Local water governance is challenging given the significance to public health and the difficulties to manage it in a fragmented administrative system. A collaboration network is a popular governance tool in local governance to cope with functional fragmentation problems and institutional collective action (ICA) dilemmas. Empirical works are needed to examine the outcomes of such governance networks, especially in the context of environmental governance. With fuzzy-set qualitative comparative analysis (fsQCA), this article seeks to evaluate the outcomes of collaboration networks by investigating the influence of network structures on local water governance performance in China. Based on empirical analyses on a dataset of twenty local water governance networks implementing the Water Ecological Civilization Pilot Project in China, the findings suggest that a high overall bridging and bonding of social capital and a low network density are important determinants of effective collaboration networks. This study has policy implications for the design of local collaboration networks in facilitating effective environmental governance.

Journal of the Philosophy of Education Welcome to the third volume of the Journal for the Philosophical Study of Education (JPSE), a peer-reviewed journal put out by the Society for the Philosophical Study of Education (SPSE). JSPE aims to publish papers that approach the field of education from a philosophical perspective, in the broadest sense of the term. Some of the papers considered for publication may be selected from works presented at the annual meeting of the Society for the Philosophical Study of Education by members of that organization, after these papers undergo blind peer review and revision if necessary. However, this journal does not limit its content to works pertaining to the annual conference; it strongly invites outside submissions from any interested party, provided that such submissions fit the guidelines of the journal. JPSE will consider papers, book reviews, interviews, and other documents with emphases in history, psychology, literature, politics, religion, pedagogy, and other areas if they portend to the general ideal of philosophical speculation on the meaning, purpose, and/or nature of education, both in the literal and in the broadest sense of the word. To encourage diffusion, we are posting abstracts of the contributions.

In the article on the theory of state and law, the development of political Augustinism is studied in the context of the conceptualization of the idea of a Christian state. When summarizing the philosophical and political thought of Augustinism as a development of the ideas of dualism of the idea of "two cities", the following main points established during the study were noted: 1) in the theocratic concept of the work "On the City of God", the author justifies the existence of the state as a system of subordination. For Augustine, man is by no means a political, but a social being. The need for submission arose due to the fall of man; by nature, man was created not to obey, but to communicate with other people at the social, and not at the political level of domination and subordination. God did not instill in people the necessity of subordinating some people to others; 2) developing the thought of Blessed Augustine, Pope Gregory the Great and other followers of political Augustinism came to the conclusion, quite obvious to them, that power originally came from God, existed from the moment the world was created, and was established as paternalistic. The concept of political Augustinism determines that people are inherently equal, and there is no need to use coercive mechanisms in relation to others. However, each society required the mechanisms of government necessary for its existence; This argument is supported by the fact that the angelic hierarchy, that is, the hierarchical model of the heavenly world, is based on similar principles. Sin, on the other hand, has influenced the fact that the need for coercion is inevitable and the force of coercion begins to act. Subsequently, the Augustinian idea of the supernatural city of heaven was distorted by the fact that it was associated with the earthly Church for the purpose of subordinating secular authority to the church, which led to the confrontation between the state and the Church in medieval Western Europe.

This was also the first time that a major party in Turkey, representing itselfas left wing. Although the discourse which was said before elections, caused many discussions aboutbasis, cumulations, ideology in both inside of the party and outside of the party for about 2-3 months;can also seem as party's democratic improvement and also 1960's period inevitable result. The aimof this study is to investigate the reasons, historical background and introduce basis of left of centerdiscourse which was used before General Elections of 1965. ; Türk Siyasi Tarihi'nde önemli ve uzun yerlerden birine sahip olan Cumhuriyet Halk Partisi (CHP)'nin1965 Genel Seçimleri'ne çok az bir süre kala kendini resmen ortanın solunda bir parti olaraktanımlaması, CHP'nin merkez sol siyasete geçişinin ilk kıvılcımı olmuştur. Bu aynı zamanda, TürkSiyasi Tarihi'nde bu denli büyük ve köklü bir partinin kendini ilk defa sol siyasette gösterişidir. 1965Genel Seçimleri'nden çok kısa bir süre önce ortaya konulan bu söylemin temelleri, birikimleri,ideolojik yansımaları 2–3 aylık süreçte parti içi ve dışı birçok tartışmaya sebep olsa da; söylem,partinin bu sürece kadarki demokratik gelişiminin ve dönemin etkilerinin de kaçınılmaz bir sonucuolarak görülebilir. The article presents the first part of a study devoted to the analysis of the functions of cryptographic fragments in the Olonets Codex of Incantations of the 17th century. The paper defines a corpus of cryptographic fragments in the Olonets Codex (55 fragments in Russian in 9 records, as well as the cryptography of the word "amen" in another 18 texts). It has been established that cryptography in the Olonets Codex gravitates towards texts of verbal magic, and among them - to incantations of social and interpersonal themes and "forbidden". The positions of the encrypted fragments in the structure of individual records (headers, instructions, incantations themselves) and within the incantations are revealed, fragments of texts with cryptograms are given, and a cryptographic vocabulary is compiled.

The European Court of Human Rights plays an important role in protecting the
rights of asylum seekers and illegal migrants through a set of different
human rights. Requests for interim measures under Rule 39 of the Rules of
Court have also great importance. In cases involving illegal migrants and
asylum-seekers, the Court was often in a difficult position, given the
contradictions that could arise from the protection of human rights and the
legitimate aim of the Contracting States to control the entry, residence and
expulsion of aliens. The recent Courts judgments in the case of M. S. S.
against Belgium and in the case of Jama Hirsi and others v. Italy are
particularly important because of their remarkable influence on the
perception of the common asylum system in the EU.
