Der Verfasser argumentiert, dass die Beteiligungsmöglichkeiten von NGOs seit Anfang der 1990er Jahre erheblich ausgeweitet wurden und dass inzwischen eine Art gegenläufige Bewegung eingesetzt hat. Insgesamt konstatiert er einen Tiefpunkt der Beziehungen zwischen den Vereinten Nationen und der Zivilgesellschaft. Angesichts der Ergebnisse des Weltgipfels 2005 sieht er die Gefahr, dass bereits erreichte Beteiligungsrechte für NGOs, insbesondere im Menschenrechtsbereich, wieder zurückgeschraubt werden. Er vertritt die These, dass die seit den 1990er Jahren stattfindende Ausweitung der Beteiligungsrechte von NGOs keinesfalls unumkehrbar ist. Die Beziehungen zwischen den Vereinten Nationen befinden sich derzeit bereits in einer kritischen Phase, die durch "Exklusivität" und "Selektivität" gekennzeichnet ist. Wenn keine grundlegenden Reformen durchgeführt werden, ist es nicht auszuschließen, dass die Vereinten Nationen, wie bereits WTO, IWF und Weltbank, in das Visier der globalisierungsfeindlichen Bewegung geraten und dadurch geschwächt werden. Cet article étudie la nécessité du maintien de la légitimité de l'action des Nations Unies, si le système international un maintien de la paix renforcé doit fonctionner à l'avenir. Plusieurs aspects de la légitimité des Nations Unies dans l'après-guerre froide sont étudiés. La question centrale concerne la portée des décisions du Conseil de Sécurité ainsi que leur nature tout comme l'actuelle composition du Conseil. Le problème de l'intervention soulève de nombreuses interrogations sur la légitimité de l'action des Nations Unies dans le domaine du maintien international de la paix. Les événements récents ont mis en pleine lumière la question de l'intervention des Nations Unies pour de graves motifs humanitaires dans un pays donné, soulignant une tension croissante entre, d'un côté le caractère acceptable d'une intervention par la force et, de l'autre, le respect de la souveraineté nationale. Cet article suggère quelques conditions préalables à une intervention. L'auteur essaie également de voir comment déterminer l'efficacité de sanctions données. Enfin, dans l'opinion publique, un aspect important de la légitimité de l'action des Nations Unies réside dans le rôle du Secrétaire général.

A global econometric model is used to evaluate the effect of a grant-in-aid transfer from the development of market economies to the non-oil-exporting, developing economies. Two alternative financing schemes, expenditure diversion & direct taxation, are hypothesized in the paying countries so that the government amount balance is not disturbed. For both methods, the May 1978 LINK forecast solution was used as the baseline in the simulation. The experimental period examined was the 4-year period between 1978 & 1981. In the expenditure diversion scenario, government expenditures in 13 market economies were diverted from domestic purchases of goods & services to foreign transfers. Whereas government expenditures were decreased by 1% of gross product, the foreign transfer was increased by that amount. The direct taxation scenario imposed a tax on the residents of the 13 developed market economies to finance the transfer. Issues examined included: (1) the effects of the transfer, & (2) a comparison of the effects of foreign expenditure multipliers of the LINK models with those of the government expenditure multipliers or the tax multipliers. Using a simple Keynesian model to illustrate the theoretical issues involved in the transfer problem, analysis suggests that the developing countries would benefit greatly from the implementation of any transfer scheme. The developed countries, under either of the assumptions outlined, would not realize any substantial benefits from offering such a payment. 2 Tables. Modified HA.

This study is concerned with the relationship between the domestic and foreign conflict behavior of nations. Specifically, it is postulated that two key variables, type of nation and nature of conflict, determine the nature of this relationship. A population of 74 nations are divided into three groups, personalist, centrist, and polyarchic. A correlation analysis is then performed on these groups for all possible pairs of domestic conflict behavior dimensions - 'turmoil', 'revolutionary,' 'subversive' - and foreign conflict behavior dimensions - 'war,' 'diplomatic,' 'belligerency.' Stage 2 of the analysis, using raw data and covering a period from 1955 to 1960, facilitat s the investigation of time lags as a possible additional factor. The results of the study indicate that the postulated relationships do exist, with joe of nation constituting perhaps the key element in the nature of this relationship.
