Peace and orders is a necessity of the town. Achieving these need is carried out by local governents through regulatory instruments, name Regional Regulations. Sidoarjo Rgency regulates it trough Regional Regulation Number 10 of 2013. This study shows is a gap in the understand of citizens of the urgency of the substances of Regional Regulation Number 10 of 2013 and and Regional Regulation of the City of Surabaya No. 2 of 2014 for the publics interest. In adition, the condition of law enforcement structures and community culture does not support the implementation of Regional Regulation No. 10 of 2013 and and Perarutan Kota Surabaya No. 2 of 2014. This condition resulted in the emergences of obstaccles to achieving pace and orderr in Sidarjo Regency and Surabaya City. In this thesis research, the legal instruments used by the author are Sidoarjo Regional Regulation No. 10 of 2013 and Surabaya City Regional regulatioan No. 2 of 2014. In normative research, the author will use a doctrinal research method that refers to legislation (statute approach).Implementation of the implementation of Regional Regulation No. 10 of 2013 and and Regional Perarutan Surabaya City No. 2/2014 concerning Public Order and Public Order has not been fully effective. The public tends to lack understanding of the contents of the Perda. the great majority of society is ignorant of the urgency of the substance of these Orders.

International audience ; Within this study, employee professional development is conceptually understood as a component of lifelong learning. The concepts of lifelong learning, a learning society and even a learning economy are popular and theoretically justified as necessary prerequisites for the competitiveness and the economic performance of countries in the modern world. The problem is that Latvia (like most countries with low economic performance) is still not a learning societyespecially compared to the countries of the European Union. In this regard, it became necessary to empirically measure the economic importance of employee professional development in the modern world in order to justify the management of lifelong learning based on the economic paradigm. For an empirical interpretation of lifelong learning and employee professional development, the author used the Global Talent Competitiveness Index (GTCI) and indicators of the economic performance of the world's countries for the period from 2018 to 2020. Applying four methods of quantitative data analysiscorrelation analysis, regression analysis, comparison of means and discriminant analysis, the author proved the following: in the modern world, employee development is mainly a factor, but also an indicator of competitiveness and economic performance of countries, since significant investments are required to implement employee professional development. Nevertheless, the sustainable management of lifelong learning and the self-motivation of employees helps to create a learning society not only based on material investment, but also through the development of a learning culture.

The main propositions of such schools of thought in international relations theory as realism, liberalism, and constructivism, which are used by researchers in these areas in the analysis of the political significance of epidemics and pandemics for international relations are highlighted and analyzed in the article. The author places special emphasis on the ongoing global pandemic of coronavirus disease 2019 (COVID-19) and identifies its main issues that are the focus of attention in the scientific works of political scientists. The author concludes that none of the three analyzed theories provide a comprehensive explanation of all the socio-political processes and transformations that have resulted from the spread of the COVID-19 pandemic on a global scale. The main research methods were analytical-synthetic and descriptive-narrative. ; У статті виокремлено та проаналізовано головні положення теорії реалізму, лібералізму й конструктивізму в міжнародних відносинах, які використовуються дослідниками зазначених напрямів при аналізі політичного значення епідемій та пандемій для міжнародних відносин. Автором зроблено особливий акцент на поточній пандемії коронавірусної хвороби 2019 (COVID-19) та визначено її основні питання, що перебувають у фокусі уваги в наукових роботах представників політичних наук. Автор дійшов висновку про те, що жодна із трьох проаналізованих теорій не надає всеосяжного пояснення усім суспільно-політичним процесам та соціальним трансформаціям, що виникли внаслідок поширення пандемії COVID-19 в глобальних масштабах. Основними методами досліджень стали аналітико-синтетичний та описово-розповідний.

The globalized world is still in the phase of late capitalism, signified by the establishment of multinational corporations, globalized markets and work, mass consumerism, and the fluid flow of capital. The question of the criticism of art towards the capitalist system, its ideology and consumerism is therefore still current and is readdressed in this contribution. Considering this issue, the recurrent theoretical reference is American materialist aesthetician Fredric Jameson, who was among the first to define culture and art in the context of late capitalism. In the article the author revises Jameson's critique of art addressing consumerism and demonstrates that he did not consider the relevance of the means of consumption as regards the cultural logic of late capitalism. She claims that in order to open space to examine contemporary art as being critical towards consumerism, one also needs to consider the ontological changes that have occurred to art and pay attention to performative art, while Jameson was still focused on a representational mode of art. By being performative and also setting out actions outside of spaces that were traditionally designed for art, in the space meant for consumption, art has much a better chance to act politically, which Jameson wished to see from art which addresses consumerism but did not. The author argues that if one is to seek critical or political art in late capitalism, those would be the cases of artistic interventions into the means of consumption.

Although the study process noticeably focuses on the written research work, the purpose of this artistic project is to ensure that art is not neglected. The research part is integrated into the creative artistic one, and vice versa. The bookmark, which materialises from aestheticised conclusions, is the artistic expression of the written text. The entire text can be considered the author of and a long signature under this work. As war is only staged rather than actually fought in a military academy, art in the academic context can likewise be perceived as imitation. Although this imitation does not lead where it is expected to, the present book with a bookmark can function as a work of art simply because it sticks to what is visual and beautiful.

The article concerns on the correlations between the changes in political institutions and the dynamics of economic growth. This controversial issue is a stumbling block in extensive research due to the clash of two large theories of social development in political science: democratization and modernization. The theory of democratization is based on the primacy of civic values, while the theory of modernization gives priority to the efficiency of economic development. The author defines the conceptual positions of the researchers: "democracy promotes growth", "democracy does not promote growth", "growth promotes democracy", and "growth does not promote democracy". The dominant position "democracy promotes economic growth" is driven by the values of liberal ideology and the notion of a free market. The opposing position "democracy does not contribute to economic growth" proceeds from the weak possibilities of the established liberal order to mobilize resources for solving the state development problems. The modernization position "economic growth contributes to democracy" is dictated by the change in the value attitudes of citizens as they achieve prosperity. The alternative position "economic growth is not conducive to democracy" is supported by countries with authoritarian regimes with weak potential of development. The author comes to the conclusion about the possibilities of multivariate construction of political institutions to ensure economic growth, based on the endogenous and exogenous development factors in any countries.

The multinational corporations of today are more powerful than are many states. In this paper the author questions the structure of the corporation and its built-in mechanisms of responsibility to the citizens of the state in which it operates. With this in mind, the author examines and compares the organizational structures of corporations versus states. At first sight, the structure of a corporation resembles the structure of the state, however, were we to examine its structural mechanisms of responsibilty, we would come to see that it does not resemble a true democratic state, but rather the structure of a totalitarian one-party state. The structure of a corporation allows for mechanisms of supervision for the realization of shareholders' interests, but as yet has no established mechanisms to elicit legal, responsible, moral action toward all others. ; Multinacionalne korporacije danas su snažnije od brojnih država. U ovom radu želimo istražiti postoje li u strukturi korporacije ugrađeni mehanizmi odgovornosti prema građanima država u kojima djeluju. S tim ciljem razmotrili smo i usporedili organizacijske strukture korporacije i države. Iako je na prvi pogled po svojoj strukturi korporacija nalik strukturi države, pogledamo li ustrojstvene mehanizme odgovornosti, dolazimo do spoznaje da nije nalik pravoj demokratskoj državi, već ustroju totalitarne jednopartijske države. U svojoj strukturi ima mehanizme nadzora ostvarenja interesa dioničara, ali još nema izgrađene mehanizme koji bi je poticali na zakonito, odgovorno i moralno djelovanje prema svima ostalima.

One of the specific features of Indian philosophical thought in comparison with Western tradition is its addressing the subject of yogic and contemplative prac­tices. The article focuses on the interpretation of yogic experience in terms of Buddhist epistemology (pramāṇavāda – the teachings on the instrument of valid cognition). The concept of yogic perception (yogipratyaksha), which dates back to the Buddhist philosopher Dignāga, later becomes the subject of pan-Indian philosophical debates. The author analyzes the Buddha's teachings on the Four Noble Truths as an object of yogic perception. If, according to Dignāga, yogic perception grasps its object directly, beyond its verbal elucidation by teachers, while the Noble Truths are transmitted through the Buddha's word, the question arises as to how can they constitute the object of direct apprehension? The article proposes to understand yogic perception in the light of the three stages of under­standing in Buddhism: 1) śrutamayī (consisting in hearing) – the memorization from the words of teacher; 2) cintāmayī (consisting in reflection) – a critical ana­lytical discourse about the form and meaning of what was learned at the previous stage; and finally, 3) bhāvanāmayī (consisting in contemplation) – an individual appropriation of the ideas analyzed at the previous stage in meditation. The author argues that, according to this algorithm, only the intellectual mastering of Buddha's teachings can shape a mindset that brings forth yogic liberating in­sight – the goal of the Buddhist soteriological aspirations

Compulsory licensing is a public health tool - it can be instrumental for alleviating insufficient supplies of necessary pharmaceuticals as well as mitigating prohibitively expensive drug prices. Today the compulsory licensing exists for public health emergencies such as the current COVID-19 crisis. In the article author research legal regulation of compulsory licensing medical inventions to in a pandemic. The study aims to set up the essence of the compulsory licensing mechanism to prevent COVID-19, identify problematic issues and make suggestions for improving the current legislation of Ukraine. The author highlights a number of problematic issues related to the application in Ukraine of the mechanism of compulsory licensing of inventions for medical purposes by theorists, patent owners and patent authorities, in particular the impossibility of reproducing medical inventions (medicines) by documentation available in the Patent Office. Appeal to the patent owner without a real intention to enter into a license agreement and pay periodic payments, there is also no procedure for amending the compulsory license and others.In conclusion, a number of measures that need to be taken are identified: 1) ensuring the provision of reliable, complete technical information in the patent application; 2) give the content and form of the application to the patent owner for permission to use medical inventions; 3) the procedure and conditions for making changes to the compulsory license must regulation.

The article deals with expert and media discourses around the second space race between Russia, the US and other countries. This is relevant today because America's recent achievements in space exploration have intensified the discussion of another wave of competition among countries in Russian and Western media and think tanks. For example, the successful launches of the manned spacecraft Crew Dragon by Elon Musk to the International Space Station in 2020–2021 and the Perseverance rover's landing on Mars in February 2021 put a spotlight on the new space race, with numerous media outlets and think tanks commenting on this topic. The novelty of the article lies in the fact that the author makes an attempt to analyze the problem of rivalry and cooperation in outer space through the lens of critical discourse analysis and survey, as well as through the perspective of international relations theory, particularly, through the conflict of realism and liberalism or idealism. The author comes to the conclusion that realists tend to aggravate the situation and define the current state of relations in space exploration as a new space race among global powers, while liberals use more accurate and restrained language such as "space rivalry" or "competition". Realists are more skeptical toward cooperation in space exploration between competing powers like Russia and the US because of their political contradictions, while idealistic liberals pin their hopes on such a partnership.

The article focuses on the peculiarities of Vietnam's position in the orbit of the ideological and theoretical influence of China. The author examines the most important party documents of both states, reveals their main similarities and differences. The author concludes that Hanoi scrupulously studies, critically assesses, and actively uses the experience of Chinese economic and political reforms. The party and state leadership of Vietnam, when carrying out major transformations of recent decades, was directly guided by the successful experience of their Chinese colleagues. This led to the situation where today's political systems of Vietnam and China are quite similar, but still are not (and will never be) twin brothers. At the same time, the countries developed a wide network of inter-party contacts which is used not only as an instrument of exchanging views on adapting Marxism-Leninism to current realities, but also as an additional and mutually beneficial channel of communication on a wide range of issues. Despite this, the similarity of the political systems does not necessarily lead to a change in foreign policy. China has an impressive array of tools to influence its southern neighbor, but their ideological closeness is definitely not the most important of them. It is concluded that the role of ideology in Vietnam's policy, although it remains noticeable, is significantly inferior to the role of national interests and pragmatic views.

The article is devoted to the study of the history of the Astrakhan regional branch of the Union of Composers of Russia through the prism of their position in relation to the processes that are taking place in the music world today and are reflected in the composer's activity. The use of the interview genre as a special analytical technique allows us to become more familiar with the view of musical creativity "from within", through the composer's vision of the influences that the musical and extra-musical environment has on him. An important role in this context is played by the questions compiled for the conversation, which can be divided into two groups: the situation of modern composers in market conditions, located far from the center (living in the regions) and their reflection on the history of culture, the modern world, which is reflected not only in their views, but also in their work. When working on the material of the article, the author used the following methods: interviewing (free conversation), ideographic - when preparing the material of the conversation with the composer, systematization - when analyzing the works of the composer. A special contribution of the author is the philosophical and musicological analysis of L. Butakov's work and the arrangement of his philosophical ideas. The analysis of the interviews allows us to draw conclusions about the prospects for the existence of academic musical art in the regions of the country.

It is the first substantial collection of new, critical essays on Thomas Hobbes by leading scholars in over a decade. Hobbes's writings stirred debate in his own lifetime, for two centuries thereafter, and continue to do so in ours. They emerged in a period of intense political turmoil—a time of civil war and regicide, of puritanical rule and royal restoration. "They were motivated," Dietz argues, "by concrete political problems and a practical concern, namely, to secure political order, absolute sovereignty, and civil peace." The contributors emphasize and answer a series of expressly political questions that, to date, have not been fully addressed in the Hobbes literature. They contend that Hobbes's writings are not mere static artifacts of a particular historical milieu, but rather rich sources of a variety of interpretations and criticisms that spur discussion and debate in their turn.

The Workplace Relations Act 2015 fundamentally reformed the workplace dispute resolution system in Ireland–the centrepiece being the Workplace Relations Commission, the new body for first-instance dispute resolution. While the overall system is an improvement on its overly-complex and confusing predecessor, the Supreme Court's decision in Zalewski v An Adjudication Officer declaring aspects of adjudication at the WRC unconstitutional, coupled with user representatives' persistent concerns about how adjudication is conducted, present ongoing challenges. This article describes the results of a survey undertaken in 2019 by the author of over one hundred representatives' views on the system, and contextualises them in light of Zalewski. Based on findings from the survey—the third in a series of such surveys since 2011–and the requirement to amend WRC adjudication processes following Zalewski, the author suggests that the WRC could reframe how it presents and delivers its dispute resolution services at first instance to help better serve workers and employers in dispute. Specifically, the WRC could enhance its Mediation Service both in terms of how mediation is presented and how it is delivered, so that it is perceived by users and representatives as a mainstay dispute resolution mechanism rather than as a secondary offering to the Adjudication Service. Such a recalibration could help achieve a better balance of informal, flexible dispute resolution through mediation in tandem with constitutionally-compliant adjudication with more robust procedures.
