Dr Savigear's 'Philosophical Idealism and International Politics: Bosanquet, Treitschke and War' is especially welcome because this important topic has not been much discussed. However, on a subject so complex and controversial, some disagreement is to be expected. I shall suggest that Dr Savigear's argument requires qualification because it underemphasizes the cosmopolitanism which provides continuity to this aspect of Idealist moral and political philosophy.

Internationale Politik wird längst nicht mehr nur von Nationalstaaten betrieben – Global Cities sind insbesondere seit Ende des Kalten Krieges zu neuen Machtzentren aufgestiegen. Die vorliegende Analyse gibt, basierend auf der Theorie des Neoklassischen Realismus, Aufschluss über die Akteursqualität von Global Cities in der internationalen Klimapolitik am Beispiel Londons. Dabei steht die Netzwerkmacht der Städte, also ihr Engagement in Städteverbänden und -netzwerken, im Fokus. Welche Faktoren beeinflussen die Transnationalisierung der Politik globaler Städte? Welche Rolle spielen die Bürgermeister? Welcher Strategien bedienen sie sich, und innerhalb welcher Strukturen handeln sie?London ist ein besonders ergiebiges Beispiel. Die Weltstadt hatte bis zum Jahr 2000 keine eigene Stadtregierung und -verwaltung; ihre Akteursqualität stieg entscheidend erst mit dem Einsetzen des Mayor of London. Boris Johnson diente diese Funktion gar als Sprungbrett zum britischen Premierminister.

This article focuses upon the writings of John R. Bolton who was for four years US Under-Secretary of State for Arms Control and International Security. He is currently the US Ambassador to the United Nations. His position with regard to international law is, at least for non-Americans, extraordinary, but also extraordinarily important since it resonates with the views of many in the current Bush administration. In essence, he is sceptical of the entire category of international law and argues that it cannot ever be accepted as superior to US domestic law. He doubts that it can be distinguished from international relations. These views need to be taken seriously if the implications for the world of diplomacy and international relations, and indeed domestic law, are to be understood. This the article attempts to do.
