign of a large independent farmers' organization, the Shetkari Sanghatana. The author focuses on three villages that have allwomen panchayats elected due to the work of Shetkari Sanghatana activists. (DÜI-Sen)

The rapidly developing economies are being targeted as markets for nuclear power. China, Japan, South Korea and Taiwan are all seeking to expand their nuclear power programmes. A critical issue is the desirability of an energy technology that has been thoroughly tested and progressively rejected by the developed world. The author explores these concerns with respect to Southeast Asia, beginning with a discussion of the reasons why Southeast Asian states might consider nuclear power to be a positive development. According to the author, SWAPO committed itself to multiparty democracy, human rights and national reconciliation, when it took power in Namibia at independence seven years ago. However, the country is now showing patterns that have characterised autocratic, neo-colonial governments in other countries of Africa. He explores the authoritarianism of SWAPO, allegations of threat to the independence of the Namibian judiciary, growing evidence of corruption among senior civil servants and members of the SWAPO leadership and the weakness of the civil society. After a critical look at the points of view of many scholars, Russian and non-Russian, on Russian-Chinese relations and an overview of the history of these relations, the author explores the future of Russian-Chinese relations with the interests of the people of Russian Far East in his mind. Based on recent Chinese source materials, the author discusses Chinese views of the role of the USA as a global and Pacific power in historical, economic, security, and political dimensions. According to him, in the eyes of the PRC, the image of the USA as a world power and a regional player is in general a negative one. The recent problem of non-performing loans in the Japanese financial services industry and the Daiwa Bank fraud have brought the issue of financial deregulation and transparency in the Japanese financial system to the attention of US policy makers. The author examines the dynamics of the asset price deflation following the 'bubble economy' of the 1980s which led to the current problem of non-performing loans and discusses the policy implications of the alleged inefficiency of the Japanese financial sector. HE ALSO IDENTIFIES THOSE FORCES THAT LIMIT THE CHANCES FOR THE EMERGENCE OF A NEW TURKESTAN. DESPITE THE NUMEROUS IMPERATIVES THAT MAKE SUSTAINED COOPERATION AN ATTRACTIVE OPTION, MULTILATERAL COOPERATION AMONG THE CENTRAL ASIAN STATES -- LET ALONE INTEGRATION -- WILL REMAIN AN ELUSIVE GOAL, AT LEAST FOR THE FORESEEABLE FUTURE. THIS CAN PARTIALLY BE EXPLAINED BY RUSSIA'S POWER IN THE REGION AND ITS INTEREST IN PREVENTING CENTRAL ASIAN UNITY.
