In the EU, the 2017/18 sugar marketing year (MY) was the first with no production quota and most of the price support gone. The Uruguay round restrictions on sugar exports were also not binding anymore, making the EU a net exporter. In MY2018/19 the EU turned back into a net importer as domestic sugar production fell. Developments on the demand side have been much less dramatic as global sugar consumption kept growing. These market and policy trends lead to relatively low international prices between 2018 and 2020 before trending upwards in 2021. These low prices were at least partially transmitted to European markets. In a net-export situation and without export restitutions, international export prices would be the anchor for intra-EU price formation. Under these circumstances, the still present interventionist side of the EU's sugar market policy could easily be viewed as irrelevant for price formation within the EU. However, in the more realistic scenario of the EU being a net-importer, price formation will continue to be strongly affected by the existing import restricting policies. There has been no change in the EU schedule of bound tariffs for sugar since the formation of the World Trade Organisation. Other external sugar market policies of the EU are unilateral market access to the common market (i.e., EPA, EBA), tariff rate quotas (e.g., the Balkan and CXL preferences) and preferences granted under bilateral agreements. This report assesses how effective the EU trade policies regarding sugar have been for EU sugar imports and sugar prices within the EU, followed by resulting policy recommendations. Abstract The following is a review of two Canadian-Tanzanian international partnerships working in Tanzania within the education sector. Project TEMBO (Tanzania Education and Micro-Business Opportunity) supports the development of formal and non-formal education for girls and women in collaboration with other local and international non-governmental organizations. The Huron University College/University of Dar es Salaam project is strengthening post-secondary educational opportunities in collaboration with civil society organizations and local government. Both projects are focused on literacy in the broadest sense to achieve critical skills in civic engagement, poverty reduction, problem solving, decision-making and reducing gender imbalances, and as such are in line with the United Nations' Millennium Development Goals (MDGs). Achieving improved access to information and educational opportunities for Tanzanians that support poverty reduction are the shared objectives of these two projects. This article will outline some of the methods which have been used to successfully offer access and educational opportunities despite ongoing challenges and constraints within the project environments.

Abstract
This article situates C. Wilfred Jenks as a central figure in the emergence and development of the law of international organizations. Deeply informed by his work as a legal advisor at the International Labour Organization (ILO), Jenks' scholarly writings during and immediately after World War II established a basis for, and elaborated the details of many aspects of, classical international organizations law. Moreover, the article argues that Jenks' oeuvre also articulated a number of insights and approaches that, in retrospect, may be read as suggesting a series of alternative futures for international organizations law. By examining Jenks' foundational works on international organizations law, therefore, the article seeks to recover aspects of Jenks' thinking that might have led – and might still lead – the field to explore different paths.

Over the past two centuries, abuse of antiquities and fine art has evolved from the "spoils of war" into a medium for conducting terrorism which strives to erase the cultural heritage of "the other". At the same time, the growth of the art market over the past fifty years has created opportunities for exploitation of cultural property. Since World War II, there has been maturing international awareness that armed conflict and looting pose a threat to cultural property; but simultaneously, art trafficking and the politics of cultural property create opportunities amidst risks in developed "collecting nations" and emerging "source nations". This is the first book in the literature that touches on the interrelation of the financial value, politics, and security of cultural property and suggests the implications for the power of culture in global affairs. The intersection of these issues forms the basis for a new field which this book examines - cultural security. As part of the changing significance of cultural property in foreign relations, Cultural Security assesses corresponding security threats and opportunities for diplomacy. This book will take readers through the concepts and issues surrounding cultural property, cultural currency and cultural power, leaving readers with invaluable insights on the political economy of cultural property and the resulting source of "alternative power" in global affairs

Historically the role of non-tariff barriers (NTBs) in the international textile trade gained strength when World Trade Organization (WTO) signed the Agreement on Textile and Clothing in 1995. The main emphasis of it was four stage gradual reductions of quotas as the most influential non-tariff trade barrier within 10 years period of time ending January 1, 2005. The Agreement also provided the reduction of all other types trade barriers in order to liberate international trade. However, the traditional non-tariff barriers to trade found replacement by modern trade distortions. There is no doubt about their existence but they are not widely investigated especially in terms of non-tariff barriers in the textile trade. The research is studying the classification of non-tariff barriers, the influence of the barriers to the international trade in textiles, discusses its specifics in the context of European Union. The survey is looking for the best option to classify non-tariff barriers in the international textile trade markets and examines variety of their aspects. Scientific and other sources do not provide any specific classification of non-tariff barriers to the textile trade. Though, the NTBs are widely and deeply investigated in terms of world and regional trade, separate industries, even individual companies and products. The aim of this survey is to analyse the classification of non-tariff barriers in the international textile trade markets and to ground its principles on EU and world trade. First, the article presents different definitions of non-tariff barriers and existing classification systems of NTBs. Comprehensive extensions are related to a few most general but scientifically explored enough grouping: administrative procedures, market structure and political, social and cultural or so called institutional factors. En effet, la mise en oeuvre de transferts compensatoires peut être coûteuse et ces transferts peuvent être qualifiés d'imparfaits. L'analyse du bien-être collectif montre notamment que les pays préfèrent signer l'accord UT plutôt que l'accord D si le coût associé aux transferts dans l'accord uniforme est suffisamment faible. L'analyse de bien-être individuel des pays nous permet de discuter des situations où l'un des pays peut être réticent à signer un accord donné plutôt qu'un autre, même si son niveau de bien-être s'améliore par rapport à la solution non-coopérative.

The 1980 Hague Convention on the Civil Aspects of International Child Abduction ("the Convention") provides for the prompt return to the country of habitual residence of children taken by a parent from one country to another. It was created to address the threshold problem in such cases, that is, which court should determine the rights of the parties involved. In a case under the Convention, the court's concern is which country is the country of habitual residence and practical aspects of the return to ensure the safety of the child and the taking parent. This article will discuss the formation of the International Hague Network of Judges (IHNJ), why it is crucial in the advancement of the Convention's goals, and, specifically, what it does to educate judges and facilitate communication between judges, and how the IHNJ can facilitate the return, including providing information on services, procedures, and protections offered in the countries of return.
